In this capacity he: - Acted as technical advisor to the OFDA/LAC Senior Regional Advisor and to the IRG Chief of Party in San Jose, Costa Rica. - Coordinated the initiative Communities of Practice in disaster risk reduction that convenes key universities, research and technical entities, and regional experts from Latin America and the Caribbean. - Served as the focal point within USAID-OFDA/LAC for the Bell Program, administered by the Latin American and Caribbean Center of Florida International University (LACC/FIU), with support from USAID. The Bell Program is intended to help strengthen, consolidate, and/or expand existing university-level education programs in risk management in Latin America and the Caribbean. - Coordinated the implementation of national training programs and monitors their execution. - Coordinated, gave technical support, and monitors a group of 20 consultants involved in training programs throughout Latin America and the Caribbean. - Initiated, monitors, and supports OFDA/LAC programs specifically aimed at institutional strengthening. - Coordinated the design and execution of an information system for the technical follow up of activities developed under the contract between IRG and OFDA/LAC. - Facilitated, promoted, and provided follow-up to joint activities with such international development and financial entities as the World Bank, the Inter American Development Bank, the United Nations Development Program, and the Organization of the American States, among others. - Coordinated internal evaluations focused on maximizing efficiencies within the IRG/USAID-OFDA/LAC program. - Supervised the maintenance of a regional data base on trained and qualified personnel for emergency and disaster response.

The HCRR was held in San Jose, Costa Rica in December 2001. - US Government DART (Disaster Assessment and Response Team) member, El Salvador earthquakes, January, 2001. - US Government DART member, drought in Paraguay, 2000. - Assisted the USAID Mission in Honduras in the preparation of a rehabilitation and reconstruction portfolio after Hurricane Mitch, 1999-2000. - Coordinated the OFDA/LAC rehabilitation and early mitigation project after the Armenia (Colombia) earthquake, January 1999. - US Government DART member, Hurricane Mitch in Central America, 1998. 1997-1998: Regional Technical Coordinator, USAID-OFDA/LAC - Developed and maintained a real time information system on the evolution of the 1997-1998 El Niño Southern Oscillation (ENSO), an activity that primarily benefited the USAID Missions in the three most affected countries: Ecuador, Peru, and Bolivia.
