1 CITY OF COMPTON Community Redevelopment Agency Residential Rehabilitation Program Polices and Procedures Fix-It Grant The Community Redevelopment Agency of the City of Compton does not discriminate based on ancestry, race, color, religion, sex, disability, familial status or national origin.

2 The Fix-It Grant The Fix-It Grant provides a grant from $0.00 to $7, to assist low income, owner-occupied households with minor repairs such as painting, windows, screens, smoke alarms, handicapped grab bars, ramps, toilets, termite treatment or tenting, and other repairs deemed appropriate by the Community Redevelopment Agency, such as electrical, roofing and plumbing but only if it is a code violation that will impede the health and safety of the homeowner and upon review and approval by Agency staff. The property must be a single-family residence located within the city limits. No payments or lien is required for this program. The Fix-It program is strictly a grant and does not have to be repaid. This program is not designed for upgrading, remodeling or room additions. The Residential Rehabilitation Program is limited to the availability of Federal funds; as a result, the Agency may discontinue the acceptance of Residential Rehabilitation applications at any time, due the limit of Federal funds. Submission of an application does not guarantee approval. Please be advised that properties with illegal or un-permitted structures or garages must meet the City s Building and Safety Code requirements prior to submittal of application. Please be advised that applicants who have received a previous rehabilitation grant/loan or First Time Homebuyer loan, are not eligible for the program. 3 Types of Rehabilitation and Repairs The Residential Rehabilitation Programs are designed to rehabilitate properties by correcting code violations, potential code violations, or unsafe or hazardous living conditions only. Please note that items listed will be replaced/repaired only, if needed, and all repairs will be reviewed and approved by a city inspector and agency staff. This program is not designed for upgrading, remodeling or room additions. NO COSMETIC REPAIRS WILL BE COMPLETED. THE FIX-IT GRANT PROGRAM IS FOR HEALTH AND SAFETY VIOLATIONS ONLY. REPLACEMENTS WILL BE OF LIKE-KIND OR EQUAL. Applicants are not eligible for the Residential Rehabilitation Programs if they have an illegal garage conversion or illegal structures on their property. All repairs will be approved by Agency staff prior to start of work. The types of repairs eligible include: Beams, joists or rafters as needed Cornices, eaves and fascia board Doors Electrical service and panel boxes (convert from fuses to breakers only) Electrical wiring, dwelling and garage Floor coverings (replace what is removed as needed) Furnace/heaters Garage repair (per inspection only) Gas lines Gutters and down spouts Light fixtures (replace what is removed as needed) Painting or protective covering (exterior, if paint is chipping, flaking, etc.) Painting or protective covering for interior walls and ceilings Plumbing and fixtures Porches or steps (if dangerous) Replacement/removal/relocation of hot water heater and metal housing as needed Roof, dwelling and garage Screens Sewer lines and service Shut-off valves (gas and water) Sinks Sub flooring in dwelling (where needed) Termite work Walls, (plaster, patching, drywall) Water lines Windows 3

4 Frequently Asked Questions 1. What if my income exceeds the limits of the program? You may not participate in the program. 2. What if I do not have proof of income? You must submit signed Federal and State Income Taxes for the last three (3) tax years and provide verification from EDD (Unemployment Office) if you have not been employed for the past 3 years. 3. I live in the unincorporated area of the City of Compton. Do I qualify for your program? No. The home must be located in the incorporated area of the City of Compton. You may call the Building and Safety Department to verify that your home is within the city limits at (310) Those residents located in the unincorporated area of Compton, may contact the County of Los Angeles Community Development Commission to see if they may be of assistance to you. The phone number is (323) I have a rental house. Can I use the loan or grant to make the necessary repairs? No. The Program is for homeowners who reside in the home as their primary residence. 5. May I use the grant to fix up my duplex, triplex or 4 unit dwelling? If you live in one unit, assistance will be provided for that unit only. You are responsible for any units that you do not live in. NOTE: Mobile homes are not eligible for assistance under the Residential Rehabilitation Programs. 6. I have owned my property for less than six (6) months. May I participate in the Residential Rehabilitation Program? No, you must have owned and lived in the property for at least six (6) months. 7. If I already had one grant or loan, may I get another grant or loan? No. You may apply for only one program. Applicants who have received a previous rehabilitation grant/loan or First Time Homebuyer loan, are not eligible. 8. May I use the funds to repair my driveway or walkway? The Program is designed to make the dwelling areas safe and livable. Therefore, these items will be repaired based on agency staff approval. 4

