1. PURPOSE To provide instruction and procedures for dealing with fire, toxic gas releases, medical and lift emergencies at Wilton Centre. 2. SCOPE This instruction applies to all areas of the Wilton Centre and all personnel working in or visiting these areas. 3. REFERENCES 3.1. WCFM/EMG/3006: FIRE MANAGEMENT SYSTEMS 3.2. REGULATORY REFORM (FIRE SAFETY) ORDER 2005 4. DEFINITIONS 4.1. Site Director Wilton Centre Facilities Management Senior Manager or his Deputy 5. INSTRUCTION 5.1. ACTIONS ON OUTBREAK OF FIRE 5.1.1. The alarm must be raised at once to allow tenants to evacuate the building, whilst other members of staff continue to attack the fire, if safe to do so. It must be emphasised that at no time should anyone tackle an outbreak of fire unless feeling entirely competent to handle the situation. > NEVER TACKLE A FIRE ON YOUR OWN > Use only one extinguisher; then leave the room, close the door and go to the assembly point. 5.1.2. Raising the alarm: Break the glass in the nearest "Break Glass" alarm point. NOTE: There is a pause of a few seconds between breaking the glass and the bells ringing. When the alarm bells sound in the Main Building, all corridor fire doors close automatically, which is an "alert" signal to the rest of the building. Page 2 of 20

(c) (d) (e) Telephone (9) 43 8080 to confirm the fire status location, a Receptionist or Security will contact the Fire Brigade. Tell a Fire Warden the location of the fire. Go to the assembly point. 5.1.3 Fire Extinguishers. If a fire extinguisher has been used to put out a small fire the Help Desk must be notified (9) 43 8000 in order to have it replaced as quickly as possible. Give location of extinguisher. DO NOT REPLACE A USED EXTINGUISHER ON ITS HOLDER. Wilton Centre Facilities Management (WCFM) are responsible for ensuring that all fire extinguishers are inspected annually. 5.1.4 Fire Blankets. (c) (d) Fire blankets are located in laboratories and can be used to smother small fires provided it is safe to do so. If a fire blanket has been used, the Help Desk (9) 43 8000 shall be notified in order to have it replaced as quickly as possible. WCFM are responsible for ensuring that all fire blankets are inspected annually. Training in the correct use of fire blankets is covered in the annual emergency procedure training course provided by WCFM. 5.2. ACTIONS WHEN FIRE ALARM SOUNDS 5.2.1. Fire Wardens in the affected area or block must immediately take up their functions and responsibilities. 5.2.2. Wardens are in sole charge of the operation until WCFM staff or the Fire Brigade arrive. Tenants shall obey all instructions given either by Fire Wardens or by Firemen. 5.2.3. WCFM Incident Controllers visit the area under alarm & determine if the Fire Brigade are needed. Page 3 of 20

