Williamsn Cunty Bard f Educatin Prcedures and Guidelines Effective Date: 6/21/10; 8/15/11; Page 1 f 7 PURPOSE Williamsn Cunty Schls prvides student and emplyee access t the Internet as a means t increase learning and prductivity tward achieving 21 st century literacy in preparatin fr cllege and career. The purpse f this cntract is t assure that users recgnize the prcedures the district and schl impse n their use f Internet, electrnic media resurces, student use f persnal devices and release f student infrmatin. In additin, this cntract requires that users agree t abide by the WCS Bard f Educatin plicies, the WCS Cmputer Guidelines, and stipulatins f the Children s Online Prtectin Act 47 USC Sectin 231 (COPPA), the Family Educatin Rights and Privacy Act (FERPA), and the Children s Internet Prtectin Act (CIPA) as well as Laws pertaining t stalking and harassment. The plicy is prmulgated s as t be in cmpliance with the public recrds laws f the State f Tennessee. THE CONTRACT WCS has utlined the fllwing guidelines as required fr all technlgy users. The district has taken measures designed t prtect students and adults frm bscene infrmatin and restrict access t materials that are harmful t minrs. Failure t fllw all r part f these guidelines, r any actin that may expse WCS t risks f unauthrized access t data, disclsure f infrmatin, legal liability, ptential system failure, r cmprmise the safety f users is prhibited and may result in disciplinary actin up t and including lss f netwrk privileges, cnfiscatin f cmputer equipment, suspensin, terminatin f emplyment and/r criminal prsecutin. 1. Emplyee Cmpliance All emplyees must cmply with the Williamsn Cunty Bard f Educatin plicies 5.404, 4.407, 4.404, WCS Web Publishing Guidelines, Sftware and Online Apprval Prcedures, and the WCS Cmputer Guidelines. Any emplyee receiving a laptp frm the District must sign a laptp agreement at the time the laptp is issued (check ut) and again when the laptp is returned (check in). All persnnel with issued laptps must cmply with WCS Laptp Prcedures. Any emplyee receiving an electrnic tablet frm the District must cmply with WCS prcedures gverning such electrnic devices. It is the respnsibility f the emplyee t perfrm and remain current with all necessary updates t include sftware and credentials n district wned tablets. District and schl app purchases fr tablets may nt be assciated with a persnal app stre accunt. 2. Student Cmpliance All students must cmply with the Williamsn Cunty Bard f Educatin plicy 4.406, the Acceptable Use, Media Release, Internet Safety Guidelines and the WCS Cmputer Guidelines. Students wh wish t have their phtgraphs, names, r wrk psted n the WCS website r ther publicatins and media must first prvide cnsent t the Acceptable Use, Media Release, and Internet Safety Agreement during registratin. Students shall reprt t schl persnnel any persnal electrnically transmitted attacks in any frm made by thers ver the Internet r lcal netwrk using any WCS technlgy. Students shall understand infrmatin btained via the Internet may r may nt be crrect. 3. Internet Safety Internet safety is a shared respnsibility between the student, the parent and the schl. a. All students will participate in Internet safety instructin integrated int the district s instructinal prgram in grades K- 12. b. All teachers and administratrs will participate in annual Internet safety prfessinal develpment. All teachers and administratrs will participate in prfessinal learning n the management and use f mbile devices in the classrm. c. Outreach prgrams t families and the cmmunity will be cnducted annually in the first semester f the schl year t help families navigate cnversatins abut digital citizenship fr minrs. This agreement is inclusive f an assciated parent Internet safety awareness vide, Chatting with Kids Abut Being Online. Schls will use existing avenues f cmmunicatin t further infrm parents abut Internet safety. The district Internet safety plicy is reviewed annually.

