Binding Authority Personal Auto Agents Binding Authority All applications are to be submitted within ten (10) days of the effective date on the application. In cases of quoting a risk outside normal binding authority, the MOE Quote rating system will automatically advise you of situations where risks are outside normal binding authority. Applications may be submitted for consideration on a nonbound basis. Authority for final approval of an individual risk rests with your underwriter. There are certain situations when binding authority is suspended. For a list of these situations please refer to your Agency-Company Agreement and the Ineligible Vehicle and Prior Approval Vehicle Lists found in the Vehicle Eligibility section of this manual. Placement and Policy Activity Cancellations All cancellations, regardless of whether they are initiated by the company or the policyholder, are calculated on a pro rata basis. Endorsements Endorsements (with a few exceptions) are to be completed in MOE Quote. In addition to obtaining premiums for actual changes, this functionality can be used to obtain what if quotes for possible changes to vehicles, coverages, etc. The addition or deletion of coverages will not alter the premium due date or the term of the policy. Lapse in Coverage/No Prior Insurance A lapse in coverage is considered to be the absence of insurance for a period of seven days or more. Risks with a lapse are ineligible if the applicant has, at any time in the immediately prior three years, been operating a motor vehicle in violation of any state s compulsory auto insurance laws. Certain risks may not have prior insurance but may qualify under state statutes, such as: religious or military service, medically unable to drive, prior company car, or did not own a vehicle. If there was no prior insurance please provide an explanation. Payment Payments may be sent to the company in the form of: o Check send to P.O. Box 34983, Seattle, WA 98124-1983 o Agency Sweep o Credit/Debit Card (Visa/MC only) o E-CHECK Premium Adjustments 1. Paid-In-Full Policies a. Additional premium will be billed as an installment. b. Return premium will be sent to the insured. 2. Installment Bill Policies a. Additional premium will be spread over remaining installments. b. Return premium will be spread over the current and remaining installments. Rating Territory Determination The vehicle rating territory is determined by the zip code in which the automobile is principally garaged. Renewal Business At each renewal cycle, in-force policies will be automatically reviewed for pricing adequacy. Both discounts and surcharges will be applied as appropriate. Discounts are subject to additional verification while surcharges will be principally determined by individual driving records. Enumclaw Property and Casualty Insurance Company 5

Placement and Policy Activity Rewrites Policy rewrites are allowed; Rewritten policies are subject to regular new business acceptability and eligibility standards; Rewrites require a down payment; State to State rewrites do not require a new application. Please provide new address, updated driver information and any additional changes; Term Policy Period Personal Auto policies can be written for either 6 or 12 month terms. If the policy term begins on the 31 st day of the month and ends in a month with fewer than 31 days, the policy expiration date will be shown as the last day of the month. Territorial Extent of Coverage The Personal Auto policy provides insurance, subject to the policy agreements, conditions and exclusions, against claims arising from accidents which occur during the policy period while the automobile is within the United States of America, its territories or possessions, Canada or while being transported between ports of the covered territory. Verification New Business. Applications are to be completed in MOE Quote. Reports including Insurance Score, MVR, CLUE and Current Carrier will be ordered as part of the new business process. Verification will be requested for all collision claims which do not show a fault indicator on either the CLUE or MVR. In these situations, please provide a prior carrier experience letter, police report or claims disposition. After a policy is uploaded, MOE Quote will print an application, temporary ID cards and a Fax Coversheet with a list of documents to be sent to the Company. In addition, please maintain copies of the prior carrier s declaration page and the signed application in your agency file. Reduction or rejection of UM/UIM requires a signed Uninsured/Underinsured Motorist Coverage Selection form (ACORD 61 UT) before the Company will afford coverage as requested. Operator Eligibility Driver Assignment A composite rating factor will be calculated based on the age, gender, marital status and number of drivers in the household. The composite driver factor will be applied to each rated private passenger vehicle. Driver Exclusions Driver Exclusions are subject to underwriter approval. Driver Marital Status Single: any operator who is single, divorced, in a domestic partner relationship or not legally married. Married: any operator meeting the local statutory definition of married; including separated spouses, widows and widowers. Widowed: any premium increase resulting from the removal of the deceased spouse will be calculated at the following renewal. Household Members All household members must be listed and declared as a rated or non-rated