Once the building is declared safe by WCFM or the Fire Brigade, Reception will reset the alarm, cancel the bells and announce the "ALL CLEAR" over the P.A. system to all stations. (In TDA this is performed by Incident Controllers). Do not re-enter the building (even if the bell stops) unless the P.A. system has informed you to do so. If the event is major, the Site Director or his deputy will be requested to attend. 5.2.4. The Site Director or his deputy shall respond to any such call for assistance by proceeding to the scene and taking control as the Incident Controller until the Fire Brigade arrive. When the Fire Officer arrives, he will take over control. 5.2.5. Actions to be taken in individual locations are as follows: Main Building ON HEARING THE ALARM, STAFF IN THE AFFECTED BLOCK SHALL MAKE THEIR WORK SAFE IF TIME ALLOWS, CLOSE ALL WINDOWS AND DOORS AND REPORT TO THEIR ASSEMBLY POINT AS SHOWN ON THE FIRE ACTION NOTICES IN THE OFFICES AND LABORATORIES. If the situation demands, the instruction to evacuate other adjoining blocks will be given by the Fire Brigade or by WCFM who will inform tenants by sounding the fire alarm using the "Break Glass" units or from the fire alarm panel on A2. Assembly points are located around the building perimeter as indicated on "FIRE ACTION" notices. On hearing the alarm, staff should close doors and windows, if time allows, then make their way to the assembly point. 5.2.6 Disabled Tenants Non-ambulant staff evacuating a block under alarm can evacuate into an adjacent block as long as it is safe to do so. Lifts must not be used during a fire alarm. Evac+Chairs are available for the evacuation of non-ambulant staff in areas where they cannot move into an adjacent block i.e. level 4 T-Core, north end of R4 corridor, level 3 Catering, J2, K2 and in several locations in the Wilton Centre Annexe. 5.2.7 FIRE TRAINING Emergency Procedure Training will be provided in the form of a 30 minute lecture given on an annual basis by WCFM. This lecture is comprised of Emergency Procedures for the buildings in the Wilton Centre Area and instruction in the use of Fire Extinguishers and Fire Blankets. Attendance at one of these lectures is MANDATORY for all Wilton Centre tenants. Attendance at the Emergency Procedure training session is seen as the minimum requirement to satisfy the training requirement under current fire legislation and it is the employer's responsibility to ensure that his/her employees have received this training. "Hands-On" fire training is not necessary to meet the requirement of the fire legislation, but Managers responsible for laboratories may prefer this form of training for their staff. "Hands-On" fire training can be organised by contacting the Help Desk (9) 43 8000. 5.2.8 FIRE RISK ASSESSMENT An Employer is required under the Regulatory Reform (Fire Safety) Order 2005 to produce a ' Fire Risk Assessment ' (FRA) for their workplace. It is a requirement that each company resident in Wilton Centre provides WCFM with a copy of their FRA. The FRA must be updated annually or if there is a process change. WCFM will formally write to each company on an annual basis and request an updated version of their FRA. The FRA must be written by a competent person. Page 5 of 20

5.3 FIRE WARDENS: FUNCTIONS AND RESPONSIBILITIES 5.3.1 Appointment of Fire Wardens. Businesses resident in the Wilton Centre Area are required to provide nominated persons to take on the role of Fire Warden in the event of an emergency. WCFM will seek a nomination from the responsible Manager of the area that requires Fire Warden cover and training will be provided. This shall consist of:- (c) A synopsis of the functions and responsibilities on receipt of the nomination. A formal training session. Refresher training for all Fire Wardens annually. 5.3.2 Prime Functions The prime functions of a Fire Warden are:- (c) (d) To ensure their own safety at all times. To ensure that people leave the building and do not return until the all clear is given. (not applicable in TDA) To ascertain if there are any people trapped or injured. To inform Reception via the intercom where the fire is and whether everyone has left the building. (For Main Building only) 5.3.3 Deputies and replacements. (c) If a Warden is directly involved in any incident and hence not free to carry out the warden's duties, another trained member of staff must be asked to deputise and carry out these duties. Wardens are expected to make their own arrangements for deputies to cover periods of temporary absence. If permanently moved from the area, the Warden shall inform the EHS & Operations Manager so that a replacement, can be appointed. Page 6 of 20