As new technlgies cntinue t change the wrld in which we live, they als prvide many new and psitive educatinal benefits t classrm instructin. T enhance learning, students in grades 3-12 may nw bring their wn technlgy t campuses subject t the terms belw: Definitin f Technlgy Fr purpses f BYOT, Technlgy means persnally wned wireless prtable electrnic equipment used fr instructinal purpses. All apprved devices must allw access t the Internet thrugh a fully functinal web brwser and be capable f accessing the WCS guest netwrk. Recgnizing the rapidly changing wrld f technlgy, the list f allwed devices will be reviewed annually. Apprved devices include: smartphnes, ipads and ther tablet cmputers, ipds, laptps, netbks, and ereaders that meet the definitin f technlgy. Internet All Internet access shall ccur using the WCS guest netwrk. Cellular netwrk adapters are nt permitted t be used by students t access the Internet at any time. Security and Damages Respnsibility t keep privately wned devices secure rests with the individual wner. WCS, its emplyees and agents, are nt liable fr any device stlen r damaged n campus. If a device is stlen r damaged, it will be handled thrugh the schl administrative ffice in the same manner as ther persnal items that are impacted in similar situatins. Student Agreement The use f persnal technlgy t prvide educatinal material is nt a necessity but a privilege. A student des nt have the right t use a mbile device while at schl. When abused, privileges will be taken away. When respected, privileges will benefit the learning envirnment. Students and parents/guardians participating in BYOT must adhere t all Bard plicies and the WCS Acceptable Use, Media Release and Internet Safety Prcedures. Additinally: Students take full respnsibility fr persnal digital devices at all times. The schl is nt respnsible fr the security f the device. The device must be in silent mde while n schl campuses unless therwise directed by the teacher. The device may nt be used t cheat n assignments r tests r fr nn-instructinal purpses during instructinal time. The device may nt be used t recrd, transmit r pst phtgraphic images r vide f a persn, r persns n campus during schl activities including district prvided transprtatin and/r hurs unless assigned by the teacher as allwed by the WCS Acceptable Use, Media Release and Internet Safety Prcedures. The device may nly be used t access files r internet sites which are relevant t the classrm curriculum. Nn-instructinal games are nt permitted. Students must cmply with a teacher s request t turn ff the device. Students acknwledge and agree that: The district s netwrk filters are applied t the WCS guest netwrk Internet access and shall nt be circumvented. WCS guest netwrk access is the nly Internet access allwed fr students. Parents/guardians chsing t send mbile devices t schl capable f accessing the Internet thrugh alternatives t WIFI shuld make certain their students understand hw t turn ff the access and reaffirm with the student the alternative access cannt be used during the schl day r fr schl activities. The schl district may cllect and examine any device at any time fr the purpse f enfrcing the terms f this agreement, r, t investigate, with reasnable suspicin, the vilatin f a schl rule r law. Persnal technlgy must be charged prir t bringing a device t schl, and the device must run ff its wn battery while at schl.

Page 3 f 7 Parents/guardians acknwledge and agree that: Digital citizenship is a shared respnsibility between hme and schl. The district filters Internet cntent t prtect students against inapprpriate material. District measures t prtect students frm bscene infrmatin and restrict access t materials that are harmful t minrs d nt extend utside the schl. Parents are encuraged t mnitr BYOT devices utside the schl setting and engage in cnversatin with their student(s) regarding safe and apprpriate use f BYOT devices. Parents are encuraged t utilize apps, websites and services available frm their persnal prviders t prtect minrs frm inapprpriate cntent when devices are used utside the schl setting. 