Distance education, also called online education, home study, correspondence study, or Internet-based learning, is designed for learners who live at a distance from educational providers and/or institutions. It is the formal enrollment and study with an educational institution that provides organized, formal learning opportunities for students. Presented in a sequential and logical order, the instruction is offered wholly or primarily by distance study, through virtually any media. It may incorporate or make use of printed materials, videotapes, audio recordings, facsimiles, telephone communications, and the Internet through e-mail and web-based delivery systems. When each lesson or segment is completed, the student makes available to the institution the assigned work for correction, grading, comment, and subject matter guidance by qualified instructors. Corrected assignments are returned to the student. This exchange fosters a personalized student-instructor relationship, which is the hallmark of distance education. To determine an institution s eligibility to participate in Title IV programs, the Commission uses the Federal government s terms and definitions in order to conform to Federal regulations. Distance education is defined as education that uses one or more of the following technologies to deliver instruction to students who are separated from the instructor and to support regular and substantive interaction between the students and the instructor, either synchronously or asynchronously: Internet; one-way and two-way transmissions through open broadcast, closed circuit, cable, microwave, broadband lines, fiber optics, satellite, or wireless communications devices; audioconferencing; or video cassettes, DVDs, and CD-ROMs, if the cassettes, DVDs, or CD-ROMs are used in a course in conjunction with any of the former technologies. Institutions are not eligible to participate in federal student aid if its courses/programs are offered through correspondence study, which is defined as education provided by an institution through one or more courses in which the institution provides instructional materials by mail or electronic transmission, including examinations on the materials, to students who are separated from the instruction. Interaction between the instructor and the student is limited, is not regular and substantive, and is primarily initiated by the student. Correspondence courses are typically self-paced, and they are not considered the same as distance education courses. DETC limits eligibility to apply for Title IV programs to degree-granting distance education institutions only. To determine if an institution offers federal student aid (Title IV), prospective students should check directly with the institution. The Accrediting Commission s scope of activity includes the accreditation of both correspondence education institutions and distance education institutions as defined above. 4

WHAT ACCREDITATION MEANS Accreditation in the United States is a means of assuring and improving higher education quality, using a set of standards developed by peers to assist institutions and programs. An institution or program that has successfully completed an accreditation review has in place the instructional, student support, and other services needed to assist students in achieving their educational goals. Accreditation has helped to provide the conditions necessary for the United States to develop diverse, flexible, robust, and often admired higher education. Accreditation is a both a process and a status. It is the process of reviewing schools, colleges, universities, institutions and programs to judge their educational quality how well they serve students and society. The result of the process, if successful, is the awarding of accredited status. Accreditation is carried out through nongovernmental organizations created in whole or in part by the higher education community. Some accrediting organizations review colleges and universities. Others review specific programs, e.g., law, medicine, engineering. In a number of fields, especially the health professions, graduation from an accredited program is a requirement for receiving a license to practice. At present, 80 recognized organizations accredit more than 7,000 institutions and 19,000 programs serving more than 24 million students. The Accrediting Commission of the DETC is one of the 80 recognized accrediting associations in the United States, but it is unique among associations in that it is the only one whose scope of activity is focused solely on distance education institutions. It is also the only accrediting body whose scope is defined by the method of teaching used by a school or college, as compared to geographic area or academic subject field. All accrediting organizations create and use specific standards, both to assure that institutions and programs meet threshold expectations of quality and to assure that they improve over time. These standards address key areas, such as faculty, student support services, finance and facilities, curricula, and student learning outcomes. All accrediting organizations use common practices, including a self-evaluation by the institution against published standards, an on-site visit by an evaluation team of peer experts, and a subsequent review and decision by the accrediting body about accredited status. This review is repeated every five years if the institution is to sustain its accreditation. Reliable accrediting organizations are themselves subject to external review, a process called recognition. This involves periodic examination of the organizations based on a set of standards. This the external examination is carried out by the U.S. Department of Education or, in the private sector, by the Council for Higher Education Accreditation. Distance education accreditation is certification by a recognized body that a distance education institution has voluntarily undergone a comprehensive study and peer examination that demonstrates that the institution does in fact meet the established standards. An institution must: have clearly defined and stated mission, goals, and objectives; have reasonably attainable and clearly stated educational objectives and educationally sound and up-to-date courses/programs; provide satisfactory educational services; offer adequate student services; have demonstrated ample student satisfaction and achievement and have an outcomes assessment plan; have qualified faculty and competent administrators and staff; have fair admission policies and adequate enrollment agreements; advertise its courses/programs truthfully; be financially able to deliver high quality educational services; have fair and equitable tuition refund policies; have adequate facilities, equipment, and record protection; and conduct continuous research and self-improvement studies. 5

DETC ACCREDITING COMMISSION The Distance Education and Training Council was founded in 1926 under the name National Home Study Council. As a voluntary association of what were then known as correspondence schools, the Council decided to further improve its procedures for membership, and in 1955 the Accrediting Commission was formed. The DETC Accrediting Commission performs the institutional accrediting functions of the Distance Education and Training Council. Its mission is to promote, by means of standard-setting, evaluation, and consultation processes, the development and maintenance of high educational and ethical standards in education and training programs delivered through distance learning. The DETC Accrediting Commission identifies and accredits distance education and training institutions that have attained and maintained the established standards. Its accrediting program employs procedures similar to those of other nationally recognized accrediting associations. The Commission requires that all distance education courses, programs, divisions, and/or affiliates of the ownership undergo the accreditation process. SCOPE AND RECOGNITION The DETC Accrediting Commission is recognized by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA). DETC s scope of recognition by the U.S. Secretary of Education is: The accreditation of postsecondary institutions in the United States that offer degree programs primarily by distance education up through professional doctoral degree, and are specifically certified by the agency as accredited for Title IV purposes; and the accreditation of postsecondary institutions in the United States not participating in Title IV that offer programs primarily by the distance education or correspondence education up through the professional doctoral degrees. 1 DETC s scope as recognized by CHEA is: The accreditation of higher learning institutions in the United States and international locations that offer programs of study that are delivered primarily by distance (51 percent or more) and award credentials at the associate, baccalaureate, master s, first professional and professional doctoral degree 1 level. 1 DETC defines professional doctoral degree to mean a post-master s graduate level degree that prepares individuals through internships, practical application of training, and/or specialized certifications, for professional practice (such as the Doctor of Business Administration), as opposed to research methodologies that are associated with academic doctoral degrees (such as the Doctor of Philosophy).