5.3.4 Main Building Fire Wardens 5.3.4.1 Fire Wardens, on hearing the alarm in their Block shall:- Put on fluorescent jacket. Ascertain if the fire is on their floor. (c) If the fire is found inform Reception, via the intercom, of the location of the fire. (d) Check the state of evacuation of the floor. Wardens should start this check at the fire doors at either end of the corridor and work to the centre of the floor. They should display the "No Entry" sign on the fire doors to prevent people entering the area during the search. (e) If possible, close any doors and windows found open during the search. 5.3.4.2 When a floor is evacuated the Wardens should position themselves outside the (now closed) fire doors at each end of the corridor to prevent staff from other areas entering the block. The Wardens will also communicate with Reception as required using the intercom system, informing Reception when everyone has evacuated their area of responsibility. In the event of a total Main Building evacuation, Fire Wardens should evacuate the building after conducting their search and report to Reception using a ground floor intercom point on the way out to an assembly point. 5.3.4.3 When the emergency is over, the decision to allow staff to return to work will be made by WCFM or the Fire Brigade who will inform Reception. Reception will inform the Wardens of the decision via the P.A. system, with the "ALL CLEAR" message to all points (internal and external). If any doubt exists, the Warden must check back with Reception before allowing staff to re-enter the building. 5.3.4.4 Ground floor Wardens should ensure that emergency doors are left open to allow personnel back into the building once the emergency is over. 5.3.4.5 On receipt of a fire alarm at Reception, the Receptionist shall: Leave bells ringing in the affected Block until instructed to cancel them. Transmit information received to the Fire Brigade as instructed. Page 7 of 20

5.3.4.6 When using the intercom to call Reception. Press the button and release it. This will attract the Receptionist's attention by a buzzer on the emergency panel. Stand about a yard from the grille and speak clearly into it. Give block letter and floor number then report. The phonetic language is used to communicate through to Reception. 5.3.4.7 When Reception wish to contact a particular Fire Warden on a floor, the Receptionist will select the appropriate switch on the panel and the call will be heard through the grille on the selected floor only. The Warden's reply will be spoken into the grille as above. 5.3.5 Fire Wardens - Technical Development Area When the fire alarm system is activated, the panel at the Central Alarm area goes into alarm. The pagers carried by WCFM Incident Controllers are also activated. The purpose of these various alarms is to summon Fire Wardens to the Central Alarm Area. 5.3.5.1 Fire Wardens shall: Put on fluorescent jacket. Proceed to the Central Alarm area to receive instruction from the Incident Controller. 5.3.5.2 The first Fire Warden to arrive shall: Telephone (9) 43 8080. If the alarm is during normal working hours inform Reception that there is an alarm in the TDA and to await further instruction. If the alarm is outside normal working hours inform Building Security who will alert the Fire Brigade as necessary. Ascertain where the fire is located and make a P.A. announcement e.g. "Fire in South Lab...", repeating the message three times. If the incident is a not a false alarm, telephone (9) 43 8080 and pass any information to Reception who will summon the Fire Brigade. If the incident is a false alarm, telephone (9) 43 8080 and let them know. Page 8 of 20

(c) (d) If a member of TDA Operations is present, they shall take control as Incident Controller in and above. Otherwise, any Fire Warden shall be Incident Controller until a member of WCFM arrives. The Incident Controller will decide, upon information received, as to whether to activate the "Evacuate All Areas" alarm. If they do, they will send a Fire Warden to the Assembly Point to instigate a Roll Call. 5.3.6 Action when fire alarm sounds (outside normal hours) If the alarm bell activates in your area, telephone (9) 438080 to ensure that Building Security have been alerted then proceed to the Assembly Point. Carry out a roll call and pass the results to Building Security or the Fire Brigade as appropriate. 5.4 Fire Wardens Annexe, Q-Building, Development Building, Garage. On hearing the fire alarm, Wardens shall put on fluorescent jackets, ensure that Reception has been informed by ringing (9) 43 8080. They should then try to ensure that all the offices and workrooms are empty and close any doors. After checking the state of evacuation of each building the Wardens should position themselves outside of the building entrances to prevent access. 5.5 ROLL CALLS It is not possible to operate a roll call system in the Main Building, however, such a system operates in all other buildings in the Wilton Centre Area. The responsibility for carrying out roll calls and monitoring of visitors for the purpose of roll calls rests with each business. Each business will satisfy WCFM that they have an adequate roll-call procedure in place. Typically this will be a signing in/out book for persons not normally resident in a tenants area of occupation. A book for general visitors will be kept at the Central Alarm Area within TDA and in the Annexe. 5.6 Fire Warden Actions in the event of a Security Threat to Wilton Centre. 5.6.1 In the event of a Security threat to Wilton Centre, the Site Director may initiate a search of the building during normal working hours, by alerting all WCFM Incident Controllers and calling all Fire Wardens to the Reception Area via the P.A. system. A similar communication will be relayed to TDA Fire Wardens at the Central Alarm Area in North Lab, TDA. Page 9 of 20

