Relative to congratulating Ms. Kim Anderson Young, President, "Security Title, Inc." within our island's distinguished Small Business Community, awarded the "2008 Small Business Person of the Year". 1 BE IT RESOLVED BY I MINA'BENTE NUEBI NA LIHESLATURAN 2 GLIAHAN: 3 WHEREAS, Ms. Kim Anderson Young's father was a pilot with Air 4 America and her family lived throughout Asia, from Vietnam to Laos, 5 Thailand, Japan and Okinawa and one of her most memorable recollections

was that her family was be one of the last civilian families to be evacuated prior to the bombing of Saigon; and WHEREAS, when Ms. Young's father left Air America for a job with Pan American, they moved to Guam where she attended fourth (4&) grade and fell in love with the land and its people. Her father then made the decision to go into business for himself, moving the family once again to Alaska. It was during this period that Ms. Young was exposed to a firsthand model of entrepreneurship and community service with the start up of Maritime Helicopters in Homer, Alaska; and WHEREAS, in 1979, Ms. Kim Anderson Young graduated rom Alaska Business College in Anchorage and chose to pursue a career in real estate sales and property management, becoming a Real Estate Broker in her home State before moving to Hawaii and obtaining a Real Estate Sales License in Maui three (3) years later; and WHEREAS, Ms. Kim Anderson Young made a career move in an unexpected direction to spend more time with her husband and first child, moving to Saipan, Commonwealth of the Northern Mariana Island's (CNMI) in 1987. Ms. Young started up a branch of her parents' growing helicopter business and within the first two (2) years, Blue Pacific Helicopters grew from a one-helicopter operation performing rescues, medivacs and tours to an Inter-Island Airline with two (2) nine-passenger Piper Navajo Chieftains; and WHEREAS, Ms. Young eventually sold the family business to Northwest Airline and once again resumed her true passion providing five (5) star customer services by working for a title company that fully utilized her

extensive real estate background. In 1991, Ms. Young started Pacific American Title and Escroro Company in Saipan and set up Security Title in 1996; and WHEREAS, Ms. Young started a Title Insurance Company with a business partner two (2) years after her daughter was born in 1989. Ms. Young, her husband, Ronald M. Young, and their five (5) "Young" children moved to Guam in 1995. In 1999, Ms. Young used her proven entrepreneurial spirit and established, with a U.S. Small Business Administration loan, Security Title, Inc. as its President with Ron serving as Corporate Secretary/Treasurer and marketing team leader; and WHEREAS, Ms. Young, by her own admission, she is here to provide service customers want, need and deserve and is here to stay. Security Title, Inc. offices in Guam doubled in size from 2,700 sq. ft. to 5,400 sq. ft. from 2006 to 2007. The company also has offices in Saipan to serve the CNMI - Saipan, Tinian and Rota residents and a second (2) location on Guam serving its island residents; and WHEREAS, Security Title, Inc. is underwritten by Stewart Title Guaranty Company (the world's fourth (4th) largest title company) with limited underwriting agreement with the world's largest First American Title Insurance, which after pulling out of the Guam marketplace chose to retain an exclusive relationship with Security Title, Inc.; and WHEREAS, Security Title, Inc. focuses on providing title insurance, escrow services and title search from its inception in 1999 as Guam's fourth title company, and in eight (8) years is now No. 1 in number of full-time employees thirty seven (37) on Guam, three (3) on Saipan, transactions closed

and revenues generated. Security Title, Inc. customers are primarily realtors, banks and attorneys involved in property sales, loans and probate who expect and consistently receive 5-star customer service - Service, Tenacity, Ability, Respect, Satisfaction; and WHEREAS, Security Title, Inc. has consistently exceeded expectations due to its team of experienced, motivated and detail-oriented professionals who provide fast turnaround and are attentive to what their customers want, need and deserve. Security Title, Inc. has been called the 24-hour title company by customers throughout the island and ensures efficient service for what the company expects to be an increasing workload. The staff grew by twenty percent (20%) between 2005 and 2006 and by twenty four percent (24%) between December 2006 and November 2007 with constant and ongoing technology training; and WHEREAS, Security Title, Inc. is not only a financial services business but also a people services business since 2005. The company has distributed up to ten percent (10%) of yearly corporate profits to charitable organizations, including those that support youth sports groups, education, disaster relief, the military, homelessness, abused women and children and elderly care. Security Title, Inc. will continue to look for opportunities to be of service on a local level as needs arise; and WHEREAS, in recognition of the success of Security Title, Inc., Ms. Kim Anderson Young believes it right and proper to honor civic and social responsibilities that foster a harmonious community; and

WHEREAS, Security Title, Inc. helps with fundraising efforts and donations to a soccer team and two (2) Little League teams to send children off island to divisional games on the U.S. mainland. Ms. Young is a supporter of Boy Scouts of America and Girl Scouts of America of which Security Title, Inc. is one of the major fundraising sponsors. In a typical year, Security Title, Inc. supports approximately fifteen (15) events serving a variety of purposes benefiting school groups and hospitals and Ms. Young is a prominent participant in the Annual Chinese Chamber of Commerce fundraiser; and WHEREAS, Security Title, Inc. is also a major contributor and sponsor of the University of Guam Endowment Fund and an active contributor to the American Cancer Society and the American Red Cross. In support of the military, Security Title, Inc. is responsible for supplying financial assistance and mail delivery to our neighbors sent from Guam to serve in Iraq and the Horn of Africa in support of the military; and WHEREAS, Security Title, Inc. is the No. 1 supporter of Habitat for Humanity, supplying time, money and equipment to improve the quality of life for deserving families who thought that homeownership would always be just a dream. Ms. Young herself provides food for the homeless in Guam and is a contributor in actions as well as words for the Alee Shelter that houses physically abused women and children. She also ensures that a local community of nuns who provide care and spiritual comfort to her husband's mother be taken care of in return; and WHEREAS, Ms. Kim Anderson Young's qualifications and achievements have made her a role model for neighbors and especially the

children of Guam who look to business professionals such as herself as reasons to stay on Guam and live their lives here in harmony and prosperity; and WHEREAS, Ms. Kim Anderson Young, as President and sole shareholder of Security Title, Inc., is responsible for growing the business, motivating her employees and setting the tone for community service - all the while attending to her personal responsibilities of being a loving wife and model mother to four (4) sons and one (1) daughter. Anyone who knows her personally or professionally would have expected no less from this visionary entrepreneur who believes in helping others achieve their goals as well; now, therefore, be it RESOLVED, that I MinalBente Nuebi Na Liheslaturan Gudhan does hereby, on behalf of the people of Guam, congratulate Ms. Kim Anderson Young, President, Security Title, Inc., within our island's Small Business Community, awarded the "2008 Small Business Person of the Year"; and be it further RESOLVED, that the Speaker certify, and the Secretary of the Legislature attest to, the adoption hereof and that copies of the same be thereafter transmitted to Ms. Kim Anderson Young; and to the Honorable Felix P. Camacho, I Magallahen Gudhan.
