Lakeview Crime Prevention District Meeting Minutes- February 26, 2015-6:00 p.m. St. Dominic Rectory Meeting called to order at 6:01pm. Commissioners In Attendance: Freddy Yoder, Pres. Nancy Lytle Brian Anderson Val Cupit Leland Champagne John Grillot Jeb Bruneau Martin Landrieu The Board attorney Richard Bordelon and accountant Larry Jacobi were also in attendance as well as members of the public. Board President Freddy Yoder called the meeting to order at 6:31 p.m. MINUTES APPROVAL JANUARY MEETING Commissioner John Grillot made a motion to accept the minutes for the January Meeting, Commissioner Val Cupit seconded, approved by all. (Approved minutes 2/26/2015 attached.) OLD BUSINESS: LCPD Website Update Nancy Lytle-Deferred from January Meeting, Ralph Schindler gave an overview of the new LCPD website being launched at a new domain, LCPDnola.org Verbiage needs to be added to the website, board Photos added (new), site designed for resident and business sign-up. President Freddy Yoder suggested further dialogue planned for future meetings to discuss Commander e-mail distribution, social media, who will have autonomy to dissemination of information etc. (The new site now has capability for email distribution and storing of email alerts for online viewing at residents leisure. Transferred and added) Commissioner Martin Landrieu suggested taking a look at the site as is for now and approving what has been transferred and newly added. Commissioner Anderson metioned the site could just stay informational. Ralph Schindler suggested a few of the board of director pictures be replaced due to poor resolution and future financials and reports should be submitted in PDF format. Commissioner Val Cupit recommended when email addresses are added to the site, a home address also be requested.

Commissioner Jeb Bruneau made a motion to adopt the website as presented, seconded by Commission Martin Landrieu. No further discussion, approved by all. Commissioner Brian Anderson made a motion for Ralph Schindler to be allowed to add residential and business sign-up to the home page of the new LCPDnola.org website, Commissioner Jeb Bruneau seconded the motion, passed by all. LCPD Vehicle(S) Purchase and Miscellaneous Needed Items for Inside Vehicle (s) LCPD Cmdr. Rene Benjamin NOPD-LCPD Commander Benjamin provided 2015 Price quotes from the NOPD Fleet Services Sgt. Willie Davis For two vehicles, Vehicle #1 Marked Ford Explorer ($35,696.00) and Vehicle #2 Unmarked 2015 Ford Explorer ($31,893.76) for a total of $67, 589.76 (See attached document for line item details for each vehicle.) Vehicle cameras are not included in quote. Sgt. Benjamin mentioned License Plate Readers are not not a necessity in his opinion at the moment that they are costly (21K each). Funding for LCPD vehicles is provided by LCPD but all vehicle purchases and preparation of vehicles are through NOPD. Accountant Larry Jacobi confirmed $75 was budgeted for the purchase of the two vehicles. President Yoder confirmed current LCPD vehicle fleet: 4 Marked, 1 Truck, 2 Unmarked in ver poor condition per Cmdr. Rene Benjamin. Motion to purchase the two discussed vehicles outlined by Sgt. Benjamin made by Commissioner Leland Champagne, seconded by Commissioner Jeb Bruneau, approved by all. ACCOUNTANT BRIEFING-LARRY JACOBI Checking Account Signer Adjustments needed with new board changes. Commissioner Anne LeBlanc, outgoing LCIA President is succeeded by newly elected LCIA Board President Brian Anderson. Motion by Commissioner Martin Landrieu for Brian Anderson to be the new LCPD Secretary and for the four new authorized signers on the checking account resolution to be the four current LCPD Officers: Freddy Yoder, President, Jeb Bruneau, Vice President, Brian Anderson, Secretary, and Wally Landry, Treasurer. Motion seconded by Commissioner John Grillot, approved by all. Budget Issues Authorization needed for all budget line items that had a 5% or more increase. Numbers will be prepared for review for the March meeting by auditors.

A vote will be needed on a Variance Audit Budget in March. Budget Amendment approval needed to adjust Police pay raise by 5% for 2015 as well as Budget variance for patrols. We are not 51k over, an adjustment will be made for a better comparative number from previous year. (Accountant full Report attached to minutes.) Commissioner Val Cupit excused herself from meeting 7:22p.m. LCPD Report Briefing-Commander Rene Benjamin Full Report given with excellent results. (Full Report Attached) Attorney Briefing-Richard Bordelon No Report Audience Question from Barbara Sallettes- Would it be possible for notices regarding meeting to be sent out in advance as a reminder of meeting. Board will ask assistance from LCIA to assist in getting word out to residents and businesses. New Meeting Schedule posted on LCPD Website per Commissioner Nancy Lytle. Motion to Adjoin by Commissioner Martin Landrieu, seconded by Commissioner Brian Anderson at 7:33 p.m. Meeting Minutes prepared by Commissioner Nancy Lytle.

LCPD Election Report-Val Cupit- LCPD received 79% vote approval in the November 2014 election. Val expressed an interest in taking a closer look at the area voting patterns and will report back if any discoveries. Val thanked a small committee for their support consisting of Crime Watch, LCIA Board members and residents that assisted in getting the word out, the signs design, and distribution, funding, and election voting awareness. Sgt. Rene Benjamin was thanked for his hard work, to her knowledge there has never been a negative work with regards to the District since he became Commander. Freddy thanked Val for her hard work with educating the public which he considered to be an uphill battle that paid off at the polls. This was a third validation of support at the polls with 788 early voters. New Business Leland Champagne We delayed purchase of a vehicle in 2014 pending results of the November election. We need to add Vehicle Purchases to February Agenda and need quotes from Sgt. Rene Benjamin. (Page 2- LCPD Minutes 1-26-2014) Financial Briefing-Larry Jacobi Report Attached approximately 1300 undeveloped properties are taken into consideration for the 2015 Budget bringing us approximately 6900 total properties. Note: The Increased revenue for 2015 Budget is due to increase in total properties. Proposal from same CPA Firm was bought out by a regional firm. No fee changes to LCPD board.

Insurance Renewal (all) is due now (Gary Delahoussaye), expires February 6, 2015, Larry will continue to follow-up making it a priority. LCPD Patrol Briefing- LCPD Commander Sgt. Rene Benjamin Report attached. Board Questions and Comments with regards to report: Val Cupit Do we know how many beds available for Juveniles? Sgt. Benjamin was not sure but will followup with an answer. Roy Arrigo mentioned the increase in broken windows and stolen firearms with Sgt. Benjamin mentioning they have a possible suspect identified. President Freddy Yoder Freddy mentioned the board is transparent, sharing available information and complimented the Sgt. Rene Benjamin on the attention to details shared in his reports. He also reminded the LCPD Board of the role they play as Directors stating what is said by any one board member can possibly be conceived as a board statement or opinion cautioning all. Pre-approved expenditures by the board was also mentioned as proper protocol. Freddy Yoder opened the up the floor to questions from the public: Ms. Barbara Sallettes Please explain the new ban on cell use sign in School Zones. (Sgt. Benjamin confirmed it is against the law to use cell phones in school zones.) It is a new law. Commissioner Roy Arrigo made a motion to adjourn the meeting. It was seconded by Commissioner Wally Landry. Meeting adjourned 7:32.