5 9. What are considered minor and/or major repairs? Minor repairs are repairs that are of a smaller amount, size or degree of work. Examples of minor work are: replacing doors, fumigation, heater replacement, one or two windows. Examples of major repairs are: electrical, plumbing, roofing, window replacement throughout the home. 10. How long is the process? The program takes approximately days from qualification of applicant to completion of work. The Environmental and Historical Assessment process will add an additional 30 days to the application process. 11. Does the money go to me or the contractor? The funds are dispensed directly to state licensed contractors upon approval of the Owner and the Community Redevelopment Agency. 12. May I use any contractor I choose? You must use a contractor on the Community Redevelopment Agency approved list of contractors. 13. I have had trouble with contractors in the past. What assurance do I have that this will not happen again? The Agency requires each contractor to have a valid State license and the proper bonding and insurance. Payments are made to contractor only after work has been completed and approved by homeowner and agency. There is a one (1) year warranty by contractor. 14. There is someone on my Grant Deed that does not live in my house. Do I have to count that person s income? The person who is listed on the Grant Deed but does not live in the house must submit a (1) Signed Affidavit stating that they do not live in the house and that they consent to the repairs to be performed on the property, or (2) individual must sign the Agreements along with you. 15. What is considered disabled? A doctor has certified the disability. 16. Who qualified as a senior? A person 62 years of age or older. 5

6 17. How do I participate in the Program? Complete the attached Application and Polices/Procedures and return it to the Community Redevelopment Agency along with current COPIES of all of the following documentation: Documents Grant Deed The most recent deed that has been recorded at the Los Angeles County Registrar/Recorder s Office. If you do not have a recorded copy, you may obtain one from LA County Recorder s Office at Imperial Highway, Norwalk. Deed of Trust cannot replace Grant Deed. If a person on title is deceased, a copy of a Death Certificate is required to be submitted. Income Verification for all persons in the household age 18 and over Three (3) most current pay check stubs, current Social Security printout, Veteran s Benefit, Retirement Statement, Pension, AFDC, etc. If you do not have income, you must provide EDD (unemployment office) verification. If a household member, 18 and over, has no income, but is a student, please provide school enrollment verification. Federal and State Income Tax Returns (for the past three (3) years) If you have not filed taxes, please submit an affidavit* stating that you did not complete returns for the past three (3) years. Three (3) current bank statements (savings, checking, CDs, retirement and investment accounts) If you do not have any bank statements, write and submit your own statement affirming or acknowledging that you do not have any bank statements. Mortgage Statement (3 current statements) If you do not have a mortgage, please submit an affidavit* stating that you do not have a mortgage. Property Insurance Verification (Hazard insurance) Joint Consolidated Annual Tax Bill (Property Tax Bill) Drivers License or Identification Card for all applicants who are on title. Money Order for $ A title report is required for the Fix-It Grant program to verify title. Make money order payable to Community Redevelopment Agency. The $85.00 for the title report is a one-time, non-refundable fee. *An applicant may write his or her own statement on a standard letter format or an applicant may ask our office and we will provide a form. 18. Where do I turn in my application for the Residential Rehabilitation Program? Submit the Application, Policies/Procedures and copies of all documentation to the Community Redevelopment Agency, City of Compton, 205 South Willowbrook Avenue, Compton, CA Who do I call if I have still have questions? 8 POLICIES AND PROCEDURES RESIDENTIAL REHABILITATION PROGRAM FIX-IT GRANT The Community Redevelopment Agency of the City of Compton (Agency) receives Federal Funds to provide property rehabilitation for residents in the community. More specifically, the Residential Rehabilitation programs are designed to assist senior citizens, handicapped citizens and low income families. In order for a homeowner to participate in the federally subsidized housing rehabilitation programs, it is necessary that they meet the following program requirements: Applicant must be recorded owner of subject property (As shown on the recorded Grant Deed) Applicant must be currently living on the subject property (Must be a single-family residence) Income and family size must meet the Department of Housing and Urban Development (HUD) income limits (see chart on Page 2) Property must be located within the boundaries of the City of Compton (Incorporated area of Compton) Applicant does not qualify for the Residential Rehabilitation Programs if he or she has participated in the Agency s First Time Homebuyers Program or another Residential Rehabilitation Program. An applicant may only participate in one Residential Rehabilitation Program. Applicants are not eligible for the Residential Rehabilitation Programs if they have an illegal garage conversion, illegal structures on their property or have previous code violations that have not been corrected. Please be advised that properties with illegal or un-permitted structures or garages must meet the City s Building and Safety code requirements prior to the submittal of application. Applicants are not eligible for the Residential Rehabilitation Programs if the cost of repairs will exceed the program limit. Applicants are not eligible for the Fix-It Grant Program if they are currently going through a Loan Modification. Applicants must note and adhere to the following: 1. The application is essential in obtaining information from the homeowner regarding: place of residence, income, and family size, length of ownership, age of applicant, repairs needed for their home and to determine eligibility for participating in the Fix-It Grant program. 2. Only completed applications will be processed. A complete application includes: no blanks on the application and copies of the following documents: Recorded Grant Deed, Income verification for all household members age 18 and over (EDD verification if applicant has no income or student verification if any household member age 18 and over is a student and has no income), three (3) current bank statements (savings, checking, CDs, retirement and investment accounts), mortgage statement (or statement/affidavit that home has been paid off), Property Tax Bill, Property Insurance verification, Federal income taxes for the last three (3) years (or affidavit of non-filing taxes), and Driver s License or ID card, and an $85.00 onetime, non-refundable fee to request a title report. 3. An incomplete application will be not be accepted by Agency. Only completed applications with the required documents will be accepted. 8

