Main Duties and Responsibilities: Development and implementation of plans, policies and studies to ensure optimum exploitation of the oil and gas Preparation and drafting proposals of legislation, laws and regulations governing the work of the oil and gas. Supervise Government s interests with companies operating in the field of oil and gas. Oversees all oil and gas Exploration and Production activities, which are carried out by companies operating within the concession areas in Oman. Establish Petroleum Agreements with the Oil and Gas companies and oversees the implementation of the terms and conditions of the Agreements. Analyze the oil and gas world market situation for use in formulating policies of marketing the Sultanate s crude oil and natural gas on behalf of the Government. Survey the available petroleum sources in the Sultanate and carry out the needed economic studies for optimum utilization.

A pragmatic approach to bilateral relations, emphasizing underlying geostrategic realities rather than temporary ideological positions. The search for security and stability through cooperation and peace, rather than conflict.

2. Uniqueness of Geopolitical location of Oman Main Economical Principles Oman conducts its economic relations with other countries on the basis of free market principles. Oman encourages free trade, the participation of the private sector in all aspects of social and economic activity, and supports international agreements on intellectual property and foreign investment. Oman adopts a multilateral approach to the global economy, in recognition of the way in which globalization links all economies with one another.

Uniqueness of Geopolitical location of Oman Geopolitical location vs. Economic diversity: Oman is now developing infrastructure in an effort to depart from the oil-dependent economic structure and to diversify its industries by making the most of its geographical advantages of being a link to Africa, Europe and Asia with several good ports outside the Persian Gulf. Examples of Geopolitical achievements: Founding member of the Gulf Cooperation Council, Member of the Arab League Member of United Nations Founder member of the Indian Ocean Rim Association for Regional Cooperation.

Investments (Enhance Oil Recovery, EOR) What s EOR EOR is a technology which generally involves the injection of a fluid that increases the recovery of oil from a reservoir compared to a conventional water flood or pressure maintenance by gas injection. Industry recovers an average of around 35% of oil from reservoirs. The rest remains trapped in the rock. Boosting oil recovery could unlock around 300 billion barrels of oil, according to the International Energy Agency. Using EOR, 30% to 60% or more of the reservoir's original oil can be extracted compared with 20% to 40% using primary and secondary recovery.

3. Investments (Enhance Oil Recovery, EOR) EOR in the Sultanate of Oman Sultanate of Oman is taking the lead in the implementation of EOR projects. 2011 saw the commissioning of the world-class EOR projects, Qarn Alam and Harweel. We have also expanded the development of Mukhaizna field Steam Injection project. PDO is the only company in the region that is simultaneously carrying out full-field projects in each of the three EOR types: miscible gas (at Harweel), chemical (at Marmul) and thermal (at Qarn Alam).

3. Investments (Enhance Oil Recovery, EOR) The World's First Full Field Steam Injection Qarn Alam is the world's first full field Steam injection EOR project and also the largest of its kind in the world. This is the first time a sophisticated EOR technique called thermally assisted gas oil gravity drainage (TAGOGD) has been used in any fractured carbonate reservoir. It is estimated that the 3-5% recovery factor under cold production will increase to 20-35% with steam TAGOGD.
