The following Particular Rules contain further details concerning the granting by IMQ of the licence to use IMQ marks in compliance with the standards or technical specifications for products belonging to the Electric energy meters and meter units relevant to products of new manufacturing and mass produced, in accordance with the provisions of point 1.2 of IMQ Rules Product Certification. The following text indicates the additions or modifications to each article of the Rules, using the same numeration. Article 2 - GENERAL CONDITIONS 2.1 Addition: Annex 1 lists the categories of electric energy meters and integrated meter units, as well as the relevant standards or specifications which these items must comply to. The conformity marks for these products are: IMQ In case one or more approved standards are applicable and such standards cover with a sufficient detail both safety and performance requirements of the product. IMQ Certificate with Surveillance In case the product is tested according to a particular specification approved by the Technical Committee, as well as one or more approved standards are partially applied. 2.6 Addition: In order to grant a constant conformity of the product, the following is required: - the applicant shall be the company responsible (*) for the product for which the licence to use the Mark is requested; - the applicant shall apply a quality system in conformity with standard UNI EN ISO 9001:2000, to ensure that the design, development and production, as well as tests and checks required for the electric energy meters and integrated meter units, subjected to these Rules, comply with the requirements of said series of standards. The conformity of the applicant s quality system shall be certified by an independent, recognized body; - the applicant and any other companies operating during the various stages of the production cycle shall comply with the requirements indicated in Annexes 2 and 3 of the Particular Rules herein. Article 3 - PROCEDURE TO BE FOLLOWED FOR THE APPLICATION 3.1.03 Addition: Any manufacturing modification - relevant to standard requirements - that the applicant wishes to introduce in the model for which the approval Mark is requested must be clearly indicated on the application form. The Technical Committee shall decide, by final judgement and taking into account relevant trends in national and/or international spheres, whether the variations concerned change the product sufficiently to make it necessary for the Applicant to submit a separate application for a new model. 3.2.03 Addition: The procedures for the tests required by the standards at the end of the insulation tests, are stated in Annex 5. ARTICLE 4 - SYMBOLS 4.1 Addition: Electric energy meters and meter units allowed to use the IMQ mark shall be marked with the following symbol: Products allowed to use the IMQ Certificate with Surveillance shall be marked with the following symbol: Said mark shall be printed either on products label or on the side of at least one cap seal; in case such a seal is necessary in order to guarantee the wholeness of the energy meter or meter unit. ARTICLE 5 LICENCE CONDITIONS 5.5.02 Addition: The tests to carry out on the product before it is put on the market are stated in Annex 2, point D. Article 6 - CONTINUOUS SURVEILLANCE OF THE USE OF THE MARK 6.1.02 Addition: IMQ will periodically assess the system implemented by the licensee to grant the conformity of products to applicable standards or specifications; it will also examine the results of verifications carried out by the licensee. These assessments shall be conducted once a year. 6.1.04 Addition: IMQ shall repeat the type tests stated in paragraph 2.4, whenever it deems necessary. In case of small lot production and/or infrequent models, IMQ may request notification of said from the licensee on a case-by-case basis and, on request, the licensee shall send the final test reports to IMQ. In case of non-continuous production, on-call inspection procedures may be applied (see Annex 4 - point 4). 6.3.02 Addition: Routine tests on the production of meters and meter units granted with the mark shall be carried out by IMQ, according to the procedures stated in Annex 4. In case the tests are carried out at the manufacturer s or at the buyer s premises, the licensee shall give evidence of the calibration status of the used testing equipment. According to the amount of production and to the specific control systems used, the Technical Committee will define, case by case, the number of samples which shall be tested at IMQ laboratories during the year. In case the licensee uses several production units, the provisions of Annex 4 are intended as being referred to each production unit. In relation to the above, when different production units are used to manufacture the same product, the production unit concerned shall be suitably specified on the product itself. ARTICLE 8 - MODIFICATIONS OF THE RULES AND/OR STANDARDS 8.1 Addition: The licensee undertakes to modify its lots of meters or meter units already approved and in stock in its warehouse according to any Amendment of relevant standards or specifications, as stated therein. Annex 2 REQUIREMENTS CONCERNING THE DESIGN, DEVELOPMENT AND PRODUCTION OF ELECTRIC ENERGY METERS AND INTEGRATED METER UNITS A. The executive project for static watt-hour meters or the metering system (*) used for Ferraris type electric energy meters or integrated meter units, subject of the application for licence to use the IMQ mark, shall be carried out by a company whose own quality system is in conformity with the UNI EN ISO 9001:2000 standard and is certified by an independent, recognized body. This project shall include the necessary requirements for the manufacture and final test of single components and sub-sets