How are your risks currently managed? Are there regular reviews of risks and risk registers? Or is it a one-time event to check the box? Are risk analyses typically limited to one level (or not interdependent) are program/portfolio and site/corporate level impacts considered? Are risks visible to multiple levels of management? Do personnel have a tool to assist them in performing risk management effectively and efficiently? Is risk and mitigation management active/aggressive? Has there been risks are realized lead to missed milestones and significant additional costs?
Risk Assessment/Management Risk management is a critical component of any decommissioning or restoration project Identify, assess, manage, and monitor risks, at multiple levels, easily and efficiently with the Risk Assessment and Management Tool (RAMtool) Assists accountable individuals to manage risk day-to-day, without significant time investment Enforces the proven, international risk management standard ISO 31000 19

Legacy Liability Portfolio/Program Prioritization, Sequencing, and Optimization Faced with conducting massive portfolio prioritisation and sequencing projects, we developed a proven prioritisation and sequencing process and tool Managing portfolios with numerous considerations and constraints is a significant challenge Designed specifically for massive portfolios of brownfield projects, including facility decommissioning, environmental remediation, and capital projects Built for low-bias, objectivity and a strong technical basis Supports informed, multi-criteria, risk-based decisionmaking and optimisation Customisable for the specific client or site/location 24
Portfolio Management: Prioritization and Sequencing - Background & Challenge Performed successfully for massive brownfield portfolios: Savannah River Site (SRS) 1,013 facilities/projects (all types) 253 environmental remediation projects Existing operations Liability: $4-5B (USD), 22 years Y-12 Security Complex & Oak Ridge National Laboratory 440 Facilities to be decommissioned 320 Environmental restoration projects 16 Capital, construction, or modernization projects Estimated Waste Volumes 574,000 m 3 (750,000 yd 3 ) of building debris 382,000 m 3 (500,000 yd 3 ) of soil Liability: $4-8B (USD), 40 years 25
SUPERmodel Prioritization Process: Prioritization
SUPERmodel Process: Sequencing 27
Benefits Optimises the prioritised project sequence, based on available budget, time frames, and other constraints Conducts (and saves) what if scenarios to evaluate impacts of changes in priorities, budgets, risks, etc. Enables solid decision-making OPTIMIZATION 28
Benefits cont d Instant visibility of gaps in projects or funding 29
Results and Outcomes Prioritised, risk-based project list Ability to compare different perspectives, concerns, and interests Optimised sequence of projects Results of sensitivity studies Detailed technical basis: Summary of prioritisation and sequencing process Risk parameter matrices with detailed criteria Scoring scheme basis Complete and consolidated library of project data Summary presentation on the process, key elements, and results Tool for future/annual re-prioritization and sequencing 30
SUPERmodel: Results & Impacts the risk model (SUPERmodel) was designed to make D&D decisions and already considers the impact of off-site receptors when assigning a risk score. If Environmental Management used the Model [SUPERmodel] and focused on risk for prioritising its D&D activities, this issue would have already been addressed. This would have led to reduction of the annual C&M costs by $2.2M instead of $306K and reduced the D&D costs incurred by $20M and conducted the additional D&D of over 20 facilities. --- U.S. Inspector General 31
