STARK County Level Programs Emergency Grant/Loan Program Stark County Regional Planning Commission Provides one-time only emergency funding for homeowners that are experiencing a problem with their home that poses a threat to the health and safety of the residents; this problem must have occurred within the last three months without warning. Owner-occupants of single family homes in Stark County, outside the cities of Canton, Massillon and Alliance and the village of Hills and Dales may be eligible to apply. Must be income qualified and current with property taxes or on a payment plan. Must provide proof of homeowners insurance. Emergency needs that have occurred in the past 3 months such as furnace repairs, water wells, roof repairs, etc. that pose an immediate threat to the safety of the occupants. Contact program CDBG Housing Rehabilitation Program Stark County Regional Planning Commission (SCRPC) The Housing Rehabilitation program is designed to assist qualified singlefamily, low-to moderate-income (LMI) homeowners with needed repairs to bring their homes to decent, safe, and sanitary conditions. SCRPC also provides assistance to owner-occupants of single family homes with repairs/replacements and connections to the sanitary sewer system under the CDBG Housing Rehabilitation Program. Lead Hazard Control Grant Ohio Department of Health through a grant from HUD Lead hazard control program for homeowner and tenant households. Must be a resident of Tuscarawas county. Households must have low-to-moderate incomes and lead in their unit. Program assists homeowners directly; tenants are assisted by a grant to their landlord. Household income cannot exceed 80% of area median income. If property is owner-occupied, either child under 6 yrs of age must live in home or visit significant amount of time, or there must be a pregnant woman in home. If home is rental, owner must agree to not significantly raise rent for 3-yr. period. Owner must make good faith effort to rent to low income families with children.structures with more than 4 units not eligible for assistance. Low income elderly, disabled and low-income homeowners. Minor Home Repairs: replacing a roof, fixing or replacing a furnace, building a ramp, upgrading the electrical system, painting, and flooring. Emergency Repairs are completed in response to unforeseen circumstances such as weather, and other crisis relative to heating, sewer, water systems that are not covered by insurance. Home Rehabilitation projects are undertaken on Annual Rebuilding Day. Radon is a colorless, odorless radioactive gas that forms when naturally occuring uranium decays. Radon gas is commonly found in rocks and soil and it enters homes through holes and cracks in the foundation. Prolonged exposure to radon levels above 4 picocuries per liter of air significantly increases the risk of lung cancer, even for nonsmokers. The US EPA considers radon the second leading cause of lung cancer in the United States overall, and it is the leading cause of lung-cancer among nonsmokers. Resident of Ohio and homeowner

City Level Programs Alliance Name of Program The Stock Pile A nonprofit building material reuse warehouse for low-to-moderate income families and other nonprofit agencies. Used and overstock building materilas are donated from local businesses, contractors and individuals. Doors, windows, sinks, carpet, tile, appliances, paint and other materials are available at one-third of retail prices. Must be a member. Free memberships and a 20% discount are available for elderly, disabled and low-to-moderate income customers and non-profit customers. None Discounted building materials Very Low Income Housing Repair Program USDA Rural Development Provides loans and grants to very low-income homeowners to repair, improve, or modernize their home. COUNTY IS ONLY PARTIALLY ELIGIBLE. To obtain a loan, homeowner-occupants must be unable to obtain affordable credit elsewhere and must have very low incomes, defined as below 50 percent of the area median income. Loans are at 1 percent interest with up to 20 years to repay. Grants are only available to homeowners who are 62 years old or older and cannot repay a Section 504 Loan. Funds may only be used for repairs or improvements to remove health and safety hazards, or to complete repairs to make the dwelling accessible. Name of Program Repair and Maintenance Program Corrects housing conditions, which if neglected adversely affect the health, safety and welfare of the homeowner. Low-and-moderate income homeowners in City of Canton Work may consist of a roof, furnace, electric, plumbing, flooring, code violations, carbon monoxide emission, sewage backup, water line breaks and other qualifying repairs.

Grants are available for up to $5,000. Must be the owner-occupant of a single-family residence for a period of one full year. Real estate taxes must be current and homeowners insurance must be maintained on the property. Income cannot exceed 80% of the area median income (AMI) for the Stark County area based on the current U.S. Department of Housing and Urban Development (HUD) income guidelines. Problems such as a furnace, hot water tank, and water or sewer line can be addressed. Grant. Income cannot exceed 80% of the area median income (AMI) for the Stark County area based on the current U.S. Department of Housing and Urban Development (HUD) income guidelines. Repairs and improvements to bring property up to local housing code and ensure decent, safe and sanitary living conditions. Maximum amount of assistance cannot exceed $27,000 and will result in a deferred lien, not to exceed 10 years, being placed on the property.
