THE EUTELSAT QUANTUM CLASS SATELLITE SATCOM Security Industry/Agencies Workshop 25 June 2015 Hector Fenech Director of Future satellite Systems European Commission

WHAT EUTELSAT QUANTUM BRINGS To clients The satellite adapts to the applications (beams synthetized electronically - not mechanically -, power and frequencies as well) Better match for governmental, institutional, mobility and surge requirements for data applications To satellite operators Better match highly variable market needs Better synergy within the fleet (several of the same kind around the world) To industry Building bricks independent from applications and ITU regions in the world Pre-production of satellite hardware Reduction in production cost Reduction in production cycle Generic design facilitates the manufacture of other satellites Quantum is a leap forward in the value proposition 2

WHAT EUTELSAT QUANTUM BRINGS Agility over 18+ year vision to answer Market Evolution Market Uncertainties New Applications New Opportunities Answer surge demands Inventory management Respond to previously lost opportunities S/C size provides Commercial asset Market agility Orbital positions with difficult regulator environments Agility in fleet management Modular Better match the customer s needs Reduce the Cost per Mbps Improve Competitiveness Regulatory Aspects Flexibility to allow operation in different regions Operation for differing regulatory constraints Etc Spacecraft Resources Flexibility to ensure that spacecraft resources are used to the best economic benefit Balance and trade off power, spectrum and coverage to maximise performance Respond to most cost efficient solution 3

OVERVIEW OF THE EUTELSAT QUANTUM-CLASS SATELLITE Eutelsat Quantum-Class: Versatile, dynamic satellite in a small package Independent Uplink Definition Variable frequency bandwith & translation frequency Variable Power allocation Independent Downlink Definition Allows multiple independent definitions to be optimized for G/T where & when required From broad coverage to spot beams Independent to Downlink reconfiguration Interference mitigation Flexible frequency selection Flexible connectivity Flexible channelisation and translation Applicable to all ITU regions Interference mitigation Full RF Power flexibility Full power exchange between beams Redefined in-orbit to maximize capacity Able to move and reconfigure multiple, independent definitions Broad and spot beams Independent to Uplink reconfiguration Geo-location (for interference TC Encryption and TM Encryption 4

Ph. B, C, D Phase A Phase 0 THE EUTELSAT QUANTUM CLASS STORY Eutelsat has: Eutelsat identified the key operational drivers. Worked with industry to identify the suite of enabling technologies. Selected its industrial partner and consolidated the requirements. Opened discussions with ESA Produced the operational requirements. Collaborated with industry on the satellite design. ESA-ARTES 33.3 established. PPP between ESA, Airbus and Eutelsat ESA funds up to 50% of the eligible costs, Eutelsat funds the rest (inc. launcher ESA funding is reserved for innovative developments. Satellite manufacture to start for start of service in 2018. 5

EUTELSAT QUANTUM WIN-WIN-WIN SOLUTION Eutelsat ESA Airbus Access to advanced communication satellite. Introduce new services and new ways of doing business. Offer its clients a new panache of access to space segment. Increase integrity of the fleet management. The technological risks would be too high for a commercial entity, thus support by ESA. Push forward technologies with a commercial objective. Promote and support European advanced concepts for communication satellites. Promoted European industry. Use enabling technologies commercially. Gain commercial flight heritage. Promote capabilities in advanced concepts for communication satellites. Earn associated prestige Develop enabling technologies. Add equipment on their catalogue. Develop a product (payload) on the international market. Introduce a new platform (SSTL GMP-T) 6

EUTELSAT QUANTUM: LOOKING FORWARD The Quantum requirements stem from the Eutelsat fleet The bulk of the Eutelsat capacity is Ku-band The Quantum concept is scalable and modular Quantum could be made larger, Quantum could be multiplied (a stand alone product) and Quantum could be put as part of another satellite (piggy-back/hosted) The Quantum concept (inc. PPP) can be extended to other bands C-band X-band Ka-band (inc. Military) Quantum is open to include service level agreement, e.g. from anchor customer 7
