August 2010 Labor Market Information Center South Dakota Department of Labor Job Perks: The Benefits of Employee Benefits From the August 2010 South Dakota e-labor Bulletin Having a job is one thing. But having a job offering employee benefits is another. Employers are not required to offer perks such as medical insurance, paid time off, or retirement plans, but many of them do. In a competitive market, an impressive benefits package is often the bait that attracts and maintains the best employees. Two of the "main attractions" tending to draw employees are medical insurance and a retirement plan. With the growing expense of each, their attraction may carry nearly the weight as the salary itself. Alternatively, certain other benefits may be more valuable to other employees depending on their particular situation. For example, a frequent traveler may find the most benefit in a nice paid leave package. A busy mom may be attracted most to flexible scheduling. The Labor Market Information Center of the South Dakota Department of Labor recently completed a study of employee benefits in South Dakota. After surveying about 1,700 employers, we have gained some valuable insight into the benefits offered by employers in our state. Below are a few highlights of the survey. Insurance Highlights More than half of the employers in South Dakota offer medical insurance. Of those offering medical insurance, nearly six out of 10 of them split the cost for single coverage with the employee; four in 10 pay the entire premium. After medical insurance, the most frequently offered insurances are life, dental, short-term disability and long-term disability, in that order. Seven out of 10 employers offering life insurance pay the entire cost of the premiums. Retirement Highlights Just less than half of South Dakota's employers offer a retirement plan. Of those, most either partially or fully fund the retirement plan that they offer. The most popular type of retirement plan offered is the Defined Contribution Plan, such as the 401K. Page 1 of 21

Paid Leave Highlights Paid vacation leave is the most frequently offered benefit in the state; 75 percent of employers offer it. On average, employers offer eight paid vacation days after one year of employment, 11 days after two years, and 13 days after five years. After paid vacation leave, the most frequently offered paid days off are for holidays, then sick leave. One-tenth of employers offer a consolidated leave plan, which combines all types of paid leave into one lump sum. General Highlights In general, the larger the employer the more likely a benefit will be offered. The offering of benefits varies greatly by industry as well. Full-time employees are much more likely to be offered benefits than part-time employees. Just because employers offer a benefit does not always mean their employees will choose to participate in it. Of course employee benefits typically come with a price tag, which employers need to consider when designing a benefits package. And sometimes all or some of a benefit's costs are passed on to the employees. For example, employers may choose to split the cost of health insurance premiums with their employees. Or some may offer family medical coverage, but do not contribute to the premiums for it. Other employers may offer and entirely fund a retirement plan. Striking a balance can be a challenge for many employers, but the perks that come with a job are a big factor to workers. In fact, the benefit package being offered is often the "deal maker or breaker" for an applicant deciding whether or not to accept a job offer. Likewise, a good benefits package often plays a big role in retaining a current employee who may otherwise consider seeking out other job opportunities. Overview of the labor market in July Labor Supply The number of South Dakotans who would be available to staff a new or expanding business, or South Dakota's labor supply, was estimated at 83,350 in July 2010. Included in this labor supply are those who currently hold jobs (and would like to change) and those who, for a variety of reasons, do not have jobs. Labor Force This data is seasonally adjusted. South Dakota's preliminary seasonally adjusted unemployment rate was 4.4 percent in July, holding steady from the revised June rate. Nationally, the unemployment rate also remained stable in July 2010 at 9.5 percent. Although the unemployment rate remained stable at both state and national levels, the levels of employed and unemployed both declined over-the-month, bringing a corresponding drop in the size of the labor force. This is commonly referred to as labor force shrinkage, a common occurrence during recessionary times. While a quite widely watched indidcator of the current economy, over-the-month changes in labor force data can be variable and are subject to revision. Analysis of changes over longer time periods provides a more stable portrayal of labor force dynamics. South Dakota's unemployment rate of 4.4 percent was down from 4.9 percent in July 2009. However, two years prior when the state was enjoying a healthier economy, the unemployment rate was just 3.1 percent. Page 2 of 21