of the static watt-hour meter or metering system, as well as the system itself. B. During the development stage, the applicant shall grant that the type tests required for the product are carried out, according to what stated in Annex 3. C. The static watt-hour meter or metering system used for Ferraris type electric energy meters or integrated meter units, subject of the application for licence to use the IMQ mark, shall be assembled at one production unit, which must have a quality system in conformity with UNI EN ISO 9001:2000 standard and be certified by an independent, recognized body. D. As concerns finished samples, the applicant shall grant that calibration and testing take place using procedures that guarantee conformity with applicable standards; said procedures shall be described in a specific document, which shall also include considerations supporting the claim that said procedures conform to applicable standards. Moreover, the above mentioned operations shall be carried out by a company having a quality system in conformity with UNI EN ISO 9001:2000 standard and certified by an independent, recognized body. The results of testing shall be made available for IMQ to consult. (*) The definition given in paragraph 2.1 of the CEI 13-26/3 rd Ed. 1999 standard is applicable. Annex 2 E. Companies operating during the various stages of the production cycle, described in previous points of Annex 2 herein, shall also meet the following, additional requirements. Said requirements are intended as being in addition to those stated in the UNI EN ISO 9001:2000 series standard. E.1 Data and basic requirements of design Product design shall be based on the relevant standards, stated in Annex 1 of this Rules. E.2 Purchase data As concerns particular requirements for product traceabilty, the operating company shall keep a copy of relative purchase documents. E.3 Product identification and traceability a) Identification In case the company assembling the products also manages to revise the electric energy meters or integrated meter units, said company shall grant that products of normal production are identified and can be distinguished from revised products at all times. b) Traceability Companies operating during the various stages of the production cycle, according to their competence, shall set out, document and maintain traceability procedures. These procedures shall define the entity of traceability and facilitate corrective measures. E.4 Quality records control All companies operating during the various stages of the production cycle shall keep quality records for at least 10 years from the delivery date of the electric energy meter or integrated meter unit. Said companies shall also create and maintain a record of each lot of electric energy meters or integrated meter units so as to allow traceability and to identify the quantities produced and sent out for distribution. Annex 3 REQUIREMENTS CONCERNING TYPE TESTS TO CARRY OUT ON ELECTRIC ENERGY METERS AND INTEGRATED METER UNITS 1. TYPE TESTS TO CARRY OUT The applicant shall grant that the type tests stated in the standard specified on Annex 1 are carried out. In case of companies operating during the various stages of the production cycle, as of Annex 2, do not have the test equipment for conducting some of the type tests in question, they may contact laboratories with whom company relations are such that they can fully and freely use the equipment in question. Alternatively, the companies may refer to independent laboratories, provided they are recognized by organisations which are signatories of international agreements (for example: EA - European cooperation for Accreditation). 2. RESULTS DOCUMENTATION The results of the type tests carried out shall be recorded in test reports set out in compliance with UNI EN ISO/IEC 17025 standard. Annex 4 TESTS TO BE CARRIED OUT BY IMQ ON ELECTRIC ENERGY METERS AND INTEGRATED METER UNITS COVERED BY CERTIFICATION 1. - Number of samples to collect for sampling and tests Ferraris type meters/single-phase units: - for plants with a production equal to or above 150,000 items per year, 80 meters/units selected each month. - for plants with a production below 150,000 items per year, 80 meters/units selected every 2 months. Ferraris type meters/three-phase units: - 40 meters/units selected every 2 months. Static watt-hour meters: - for plants with a production higher than 300.000 items per year, two samples, each one made up of 40 meters. - for plants with a production equal to or above 60,000 items per year, 40 meters selected every month. - for plants with a production below 60,000 items per year, 40 meters selected every 2 months. An entire packaged set of products ready for dispatch shall constitute the above samples. With the exception of static watt-hour meters, a further 5 meters/units, not yet sealed, shall be sampled in order to carry out mechanical tests. For plants with a production higher than 300.000 items per year, at the beginning of the surveillance activity, the inspection visits will be carried out with a weekly frequency. After 4 inspections, if no points of non-compliances arise, the relevant frequency will be changed into a fortnightly one. Every time a non-compliance arises, the frequency will return to the one described before. Companies with non-continuous production may apply an on-call inspection procedure (see point 4 below). 