1 CUYAHOGA County Level Programs Name of Program: Minor Home Repair Community Housing Solutions Emergency home repairs for very low income homeowners. CHS also provides Elderly Minor Home Repair, Energy Conservation & Tool Loan Program and Home Maintenance Training. Homeowners with incomes at or below 35% of area median income. Health and safety issues, handicap accessibility, serious issues with the Grant home Contact: Name of Program: Minor and Emergency Repair, Annual Rebuilding Day, Safe at Home Rebuilding Together Northeast Ohio Assists senior and low-income homeowners repair and maintain their homesin Cuyahoga, Lake, Medina, Portage, Stark and Summit counties. Home Rehabilitation projects are undertaken on Annual Rebuilding Day. Safe at Home assists with accessibility and maintenance items for seniors, including grab bars, hand rails and safety seats. $3,500 per home for an emergency repair. Contact: Name of Program: Heritage Home Loan Program Cleveland Restoration Society Loans for owners of older and historic homes to maintain, repair, and improve their properties. Loans through Key Bank and made possible by the County Treasurer's linked deposit program. Homes must be at least 50 years old, property zoned residential, 3 units or less. Must meet criteria defining historic, architectural, and artistic distinction; no income-limit for borrower; owner-occupied and owner/occupancy investors are eligible. HWAP providers give priority to people over the age of 60 and those with disabilities. Safety inspection, tune-up/repair and if necessary, installation of heating units; insulation of attics, sidewalls, heating ducts, floors, water tanks; reduction of air leakage from major sources; personalized energy management plans. Grant of direct service. No cash benefits. Contact: Name of Program: Four Component (4COM) Home Repair Loans Cuyahoga County Department of Development The Four Component (4COM) Home Repair Loan Program is designed to assist low-and-moderate income homeowners with repair and/or replacement. The goal of the program is to not only maintain the structural integrity of the house but also to utilize funds from HUD to beneift 51 Urban County Communities throughout Cuyahoga County. Low- and moderate-income homeowners of 1- to 4-unit owner-occupied homes in Cuyahoga County. Senior citizens at or above 62 years of age who meet eligibility and income criteria may qualify for a deferred loan. Payments are deferred and the full loan amount becomes due when the property transfers title. The program is not available in: Cleveland, Cleveland Heights, East Cleveland, Euclid, Lakewood, Parma, Brecksville, and Hunting Valley. Radon is a colorless, odorless radioactive gas that forms when naturally occuring uranium decays. Radon gas is commonly found in rocks and soil and it enters homes through holes and cracks in the foundation. Prolonged exposure to radon levels above 4 picocuries per liter of air significantly increases the risk of lung cancer, even for nonsmokers. The US EPA considers radon the second leading cause of lung cancer in the United States overall, and it is the leading cause of lung-cancer among non-smokers. Resident of Ohio and homeowner Name of Program: Lead Safe Program Cuyahoga County Board of Health Grant program to remediate lead hazards and other unsafe conditions in your home. Grants are offered to income-eligible homeowners and renters with a child age 5 or younger living in the home or regularly attending day care in the home. Cities eligible for the program are: Bratenahl, Brooklyn, Brooklyn Hts., Brook Park, Cleveland Heights, Cuyahoga Heights, East Cleveland, Euclid, Fairview Park, Garfield Heights, Lakewood, Linndale, Maple Heights, Newburgh Heights, Parma, Rocky River, Shaker Heights, South Euclid and Warrensville Heights. Window and door replacement, porch repairs and painting, exterior house painting. In most cases the grant will cover the cost of remediating all lead hazards. Landlords are required to contribute a minimum of $500. All property owners will be notified in advance if the cost of the work exceeds the $8,000 program limit. 4 City Level Programs: Cleveland Name of Program: Bed Bug Assistance Cleveland Department of Aging The Department of Aging's program provides assistance to disabled seniors and adjults with disabilities with the extremination of bed bugs in their homes. 60 years of age or older or years old with a disability payment. Must meet income qualifications. Must own and live in unit to be treated and reside in the City of Cleveland. Slavic Village Development also assists homeowners in determining what repairs need to be done, locating and negotiating with contractors, and insuring that work is completed properly. Slavic Village Development also offers a Paint Program that provides a grant up to $300 towards the cost of paint for the exterior of the home. Property in the Broadway area, no income guidelines for loans; other services have income qualifications. Name of Program: No Lead Hazard ControlGrant Program City of Cleveland Department of Community Development The Lead Hazard Control (LHC) Grant Program is designed to strategically advance efforts to increase lead-safe affordable housing while eliminating the possibility of childhood lead poisoning in the City of Cleveland. Residents of the City of Cleveland living in older homes with children 6 years of age or younger with low-to-moderate incomes. See link below for income requirements for tenants and homeowners. Rental property owners contribute at least $600 per unit to the project in direct funds or inkind work on the home to reduce hazards. The LHC program provides lead risk assessments, identifies lead based paint and provides grants to control lead-based paint hazards. Qualified households eligible to participate in the program are provided with grant assistance to make needed home repairs, as well as education about childhood lead poisoning prevention. Applicants must live in the property in question and be able to show clear title. Proof of address (mortgage, insurance, utility bill, etc.), photo ID, and proof of income are required.
