Access to the High Court Premises Comprehensive Security System The High Court premises is accessible from all sides through seven gates. The following gates are to be used for access to the High Court: 1. Judges Gate : Restricted strictly to Honourable Judges of the High Court. 2. North Gate : 1. Entry for Advocates, Advocate Clerks, High Court Staff, BSNL staff, Post Office Staff, Pressmen and Bank Staff, coming in vehicles/foot. 2. Litigant public and clients accompanying advocates with Identification Letters. 3. Aavin Gate : 1. Entry for Advocates, Advocate Clerks, High Court Staff, coming in vehicles/foot. 2. Litigant public and clients accompanying advocates with Identification Letters. 4. Bar Council Gate: 1. Entry for Advocates, fresh Law Graduates and those who accompany them. 2. The Advocates alone will be allowed entry into the High Court premises through the wicket gate of the Bar Council, on proper identification. 3. No litigants/clients will be allowed. 5. Esplanade Gate : 1. Advocates, Advocate Clerks and High Court Staff coming by foot. the personnel 2. Litigant public and all visitors by vehicle or foot (After issuance of entry pass by Registry assisted by the security will be frisked and baggage checked).
2 6. Legal Services Gate: 1. Entry for the staff of TNSLSA, Advocates, Advocate Clerks, High Court Staff and litigant public visiting TNSLSA, coming by foot. Court Clerks, foot. 2. The wicket gate at the rear of the building can be used as Entry into the High campus by Advocates and Advocate High Court Staff coming by 7. South Gate : 1. A Entry for Advocates/Advocate Clerks High Court Staff coming in vehicle/foot 2. B Exit for all. The other two gates located at the Western and Northern side of the Law College Compound, will be closed permanently. 1. HON BLE JUDGES GATE 1. The vehicles of the Hon ble Judges will alone be permitted access through this gate. 2. During the night hours, this gate will remain closed. 2. NORTH GATE 1. Advocates and Advocate clerks, High Court Staff, Post Office Staff, BSNL Staff, Bank Staff and Pressmen coming in Vehicles / foot can enter through this gate. 2. They shall display the photo identity cards authenticated by the Registrar General. (Those Advocates who do not possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 3. 3 4. Advocates, advocate clerks and staff, coming in Vehicles, will be permitted entry only on production of the valid ID card and car stickers. 5. The public / litigants accompanying the advocates, either in the vehicles or by foot, shall produce identification letters issued by the concerned advocates certifying the genuineness of the litigants / clients. (The letters shall be issued in the format prescribed by the Registry) 6. All entrants by foot shall pass through the door frame metal detectors (DFMDs). The litigant public will be frisked and their baggage will be scanned. 7. All other vehicles carrying public, litigants and other people wanting to enter High Court campus can enter only through the Esplanade Gate. 8. A Reception Counter for the purpose of issuing Identification Letters for the litigant public accompanying advocates will be made ready. 9. A CCTV camera surveillance will be mounted at this entry. 3. AAVIN GATE 1. Advocates, Advocate clerks and High Court Staff, coming in Vehicles / foot can enter through this gate. 2. They shall display the photo identity cards authenticated by the Registrar General. (Those Advocates who do not possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 3. The Advocates, Advocate clerks and High Court Staff, coming by foot, will not normally be frisked and their baggage will not normally be checked. 4. Advocates, advocate clerks and staff, coming in Vehicles will be permitted only on production of the valid ID card and car stickers. 5. They shall display the photo identity cards authenticated by the Registrar General. (Those Advocates who do not possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 3. The Advocates coming by foot will not normally be frisked and their baggage will not normally be checked. 4. Advocates alone will be allowed entry into the High Court premises through the wicket gate from the Bar Council side, on proper identification. 5. No litigants will be allowed entry through the Bar Council Gate. 6. A CCTV camera surveillance will be mounted at this entry. 5. ESPLANADE GATE 1. Advocates/Advocate Clerks / High Court staff and Law College Students possessing authenticated ID cards coming by foot will be permitted to enter through this gate. (Those Advocates who do not
5 possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 2. Litigant Public will be allowed entry only on production of Valid Pass issued at the Reception Counter. 3. Reception counters manned by the Registry will be established at this entry (Adjacent to the compound wall of the Additional Law Chambers and adjacent to the open area beyond the Fire Service Station) 4. All public / litigants wanting to enter the High Court campus and other Courts will be issued with Entry Pass only on production of valid documents. a. Proof of identity (Driving Licence, Ration Card, Voter ID, PAN Card, Passport etc.) b. Identification Letters from the advocates seeking entry of the litigants public at the reception counter. 5. After obtaining the passes, the public / litigants will be subjected to thorough frisking by Police (Women Police will frisk women in earmarked booths) and will be permitted to enter through the DFMDs installed. 6. All public entering through the Esplanade Gate shall park their vehicles. (Four wheelers and Two wheelers) in the parking area, behind the Legal Services Authority, proceed to the Reception counter, obtain the pass and only then proceed into the High Court campus. Only the vehicles belonging to advocates and vehicles authorised by the Checking Officials will be permitted beyond the barricade point. 7. CCTVs will be installed at the Reception Counters and at the Entry points. 8. Auto rickshaws / taxies will be permitted to enter through this gate only for the purpose of dropping advocates, physically disabled persons etc. 9. The open area behind the parking lot will be barricaded to restrict entry of the public into the High Court campus.
6 10.The gate to the Additional Law Chambers, located adjacent to the Reception Counters will be kept closed. 6. LEGAL SERVICES GATE 1. The vehicles of the staff of the Legal Services Authority alone will be permitted into the campus through this gate. Only the litigant public visiting TNSLSA will be permitted entry. 2. Advocates and Advocate Clerks can enter through this gate on production of valid IDs. (Those Advocates who do not possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 3. Advocates and Advocate Clerks, Legal Aid Centre Staff can enter into the High Court campus by foot through the wicket gate by displaying the authenticated ID cards. 4. CCTVs will be installed at the Entry point and at the wicket gate. 7. SOUTH GATE 1. The two gates will be divided into A Gate and B Gate. 2. Through A Gate, Advocates/Advocate Clerks/High Court Staff can enter through vehicle or foot on production of proper identification. (Those Advocates who do not possess High Court identity Card can enter, for the present, on production of the ID card issued by the Bar Council). 3. B Gate will be exclusive exit gate for all vehicles leaving the High Court campus all through the day. 4. CCTVs will be installed at the Exit point. GENERAL a. All the gates will be kept open between 8.00 a.m. and 8.00 p.m.
7 b. As and when the vehicle stickers in proper format to be decided, are issued by the High Court, sporting of stickers on the vehicles entering into the High Court will be made mandatory. c. The formats of the Entry Pass and the Identification Letter to be issued by an advocate to the client accompanying him/her, are enclosed.
