FACULTY PRESENTATION The Faculty of Law and Public Administration in Craiova - Spiru Haret University, Bucharest, offers two study programmes, i.e.: - Law study programme - Public Administration study programme. Law study programme was initiated in the 2003-2004 academic year, with temporary functioning authorisation by Romanian Government Decision no. 693/2003, on amending and supplementing Government Decision 410/2002 regarding university structures and specialisations of certified and temporary functioning authorised high education institutions, published in the Romanian Official Gazette no. 466/30 June 2003. Starting with 2005-2006 academic year, under the Bologna Declaration, the new legal higher education structure was adopted, being organized the Bachelor study cycle Law, with duration of four years (240 credits) based on certain new and modern curricula, inspired by the great universities of law in Europe and the USA. Public Administration Bachelor study cycle, with duration of three years (180 credits), was initiated in the 2007-2008 academic year, with temporary functioning authorisation by Romanian Government Decision no. 676/2007, regarding Bachelor University fields of study, higher education institutions structure and their specialisations, published in the Romanian Official Gazette no. 481/18.07.2007. Since its founding, the Faculty was located in Craiova 4, Brazda lui Novac Street, and starting with 2008-

2009 academic year, it has its own headquarters in the building located in Craiova, 4, V. Conta Street, where it is equipped with 4 lecture rooms, 16 seminar rooms and 4 laboratories. In order to achieve a good development of the educational process, the Faculty has two forensic laboratories equipped with the latest modern devices, two informatics laboratories and over 450 latest generation computers, connected to the internet, aiming at acquiring knowledge and assessing acquisition. At the same time, the library provides students with over 12.765 volumes, and over 70 specialised magazines, with national and international issue, two lecture halls equipped with computers connected to the internet, and it offers courses with 30% market value discount, for all students. TEACHING ACTIVITY The teaching activity is based on value, creativity, the transfer of fundamental knowledge, and also on knowledge, practical skills and abilities for a profession and in society and it aims at developing the human individual in a complete and harmonious way, assuming a value system that can contribute to personal development, entrepreneurial spirit, active participation in the community and society, success in competition for employment in the labour market. The admission examination organised by the Faculty of Law and Public Administration in Craiova is divided per cycle and university study programmes in order to assess knowledge and cognitive skills, according to law, of highschool graduates with a highschool diploma. The Faculty admits enrolment in a study programme of a restricted number of approved students,

who have life and social services academic optimal quality within the university area, according to law. Admission in a study programme involves signing a study contract between the Faculty and the student which implies that according to law, the parties have certain rights and obligations. There are admission committees at the Faculty level. In their activity, teachers aim to contribute to student development, according to present and future requirements of the Romanian society in progress. While assuming their teaching and research mission, based on values and creativity, teachers project their activity for the future and focus education on its beneficiaries, i.e. they offer youngsters the chance of a high educational development, within conditions that would enable skills development and talents, offering a dynamic high education, capable of operationally integrate, in the university curricula and syllabuses, the new legal regulations, capable of offering the future graduates the skill to perfect their professional training and general knowledge. At the same time, the aim is to educate in the spirit of dignity, tolerance and respecting the rights and fundamental humans freedoms.

Courses and seminars offer students flexibility with training and assessing programmes, according to their needs. The Faculty relies on a computer network regarding teaching, self-assessment and training evaluation at high quality standards. The main training resources are: printed book and the Blackboard platform which offers the possibility to develop online teaching activities, student training online organisation and assessment. The Faculty relies on a valuable number of teachers who aim to achieve a high degree of student quality knowledge with evaluations and exams. Students take evaluations and exams in written, oral and online form by means of the Blackboard e-learning platform. Developing educational culture quality is achieved through bachelor programmes which respect the quality

standards and offer graduates various opportunities on the labour market. Bachelor studies correspond to the European credit transfer system (ECTS) and imply training programmes. Students training practice is based on institutional partnership, according to law. SCIENTIFIC RESEARCH ACTIVITY The Faculty of Law and Public Administration - Craiova develops scientific research activities on an ongoing basis, according to the multi-annual strategy and to its own research Plan. Scientific research at the level of the Faculty of Law and Public Administration Craiova i.e. within the Research Centre (CESCJ), is a priority concern for the entire department of teachers, along with the teaching activity, and thus, the

results represented by accomplishing valuable works and teaching materials, books, monographs, course notes, seminar notebooks, scientific papers, participation in various specialised scientific manifestations, national and international scientific events, organised within the Spiru Haret University, as well as by other universities in the country and abroad. The permanent concern of teachers is to achieve actual and quality teaching materials, to participate to various and important scientific manifestations, thus, the quality of the materials presented by our Faculty teachers is confirmed by the fact that all the papers that they have sent to various scientific manifestations have been accepted by other high educational institutions, thus, confirming our teachers level of training and the quality of their materials. By respecting the previous years tradition, each year, the Faculty has signed, renewed or continued collaborating within protocols with institutions which develop legal and judicial activities in Dolj or the surrounding districts, thus,

students are enabled to carry out a corresponding training practice, and at the same time to have meetings and exchanges between teachers and specialists in those fields of activity. In this respect, we mention the protocols signed with: Prosecutor s Office attached to Craiova Court of Appeal and implicitly, all the Prosecution Offices in the subordinated four districts, Craiova Court of Appeal and implicitly, all the courts in the subordinated four districts, Dolj District Police Inspectorate with all subordinating units, Dolj Bar, Dolj District Legal Executors Chamber, Craiova Maximum Security Penitentiary, Craiova Juvenile Penitentiary, Pelendava Penitentiary in Craiova, Dolj District Military Commandment, Dolj District Library. The representatives of these institutions are invited to the events organised by the Faculty, and the Faculty representatives constantly participate to the events organised by these institutions. In organising scientific manifestations, the Faculty of Law and Public Administration Craiova and the Research Centre (CESCJ) have involved judicial and administrative partners and participated to several scientific manifestations from the technical and organisational point of view, while also contributing with scientific articles and papers. At national level, the Faculty organises annually, in June and December, scientific conferences which attract a great number of law and administration theorists and practitioners, which imply the publication of specific volumes. We encourage students to take part in these manifestations, by offering them the possibility to distinguish themselves, as well as to get acquainted to the field rigours. In this respect, students benefit from the teachers guidance and are exempt from any participation fees.

