Air Traffic Management System and Aids JSC «VNIIRA-OVD»

JSC VNIIRA-OVD was founded in 1992 as a subsidiary of JSC VNIIRA representing JSC VNIIRA in the CIS and far abroad countries in the area of development, delivery and service of the air tra c management (ATM) systems and facilities. JSC VNIIRA-OVD holds the State Licenses for development, manufacture and maintenance of the entire range of the presented equipment, as well as the State Research Organization Accreditation. Primary Activities of JSC VNIIRA-OVD: Development of system projects and programs on comprehensive air tra c control automation for various countries and single regions; Automated ATC systems; Secondary and primary surveillance radars and radar facilities; Ground-based transceiving surveillance stations (ADS-B) and data transmission links; Training-simulating complexes and training systems for ATC controllers; Airborne ATC transponders; Radar pilot extracting equipment; Equipment for interfacing. Data conversion and transmission. Remote control and monitoring of airport radio system and facilities.

JSC VNIIRA-OVD has realized and is now successfully developing a new generation of air tra c management (ATM) systems and facilities. Complex of Air Tra c Control (ATC) automation aids: - uni ed series (US) of the «SINTEZ» automated air tra c control systems and facilities; -complex ATC system of Integrated ight plan processing systems «SINTEZ-PIVP»; - Automated Controller Working Position for ATC terminals and ATC areas «SINTEZ-ARM». Surveillance aids: - «Aurora-2» mode S MSSR with the function of the enhanced surveillance in ADS-B 1090 ES mode; - 4-channel ground station ADS-B 1090 ES «NS-1A»; - weatherproof compact ground station ADS-B 1090 ES «NS-1A»; - Multilateral surveillance system «Mera»; - Central facility of monitoring, recording and management (CF MRM). Radar plot extracting equipment Ladoga APOI. Equipment for interfacing ATC systems and facilities with information sources, data conversion and transmission equipment. Remote control and monitoring equipment for airport radio system facilities. Airborne ATC transponders including Mode S ones. Controllers' simulators, training centers, and other equipment. Range of works performed within the frameworks of projects: site surveying and development of comprehensive projects, whose implementation provides the most e cient achievement of the customer's objectives; integration of any radar aids, both customer's existing ones and the latest ones from any manufacturers, into the system; employment of accumulated experience and knowledge of in-service ATC facilities with the view to ensuring their use until the complete exhaustion of service life, which allows a considerable decrease of expenditures for re-equipment; Turnkey operation of sites, warranty and post-warranty service of introduced ATC systems and complexes throughout their life cycles.

Geography of Achievements Equipment of ATC automation complexes for en-route, terminal and area centers, monopulse secondary sur veillance radars (M S R), and airborne electronics have been delivered, put into operation and now e ciently operated in a number of countries for the recent years. Belarus In 2003, the «SINTEZ-AR2» integrated terminal and area ATC AS, realized in full compliance with the latest EURO CONTROL's Recommendations on the EATCHIP Phase III Program, was delivered to the Republic of Belarus for the Minsk Joint Area and the Minsk Airport. Thereby, the air tra c control over the entire territory of the Republic of Belarus was provided. The «SINTEZ-TC» complex system simulator equipment was delivered and put into operation. The full-scale modernization of the whole equipment set, providing the transmission and display of data on the tra c of the borders states (Lithuania, Poland, Ukraine, etc.), was carried out in 2010.

Kazakhstan In 1993, JSC VNIIRA-OVD, in cooperation with SIEMENS-ATM and RGP «KAZAERONAVIGATSIA», worked out the «Project and Program of ATC System Modernization for the Republic Kazakhstan». The participation in its successful implementation by the equipping of 13 radar sites on the basis of 4 RADUGA-2 SSRs, and 23 «MSR-SVK» with the automation complexes provided the complete coverage of the upper airspace the Republic of Kazakhstan. JSC VNIIRA-OVD provided delivery of 14 additional sets of terminal and area «MSR-SVK», integrated complex of ATC automation facilities all 14 areas of air tra c servicing with the «SINTEZ-ARM-R» work stations and equipped 11 airports with terminal ATCWKSs. Equipped the ATC area and the Schimkent airport area with the «SINTEZ-KSA» integrated complex of ATC automation facilities. 15 sets of the «SINTEZ-T» controller simulators have been delivered and e ciently operated (in the cites of Almaty, Astana, Aktobe,ect.). The Almaty's and Aktobe's training centers was constructed on the basis of the «SINTEZ-TC» complex system simulator. JSC VNIIRA-OVD performs the annual designer's supervision over the delivered equipment, thereby ensuring its e cient and fair-free operation. Azerbaijan Raduga-2 RSAC and the complex of area and terminal ATC WKSs have been delivered to the Republic of Azerbaijan and are now e ciently operated. Kirghizia The «MSR-SVK» equipment set was put into operation in the Manas Airport of Bishkek in 2009; the Aurora MSR equipment set was com-missioned in the Issyk-Kul Airport in 2010.

