MACT 2015 Winter Educational Conference Great Wolf Lodge, Traverse City, MI Conference Speaker Biographies THE NEW RECALL LAW AND CAMPAIGN FINANCE REPORTS Sally Williams Director, Election Liaison Division, Michigan Bureau of Elections. Sally has been with the Michigan Bureau of Elections for four years, and with the Michigan Secretary of State s office for 28 years. She manages the Bureau s Election Liaison Division, which oversees all training programs and bureau communications with Michigan election officials. She also manages the bureau s Election Specialists and the Qualified Voter File Help Desk staff, who provide procedural, legal and technical support to Michigan Clerks. Ms. Williams is a graduate of Michigan State University. Melissa Malerman - Attorney Michigan Bureau of Elections Melissa has been employed by the Secretary of State for over 9 years, spending the last 4 in the state Bureau of Elections. She handles campaign finance compliance matters, including complaint resolution and drafting interpretive statements explaining the Bureau s interpretation of the Michigan Campaign Finance Act. Melissa also performs other duties more closely related to election administration, litigation, and the Freedom of Information Act. Melissa holds a Bachelor of Arts from Miami University in Oxford, Ohio and a J.D. from Michigan State University. BONDING John Axe - John R. Axe is a graduate of the University of Michigan (B.A., 1960) and Harvard Law School (L.L.B., 1963). In addition to his experience as a practicing bond attorney and financial consultant in municipal issues, Mr. Axe is a co-author of Michigan Municipal Law, a two-volume work published in 1981 by the Institute of Continuing Legal Education for the University of Michigan. In 1992, he was appointed as a member of the Permanent Adjunct Faculty of the Wayne State University Law School where he teaches public finance. Mr. Axe is a former member of the Board of Directors of the National Association

of Bond Lawyers (NABL), the first Michigan lawyer ever to serve in this capacity. He served on the Steering Committees for the National Association of Bond Lawyers Workshop for most of the 1980s. Mr. Axe began his career as a Municipal Bond Attorney in 1966 while he was an attorney at Dickinson Wright McKean & Cudlip, where he was a partner until 1981. In the 1980s he was a partner in the firms of Axe & Schwartz and Dykema Gossett. Effective January 1, 1990, Mr. Axe established John R. Axe and Associates, which was renamed Axe & Ecklund, P.C. effective January 1, 2001. Mr. Axe incorporated the Michigan Association of County Treasurers in 1976 and served as its General Counsel from 1976 through 1988. Mr. Axe was also the principal draftsman of the authority granted to County Treasurers in the 1970s to create a delinquent tax revolving fund and to serve as agent for a County which created such a fund. Mr. Axe drafted many amendments to Public Act 206 between 1974 and 2004, which authorized borrowings by Counties for the purpose of providing funds to the delinquent tax revolving fund. Mr. Axe was also extensively involved in the drafting of the original legislation, which authorized the current sale process for the sale of properties once these properties were foreclosed by a County Treasurer for failure to receive delinquent taxes. Mr. Axe currently serves as Bond Counsel to many Michigan Counties and in that connection represents County Treasurers across the state either in connection with their borrowings to fund their County s delinquent tax revolving fund or in connection with other County financing projects. Professional Associations: Member, National Association of Bond Lawyers, Member, Bond Club of Detroit, Member, State Bar of Michigan STATE OF MICHIGAN PANEL Shirley Businski - Shirley has a Bachelor s and Master s degree in Geography from Michigan State University with an emphasis in Physical Geography. She has worked for the Department of Natural Resources since 1991. She spent many years in Resource Mapping and Geographic Information Systems (GIS) for the DNR, becoming very familiar with land records when working on mapping the DNR s land ownership. Shirley has been the Commercial Forest Program Leader since April, 2007, administering this property tax incentive program for the DNR. Larry Steckelberg - Larry began serving as the Administrator over the Property Services Division in September of 2014. Prior to joining the Bureau of Local Government, Larry served for four years as the Taxpayer Advocate within the Department of Treasury. As Advocate, he provided assistance to taxpayers as well as managed the Treasury staff that responded to inquiries from the Legislature and the Governor. Before serving as the Taxpayer Advocate, he was the Legislative Liaison for Treasury. He holds a Master s Degree in Public Administration from Western Michigan University, a Bachelor s Degree in Economics from Michigan State University and a Lean Green Belt Certification from Oakland University. Phil Boone - Phil Boone has worked for the Michigan Department of Education for over 10 years. In his position as a Financial Analyst he works primarily on calculating State School Aid payments for 863 Michigan school districts and public school academies. In addition, Phil has spent the last year working with Department of Technology, Management & Budget to re-program the payment system using up to

