REQUEST FOR QUALIFICATIONS (RFQ) ABATEMENT of ASBESTOS CONTAINING MATIALS (ACM) NAY BASE INTMODAL FALITY (NBIF) SITE August 11, 2014 I. INTRODUCTION Palmetto Railways is seeking the professional services of a well-qualified Hazardous Materials Abatement Contractor to provide professional abatement services required for the removal and disposal of asbestos containing materials (ACM). The proposed Project consists of approximately100-acres on the former Charleston Naval Complex, including 19 buildings. These buildings have been identified through an environmental survey which recommends the removal and disposal of ACM. No abatement of buildings containing LBP is required under this contract. The selected firm will work directly for Palmetto Railways in providing professional environmental services for all applicable existing structures necessary to facilitate subsequent demolition activities. The Project will be accomplished through an accelerated schedule. The required completion date for the Project is February 15 th, 2015. Palmetto Railways fully expects that all responding Contractors will be prepared to adhere to this schedule requirement. An exhibit identifying the Project extents and applicable structures is provided as Appendix A of this RFQ. ACM/LBP surveys have been conducted for the project where required. The ACM/LBP Survey report documents can be downloaded for viewing on the following Sharefile site: https://transystems.sharefile.com/d/s1b206cd29a94c4b9 Palmetto Railways and its consultants will prepare an asbestos abatement design that will be made available to firms short-listed for the subsequent RFP process. II. SUBMISSION OF QUALIFICATIONS Firms should submit three (3) paper copies and one (1) electronic copy of their qualifications to T. Ravenel, Project Manager, Palmetto Railways, 540 East Bay St., Charleston, SC 29403, and (843) 727-2067. All materials submitted to Palmetto Railways shall become the property of Palmetto Railways, and will not be returned to the firm(s) submitting proposals. No other material beyond what is specifically required in this RFQ will be accepted or considered. The closing date for acceptance of qualifications is 3:30 pm EST on September 12, 2014. To be considered, all responses to this RFQ must be received at the address provided above on or before the date and hour stipulated. Submitting firms should pay particular attention to ensure that the proposal is properly addressed. Palmetto Railways is not responsible if the qualifications package does not reach the specific destination by the appointed time. Qualification packages received after the date and hour designated are automatically disqualified and will not be considered. 1
At the conclusion of the qualifications evaluation process, firms may be invited to submit proposals to present technical qualifications and a detailed scope of work and fee estimate to execute the Project. III. SELECTION PROCESS Palmetto Railways will evaluate all qualification packages by firms responding to the RFQ and meeting the qualifications submission requirements. The responses to this RFQ will be evaluated based on the Evaluation Criteria detailed below. Evaluation Criterion: 1. Experience a. Firm Demonstrated experience with projects of similar size, scope and location, including: i. Firm s experience with the Project s actual site or adjacent sites. If your firm does not have site experience described above, show experience with similar sites and describe what make them similar. ii. Firm s experience with projects of similar size and magnitude. iii. Required certifications and other credentials earned by the firm. b. Personal Demonstrated experience of members of your proposed team with projects of similar size, scope and location, including: i. Experience with the Project s actual site or adjacent sites. If your firm does not have site experience described above, show experience with similar sites and describe what make them similar. ii. Experience with existing or former DoD facilities. iii. Required certifications and other credentials earned by the firm s proposed staff. 2. Work Load and Existing Capacity - Firm s staffing depth to accommodate its present workload and this proposed project, as well as the firm s breadth and quality of services required for the project. If subconsultants are required as part of any responding firms team, all subconsultant qualifications shallbe identified as requested in Section 1 Technical Qualifications of this RFQ. After receipt of qualifications, one or more firms may be invited to submit a proposal to Palmetto Railways for providing professional abatement services for the Project. Should Palmetto Railways determine at its sole discretion that only one offeror is fully qualified, or that one offeror is clearly more highly qualified and suitable than the others under consideration, a contract may be negotiated and awarded to that offeror. Selection Schedule: The following are tentative dates for completing each phase of the selection process and are subject to change at Palmetto Railways discretion: Receive Qualifications..September 12, 2014 Issue Request for Proposals September 19, 2014 2
Site isit*...september 29 and/or 30, 2014* Receive Proposals October 15th, 2014 Complete Contract Negotiations...November 12, 2014 *A mandatory site visit will be required for short-listed firms. Short-listed firms will be provided up to two full days to visit the site and document conditions to facilitate the collection of data to support any subsequent cost estimate requirements anticipated during the RFP process. I. TECHNICAL QUALIFICATIONS All submitted qualifications shall not exceed 38 pages in length (8.5 X11, 12 point font, one column) and shall not exceed page maximums as identified in each section description. 11 X17 pages are allowed for any tables, figures, graphs or other exhibits only. Pages can be double-sided, with each side being counted as one page. All qualification packages should have the following sections. Section 1: General Information Provide general information of the firm including Principal-in-Charge, contact person, address, phone number, facsimile number and email address. Any addenda received shall be noted on this page. This section is not to exceed one (1) page. Section 2: Letter of Introduction Provide a brief profile of the firm, including a brief history of the company which clearly identifies the following: 1. Principal or corporate office location. 2. Location of office which will be responsible for implementation of this contract. 3. Location of other offices from which resources may be drawn. 4. Length of time (or date since) the firm has been in business under its current name. 5. Former names of the company and the years in business under each. 6. Form of organization (e.g., corporation, partnership, individual, joint venture or other). 7. Date of incorporation or date of organization. 8. Names of corporate officers or general partners. 9. Average annual dollar amount of consulting revenues earned during the past five (5) years. This section is not to exceed two (2) pages. Section 3: Qualification Data Similar Experience Provide a minimum of three (3) and maximum of five (5) examples of previous experience with similar projects within the last seven (7) years. In determining which projects are more applicable, consider related size and complexity; how many members of the proposed team worked on the listed project; and how recently the project was completed. List the projects in priority order, with the most relevant projects first. For each of the listed projects, provide the following information: 3
