General remarks on LOT 1 + 2 LOT 1 and LOT 15: label will not be on the market at the same time disadvantage for Biomass boilers LOT 1 and LOT 11: time schedule not sychronised especially for integrated circulators Commission Communication very late only little of time for preparation Commission Communication differs from existing standards many open questions regarding the correct use, since the energy label is quite new for the heating sector 9

Verification ErP conformity Test and calculation methods verification of ErP conformity test methods, defined in the LOT 1+2 regulations Commission Communication not yet published in OJ harmonised EN standards (Annex III,+ VII) to be published in OJ Other reliable, accurate and reproducible methods ( 5) e.g. draft EN standards what is the legal status of the Commission Communication? which other standards than harmonised standards can be used? which methods are legally binding?
Commission Communication vs. draft standards Examples of differences mchp: Higher efficiency with pren 50465 method (A++ vs A+) NOx method for Oil boilers nitrogen Oil content: Commsion Communication refers to former standard (EN 267) Hybrid appliances No method described in the Commission Communication WH efficiency of Combi boilers Commission Communication not in line with pren 13203-2 what is the legal status of the Commission Communication? which other standards than harmonised standards can be used? clarification in the Implementing Guidelines appreciated Medium-term: scope extension of the Boiler Efficiency Directive: 3rd party verification 12
Verification ErP conformity harmonised standards (not complete) Standard product group availability publication in OJ LOT 1 EN 14825 Heat Pump Efficiency Q4 2014 EN 14511 Heat Pump Test method Q1 2015 EN 12102 Heat Pump noise emissions still open EN 16147 DHW Heat pumps still open EN 50465 CHP efficiency Q3 2014 Q3 2015 EN 15502-1 gas boiler, gas combi boiler Q1 2014 Q3 2015 EN 13203-2 combi boiler WH efficiency Q2 2013 Q3 2015 EN 13203-4 Combi HP WH efficiency Q3 2013 Q3 2015 LOT 2 EN 26 Gas-Water-Heaters Q1 2015 EN 89 Gas-Storage-Water-Heaters Q1 2015 EN 12897 indirect storage water heaters Q2 2016 EN 50193-2-1 el. Instant. Water Heater Q4 2014 2015 EN 50440 el. Storage Water Heaters Q4 2014 2015 EN 12976 Thermal Solar Systems Q2 2015 Since most of the standards will be harmonised after Sep 2015, the assessment has to be carried out on the base of draft standards 13
Verification ErP conformity Use of B1 boilers open flue Non condensing gas boilers with the exception of B1* boilers 26.09.2015 * Exception rule: for open flue boilers (type B1) connected to a shared chimney in existing multi family houses 10 kw system boiler, 30 kw combi boiler how can be ensured, that B1 boilers will not be installed in other installarion than shared chimneys in existing multi family houses? How to understand the limit for compliance of 8% tolerance? Detailed information and training to installers and local authorities is needed to ensure the correct use of B1 boilers 14

Energy Labelling LOT 1+2 LOT 1: Hydronic heat generators boilers Gas, oil, Electric CHP Gas, Oil Heat Pumps Gas, Electric LT Heat Pumps Gas, Electric Combi boiler Gas,Oil Combi- HP Gas, Electric LOT 2: water heaters Water heaters Gas, Oil, Electric Solar- Water heaters DHW Heat Pumps DHW cylinders buffer tanks
Energy Labels Missing Energy Labels for existing products mchp Combi boilers low temperature Combi Heat pumps Hybrid appliances, other than boiler + integrated Heat Pump Package Label for condensing boiler + solar collector + DHW cylinder Which energy label shall be used for these kind of heat generators? clarification in the Implementing Guideline would be helpful to avoid misuse 17
Energy Labelling 1st tier Sep 2015 A++ - G 2nd tier Sep 2019 A+++ - D Open questions Pre-labelling on ISH (March 2015)? use of the 2nd tier (A+++) before 2019 allowed? Obligation to use the label on B2B fairs? Obligation to declare the efficiency class in energy related information - what is the definition of energy related? obligation also to comunicate the label in B2B price lists? where to find precise information about the climatic zones (Heat Pump, Solar)? etc. The Implementing Guideline should clarify open the questions to avoid misuse and mistakes
Package Label Label LOT 1 Components of packages Products with Energy Label Cascade boiler control CHP Gas boiler Combi boiler Compact boiler Square Heat Pump Electric / Gas Additional (Hybrid) Heat Pump buffer tank Oil boiler Additional boiler Gas / Oil / Electric Solar collector Pakage Label high number of possible package combinations each package has to be calculated individually market survaillance seems to be a challenge

Recommendations for the market surveillance Strengthen the legal status of the Commission Communication as base for test and calulation scope extension of the BED (3rd party verification) would simplify the market surveillance (medium term) after final methods are defined, manufacturers could support the authorities with product related reference lists clarification of practical questions of labelling in the Implementing Guideline (FAQ list of EHI available) collaboration with national installer associations and local authorities, especially with regard to the implementation of the package label and the correct use of B1 boilers 21
