MINUTES OF THE PREVIOUS MEETING: The minutes of the previous meeting were distributed for review. After a review of the minutes, Judge Mary Ann Gunn made a motion to approve the minutes as presented. Chief Percy Wilburn seconded the motion. The motion carried unanimously. 1

SUB-COMMITTEE REPORTS: Law Enforcement Committee Report: Chief Ronald Burks reported that the Law Enforcement Committee met to consider three (3) Budget Modifications: (1) Byrne Grant: 5 th Judicial District Drug Task Force First Request: To eliminate one unfilled position (Drug Task Force Agent) from their current budget. The position is currently funded for $23,254.50 (federal) and $5,813.60 (state). They are not asking for an increase in funding but to move a portion of the money to cover the increased cost of health insurance. Funding will be $6,266.00 (federal) and $1,229.00 (state). Second Request: An increase in facility rental of $2,120.40. This is not an increase in funding but a modification of salary savings from an unfilled position. The Committee recommended approval of the request. A motion was made by Chief Ronald Burks to approve the recommendations as presented. The motion was seconded by Judge Mary Ann Gunn to accept the (2) Marion County Sheriff s Department Marion County Sheriff s Department proposes to modify their current budget by eliminating the Video Mic System for their patrol cars. In turn, they want to divert $40,000 to support partial funding for a patrol car for their new deputy. The remainder of funds would support equipment purchases. The Committee recommended approval of $14,037.00 patrol car cost and $1,563.00 for Video Mc System. A motion was made by Chief Ronald Burks to approve the recommendations as presented. The motion was seconded by Megan Cuddy to accept the (3) Pulaski County Sheriff s Department Pulaski County Sheriff s Department proposes to modify their current budget of $144,975.42 by moving dollars from various line items. The line items changes will allow the department to cover price increases in their vendors contracts. A motion was made by Chief Ronald Burks to approve the recommendations as presented. The motion was seconded by Rick Hart to accept the Doris Smith announced to the Council that DF&A will award each DTF a supplemental grant award of $30,000 in the month of February. A draft copy of the award notice is being drafted now for each DTF as well as an email announcing the additional funding. The Council will have an opportunity to review the supplemental grants at the February meeting. The supplemental grants are coming from the Edward Byrne Memorial Justice Assistance Grant (JAG) program. 2

Doris also reported that a second round of the Recovery Act Funds totaling a little over $300,000 will be available. The guidelines and timeframes along with the solicitation notice are under development and hopefully by the next council meeting she will be in a position to share details of the solicitation notice. These funds are leftover funds that were not awarded in the first round of funding. Policy and Procedure Committee Report: Rick Gallagher reported that the Policy and Procedure Committee did meet. (1) Arkansas Alcohol and Drug Abuse Coordinating Council Rules of Procedures: The Economic Development Director approved the proposed changes to the Coordinating Council Policy and Procedure Manual. The next step is to send it to the Arkansas Legislative Council for review and approval in April. A motion was made by Carol Roddy and seconded by Rita Shepherd to accept the recommendation. The motion carried unanimously. Treatment and Prevention Committee Report: Joe M. Hill reported that the T&P Committee did not meet. OLD BUSINESS: Distribution of Monthly Financial and Utilization Reports: o T&P Committee Report: Joe M. Hill distributed copies of the monthly Funds Utilization Report. He reported that there were no unusual activities and the treatment and prevention programs are spending their funds as expected. The targeted utilization rate for the period ending 12/31/09 is 50%. - The Juvenile Drug Court Programs utilization rate varies among providers. A motion was made by Carol Roddy and seconded by Teresa Belew to accept the o Law Enforcement Report: Doris Smith distributed the FY 2008 Drug Law Enforcement Program Federal/State Award Expenditure Summary. She reported that there were no unusual activities and programs were spending their funds as expected. A motion was made by Rick Gallagher and seconded by Laura Shue to accept the 3

o Monthly Substance Abuse Treatment Statistics Report: Joe M. Hill distributed the Monthly Substance Abuse Treatment Statistics (Funded Providers) Report for the month of October 2009. He reported the following information: MONTH TREATMENT ADMISSIONS WAITING LIST December 775 195 Alcohol and marijuana were the top drugs of choice. A question was raised by Rita Shepherd, Director of New Beginnings that her program was not showing the number of residential treatment client s admitted to treatment. Joe told her he would check with the data staff and report back to her. A motion was made by Carol Roddy and seconded by Megan Cuddy to accept the NEW BUSINESS: Sonny Ferguson, treatment program director gave a brief overview of the Arkansas Problem Gambling Program. The five areas of the state that has been identified as having high prevalence of problem gamblers are: Fort Smith, Springdale, Fayetteville, Hot Springs, Little Rock, and West Memphis. Eleven providers were identified by OADAP to provide program gambling counseling: Ozark Guidance Center, Decision Point, Harbor House, Gateway House, Western Arkansas Counseling and Guidance Center, Recovery Center of Arkansas, Professional Counseling Associates, Quapaw House, Community Counseling Services, and Counseling Services of Eastern Arkansas. He also reported that the following tasks have been completed: o The Helpline for Problem Gamblers has been implemented. The number is 1-800-522-4700. o Training completed for counselors in the five (5) identified areas of the State. 34 counselors have been trained and have been certified by the Division of Behavioral Health Services as Compulsive Gambling Counselors. He also distributed the following handouts: o Play Smart, Play Responsibly -pamphlet. The pamphlet provides general information on gambling and the gambling helpline number: 1-800-522-4700. o Arkansas Intake Data Report (AIDR09) for the month of December. o Arkansas Fiscal Year (AFY09-10)-The handout give statistics for the months of July through December on the type of callers, their method of gambling whether its casinos, lottery or etc., and other miscellaneous information such as hang-ups and wrong numbers. A total of 4299 people called the helpline. o List of Arkansas Compulsive gambling Counselors and Contact Information. 4

Chairman Fran Flener announced that she has been selected to serve on the Executive Board of National Pharmaceutical Methamphetamine Initiative. This is a national initiative that is funded through the National Drug Czar Office in Washington D.C. Drug Director, Fran Flener announced that Judge Mary Ann Gunn was awarded the FBI Outstanding Leadership Recipients for 2010. She was recognized for her outstanding community involvement for taking her televised drug court program to schools, and for her additional work in Washington and Madison counties drug court programs. Teresa Belew informed the Council that she is currently working on a law that deals with wholesale excises tax on alcohol. This law will bring a 10 increase on drinks. This money would generate approximately $60 million dollars annually. This would give $20m to Prevention; $20m to Treatment; $20m to Law Enforcement; 2% to the State Drug Director s Office; 2% to OADAP (Joe M. Hill s Office). ANNOUNCEMENTS: Drug Director, Fran Flener announced that the Alcohol and Drug Abuse Coordinating Council meeting for February 18, 2010 will be held at 1:00 p.m. The meeting will be held at the AR State Police Headquarters, #1 State Police Plaza, Old Commission Room, Little Rock, Arkansas 72209. ADJOURNMENT: A motion was made by Chief Ronald Burks to adjourn and seconded by Rick Hart. The meeting was adjourned at 2:19 p.m. The motion carried unanimously.
