Introduction Electricity, Gas, Water and Waste is the smallest employing industry in Australia (of a total of 19 industries 1 ), employing 126 700 people (or 1.2 per cent of the total workforce) as at February 2010. While there is a constant demand for the utilities provided by the Electricity, Gas, Water and Waste industry, employment is affected by economic cycles and industry policies, especially deregulation of energy markets and renewable sources of energy. The industry is divided into eight sectors: Electricity Generation; Electricity Transmission; Electricity Distribution; On Selling Electricity and Electricity Market Operation; Gas Supply; Water Supply, Sewerage and Drainage (abbreviated to Water, Sewerage and Drainage); Waste Collection ; and Waste Treatment, Disposal and Remediation. The discussion below focuses on employment characteristics, trends and prospects in the Electricity, Gas, Water and Waste industry, and highlights sectors where job growth is strongest. The analysis of characteristics includes workforce ageing, employment share by gender, educational profile, weekly earnings, average hours worked, regional and occupational employment and vacancies. Most data in this Industry Outlook, and on SkillsInfo (www.skillsinfo.gov.au), are based on the ABS Labour Force Survey. For many small sectors within industries, standard errors are large relative to the size of the employment estimates. Employment Growth In recent years, employment in the Electricity, Gas, Water and Waste industry has shown variable growth (see Figure 1). Employment in the industry fell sharply during the 1990s from 121 400 in February 1992 to a low of 77 900 in February 1998 (the lowest recorded level since the trended series began in 1984), a fall of 35.8 per cent over the six year period. Employment has recovered in recent years and reached a peak of 139 300 in February 2009, before decreasing to 126 700 as at February 2010. In the five years to February 2010, the average annual growth rate has been 5.7 per cent, the second largest annual growth rate of all 19 industries. During the recessionary period of the early 1990s, there were falls in employment, particularly in the year to February 1993 (down by 12 800, see Figure 2). Employment rose to a 25 year high of 139 300 in February 2009 with an increase of 24 400. Although employment has recently decreased by 12 600 in the year to February 2010, the employment level is at its second highest level in the past 18 years (126 700). When employment in the Electricity, Gas, Water and Waste industry is broken down into specific sectors, the main contributors to employment can be identified. Figure 3 shows that employment in the industry is dominated by Water Supply, Sewerage and Drainage, which accounted for 28 300 workers (or 29.7 per cent of industry employment) in February 2010, with Waste Collection the second largest employing sector (16 900 or 17.7 per cent). On Selling Electricity and Electricity Market Operation (2800 or 2.9 per cent) and Electricity Transmission (1700 or 1.8 per cent) employed the smallest number of workers in the industry. Employment Prospects DEEWR prepares annual updates of employment projections for industries for the next five years, the latest to 2014-15. The projections are an annual average for the five years. These are based in part on economic models, including Access Economics and the Monash model developed by the Centre of Policy Studies at Monash University, but also take into account recent employment trends and prospective industry developments. It should be noted that a certain degree of uncertainty is attached to these employment projections, especially for sectors within the broader Electricity, Gas, Water and Waste industry. In the five years to 2014 15, employment in the Electricity, Gas, Water and Waste industry is expected to increase at an average rate of 2.4 per cent per annum, which equates to an increase of around 15 200 jobs (see Figure 4). This compares with an average annual growth rate of 1.8 per cent across all industries over the same period. Most sectors in the Electricity, Gas, Water and Waste industry are expected to experience positive growth (see Figure 5). Water Treatment, Disposal and Remediation is projected to have the strongest employment growth of all the industry sectors (up by 3.2 per cent per annum), followed by Electricity Generation (up by 3.0 per cent per annum). Only Electricity Distribution is expected to experience negative growth over the next five years (down by 2.0 per cent per annum). In the five years to 2014 15, employment growth across seven of the eight sectors is projected to increase. Electricity Generation is expected to be the main driver behind growth (up by 2400) followed by Water Supply, Sewerage and Drainage (up by 2200) and Waste Treatment, Disposal and Remediation (up by 2100). Electricity Distribution is expected to experience negative growth (down by 1000). Vacancy Trends DEEWR has developed an Internet Vacancy Index (IVI) covering all occupations across all skill levels. IVI is based on a count of online vacancies newly lodged on the four major job boards: SEEK, MyCareer, CareerOne and Australian JobSearch. The Industry IVI is based on the distribution of the IVI to broad industry groups using occupational and industry employment proportions from the ABS Labour Force Survey. Vacancies for Electricity, Gas, Water and Waste show a similar trend to total industries, although higher for a large part of the time period, especially between December 2007 and April 2009 (see Figure 7). Following a peak in July 2008 vacancies began decreasing sharply, recovering slightly between June 2009 and October 2009. Over the year to February 2010 Electricity, Gas, Water and Waste vacancies decreased by 25 per cent (higher than the all industries average of 11.3 per cent). In the two years to February 2010 vacancies for the Electricity, Gas, Water and Waste industry decreased