EQUIPPING OF THE REPUBLIC OF CUBA with airspace surveillance aids In October 2011 the specialists of VNIIRA successfully completed four-year ambitious program for equipment of air-navigation service of the Republic of Cuba with airspace surveillance facilities. As part of the program 6 Aurora Monopulse Secondary Surveillance Radars with Expanded Surveillance Functions in ADS-B 1090 ES Mode were delivered. Thereby, the air tra c control over the entire territory of the Republic of Cuba was provided (both via location channel and ADS-B 1090 ES channel). The distance from the westernmost installation point (San Julian) up to the easternmost point (Holguin) is more than 1000 kilometers; Aurora MSSRs are also located in Camaguey, Menocal, Havana and Santa Clara. MSSR with Aurora ADS-B 1090 ES function is executed based on up-to-date advances in the area of software and hardware technology development and it allows to monitor up to 500 aircrafts at a distance of more than 450 km and at an altitude of up to 20,000 m. Under this project, the rst solution was applied on the joint use of radar data from the satellite system, and also remote access to MSSR «Aurora» aids located on di erent points Central Facility of monitoring, recording and management (CF MRM). The CF MRM equipment is located a remote management center equipment, located in Havana. CF MRM Area control center of monitoring, recording and management (ACC MRM) represents the innovative solutuion Superterminal for simultaneous remote access to MSSR and other surveillance aids located on di erent points in Cuba. The CF MRM equipment is located a remote management center equipment, located in Havana. THE MAIN FUNCTIONS OF ACC MRM «SUPERTERMINAL» Monitoring of equipment status (basic functions of control) Enhanced control (gathering and visualization of equipment parameters in real time with the use of special program tools) Equipment management (basic management, changes of parameters and con guration) Archiving of equipment status Weekly archives preparation (system logs of MSSR) for further analysis Periodical report preparation on condition and main indicators of equipment performance. This project is very important for the Republic of Cuba and it is con rmed by reviews of foreign committees which took part in radar acceptance tests on each point and appreciation of ICAO members who were present during radar commissioning in Menocal.

The products quality is provided by: high professional skills of the company specialists; comprehensive adjustment of the equipment and software on Base Technological Test Benches; application of modern components and advanced high technological solutions; advanced quality control system providing noncompliance detection and avoidance in due time. Management system being used at VNIIRA-OVD JSC was developed in compliance with MS ISO 9001-2008 Requirements, GOST RV 15.002-2003 and SRPP VT standards. Quality Management System of JSC «VNIIRA-OVD» was certi ed in the system of enterprises of the defense industry «Oboroncerti cat» and Bureau of International Certi cation «ACERT Bureau», which has the accreditation in the German accreditation body DGA (Deutsche Gesellschaft fuer Akkreditierung). VNIIRA-OVD JSC has STATE LICENSES to development, manufacture and maintenance of presented equipment. VNIIRA-OVD JSC has certi cates and production certi cates of Interstate Aviation Committee on 16 types of equipment for systems of air tra c management. 9/10

The enterprise's production base and quality management system ensure an e ective control of products quality in accordance with the requirements of the GOST R ISO 9001-2008, GOST RV 15-2003 and SRPP VT standards, the full-scale adjustment and testing of the equipment, commissioning at CUSTOMER's facilities, as well as the warranty and post-warranty service of the delivered equipment. 3. JSC VNIIRA-OVD holds the License for development, manufacture and maintenance of the entire equipment range. All the produced equipment of the enterprise is certi ed by the Interstate Aviation Committee (IAC) that provides the compliance of the equipment and production operations with the certi cation requirements. 5. For the development of SINTEZ ATC AS UR, a wide use of the wealth of experience obtained by the specialists, who have passed the school of the development and implementation of three generations of ATC AS (START,SPECTR,SINTEZ), and the knowledge of the state-of-the-art data process automation technologies by the new generation specialists are combined. 6.