9 4. An applicant must respond within seven (7) days to any correspondence. Failure to comply or respond will result in cancellation of the application and applicant must wait a period of at least six (6) months before they can reapply for the program. After a complete application is submitted, the next process is to determine eligibility by calculating income for all household members age 18 and over. Gross yearly income is calculated as follows: Take the gross income from three (3) current pay checks (or from any other source of income) and average them (add gross income and divide by three). The average will be multiplied by each pay period (multiply by 12 if paid monthly, by 26 if paid bi-weekly, or 24 if paid bi-monthly). The result will be total yearly gross income that will be used to determine if the applicant meets the Los Angeles County income limits. Income that is excluded from the gross is as follows: child support, money or property that was inherited, willed or given as a gift, and life insurance proceeds received as a result of someone s death. A letter of ineligibility will be mailed to the applicant if their income exceeds the income limits or if for any other reason they are not eligible for the program. If an applicant is determined eligible, an inspection and work write-up will be requested through Building and Safety Department. A letter of approval for the residential rehabilitation program will be sent to an applicant prior to the signing of any agreements. The inspection and work-write up process is as follows: Please note that each home will undergo an Environmental and Historical Assessment whereby the State of California will determine if your home has historical value. This process will add an additional 30 days to the application process, and is required by the Department of Housing and Urban Development (HUD). Also, this process must be completed prior to the commencement of any work to be performed, in order to determine if work can be performed on the property. During this period, initial, termite, and lead based paint inspections will be scheduled as well. If your house was built pre-1978, a lead based paint assessment inspection must be performed for your property. Please make yourself to the various vendors who will be scheduling these inspections in order to participate in the Residential Rehabilitation Program. 1. Pre-1978 house: A lead based paint assessment inspection will be scheduled by a licensed Lead Assessment company. A report will be submitted to our Agency; the Agency will then notify the applicant of the results of the inspection and attach a copy of the report. 2. A request for inspection is submitted to the Inspection Unit. An inspector will make this appointment, either by letter or by a phone call, to visit the applicant s home to determine code violations. 3. At the time of the inspection, the inspector will make the determination as to what code violation repairs are eligible under the Fix-It Grant program. 4. A photo release authorization and cost estimate forms are given to the inspector. The inspector will take photographs (before pictures) to show major needs to be addressed--repairs based on health and safety concerns of the home. 5. The inspector will submit write-up (correction notice) containing all violations noted at the subject property. The inspector will also return the before pictures of the property, photo release authorization signed by homeowner and cost estimate to the agency. 6. Although repairs may be listed on the inspection write-up (correction notice), depending on the severity of some major repairs and its cost, this may result in some items not being repaired or eliminated. All repairs are subject to Agency staff approval. Items listed on Write-up do not guarantee they will be fixed and replacements will be of like-kind or equal. 9

