Smart city and Social Innovation Social innovation consists of new ideas (products, services and models) that simultaneously meet social needs (more effectively than alternative approaches) and create new relationships and collaborations. The City of Milan has chosen to promote social innovation as one of the aspects of the smart city. We do not want to limit debate about smart city only to the technological dimension but think as to how innovation in cities can contribute to the development of new methods for solving socially relevant problems. The Smart cities are therefore those cities which create the conditions of governance that produce social innovation. In Italy, the concept of social innovation and smart city has already been approached in occasion of the calls from proposals from MIUR (Italian Ministry of University and Research) in 2012, and in 2013 in occasion of the Regional call Smart cities and communities (funded through structural funds). FabriQ: the first incubator of social innovation
The initiatives fostered by the City of Milan on social innovation On July 18, 2013 a day conference titled Opening to Social Innovation: ideas and strategies for Milan Smart City" was held to promote a dialogue and confrontation with Institutions, Associations, Foundations and Companies, on how the City could intervene to facilitate a common approach to social innovation. This was the start of a dedicated line of intervention on social innovation as part of the smart actions: - OFFERING A SPACE TO PRODUCE SOCIAL INNOVATION (FabriQ incubator): incubation and start-up, tutoring, co-working facilities, workshops and opportunities for involvement open to local realities; - TO OFFER LOANS (a call for proposals for FabriQ) Notice of funding for 140,000 aimed at selecting business projects.
The initiatives fostered by the City of Milan supporting Start Up Welcome Talent Business 400,000 8 international start ups; Fare impresa digitale 2012 & 2013, about 5 mln, of which 2 mln allocated by City of Milan; Speed Mi Up 2012 & 2013, for service enterprises : 11 start ups and 10 young professionals, for an overall budget of more than 500,000; Start 2012 & 2013, more than 5 mln together with the Chamber of Commerce and Regione Lombardia; Alimenta 2 Talent 2013, more than 400,000, 5 enterprises started; Risorse in periferia and Tira su la cler 2012 and 2013, more than 1,5 mln, 14 enterprises, including renovation costs; Accesso and Agevola credito 2012, 2013, 1,4 mlnguarantee fund with Chamber of Commerce. The projects on the territory Smart City projects: Central and regional Fundings MIUR (Italian Ministry of Education, University and Research) and REGIONE LOMBARDIA Implementation of the funded projects: Currently there are some meetings in progress with the project s proposers, with the following aims: to assess in depth each project in terms of real implementation and possible impact on the city; to identify any similarities among projects from different fundings in order to avoid duplication and to boost potential synergies; to have a public presentation on December 3 rd 2014 To check the following hypothesis: can we use impact investing methodology/approach to evaluate social impact find new funds?
