The organisation s representative agreed that as the templates used do not allow for compliance with Standards SNR15.2 and SNR 15.5, the organisation would provide amended templates and revised/redeveloped strategies and assessments for a determined list of qualifications to be noted in the report. ORIGINAL AUDIT FINDING AT TIME OF AUDIT Audit finding as at 21/11/2013: Critical non-compliance The level of non-compliance considers the potential for an adverse impact on the quality of training and assessment outcomes for students. If non-compliance has been identified, this audit report describes evidence of the non-compliance. Refer to notification of non-compliance for information on providing further evidence of compliance. SNR 15 The NVR registered training organisation provides quality training and assessment across all of its operations, as follows: 15.1 The NVR registered training organisation collects, analyses, and acts on relevant data for continuous improvement of training and assessment. 15.2 Strategies for training and assessment meet the requirements of the relevant Training Package or VET accredited course and have been developed through effective consultation with industry. Original finding: Not compliant Reasons for finding of non-compliance: AHC30510 Certificate III in Poultry Production BSB60407 Advanced Diploma of Management CHC30212 Certificate III in Aged Care CUS30209 Certificate III in Technical Production SIH30111 Certificate III in Hairdressing SIS30310 Certificate III in Fitness TAE40110 Certificate IV in Training and Assessment There was a disconnect between the RTOs strategies, the methods of delivery and its assessment tools. The RTO had not completed its strategy for CHC50113 Diploma of Early Childhood and Care. The organisation does have a systematic approach to the development of its strategies; however, as the process for the development of each qualification is for each trainer/assessor to use the template provided by the organisation and write a strategy to fit the specific qualification the trainer/assessor will be delivering, the template provided for the trainers/assessors does not provide sufficient information to fully guide the reader regarding all aspects of the relevant qualification delivery requirements and therefore does not meet the requirements of this Standard. In order to become compliant, the organisation is required to provide: Revised training and assessment strategies for each qualification noted above. The strategies are to fully guide all aspects of the delivery of the relevant qualifications. Analysis of rectification evidence received by ASQA on 13 January 2014: Training and Assessment Strategy Procedure. January 2014 January 2015. Linked to Policy: 18.11 Assessment Policy and 18.12.5 Validation of Assessment Strategies. The strategies were provided for the above qualifications, including CHC50113. Under the heading, Evidence Gathering Techniques the strategies state that Details of appropriate assessment methods and evidence gathering techniques are documented at the unit level within the Assessor Marking guide (Document No F1037), Evidence and Assessment Forms (Document No F1035), and Learner assessment Tasks (Document No F1038), to meet these requirements, and are validated prior to delivery. (these documents have been provided at 15.5 with the assessment requirements). No further evidence required for SNR 15.2. Page 5 of 12

15.3 Staff, facilities, equipment and training and assessment materials used by the NVR registered training organisation are consistent with the requirements of the Training Package or VET accredited course and the NVR registered training organisation s own training and assessment strategies and are developed through effective consultation with industry. Original finding: Not compliant Reasons for finding of non-compliance: Following rectification: Compliant Whilst the organisation s staff, facilities and equipment are sufficient to meet the needs of the students and conduct relevant training by suitably qualified trainers/assessors, training and assessment materials are not consistent with the requirements of the Training Package or VET accredited course. In order to become compliant, the organisation is required to provide: Training and assessment materials that meet the requirements of the relevant Training Package or VET accredited course to ensure they meet the rules of evidence and principles of assessment. (also refer to non-compliance at SNR 15.5). Assessment which is consistent with the requirements of the organisation s training and assessment strategies. Analysis of rectification evidence received by ASQA on 13 January 2014: The organisation provided its revised training and assessment strategies and assessment tools for the qualifications noted within this report. The organisation is compliant with SNR 15.2 and SNR 15.5. No further evidence required for SNR 15.3 15.4 Training and assessment is delivered by trainers and assessors who: (a) have the necessary training and assessment competencies as determined by the National Skills Standards Council or its successors; and (b) have the relevant vocational competencies at least to the level being delivered or assessed; and (c) can demonstrate current industry skills directly relevant to the training/assessment being undertaken; and (d) continue to develop their vocational education and training (VET) knowledge and skills as well as their industry currency and trainer/assessor competence. 15.5 Assessment including Recognition of Prior Learning (RPL): (a) meets the requirements of the relevant Training Package or VET accredited course; and (b) is conducted in accordance with the principles of assessment and the rules of evidence; and (c) meets workplace and, where relevant, regulatory requirements; and (d) is systematically validated.
