Bureau of Small Business Opportunities Program designed to encourage participation of Small Diverse Businesses (SDB) in state contracting Program designed to encourage participation of Small Diverse Businesses (SDB) in state contracting A Small Diverse Business is a DGS-verified minority-owned business, woman-owned business, veteran-owned business or service-disabled veteran-owned business. A small business is a business in the United States which is independently owned, not dominant in its field of operation, employs no more than 100 full- time or full-time equivalent employees, and earns less than 7$ million in gross annual revenues for building design, $20 million in gross annual revenues for sales and services and $25 million in gross annual revenues for those businesses in the information technology sales or service business. 6
Bureau of Small Business Opportunities To receive credit for being a Small Diverse Business or for subcontracting with a Small Diverse Business (including purchasing supplies and/or services through a purchase agreement), a Offeror must include proof of Small Diverse Business qualification in the Small Diverse Business participation submittal of the proposal, as indicated in section II of the RFQ. Background The Commonwealth of PA is seeking an HR Service Delivery solution to support the 90-person HR Service Center (HRSC) and its customer base of 38 state agencies and 80,000 employees. Solution must also support use by approximately 2,600 agency HR users as well as business partners 10
HR Service Center The HRSC serves as the central point of contact for employees and agency managers for common HR, Benefit and Payroll transactions and services. The HRSC provides enterprise-wide support through a native call center (toll free number) and online employee/supervisor self service. 11
Solution Solution must leverage and integrate with the commonwealth s core SAP HR/Payroll system Must provide key functionality in the areas of Call Center Relationship Management (CRM), Knowledgebase Management (KBM), and Onboarding Management (OBM) 12
Call Center Relationship Mgmt. (CRM) Requires call management functionality and reporting of Customer Service Representative activity, including tracking and management-level reporting Should accommodate service levels or tiers and distinct service groups Commonwealth currently receives daily exports of tickets and ticket events data 13
Knowledgebase Management (KBM) Provides personalized search and answers to all HR questions, delivered on a rights and roles basis via the web to employees, supervisors, Customer Service Representative and commonwealth agency HR personnel Contains extensive authored html page content and approximately 850 postings (links to internal/external web sites,.doc,.pdf,.ppt and.xls files) 14
Onboarding Management (OBM) Provides personalized orientation tours to new hires Filtered pages based on employee/position attributes 10 online forms and 12 policy acknowledgements (including electronic signature) Utilizes rights and roles, integrates with CRM tool and displays Knowledgebase and other online materials Provides complete workflow for Form I-9 processing including integration with the federal E-Verify system 15
Onboarding Management (OBM) Ability to capture data pre-hire and provide nightly load files to SAP Nightly receipt of 3 PDF document types generated from completed forms and acknowledgements 16
Key Points Preferred solution is a Software as a Service (SaaS) Any solution, including contractor hosted may be proposed Existing contract ends 9/16/2014 17
Key Points Commonwealth of PA will have the option of purchasing Offboarding and Crossboarding functionality Read the RFQ carefully and submit a complete proposal 18
RFQ Structure Proposal is divided into the following three parts that must be submitted in separate individual sealed envelopes: Technical Submittal = 50% of total points Cost Submittal = 30% of total points Small Diverse Business (SDB) Submittal = 20% of total points Each Contractor must provide the following: (I-13 Proposals, pg. 7) Ten (10) paper copies of the Technical Submittal, Two (2) paper copies of the Cost Submittal, Two (2) paper copies of the Small Diverse Business (SDB), Two (2) complete and exact copies of the entire proposal (Technical, Cost and Small Diverse Business (SDB) Submittals, along with all requested documents) on separate CD-ROMs or flash drives 19
RFQ Requirements Mandatory Response Requirements Timely received from an Offeror Properly Signed by the Offeror Please provide a copy of the bylaw, resolution, or letter from General Counsel that authorizes signatory to bind contractor 20
RFQ Requirements Proposal Requirements: The proposal must consist of three separately sealed submittals: Technical; Cost; and Small Diverse Business. The total score for the technical submittal must be greater than or equal to 70% of the available technical points to advance. Do not include any cost information in your technical submittal. Do not include any assumptions in your cost submittal. 21
