AGING, DISABILITY AND SUBSTANCE ABUSE RECOVERY RESOURCES Courtesy of The University of Connecticut Center on Disabilities, The Department of Mental Health and Addiction Services, and The Department of Social Services February, 2007 People with disabilities and people who are older are served by a variety of different agencies. Some are not served by any agency at all. Successful outreach efforts will include contacting state agencies, statewide and regional disability-specific organizations, statewide and regional cross-disability organizations, and municipal agents or commissions. State agencies that serve people who are older or people with disabilities include: Department of Mental Retardation (DMR; http://www.dmr.state.ct.us) Department of Social Services (DSS; includes the Bureau of Rehabilitation Services and the Aging Services Division http://www.ct.gov/dss) Department of Mental Health and Addiction Services (DMHAS http://www.dmhas.state.ct.us) Each of these agencies has regional offices, whose contact information can be found at the websites listed. They also list links on their websites to the nonprofit organizations that serve their clients in the community. Other agencies that may become valuable resources in your emergency preparedness effort include disability-specific groups. These include organizations like Muscular Dystrophy Association of Connecticut (MDA), Connecticut Down Syndrome Congress (CDSC), American Association for Retired Persons (AARP), and National Alliance for the Mentally Ill of Connecticut (NAMI). There are some larger disabilityspecific groups like ARCs (organizations that work with people with intellectual disabilities) and United Cerebral Palsy (UCP) who have regional offices or groups. Additional groups include the African Caribbean American Parents of Children with Disabilities (AFCAMP) and Padres Abriendo Puertas (PAP). Infoline (dial 2-1-1 or visit www.infoline.org) maintains listings of state agencies, disability-specific organizations, and cross-disability organizations. You can search the Infoline website for resources in your community to learn more. Finally, municipalities may have a commission on aging and/or a commission on disabilities, an ADA Coordinator, a municipal agent for the elderly, and a senior center. Listed below are three disability and aging resources by region. First, area agencies on aging provide social and health services as well as information and advocacy to people who are older in the communities they serve. Independent Living Centers (ILCs) are listed next; they provide information, training, peer support, advocacy, and other assistance to people with disabilities living independently in communities. Finally, local mental health authorities (LMHAs) are also listed. LMHAs provide clinical and case management support services to people with psychiatric disabilities in the communities they serve. 1