Fire Wardens will be requested to search, with the help of tenants from offices and laboratories, all areas for which they have Fire Warden responsibility. Each searcher shall report to the Reception Area, the result of the search. A printed card will be issued at the start of the search, giving the phone numbers on which the result can be reported. 5.7 Fire Warden Actions in the event of a Major Emergency in Wilton Centre. 5.7.1 In the event of a Major Emergency in Wilton Centre, the Site Director may call for Fire Warden assistance via the P.A. system, requesting Fire Wardens to assemble at the Reception Area. 5.8 MEDICAL EMERGENCIES 5.8.1. General If an ambulance is required telephone (9) 999, give your address as the 'Wilton Centre' and give clear details of symptoms and any other information which would be helpful. Contact Reception on 43 8080, give them the location of the patient and they will direct the ambulance to that location. If necessary, check the location of the nearest lift that is large enough to take a stretcher. These are located in C, D, T cores, and the Goods lift in the Catering Block. If a First-Aider is required, contact Reception on 43 8080 and they will issue a P.A. message to the whole of the building requesting assistance. EMP 1 EMP 2 EMP 4 at the front entrance (A2) for blocks A, B, C (including the EM Lab), H,K,L and M. at R entrance (R1) for Blocks D,E,F,G,N,R and T. between East Semi Tech & South Lab. for all TDA Any person suffering an injury, however slight, during the course of their employment must report it immediately to their Line Manager and if appropriate report to a Medical Centre so that correct treatment can be obtained. If necessary, the patient should be accompanied; when there is doubt about the advisability of moving patients - DONT! Page 10 of 20

5.8.2 GREAT NORTH AIR AMBULANCE If required in an emergency, the GNAA will land their helicopter in the Wilton Centre Car Park located at the north-west corner of the Wilton Centre site (overflow car park) and adjacent grassed areas. 5.9 WILTON SITE TOXIC GAS EMISSION Defined as the release of a gas or vapour into the atmosphere from a source outside Wilton Centre and in such an amount as may damage the health of any individuals in the vicinity. An independent Risk Assessment determined that for most situations Wilton Centre is not affected by a Toxic Gas release on the Wilton Site. 5.9.1. A Wilton Site toxic gas emission shall be signalled by SembCorp Emergency Services to the Wilton Centre by the sounding of the Wilton Site Toxic Gas Alert siren. An audio visual alarm automatically activates a link to Wilton Centre Reception which in turn activates the Wilton Centre Incident Controller s pagers. Reception (Building Security outside of normal working hours) will send an "Alert" message over the building P.A. System. 5.9.2 If Wilton Centre is not affected by the Toxic Gas Emergency, an announcement will be made over the P.A. System "THERE IS A TOXIC GAS ALERT ON THE WILTON SITE, WILTON CENTRE IS NOT AFFECTED, BUT DRIVERS AND PEDESTRIANS ARE NOT PERMITTED TO LEAVE THE WILTON CENTRE AREA AND ACCESS THE WILTON SITE". 5.9.3. In this situation: a) Visitors will only be allowed to arrive and leave via the Visitors car park entrance. b) Staff are allowed to walk between buildings (Technical Development Area, outlying offices) within the Wilton Centre Area only. c) Any change in circumstances (Toxic Gas release, wind direction) will be announced over the P.A. System. 5.9.4. During a Wilton Site Toxic Gas Alert, staff are not permitted to: a) Drive vehicles from Wilton Centre car parks onto Wilton Site roads. The Wilton Centre car parks will be closed off by WCFM. Page 11 of 20