5. Scial Media Williamsn Cunty Schls recgnizes the imprtance f nline scial media netwrks as cmmunicatins and elearning tls. Tward that end, the district prvides passwrd-prtected scial media tls and allws use f district apprved resurces fr elearning fcused n cmmunicatin, cllabratin and creativity. These sites by design are limited t the educatinal cmmunity. Fr scial media apprved fr district use that exceeds managed accunts, additinal parent/guardian permissin will be requested utside f this agreement. Tw examples f scial media that are apprved fr use but require additinal parent permissin utside the scpe f this agreement are TWITTER and teacher-tstudent texting. Vide cntent created by students and staff is hsted n an educatinal channel under the supervisin f district staff. Students WCS students are respnsible fr their wn behavir when cmmunicating with scial media. They will be held accuntable fr the cntent f the cmmunicatins psted n scial media sites. Students shuld recgnize they are creating a digital ftprint that culd remain with them beynd their K-12 schl experience with ptentially permanent and irreversible results. Students shuld exercise cautin when they use exaggeratin, humr, explicit language and characterizatins in all nline cmmunicatin. Students shuld nt use the district nr schl lg in any psting withut written permissin frm Williamsn Cunty Schls. Students participating in any scial media site are nt permitted t pst phtgraphs f ther students r WCS emplyees taken at schl withut permissin frm a teacher r administratr. Students shuld always prtect their privacy and the privacy f thers. Students shuld nt give ut any persnal infrmatin nline. Students shuld nt utilize persnal scial media accunts r unapprved scial media sites during the schl day. Persnal scial media use, including use utside the schl day, has the ptential t result in disruptin in the classrm. Students are subject t cnsequences nn-educatinal use f scial media during the schl day, and fr any use f scial media that disrupts r reasnably culd be expected t disrupt the wrk and discipline f the schl r classrm. Emplyees Prfessinal scial media shuld be designed t supprt reasnable instructinal, educatinal r extra-curricular prgrams under the direct supervisin f building administratin. WCS emplyees are respnsible fr their wn behavir and will be held accuntable fr the cntent f the cmmunicatins they pst n scial media sites. WCS emplyees wh chse t engage in any type f scial media shuld maintain a clear distinctin between persnal and prfessinal scial media accunts. Prfessinal Use f Scial Media WCS emplyees shuld treat prfessinal scial media and cmmunicatin like a prfessinal wrkplace. The same standards expected in WCS prfessinal settings are expected n prfessinal scial media sites. The prfessinal scial media presence shuld utilize the WCS email address and shuld be cmpletely separate frm any persnal scial media presence. Emplyees shuld nt use their persnal email address fr prfessinal scial media activities. All prfessinal scial media accunts will be assciated with district prvided and/r managed lgin credentials and privacy settings.

Effective Date: Williamsn Cunty Bard f Educatin Prcedures and Guidelines Page 4 f 7 Users that establish a username and passwrd fr any WCS apprved scial media/nline subscriptin fr use by a schl r classrm shall prvide their username and passwrd t building administratin and administer the resurce as any ther prfessinal scial media. All scial media tls must be vetted by the district prir t use by a WCS emplyee and/r student. Emplyees using prfessinal scial media have n expectatin f privacy with regard t their use f scial media. Emplyees are respnsible fr prtecting cnfidential infrmatin. N persnally identifiable student infrmatin may be psted n prfessinal scial media sites, including student phtgraphs, withut cnsent f the students parents/guardians. Emplyees have an individual respnsibility t understand the rules f the scial media being used and act t ensure the safety f students. Emplyees are respnsible fr reprting use f scial media nt adhering t this agreement t building administratin. Persnal Use f Scial Media While the district recgnizes that during nn-wrk hurs emplyees may participate in nline scial media, emplyees shuld keep in mind that infrmatin prduced, shared and retrieved by them may be subject t district plicies and is a reflectin f the schl cmmunity. The persnal scial media presence shuld utilize the emplyee s persnal email address and shuld be cmpletely separate frm any prfessinal scial media presence. Emplyees shuld nt use their WCS email address fr persnal scial media accunts. WCS emplyees shuld nt cmmunicate with students wh are currently enrlled in WCS schls n persnal scial media sites with the exceptin f a relative. If emplyees receive a request frm a current WCS student t cnnect r cmmunicate thrugh a persnal scial media site they shuld refuse the request. Emplyees shuld nt tag ther district emplyees, district vlunteers, vendrs r cntractrs withut prir permissin f the individuals being tagged. Emplyees shuld nt use the district nr schl lg in any psting and shuld nt cnduct schl business n persnal sites withut written permissin frm Williamsn Cunty Schls. Emplyees shuld nt access their persnal scial media accunts during the wrkday. Persnal scial media use has the ptential t result in disruptin in the wrkplace and can be in vilatin f district plicy and law. In this event, administratin may have an bligatin t respnd and take apprpriate actin, including but nt limited t investigatin and pssible discipline. 