1 Issue Date: March 23, 2015 Title: Web Specialist for Revising Online Courses Specifications: Purpose: Maryland State Department of Education s (MSDE) objective through the Division of Curriculum, Assessment, and Accountability is to procure a qualified contractor(s) to revise online student learning courses to ensure that they comply with Web Content Accessibility Guidelines (WCAG) 2.0 Level AA. Background: The Maryland Virtual Learning Opportunities (MVLO) program, an educational service managed by MSDE, expands the access of challenging online learning courses to students throughout Maryland. These high-quality, rigorous, credit bearing courses are aligned to the Maryland College and Career-Ready Standards, as well as other appropriate content and course standards. They are also required to meet WCAG 2.0 Level AA. MSDE offers these online courses in collaboration with the local school systems. Nature of Work: Contractors will replace or re-code navigation and other features for up to 6 current online courses to ensure compliance (refer to Exhibit A to indicate the number of courses for which you are applying) with WCAG 2.0 Level AA. Content knowledge is not required. All online student courses have been evaluated by an accessibility expert and non-compliant course components have been identified in a written report. MSDE will provide the contractor with this accessibility report. The contractor will be responsible for ensuring that all identified non-compliant aspects of the student course are revised to meet the required accessibility guidelines. Once all editing within the course is complete, the contractor must submit the course to be re-evaluated by MSDE s designated accessibility expert. The completed course must meet WCAG 2.0 Level AA requirements. Contractors must adhere to all agreed upon due dates, submit work for pre-approval by MSDE Specialists, revise and edit work based upon the feedback provided, and complete all required documentation. Contracts will be on an as needed basis, with no guarantees of work. MSDE has unilateral rights to select the number of courses awarded. Partial/Multiple Consultants: MSDE reserves the right to award contracts to multiple consultants for the services and materials required in this RFQ. Note: MSDE has the unilateral right to select the number of courses awarded per contract. 1

2 Non-Hiring of Employees: No official or employee of the State of Maryland, as defined under State Government Article, , Annotated Code of Maryland, whose duties as such official or employee include matters relating to or affecting the subject matter of this contract, shall during the pendency and term of this contract and while serving as an official or employee of the State, become or be an employee of the Contractor or any entity that is a subcontractor on this contract. Offeror Qualifications: A. Essential Requirements: Essential Requirements for all content contractors shall include, but is not necessarily limited to the following: A. Experience with website instructional design and development; B. Experience and knowledge of html coding, java script, flash, and CSS; C. Understanding of Section 504, Section 508, and WCAG compliance requirements; D. Experience with testing html pages and media file troubleshooting; E. Advanced knowledge and experience in HTML, HTML 5; F. Advanced knowledge and experience in Javascript; G. Senior level experience in developing customized interactive features using software such as Storyline; H. Extensive knowledge of Open source Javascript libraries, e.g., jquery, Video.js; I. Experience using Blackboard s Learning Management System; and J. Proficiency using , attachments, Microsoft Office Word and Excel. All requirements must be reflected in the Letter of Interest or the Resume B. Education Requirements: Certification or 3 years experience in web development and troubleshooting Term Of Contract: These contract(s) shall begin on April 15, 2015 and terminate on June 30, Submission guidelines: The Offeror must submit: - a letter of interest - a resume that demonstrates the required qualifications for the services required - and the signed (using a blue ink pen) bid form Exhibit A to provide the service detailed in the Nature of Work. All required paperwork must be submitted in order for the application to be reviewed. 2

3 Place of Work: Work will be completed at an independent location and submitted to the Maryland State Department of Education, Nancy S. Grasmick Building, 200 W. Baltimore Street, Baltimore, Maryland for review. Most Favorable Bid Price: The State reserves the right to award the contract to the responsive and responsible bidder(s) submitting the most favorable qualifications for providing the services, as specified in this RFQ.