for most States and Territories. Queensland experienced the largest decrease (down by 866 or by 56.5 per cent), followed by New South Wales (959 or 49.5 per cent) and Victoria (663 or 48.3 per cent). Only the Australian Capital Territory experienced an increase over the same period (up by 12 or 16.4 per cent). Workforce Ageing The Electricity, Gas, Water and Waste industry has an older than average workforce relative to all industries. More than two in five workers (44.0 per cent) of the industry s workforce were aged 45 years and over in 2009 compared to the all industries average (38.5 per cent). The Electricity, Gas, Water and Waste industry has a below average share of younger workers aged 15 to 19 years (2.2 per cent) and 20 to 24 years (8.6 per cent). The median age for workers in Electricity, Gas, Water and Waste was 41 years while the median age for all industries was 39 years. The Electricity, Gas, Water and Waste industry has the sixth highest share of workers aged 45 years and over (see Figure 11). The bulk of the mature age workforce in the Electricity, Gas, Water and Waste industry were aged 45 to 54 years (24.8 per cent) while 3.1 per cent of workers were aged 65 years and over. Figure 12 shows employment by age group for three calendar years: 1999, 2004 and 2009. This provides a guide to the changes in employment mix by age group in the Electricity, Gas, Water and Waste industry. As the Australian workforce experiences an increase in the median age of the population, it is important that there is a supply of prime age and mature age workers entering the workforce. In the ten years to 2009, all age groups within Electricity, Gas, Water and Waste experienced employment growth. Workers aged 55 to 64 years experienced the strongest employment growth (up by 14 200), followed by workers aged 45 to 54 years (up by 12 200). Nevertheless, Electricity, Gas, Water and Waste has experienced an influx of workers in all age groups, including 15 to 34 years, thus making it less vulnerable to workforce ageing than previously. Employment by Gender and Full-time/Part-time The Electricity, Gas, Water and Waste industry workforce consists predominantly of male full-time workers (73.8 per cent of industry employment, see Figure 13). Female employment, both full-time (17.1 per cent) and part-time (4.2 per cent), was below the average for all industries. Workers in the Electricity, Gas, Water and Waste industry are predominantly employed full-time (90.9 per cent), due in part to the nature of work within this industry. Of all sectors, On Selling Electricity and Electricity Market Operation had the highest proportion of female workers (41.1 per cent). In the year to February 2010, Electricity Generation employed the highest proportion of males (84.2 per cent). In the five years to February 2010, employment growth in Electricity, Gas, Water and Waste was driven by an increase of male workers (up by 15 000, see Figure 15), with nearly all of this growth attributable to male full-time workers (12 700). Employment has also risen for females over the same period, albeit by less (up by 7000). The highest full-time employment share can be found in Gas Supply (96.4 per cent), followed by Electricity Generation (96.1 per cent) and Water Supply, Sewerage and Drainage (93.2 per cent). Hours Worked In the year to February 2010, the Electricity, Gas, Water and Waste industry recorded below average hours worked for full-time workers (39.8 hours compared with 41.1 hours for all industries). The highest share of workers in Electricity, Gas, Water and Waste worked 35-39 hours per week (22.4 per cent), followed by those working 50 or more hours per week (19.6 per cent). The shares of those working 30 hours or more were above the shares for all industries. Employment Characteristics Educational Profile Electricity, Gas, Water and Waste generally has a high educational profile, nevertheless it plays a vital role in providing job opportunities for low skilled workers. In May 2009 (latest data), 67.9 per cent of workers in the Electricity, Gas, Water and Waste industry had completed a non-school qualification (see Figure 18), compared with 61.3 per cent for all industries. Over one fifth (22.6 per cent) of Electricity, Gas, Water and Waste workers had a Bachelor degree or above, while 26.5 per cent held a Certificate III or IV qualification, attributable to those with Trades qualifications. Meanwhile, 32.1 per cent of workers in the industry were without a non-school qualification. Median Weekly Earnings The median weekly earnings of full-time Electricity, Gas, Water and Waste employees in August 2008 were $1200, higher than for all industries ($1000, see Figure 19). Workers in the Electricity Generation sector earned the most ($1750), followed by Electricity Distribution workers ($1500). The higher than average earnings for workers in the industry can be explained by the higher skills needed for the majority of occupations in the Electricity, Gas, Water and Waste industry, particularly Trades and Engineering Professionals. These earnings data are for full-time employees, and do not reflect the earnings of self-employed or contract workers. Main Employing Regions Employment in the Electricity, Gas, Water and Waste industry is generally correlated with population size. In the year to February 2010, Sydney employed the largest number of workers (19 400), followed by Melbourne (19 100), Brisbane (17 200) and Perth (10 200). Conversely, employment was low in the rural areas of the Northern Territory (1900) and Northern New South Wales (2600). Occupations in the Electricity, Gas, Water and Waste industry are generally spread across the Professions and Trades, in addition to a variety of administrative positions. The largest employing occupations in the Electricity, Gas, Water and Waste industry were Truck Drivers (9100), followed by Electricians (8700) and Electrical Distribution Trades Workers (7200, see Figure 21).
