Oregon Law Enforcement Staffing Study 2004 2008 Prepared by the Oregon Criminal Justice Commission Purpose: The purpose of this document is to report law enforcement staffing data for Oregon for the five year period ending 2008, and to present national comparisons for 2008. Data sources: Oregon data come from Law Enforcement Staffing Worksheets obtained from OSP LEDS. Oregon data are sent to the FBI as a part of the Uniform Crime Reporting (UCR) Program. National data are from the FBI s Crime in the United States data series (http://www.fbi.gov/ucr/cius2008/police/index.html). A complete explanation of the national data sources and definitions can be found in Appendix A. Law Enforcement Staffing Rates Oregon s total Law Enforcement staffing rates have increased over the past five years, yet they remain among the lowest in the nation. Oregon s increase is due to additional civilian law enforcement staff, as the sworn officer rates have remained fairly constant. Oregon s rates are comparable to Washington State s rates. Oregon s staffing ratios (% officers) are in line with national data, with the exception of our metropolitan counties and Group II cities. Civilian employees include full-time agency personnel such as clerks, radio dispatchers, meter attendants, stenographers, jailers, correctional officers, and mechanics. Law enforcement officers are defined as individuals who ordinarily carry a firearm and a badge, have full arrest powers, and are paid from governmental funds set aside specifically to pay sworn law enforcement. Geographic Designation: Oregon is part of the Pacific division (Alaska, California, Hawaii, Oregon, Washington) of the Western States region.
