Flagship Projects by Steel TF Flagship Project 1 State of the Art Clean Technology (SOACT) Handbook Flagship Project 2 Establishment of Common Methodology to Identify Reduction Potential ti and Performance Benchmarking Flagship Project 3 Development of Mechanism for Eligible Technology Adaptation based on Expert Diagnoses -- Page 4 --

Flagship Project 1 - The State-of-the-Art Clean Technologies (SOACT) Handbook As a Flagship Project, APP members shared the State-ofthe-Art Clean Technologies (SOACT) relating to environmental protection and energy saving, and compiled the SOACT Handbook. - 23 of environmental protection technologies - 63 of energy saving technologies The SOACT Handbook was posted on the APP website in January, 2008 and available to the public. Theoretical* Reduction Potential from Diffusion Survey Theoretical reduction potential by 10 major technologies from SOACT were calculated in 2007 for the original APP 6 countries. New data, mainly provided from Canada, were added and some incorrect data were modified in 2009. Reducing Potential Based on Data of 2005 Energy (PJ) 1705.15 15 CO2 (Million tonne/y) 129 SOX (Million tonne/y) 0.67 NOX (Million tonne/y) 0.29 * Energy is estimated by JISF. * Theoretical means all technologies applied in all countries regardless of barriers -- Page 7 --

Flagship Project 3 - Performance Diagnoses in China 3 steel plants were selected by NDRC (National Development and Reform Commission) of China. Mongolia China Taiyuan Jinan Beijing 〇 1) Taiyuan:JFE Steel, JISF 2) Jinan:Nippon Steel, Kobe Steel, JISF 3) Jiangyin:Sumitomo Metals, JISF Schedule: December 2007 3 ~ 4 Experts (from Japan) at each site Jiangyin Follow-Up Meeting: November 2008 -- Page 8 --

Flagship Project 3 - Performance Diagnoses in India 3 steel plants were selected by Ministry of Steel of India Tata Steel Ltd. (Jamshedpur) SAIL (Rourkela) Rashtriya Ispat Nigam Ltd. Summary of Recommendation from Diagnoses As a result of diagnoses, improvement potential listed below were found. Improvement ratio of energy efficiency is 2-17%. Steel Energy CO 2 Improvement Reduction Reduction Ratio of Energy Potential Potential Efficiency (TJ/Year) (kt-co2/year) (GJ/t) A 23,558 2,290290 4.7(17%) B 1,995 481 0.6(2%) C 18,544 2,080 2.4(11%) D 9,209 1,019 4.4 (13%) E 2,308 279 1.5 (6%) F - - - Total 55,614 6,149 NOTE) Quantitative diagnosis could not be done at F, because the data required for diagnosis was not submitted. -- Page 10 --

Some Consideration for Activities 1. Strength of APP Public Private Partnership Sectoral Expertise Participation of major players 2. Weakness of APP Weak relation to public finance Climate change bias (?) should carry on strength of APP while addressing its weakness -- Page 11 --