1. Name and location of the project. 2. Nature of the firm s responsibility on this project description of work for which firm was responsible. 3. Firm's contract amount. 4. Name, address, and phone number of a representative of the project s owner. 5. Project Status - completion date or, if still in progress, percent complete and anticipated completion date. 6. Size of project gross area of construction, number of facilities, etc. 7. Cost of project initial project fee and value of additive change orders. 8. Firm s key professionals on the listed project, noting those who would be assigned to the Project. This section is not to exceed six (6) pages. Section 4: Local Knowledge Describe your firm s local knowledge of the Project area and surrounding region and how the work will be performed by any local or regional resources. Specifically, you should identify projects on which your firm has worked at the former Charleston Navy Base, or on adjacent properties and within the surrounding area, providing the following information: 1. Name and location of the project. 2. Nature of the firm s responsibility on this project description of work for which firm was responsible. 3. Firm's contract amount. 4. Name, address, and phone number of a representative of the project s owner. 5. Project status - completion date or, if still in progress, percent complete and anticipated completion date. 6. Size of project gross acreage, number of facilities, etc. 7. Cost of project initial project fee and value of additive change orders. 8. Firm s key professionals on the listed project, noting those who would be assigned to the Project. This section is not to exceed four (4) pages. Section 5: Current Workload and Existing Capacity List all other projects currently under contract or pending contract, including contracts as consultant to another firm, for which all key personnel on your team will be assigned concurrently. Describe how you will meet your current contract obligations and our Project, if selected, and include percentages of time that will be dedicated to our Project throughout the Project lifespan for all key personnel. In addition, identify the office location at which key personnel assigned to this Project will work and where they will be domiciled. This section is not to exceed four (4) pages. 4
Section 6: Organizational Chart Provide an organization chart as it relates to the Project indicating key personnel, their location, and their responsibilities for this Project. Include any consultants, their services and their location. It should be understood that Palmetto Railways expects that staff indicated to actually execute the Project. This section is not to exceed one (1) page. Section 7: Resumes Provide resumes for your team s proposed Project Manager and key staff involved in the Project, including any key sub-consultants. For each individual listed, provide the following information: 1. Name of Individual. 2. Years with current firm (proposal firm or consulting firm). 3. Total years in the industry. 4. Current title with company. 5. Any licenses, credentials or certifications relative to this Project. 6. Role assigned to this Project. 7. Project(s) currently assigned and anticipated completion date(s). 8. Past project experience for past 10 years. This section is not to exceed six (6) pages. Section 8: References Provide up to three (3) reference letters from owner representatives of projects that the firm has provided professional services which are similar in scope to this RFQ. Reference letters shall be current, dated within seven (7) years of this solicitation. The reference from the owner representative must be provided on their letterhead, and include details regarding your Firm s role, level of service provided, and how cost competitive your Firm was when negotiating cost proposals. This section is not to exceed six (6) pages. Section 9: Licenses Attach a copy of the firm s Business Occupational License and all applicable professional registrations from the appropriate governing board(s). All firms must be licensed to do business in the City of North Charleston, SC. A firm must be properly registered to practice their profession in the State of South Carolina at the time of its submittal. Provide copies of all current State of South Carolina Department of Professional Regulation licenses or certificates for the key professional personnel to be used on the Project. The Selection Committee may verify the current status with the appropriate state board(s). This section is not to exceed six (6) pages. Section 10: Litigation Identify all litigation, pending litigation and lawsuits (including arbitration, administrative proceedings, etc.) involving a client for claims your firm or subconsultant's firm has been a party during the last five 5
(5) years. Include a brief legal description of the dispute and its current status. Describe the particular circumstances giving rise to the dispute and the actions which your firm took to attempt to settle the matter prior to and after a suit being filed. This section is not to exceed two (2) pages.. ADDENDA Questions regarding this RFQ may be sent to T. Ravenel, Project Manager, at TRavenel@palmettorail.com. Requests for clarification or interpretation of this RFQ must be received no later than 3:30 pm, EDT, September 5 th (i.e., five business days prior to closing date for receipt of proposals). Palmetto Railways will endeavor to respond to questions as expeditiously as possible. Responses to questions and requests for clarification will be sent via email only. Any responses to requests for clarification or interpretations of this RFQ that materially affect or change its requirements will be issued as an addendum to the RFQ by Palmetto Railways via email. Interpretations or clarifications in any other form, including oral statements, will not be binding on Palmetto Railways and should not be relied on in preparing qualification packages.