Beside the mentioned scientific manifestations, the Faculty and the Research Centre organises, along with their partners, round tables, symposia, workshops. Among our traditional partners in organising scientific manifestations, we can mention the national Institute for Training Lawyers - Craiova and Dolj Bar, CS Nicolaescu- Plopşor Social and Human Sciences of the Romanian Academy, the Organisation for Human Rights Dolj Office, the National Union of Mediators in Romania and Haretişti Lawyers and Economists Association in Craiova. Teachers of the Faculty of Law and Public Administration in Craiova consider that professional training and scientific activity are of utmost importance, and they are constantly involved in professional training courses, as well as doctoral studies, whose result are valuable scientific works, the majority of which being already published at renowned publishing houses. We are pleased to mention that our teachers have finished or are involved in doctoral studies, and a part of them have double major. At the same time, we are proud to mention the efforts of the teacher staff and CESCJ CRAIOVA in order to improve the quality of Euro Dreptul review, with a bi-annual issue, edited in Romanian, English and French, which publishes the scientific papers of our teachers and those who are not part of the University. Moreover, we encourage students to participate in order to publish articles in our review. Our Faculty teacher staff is involved in the research activity within grants, contracts and research projects which benefit financially of structural funds or business media, constantly trying to achieve projects in order to encourage students to take part in an active way in various activities so as to offer valuable experience in their professional training, from both theoretical and practical perspectives.

RESEARCH CENTRE The Faculty of Law and Public Administration in Craiova is proud to mention the existence of the European Centre for Judicial Studies and Research (CESCJ), which aims primarily at the fundamental scientific research activity and its application in judicial sciences, whose purpose is to develop multidisciplinary, judicial science, administrative science research, and other fields of study. The Centre carries out the following activities: fundamental studies and research, applied research, services, adult continuous professional education, training and development, consultancy, information economics and related fields documentation, according to scientific competence and the developing tendency of science. The

research activity can be financed or co-financed by a third party. CESCJ organises conferences, workshops, scientific seminars, sessions and other manifestations in order to communicate the results and experience accumulated after the research activity. Through its activity, CESCJ promotes cooperation among universities and international cooperation, especially with European integration programmes. In this respect, the centre encourages participation to international conferences and seminars. The centre collaborates with other similar centres in the country and abroad. The results of the research are disseminated to the other specialised universities in the country.

EDUCATIONAL EFFICIENCY The educational efficiency of the Faculty of Law and Public Administration in Craiova is mostly reflected in the great number of graduates who integrate in the labour market. In the present economic context, where labour market insertion is more and more difficult, we are pleased to mention that most of our graduates have managed to find a job, thus, the majority works in the graduated specialisation. An important number of the Faculty graduates have managed to pass the examinations for liberal professions, such as lawyer, public notary or judicial officer, as well as for other professions in the specialised field: legal advisor, Registrar, town hall secretary, local council s reviewer etc. Moreover, taking into consideration the extremely high requirements of the magistracy admission examination organised by the National Institute of Magistracy, it is important to mention that our highly prepared graduates have passed this examination with exceptional results. According to the information that we have, over 55% of the last three promotions of graduates of Law study programme work in the graduate specialisation. At the same time, the last three promotions of graduates of Public Administration study programme have managed to integrate in the labour market, according to graduated specialisation, at an approximate rate of 52%. Secondly, the Faculty educational efficiency is also reflected by the high degree of professionalism of our teacher staff, as well as the institution s logistics, by facilitating a successful combination between teaching styles and traditional and modern assessment, thus, the educational process becomes efficient and appealing for the students.

FACULTY PERSPECTIVES The Faculty of Law and Public Administration in Craiova, permanently monitors local and national labour market needs, and also European skills, so that our Faculty study programme graduates correspond to our students needs and requirements. Thus, our counselling and career guidance centre carries out studies related to the efficiency of the Faculty educational activities in order to make proposals to the Council of Judicial Sciences and Administrative Department so as to permanently improve study programmes to labour market requirements. Moreover, according to the Faculty structure and improvement of study programmes, and the important changes in society, we identify proper opportunities and make estimations and forecasts for the future. In this respect, the Faculty wants to initiate new study programmes, which will consider the new professions within the Occupations Code in Romania. In the same context, study programme improvement is a constant preoccupation for all Faculty entities. Our teachers experience gained from the teaching and practical activities offers the guarantee that the level of the educational process corresponds to national and European standards. Annually, there are course completions according to the latest legislative releases, but at the same time, combined with practical judicial and administrative sciences aspects. In order to better transfer knowledge, we take into consideration modern systems on a larger scale: electronic means, projector, policom system, internet, etc. In order to ensure continuity in the number of students, the Faculty will promote the advantages of the graduate study programmes through several activities, meetings with

highschool students in the final year of study, as well as with people interested in improving their training level, by providing adequate information through mass-media, brochures, flyers, internet or by providing counselling at the Faculty.
