News briefing CQC puts out 20 more reports from its review of services for people with learning disabilities About the Care Quality Commission (CQC) We check all health and adult social care services in England. This includes services run by: the NHS local councils private organisations voluntary organisations. 1
We also look after the rights of people who need extra support to stay safe. This includes people who are kept in care under a law called the Mental Health Act. We are independent this means we are not part of the Government. We check services all over England to make sure they meet the rules for good, safe care. It is our job to make care services better and get rid of unsafe or bad ways of working. 2
We put the views and experiences of people who use services at the centre of our work. About this news briefing CQC today puts out 20 more reports from its programme of 150 inspections they are doing of services for people. Inspections checks to see if services meet the government s standards or rules about care. These inspections are checking that people are getting safe care, treatment, support and are safe from abuse. 3
A national report into the findings of all the inspections will be put out in the Spring. These 20 inspections were of places that offered lots of services, including assessment and treatment, rehabilitation and care for a long time. assessment - where a service checks and decides if and what care a person needs. rehabilitation where assessment and treatment keeps happening but with the chance to build good relationships with others. We looked at 2 areas during the checks. These were: 1. The care and welfare of people who use services 2. Making sure people who use services are safe from abuse. 4
We had serious concerns about Walkern Lodge so we gave them a warning telling them to get better. We have been back to check Walkern Lodge since we gave them a warning and it is now meeting the government s standards about good, safe care. We also had concerns with safeguard standards at Bloomfield Court and 5, 6 Ivy Mews. Safeguard standards are rules to keep you safe We found that staff did not understand their roles in keeping patients who are at risk from abuse safe. The provider had also not told the right people when a patient got hurt. 5
The provider must tell us how it will make sure it meets the government s standards about good, safe care. What we found in the 20 services we checked 4 services met the government s standards about good, safe care We had one medium level and one serious concern with 2 services. We had medium levels of concern with both areas we checked at 3 services. 6
13 services were from the NHS and 7 from independent, (private) health care Experts by experience came with CQC inspectors to find out from people what it was really like at the service. Experts by experience - someone who uses services or a family carer. Where we found concerns, we told the providers and managers of the service. All places with concerns have to tell CQC how and when they will get better. If they do not, they could face enforcement action. 7