driver. Any non-rated drivers will still be underwritten, but no premium will be charged. Ineligible Drivers Drivers without a current valid driver s license; Drivers who are not permanent residents of the rating state; Drivers with suspended or revoked licenses; Drivers requiring SR22 filings; Drivers with any alcohol related driving activity during the last three years; Drivers with 2 or more driving occurrences; Households with 3 or more driving occurrences. Operator Eligibility Named Insureds Estates, receiverships, corporations or partnerships can not be listed as a Named Insured or as an Additional Insured. Out of State License Drivers who have lived in the state less than three years must provide their drivers license numbers from their previous state of residence. New residents are required to obtain new drivers licenses by the next renewal. Youthful Operator Any driver under the age of 22 is considered a youthful operator. If the youthful operator has his/her own policy and still resides with parents: o o Show home ownership as renter. List parents as non-rated drivers. Vehicle Eligibility Antique Vehicles Vehicles 25 years old and older which are primarily used in exhibits, club activities, parades and other functions of public interest are eligible when written in conjunction with regular private passenger vehicles and pickups. Vehicle inspection reports and appraisals may be requested by your underwriter. The Limited Actual Market Value endorsement will be added when physical damage is requested. Campers Physical Damage premiums for campers are calculated separately from the pickup used to transport the camper and coverage is excluded unless shown in the Declarations. A camper-only policy is not available. Current actual cash value is the rating basis for this category. Canopies without sleeping and cooking facilities are not considered campers. Classic Vehicles Classic vehicles are vehicles that do not depreciate at the same rate as normal vehicles. Their values may exceed the original cost new. They are eligible when written in conjunction with regular private passenger vehicles and pickups. The Limited Market Value Endorsement will be added when physical damage is requested. Garaging Address The correct rating territory will be automatically assigned when the address where the vehicle is garaged is entered. For vehicles used by household members away at an out-of-state school, the actual garaging location will be documented, however the parent s primary garaging address will be used for rating purposes. Model Year The model year is determined by the vehicle s original year of manufacture. Motorcycles Motorcycles are eligible when written in conjunction with regular private passenger vehicles or pickups. Motorcycle operators are required to have a valid motorcycle endorsement. Coverages available: A. Bodily Injury and Property Damage Liability B. Uninsured/Underinsured Motorist (Bodily Injury only) C. Comprehensive/Collision If physical damage coverage is desired, both comprehensive and collision must be written. D. Towing and Roadside Coverage E. Transportation Expense Ineligible Motorcycles: A. Vehicle Eligibility Motorcycle Classifications Touring: These motorcycles are designed for long distance riding and are typically heavier with room for a passenger and luggage. They are usually around 1000cc with a more up-right driving position and a wrap- around fairing. Class Code: M1 Sports Touring: These motorcycles are a compromise between a powerful sports bike and a touring bike, with good aerodynamics and lots of power. Class Code: M2 Sports: These motorcycles are racy and light-weight, with or without low profile fairings. Comfort is not a consideration in their design. They are made for hard acceleration, quick and responsive maneuvering and rapid stopping power. Class Code: M5 Off Road: These motorcycles are designed to be used primarily off road and have few accessories. They have more aggressive tires and riding comfort is not a factor. Class Code: M6 Cruiser: These motorcycles are physically big and heavy. They are usually around 1400cc with a relaxed laid back riding position. The available accessories can exceed the value of the bike. Class Code: M3 Street/Standard/Scooters: These are best described as general purpose motorcycles with no fairing for the Street/Standard models, while the scooters will generally have a fairing. Class Code: M4 Dual Sports: These motorcycles look similar to an off road bike, but they are designed to be used on and off the road. They have a headlight. Class Code: M7 Custom/Chopper/Trike: These are best described as one-of-a-kind, customized and accessorized motorcycles. They will usually have big bore engines with a lot of torque. They are either heavily modified from available motorcycles or built with off-theshelf components. Class Code: M8 Enumclaw Property and Casualty Insurance Company 11

Vehicle Eligibility Motorhomes Motorhomes equipped with self-contained living quarters (including cooking, dining, plumbing or refrigeration facilities) are eligible for coverage provided the insured maintains a separate and permanent residence. Motorhomes must be written in conjunction with regular private passenger vehicles and pickups. Insured motorhomes rented or leased to others are not eligible. Coverage is excluded for any motorhome rented or leased to any organization or any person other than the Named Insured or defined family members. