The People s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Power System Efficiency Improvement Project (Installation of an Off-Grid Wind-Solar Hybrid System with HFO/Diesel based Engine Driven Generator in Hatiya Island Project). Part of this loan will be used for payments under the contracts named above. Bidding is open to experienced bidders from eligible source countries of the ADB. 2. The Bangladesh Power Development Board (BPDB) invites sealed bids from experienced eligible bidders for the construction and completion of: LOT-1: Engineering, Design, Manufacturing, Inspection, Testing, Delivery to the Site, Installation, Testing & Commissioning, Performance test and related Civil and Building works including necessary auxiliaries and ancillaries of 4.2 MW Solar PV- Diesel Hybrid Power Generation Plant in Hatiya Island on Turn Key Basis. The Bidder shall also provide 2 (two) years warranty /defect liability period and 4 (four) years Long Term Service Agreement (LTSA) and LOT-2: Engineering, Design, Manufacturing, Inspection, Testing, Delivery to the Site, Installation, Testing & Commissioning, Performance test and related Civil (Backfilling& boundary wall), Building works and Special Engineering Services including necessary auxiliaries and ancillaries for Renewal of existing MV Grid/Distribution Network (11 kv, 11/0.415 kv & 0.415 kv Lines, 11/0.4 KV Distribution Transformer), Jetty & Unloading Fuel Storage Infrastructure Construction in Hatiya Island on Turn Key Basis. The Bidder shall also provide 2 (two) years warranty / defect liability period. 3. Qualification Criteria for Bidders:
LOT-1: Average Annual Turnover: Minimum average annual turnover of US$ 20 million calculated as total certified payments received for contracts in progress or completed, within the last 3 years. Financial Resources: the cash-flow shall be USD 5(five) million. General Experience: Experience under contracts in the role of contractor; subcontractor, or management contractor for at least the last 5 (Five) years prior to the bid submission deadline. Specific Experience on contracts of similar size and nature: Participation as contractor or subcontractor in at least 1 (one) similar contract within the last 2 years [of a hybrid design containing a share of solar photovoltaic technology (about 500 KWp) among other mix of conventional and renewable energy technologies; and grid storage systems; and 1 (one) or more contracts of solar photovoltaic power plants; and solar photovoltaic or diesel powered mini-grid designs, including middle voltage switchgear and grid storage systems with a combined capacity in the MW range]. The reference systems should have an operational record of about 12 (twelve) months where the combined value of the contracts should be US$ 20 (twenty) million outside of the bidder s own country (except bidders from the borrower's country) that have been substantially completed and that are similar to the proposed plant and services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer s Requirements). Historical Financial Performance: Submission of audited balance sheets or, if not required by the law of the Bidder s country, other financial statements acceptable to the Employer, for the last 3 years to demonstrate the current soundness of the Bidder s financial position and its prospective long-term profitability. LOT-2: Average Annual Turnover: Minimum average annual turnover of US$ 4.5 million or equivalent as per Audited Balance Sheet or calculated as total certified payments received for contracts in progress or completed, within the last 3 (Three) years. Financial Resources: the cash-flow shall be US$ 2 (Two) million or equivalent. General Experience: Experience under contracts in the role of contractor or subcontractor for at least the last 5 (Five) years prior to the bid submission deadline. Specific Experience on contracts of similar size and nature: Participation as contractor, or subcontractor, in at least 5 Contracts within the last 5 (Five) years, where aggregate value of the contracts shall be at least US$ 3 (Three) million or equivalent that have been successfully or are substantially completed and that are similar to the proposed plant and services. Historical Financial Performance: Submission of audited balance sheets or, if not required by the law of the Bidder s country, other financial statements acceptable to the Employer, for the last 3 years to demonstrate the current soundness of the Bidder s financial position and its prospective long-term profitability.