6. Netwrk Security Only users with valid WCS netwrk accunts are authrized t use the WCS netwrk and cmputer equipment. Emplyees and students must nly use their assigned netwrk accunt. Emplyees and students are prhibited frm giving anyne their netwrk passwrd r netwrk accunt infrmatin ther than t an authrized IT r Instructinal Technlgy persnnel. N alternative netwrk shall be created r used by any staff r student unless apprved by the IT Department. Alternative netwrk is defined as any wired r wireless netwrk r sub-netwrk lcated n r accessible frm any WCS prperty that is nt part f the primary netwrk managed by the IT Department. All netwrk equipment must be installed and/r apprved by IT Department staff. Students may nt allw anther user access t use a cmputer while lgged in. All cmputer users shuld always lck r lgff frm the netwrk befre leaving their rm r ffice. Fr the prtectin and security f WCS data, all cmputers attached t the WCS physical netwrk (a cmputer lcated at a WCS facility either wired r wireless), must be the prperty f WCS. A cmputer that is nt prperty f WCS may nt be attached t the netwrk withut first receiving apprval frm IT Department management. Use f sftware designed t gain passwrds r access beynd the rights assigned t a user r cmputer is strictly prhibited. Use f such prgrams risk the security f the netwrk and is cnsidered "hacking". Such unauthrized access is a vilatin f State and Federal law. Vilatrs will be prsecuted. Shuld an emplyee r student inadvertently discver passwrds r any ther measure used t btain unauthrized access, they must reprt it t the IT Department.

All netwrk user accunts may be mnitred fr nn-investigatry purpses, and may be searched upn reasnable suspicin f a vilatin f law, vilatin f schl rules, r breach f this agreement. 7. Wrkstatin/Cmputer Use All emplyees and students are prhibited frm installing any sftware n any cmputer unless authrized in writing by a member f the IT Department. Illegal dwnlads r use f cpyrighted sftware, music, vides, pictures r ther files is strictly prhibited. Only cmpatible, legitimate and apprved schl related sftware is acceptable. All emplyees and students are prhibited frm using any WCS cmputer fr illegal, bscene, prngraphic, persnal prfit r cmmercial activity. Changing r tampering with any cmputer's system cnfiguratin is strictly prhibited. Any attempt t bypass the internet cntent filtering by use f a prxy r ther means is strictly prhibited unless authrized by the IT Department. Cntent is filtered fr all users accessing the Internet thrugh the WCS netwrk. Cntent is filtered fr all users accessing the Internet thrugh the WCS netwrk. Any desktp applicatins designed t limit access t students r staff, ther than thse used by the IT Department fr netwrk security purpses, is prhibited. Use f a bradcast messenger service such as "net send" t send messages ver the netwrk is prhibited except in the case f an emergency. Cmputers fund t be tampered with r cmputers with unapprved sftware r files will be re-frmatted and restred t cmpliance. N cmputer shall be mved by anyne ther than IT Department persnnel unless apprved by a member f the IT Department. 8. Server Sftware Only authrized IT Department persnnel will install sftware t the server. 9. Saving Dcuments Emplyees and students must save all dcuments t the netwrk but shall nt save any applicatins t the netwrk withut authrizatin described herein belw. Due t server strage limitatins, any applicatins r executables residing in a user directry will be deleted. (Exceptin is given where individuals have created applicatins as part f a curriculum assignment and such activity has been apprved by a member f the WCS faculty r staff.) 10. Netwrk Drives/Shares Netwrk drives have been prvided t all users fr the ease f use f netwrk resurces. Drive letters assigned t an authrized netwrk user are specific t that individual user. Any attempt t gain access t a drive that is nt assigned t a user accunt is strictly prhibited. All users have access t a Public directry n the server. This is the ( P drive). Please use it with cautin as anyne can read and pssibly delete infrmatin in this directry. Each user is t make sure a backup is created f anything placed in this directry. The IT Department will nt restre anything deleted frm the ( P drive).