2. - Tests to carry out and procedures a) Ferraris type electric meters and integrated meter units IMQ shall carry out tests from 1 to 10 of the CEI EN 60514:1997 standard, or tests from 2 to 11 of the CEI 13-15:1997 standard on each sample comprising 40 or 80 meters/units. It will also carry out test 11, or test 12 respectively of the above standards (mechanical test), on 5 meters/units which have not been sealed yet. Annex 4 b) Static watt-hour meters IMQ shall carry out tests from 1 to 10 of the CEI EN 61358:1997 standard on each sample of 40 meters, following the procedures stated in these standards: CEI EN 61358:1997, for active energy meters, classes 1 and 2 (tests from 1 to 10) Technical Test Specification n. I for all the other type of the electrical energy meters (tests from 1 to 11) For plants with a production higher than 300.000 items per year, as far as the tests carried out at the manufacturer premises are concerned, if possible, the second sample shall be checked with a measurement device different from the one used on the first one. 3. - Assessment of results The results of tests from 1 to 10 (or from 2 to 11) shall be assessed considering both one sample and six consecutive samples. The number of defects shown in the tables below and on the next page shall not be exceeded. If the number of defects is exceeded, the licensee shall be promptly notified and requested to visit IMQ s measurements laboratory for appropriate controls and technical assessments. The results of test 11 (or 12) shall be assessed considering the outcome of the test for a single sample of meter. In case of defects, the licensee shall be promptly notified and requested to make appropriate controls and technical assessments, as well as adopt the necessary measures to eliminate said defects. In any case, IMQ reserves the right to apply some procedures (supplementary samples, sending inspectors, random checks, issuing warnings, etc.) for the purpose of checking and ensuring that production returns to normality. Annex 4 4. - On-call inspection procedure During on-call inspections, the following tests and inspections shall be carried out: a) inspection to ensure that conditions for licence to use the Mark are maintained; b) check of final inspection records, according to paragraph 5.5.02; c) for test see point 2 of this annex ; d) control of the overall metering system, using a certified metering device which can be referred to nationally or internationally recognised samples; e) mechanical test (test 11 of the CEI EN 60514 standard; test 12 of the CEI 13-15 standard; not applicable to static watt-hour meters). The tests shall be carried out on 80 items for each lot, in case of Ferraris type meters/single-phase units, and on 40 items, in case of Ferraris type meters/three-phase units and static electric meters. Annex 5 TESTS TO CARRY OUT ON METERS/METER UNITS AT THE END OF INSULATION TESTS a) Ferraris type electric meters and integrated meter units The tests as indicated in the 7 sub-section of paragraph 7.3.1 of the CEI EN 62052-11:2003 standard are carried out with 100% cosϕ = 1 and cosϕ = 0.5 inductive The tests as indicated in the last sub-section of paragraph 4.2.6 of the CEI EN 13-15, standard are carried out with: 100% cosϕ = 1 and cosϕ = 0.5 inductive. In order to rate the insulation tests, the limit due to measurement uncertainties which shall not be exceeded by the error variation percentage is ± 0.5%. b) Static watt-hour meters The tests as indicated in the 7 sub-section of paragraph 7.3.1 of the CEI EN 62052-11:2003 standard are carried out with 100% cosϕ = 1 and cosϕ = 0.5 inductive In order to rate the insulation tests, the limit due to measurement uncertainties which shall not be exceeded by the error variation percentage is: ± 0.5% for static watt-hours meters, classes 2 and 3 ± 0.2% for static watt-hours meters, classes 0.2S, 0.5S and 1. Annex 6 Firm A Name... Address... We declare that we produce the products of the following category:... with the trade mark... of firm B Name... Address... We are aware that company B applied for the IMQ Mark for the above mentioned products; we also know the IMQ Rules - Product Certification and, as far as we are concerned, we undertake to comply with these. In particular, we undertake to: - (art. 3.2.01)... allow IMQ to inspect us in order to verify if we have the means of production, testing or control (i.e. personnel, facilities and equipment) specified in clause 2.6; - (art. 5.5.01)... manufacture a product covered by each approval according to the approved prototype and, if we intend to make changes in the product bearing the Mark, we must notify IMQ and explain these changes in advance; IMQ may require to repeat all or some of the admission tests, at our own expense. In this case, IMQ may request us to change the type reference or the model designation; - (art. 5.5.02)... avoid using components not bearing the Mark, without express permission from IMQ, whether they are manufactured by us or not, if the product for which the Mark licence has been granted includes components that, at the time of the application, were admitted to the IMQ Mark system. Annex 6 - (art. 6.1.01)... assure that our stores and laboratories are open to IMQ inspectors, who can appear at any time during working hours, even without warning; - (art. 6.1.02)... consider that IMQ inspectors have the authority to carry out all the verifications they consider useful in order to control that we meet our obligations and, especially, to examine and, if necessary, remark the results of tests performed in accordance with sub-clause 5.5.02; - (art. 6.1.03)... consider that the inspectors have the right to pick up free samples, in a measure strictly essential, of the marked products or their components in our plants or stores, in order to carry out particular tests in our laboratories or in IMQ s laboratories; - (art. 6.1.04)... enable IMQ to pick up these samples; - (art. 6.1.05)... deliver these samples to IMQ free of charge, on request of the inspector and to take all necessary precautions in order to ensure that they reach destination in a good condition within a maximum of 2 months from the date of sampling.