date software in order to ensure the long-term viability of the system. Phil holds a bachelor s degree in Business Studies from Davenport University, and an MBA from the University of Michigan. ELECTRONIC PLATFORM Tim Peacock - Tim Peacock, Senior Vice President of Multi-Bank Securities, Inc. has been involved with fixed-income trading since 2000. With experiences as a trader, broker and lead CD underwriter, Tim offers a diverse understanding of both the asset and liability makeup of the fixed income marketplace. Tim led the core product group to develop econnectdirect, which was subsequently released to the market in 2012 to be a premier online trading platform for fixed-income securities and CDs to the institutional market. Tim is a graduate of Purdue University and has attained several FINRA licenses, including: General Securities Representative (Series 7), Uniform Securities Agent State Law Representative (Series 63) and General Securities Principal (Series 24). NEW MUNICIPAL ADVISOR RULES Kelli Lambrix - Ms. Lambrix joined Public Financial Management in April 2008 as a Senior Managing Consultant in the Ann Arbor office. Kelli has over 10 years of experience in public finance and provides municipal financial advisory services to clients in the areas of county and local government, primary and secondary education and higher education. Kelli has advised on general obligation bonds, tax increment financings and State Revolving Fund bonds. She assists clients through all stages of the capital planning process from initial analysis for capital projects to the execution of a competitive, negotiated or privately placed bond issue. Prior to joining PFM, Kelli worked for two regional investment banking firms where she was involved in over $500 million of debt issuances including taxable, tax-exempt, variable rate and fixed rate bond sales for clients in the areas of local government and county government, primary and secondary education, higher education and healthcare. Kelli holds a Bachelor's Degree in Finance from Michigan State University and a Master's in Finance from Walsh College. She is a member of the Bond Club of Detroit and is a Past President of the Michigan Women in Finance. She is also member of several regional or state-wide municipal organizations. Brian Quinn - Brian Quinn joined PFMAM in 2009 and is a Senior Managing Consultant in the Midwest Cluster. Brian is the state leader in Michigan for Asset Management and is responsible for the marketing and servicing of the Michigan Liquid Asset Fund (MILAF+). MILAF+ is the largest public sector only liquidity pool in the state of Michigan with $1.5 billion in assets and is open to County investment. Brian brings extensive accounting and internal controls experience to his investment portfolio clients. Brian started his career in Public Accounting working for Ernst & Young out of Detroit as an auditor. Mr. Quinn has worked as a Controller for a construction equipment company and a small regional bank in Grand Rapids Michigan. Prior to joining PFM, Mr. Quinn worked for nine years as a Relationship Manager/ Vice President for Fifth Third Bank. Brian's primary role was to develop and service a large portfolio of Public Funds customers in West Michigan providing lending and treasury management services.

Mr. Quinn graduated from the University of Michigan-Dearborn with a BBA in Professional Accounting and is a top five graduate of the Graduate School of Banking at the University of Wisconsin. LEGISLATIVE PANEL Mary Balkema - Mary Balkema is the Kalamazoo County Treasurer. In that capacity she is responsible for the delinquent tax collection and the investment of all county funds. In collaboration with many community partners, she helped create the Land Bank Authority, enhanced mortgage foreclosure prevention and formed Bank On Kalamazoo to provide banking services to the unbanked. Mary serves on many boards including, treasurer for the Kalamazoo Gospel Mission, the Boy Scouts, the Retirement Investment Committee for the County, the County Plat Board, the County Apportionment Commission and the Election Commission. She is a board member for the Kalamazoo LISC Local Advisory Committee and serves as treasurer for the campaigns of Citizens for kids, Citizens for Community Transportation and Citizens for Law Enforcement. Andy Meisner Oakland County Treasurer Andy Meisner was elected in November of 2008 and re-elected in 2012 after serving three terms in the Michigan House of Representatives, where he chaired the Commerce Committee and served on the House Tax Policy, Education, Judiciary, and New Economy and Quality of Life Committees. As Oakland County Treasurer Andy's focus is on preserving the county's prosperity during times of unprecedented financial crisis, preventing mortgage and tax foreclosures that destabilize our communities and threaten property values, and on prudent stewardship and investment of Oakland County taxpayer dollars. Andy's public-service career began in 1994 as a Lyndon B. Johnson Fellow in the Washington, D.C. Office of Congressman Sander Levin. He also worked as vice president of marketing and communications for a national non-profit organization dedicated to community-based prevention of substance abuse and violence, and as corporate communications director for Farbman Group commercial real estate firm. Andy earned a bachelor's degree in political science from the University of Michigan and a law degree from the University of Detroit-Mercy, and is a member of the State Bar of Michigan. Andy has earned the professional credential of Certified Public Finance Administrator (CPFA) through The Association of Public Treasurers of the United States and Canada. Andy and his wife Sara live in Huntington Woods with their son Asher. Steve Liedel - Steven C. Liedel is a Lansing-based attorney in Dykema s Government Policy & Practice Group. He focuses his practice on governmental restructuring, public finance, and tax policy. He also provides counsel on campaign finance and election law, government contracts and procurement; ethics, and represents both regulated entities and government entities. He has been extensively involved in drafting state constitutional amendments, legislation, regulations, ballot proposals, executive orders, and intergovernmental agreements. Liedel previously served as chief legal counsel to the governor of Michigan. Liedel earned a J.D. from the University of Pittsburgh School of Law, and a B.A. from James Madison College at

Michigan State University. He was named a Michigan Leading Lawyer in the area of Governmental, Municipal, Lobbying & Administrative Law by the Leading Lawyers Network in 2014.