Viruses and Virus Prtectin The WCS IT Department will prvide all virus prtectin and related sftware fr all wrkstatins and servers. Virus prtectin and related sftware will be installed by authrized IT persnnel unless therwise apprved by the IT Department. D nt pen any email attachments frm any unknwn sender. Never send an email suspected f cntaining a virus. The intentinal spreading f messages r files cntaining damaging r destructive prgrams r data is against federal law. Vilatrs will be prsecuted. Cntact the IT Department immediately t reprt a cmputer that may cntain a virus. There are many virus haxes. Never delete system files frm a cmputer in rder t remve a ptential virus withut first checking with the IT Department t make sure the virus is valid and nt a hax. N student r emplyee is allwed remte access (access frm utside the WCS netwrk) t any WCS netwrk resurce frm a nn-wcs cmputer withut first btaining a wrking and updated virus prtectin prgram. This includes, but is nt limited t, VPN Access and Webmail. Recmmended virus prtectin prgrams include Micrsft, Sphs, AVG, Trend Micr, McAfee and Symantec. 12. Cpyright Plicy All students and emplyees will cmply with all applicable cpyright laws in the use f all media and materials. All emplyees will mdel legal and ethical practice related t technlgy use as established in Williamsn Cunty Bard f Educatin plicy 4.404. 13. E-mail The WCS e-mail system has been prvided fr the internal and external cmmunicatin f emplyees and bard members. The e-mail system may nt be used fr persnal gain r plitical r religius views r in any illegal, ffensive r unethical manner. The e-mail system is intended nly fr valid and legitimate WCS related cmmunicatin. WCS des reserve the right t access any e-mail fr any business purpse, and als fr inspectin fr disciplinary r legal actins. Students in grades 3-12 will be issued an e-mail accunt fr the purpse f cmpleting schl wrk. Accunts may include access t chat and message bards within the educatinal system. Student e-mail accunts may be mnitred fr nn-investigatry purpses, and may be searched upn reasnable suspicin f a vilatin f law, vilatin f schl rules, r breach f this agreement. The prvided email accunt is the nly student email that may be used fr cmmunicatin by students fr instructinal purpses. Students must use apprpriate language in all cmmunicatins. The use f prfanity, bscenity and ffensive r inflammatry language is strictly prhibited and will result in disciplinary actin. Instructin n safe and apprpriate use will be prvided. 14. Electrnic Cmmunicatin All cmmunicatin cnducted electrnically between a WCS emplyee and a student shall be fr the purpse f fficial business f WCS. WCS emplyees may nly initiate texts t students nly with the permissin f the parent/guardian upn apprval f the schl principal. Text messages shuld be generated by the teacher frm a WCS email accunt. WCS emplyees must cmplete WCS training befre using TWITTER t cmmunicate with students. Email cmmunicatin frm a WCS emplyee t a student shall nly be thrugh the teacher s WCS email accunt and the WCS student email accunt. 15. Dnatins The current minimum standard fr all dnated laptps r desktps must cntain 1.7GHz Intel Cre I3 prcessr r abve with 80 GB hard drive and 4 GB RAM. Currently the nly acceptable tablet dnatin is an Apple ipad 2 r abve. Regardless f the intended use f the dnated cmputer, all dnatins must cmply with this minimum and be apprved by the IT Department. DO NOT ACCEPT A DONATION WITHOUT FIRST GAINING APPROVAL BY THE IT DEPARTMENT.

If yu are under the age f 18, a parent r guardian must als read and sign this cntract. I understand that shuld I fail t hnr all the terms f this cntract, future Internet and ther electrnic media accessibility may be denied, including lss f the privilege f bringing an electrnic device t schl, and the schl administratin will cnsider it a majr disciplinary ffense.