10 7. If there is a need for a termite inspection, the inspector will indicate this on the write-up. The agency will request a Termite report by contacting the termite company which will then contact the applicant to set up the appointment for termite inspection. The report will arrive at our office in approximately one (1) week. The applicant must make sure to request a copy of the termite report, from the termite company, for their records. If you will receive funds towards Termite work, it will be processed separately from the contractor s payment. The contractor selection and bid proposal process is as follows: 1. The agency has a list of fifteen (15) approved, licensed and bonded general contractors that perform services for applicants under the Residential Rehabilitation Program. The agency has created a group bidding process, with five (5) groups with three (3) contractors per group. 2. The agency will prepare and provide three (3) bid proposals to the homeowner and contractors. Each bid proposal will list the eligible repairs under the Fix-It Grant Program. The Agency will coordinate with a Building and Safety Department inspector to have a group of three (3) contractors bid on each item of the bid proposal. An appointment will be made to have homeowner, inspectors, and contractor perform a job site bid meeting at the property. You will be contacted either by letter or by a phone call to schedule this appointment. 3. The homeowner is to sign three (3) completed bid proposals. The contractors will return the completed bid proposals to the agency no later than three (3) days after the job site bid meeting. Determining Assistance: 1. Based on Federal Procurement Laws, the Agency will review bid proposals and select the contractor who submits the lowest responsive bid. The agency will also determine the amount of assistance (funds) that will be provided to contractors on behalf of the applicant. If necessary, an appointment will be scheduled with homeowner, contractor and agency staff to determine final eligible repairs (pre-construction meeting), costs and assistance (funds) to applicant. Any amendment deviations (change orders) from the original bid proposal will not be honored by the Community Redevelopment Agency and will cause the cancellation of the agreements, unless written authorization from the Director has been provided for those changes. Acceptance of an application, having an inspection, determining eligibility and being qualified, does not constitute approval of the application. Final approval of the application and release of funds is determined once written agreements are signed between homeowner, contractor and agency. The Residential Rehabilitation Program is limited to the availability of Federal funds; as a result, the Agency may discontinue the acceptance of Residential Rehabilitation applications at any time, due the limit of Federal funds. Signing Agreements: 1. An appointment will be scheduled for the homeowner, contractor and agency staff to come to our office to review and sign agreements via a letter or a phone call. 10

11 2. The agreements that will be signed are the following: Homeowner/Contractor Agreement, Dispute Settlement Process Agreement, and No Side Deals Agreement. If your home was built was before 1978, the Agency will provide you with a pamphlet titled Protect Your Family From Lead In Your Home. You will also sign an affidavit to acknowledge that our agency provided you with this pamphlet. The contractor will also be given guidelines on Lead Safe Work Practices. 3. Only agency approved repairs are to be completed by the selected contractor. The agreements cannot be changed once signed, no exceptions. 4. The Agency will provide you and your contractor with copies of all agreements and a copy of the bid proposal that indicates the work to be completed (scope of work). Beginning of Rehabilitation Work: 1. After the agreements are signed, contractors have seven (7) days to submit permits and an invoice to the Agency for the work to be completed. 2. Once contractor submits the permits, which will be issued by the Building and Safety Department, a written Notice to Proceed will be given to the contractor by the Agency authorizing the beginning of the rehabilitation work, for which the contractor has ten (10) days to begin the work. A copy of the Notice to Proceed will be mailed to the applicant so he or she is notified when that the work is authorized to begin. Homeowners should contact the contractor to coordinate a time to begin the rehabilitation work. 3. If there is any issue or problems that may arise during rehabilitation work, please contact agency staff (inspector) at our office. 4. The contractor has thirty (30) days to complete the rehabilitation work. Completion of Rehabilitation Work: 1. At the completion of the rehabilitation work, the contractor will submit to the agency each itemized repair initialed by a Building and Safety inspector, Agency Staff, Homeowner and the final sign-off from Building and Safety. 2. The agency will contact the homeowner to schedule an appointment for agency staff to conduct a home visit of applicant s home to take after-pictures of the completed work and for homeowner to sign the Notice of Completion. By signing the Notice of Completion, the homeowner acknowledges that the work is completed and they are satisfied with the work performed by the contractor. 3. If applicable, a work authorization form will be faxed to the Termite Company to begin termite work. The Termite Company will contact the homeowner set up a time to begin termite work. Note: Termite work is performed after the rehabilitation work has been completed by the contractor and not before. 4. After contractor receives payment for the completed rehabilitation work, the file is complete. It takes approximately days to complete the Fix-It Grant application process (from qualification to completion of work). 5. The contractor s work has a warranty of one (1) year after completion of work. The Agency is not liable for any repairs or rehabilitation work performed by the contractor. 11

Note: As required by the Department of Housing and Urban Development s (HUD) monitoring process, there will be an Annual Residence and Income Self-Certification form to be completed on an annual basis by each Residential Rehabilitation Program participant. You will be contacted annually to complete this form to ensure compliance with HUD and the Residential Rehabilitation Program Policies and Procedures. 12