b) Drive vehicles off the site (SembCorp site gates will be closed) If you are already driving on the Wilton Site roads when the toxic gas alert siren sounds, go to the nearest toxic gas refuge or alternatively, if you are leaving the site and are nearer the site exit, continue to the exit. 5.9.5. If the Wilton Centre is affected by the Toxic Gas release you will hear the following message over the building P.A. System :- "WILTON SITE TOXIC GAS EMISSION ALERT, WILTON CENTRE IS AFFECTED, PLEASE STAY INSIDE, CLOSE ALL DOORS AND WINDOWS". take the following actions: (c) Remain indoors or, if outside, go into the nearest building and follow the local instructions. Close all EXTERNAL doors and windows. Remain in the building until instructed otherwise, or until the "ALL CLEAR" is given over the building P.A. System. THIS IS THE DEFAULT POSITION OUTSIDE OF NORMAL WORKING HOURS. 5.9.6. Actions of the Site Director. A decision on shutdown of local exhaust ventilation systems will be taken by the Site Director (or deputy or Duty Manager), based upon the immediate information provided by SembCorp Emergency Services. 5.9.7. Actions of Wilton Centre Receptionists In the Main Building the Receptionist shall place a board in the reception area alerting staff and visitors to the emergency and warning them to stay in the building until the all clear is given. 5.9.8. Actions of Main Building Fire Wardens Put on fluorescent jacket when the toxic emergency is heard over the PA system. Check that people are aware of the situation and have closed windows. Ground floor wardens shall check that the turnstiles freewheel inward to admit anyone who does not have an access card, and shall ensure people do not leave the buildings via emergency exits. 5.9.9 Actions of TDA Fire Wardens 5.9.9.1 Remain indoors or, if outside, go into the nearest building and follow the local instructions. Close all EXTERNAL doors and windows. (c) Remain in the building until instructed otherwise, or until the "ALL CLEAR" is given over the building P.A. System. 5.9.9.2 Fire Wardens in remote areas should check that doors and windows in your area are closed and proceed to the Centre Alarm Area unless to do so would involve going outside the building. A member of TDA Operations team, or if they are not present, any Fire Warden will take charge as Incident Controller. They will direct Fire Wardens to make any further closure of doors and windows and will detail Fire Wardens to prevent anyone leaving the building until the "All Clear" message is received. Fire Wardens shall hang "No exit" signs on the West doors of ST1, ST2 and ST3. Fire Wardens in East Semi Tech, Technical Service Hall (East) and Solaveil will use the Tannoy or telephone to inform TDA Operations team of the status of their buildings. The East Semi- Tech Warden will use the emergency key to open the door between Bays 8 and 9 to check on the north end of the building. The Incident Controller will ring A Store (212177) to check the status of their buildings. 5.9.9.3 Air Input Fans The Incident Controller will arrange to have all the air input fans in the plant shut down. See Appendix 1 and Fig 1 and 2. 5.9.9.4 Further Protection of Personnel (if necessary) In most situations the above procedures will be adequate to protect personnel in the plant and will be the standard response to a toxic release on Wilton Site. The following section is provided for the guidance of the Incident Controller in the event of being required to take further measures - either because in his judgement the local situation warrants it, or because of advice from the Emergency Services. The building extract fans will continue to draw air into the plant after the input fans have been shut down. Since it is not practical to shut down all the extraction systems quickly and safely in an emergency, the next step is to move personnel to areas of the plant where the external atmosphere is Page 13 of 20