Notes about labor force data The unemployment rate represents the number of unemployed as a percent of the labor force. People are classified as unemployed if they do not have jobs, have actively looked for work in the prior four weeks and are currently available for work. People who were not working and were waiting to be recalled to jobs from which they were temporarily laid off are also included as unemployed. Labor force estimates for South Dakota are produced by the Labor Market Information Center in cooperation with the U.S. Bureau of Labor Statistics. The concepts and definitions underlying the labor force data come from the Current Population Survey (CPS), the household survey which is the official measure of the labor force for the nation. The statewide estimate of the number of nonfarm jobs is a component of the model used to produce the labor force estimates. Other data used in this model include the number of continued unemployment insurance claims and survey data from the Current Population Survey (CPS) which is specific to the state. Although state specific data is used in the production of the labor force estimates for South Dakota, the state monthly model estimates are controlled in "real time" to sum to national monthly labor force estimates from the CPS. Therefore, variation in the estimates of the employed and unemployed are somewhat controlled by what is happening nationally. South Dakota Nonfarm Wage & Salaried Workers by Industry This data is not seasonally adjusted. Over-the-month comparisons Based on a monthly survey of South Dakota establishments where employment data is collected for the pay periods that occur during the 12th of the month, preliminary estimates show the level of nonfarm wage and salaried workers decreased by 3,100 (or 0.7 percent) from June 2010 to July 2010. The seasonal loss was quite mild compared to previous years and indicates a still recovering South Dakota economy, even with continuing census worker losses. Private and public education services produced a combined seasonal loss of 6,000 workers as a result of work study students and school staff moving off of educational institution payrolls for the summer. Mining, logging and construction showed an 800 worker (or 3.5 percent) seasonal gain, which is well within average historical patterns derived from previous June to July employment level changes. Leisure and hospitality showed a seasonal worker gain of 600 workers (or 1.3 percent), as those businesses catering to travelers welcomed a new tourist season. Over-the-year comparisons Based on a monthly survey of South Dakota establishments, preliminary estimates show total nonfarm wage and salaried workers increased by 1,500 (or 0.4 percent) from July 2009 to July 2010. The industries with the larger over-the-year gains include professional and business services (1,700 jobs or 6.3 percent), manufacturing (1,200 workers or 3.3 percent) and wholesale trade (800 workers or 4.3 percent). Total government gained 600 workers (or 0.8 percent), even though state government showed a 600 worker (or 3.5 percent) loss. Industries with the larger over-the-year losses include mining, logging and construction (1,800 workers or 7.1 percent) and financial activities (1,700 workers or 5.6 percent). Page 3 of 21

Labor Day 2010 Who are we celebrating? Why do we celebrate? The first observance of Labor Day is believed to have been a parade of 10,000 workers on September 5, 1882, in New York City, organized by Peter J. McGuire, a Carpenters and Joiners Union secretary. By 1893, more than half the states were observing a "Labor Day" on one day or another, and Congress passed a bill to establish a federal holiday in 1894. President Grover Cleveland signed the bill soon afterward, designating the first Monday in September as Labor Day. There are currently about 443,000 South Dakotans in the labor force, meaning they are either employed or actively looking for work. Nationally, there are 1.53 million in the labor force. That's a lot to celebrate! About 72.5 percent of South Dakotans participate in the labor force. That is significantly higher than the nation, where just 59.3 percent of the population participates in the labor force. In South Dakota, the labor force participation rate is 76.7 percent for men and 68.3 percent for women. The Midwest states, along with Alaska, Connecticut, Vermont, Virginia and both Washington state and Washington D.C. had the highest labor force participation rates in 2009. In fact, South Dakota topped the list, with North Dakota having the next highest labor force participation rate at 72.4 percent. South Dakotans are employed in a full range of occupations, from nurses and truck drivers to financial planners and general managers. Here are some of South Dakota's largest occupations, based on estimated employment levels in May 2009.