likely to take some time to diffuse inside. Locations of such areas are given in Appendix 2. The message to move to these areas should be given by P.A. System. 5.10 INTERNAL TOXIC GAS EMISSION DEFINED AS THE RELEASE OF GAS VAPOUR INTO THE ATMOSPHERE FROM A SOURCE WITHIN THE WILTON CENTRE AND IN SUCH AN AMOUNT AS MAY DAMAGE THE HEALTH OF ANY INDIVIDUALS IN THE VICINITY. In the event of an INTERNAL toxic gas emission, take the following actions: (c) (d) (e) (f) (g) Extinguish all sources of ignition. If appropriate, sound Fire Alarm, to alert residents who shall go outside to the local assembly point. Evacuate the area. Notify Reception on 43 8080 of the type and extent of gas emission. If the incident occurred in an area where fume cupboards are permanently switched on, close all doors and windows and allow the fume cupboards to extract the contaminated air. In other areas, close all internal doors and open external doors and windows to allow natural ventilation to clear the area. Monitor the atmosphere in the workplace to ascertain when it is safe to reenter. 5.11 Toxic Gas Release Outside TDA The major potential sources of toxic gas release are the Carbon Monoxide gas receivers on the east side of the South Lab. (See Fig 3). In the event of a large gas release from these sources, the person discovering it should telephone (9)438080 and report it to the Wilton Centre Site Manager. 5.12 LIFT EMERGENCIES 5.12.1. Movement of Hazardous Goods Gas cylinders and chemicals may be transported in a lift but cylinders must be secured in a trolley and chemicals must be transported in a bunded trolley or a lab carrier such as a basket or a winchester carrier. Personnel who transport such goods must not travel in the lift with the goods, they must take the stairs and meet the lift at the appropriate floor. A sign is posted in each lift stating Do not travel in the lift with Volatile, Asphixiant, Flammable or Toxic materials. In addition, personnel transporting such goods place a chain with a sign across the lift entrance, the sign states Keep out, hazardous goods in transit. 5.12.2. An accidental spillage of flammable materials within a lift car can be dealt with by personnel transporting the goods utilising a corridor spillage kit and by contacting WCFM (43 8080). WCFM will isolate the lift in question and arrange for the lift to be cleaned. 5.12.3. Lift Alarms Each lift is fitted with alarm button and when this is pressed by the person(s) trapped in the lift, an alarm bell sounds local to the lift and pagers carried by nominated WCFM staff (including Building Security) are activated. 5.12.4 Actions of Wilton Centre Incident Controllers Incident Controllers shall go to the lift in question and re-assure occupant(s), stress that trained personnel are there to help them and that they should not be afraid when the lift is moved. 5.12.5 Lift Engineer Actions The Lift Engineer may be called to deal with a lift rescue. 5.12.6 Testing of Lift Alarms All lift alarms shall be tested to a regular schedule. Responsibility for such testing, recording of results, and any remedial action lies with the WCFM. 5.12.7 Fireman s Lift Controls The lifts in the Main Building are fitted with controls which allow the Fire Brigade to take control of the lift in an emergency. 6. Out of Hours Service Emergencies Building Security are the first point of contact on such occasions and can be contacted on 01642 43 8070 (land line) or on the building emergency number 01642 43 8080, calls for which are automatically routed to their mobile Page 15 of 20

telephone outside normal hours. Building Security are present in the building on a 24/7 basis and carry a full WCFM contact list and are able to talk with the WCFM Duty Manager who carries a mobile telephone. 7. Other Emergencies In addition to the emergency situations described above, further risk assessments have identified a number of potential emergency scenarios where further actions need to be considered. According to the risk assessments these emergency scenarios may occur very infrequently. WCFM have plans in place to deal with these situations and residents be advised what actions to take should the situation arise. will 8. Wilton Centre Major Incident Information Telephone Line In the event of a major incident a non geographical telephone number can be called in order to receive the latest available information. There will also be an additional page added to wiltoncentre.com within the secure tenants area of the web site and this will show similar information. The number to call is: 0845 075 3875 9.
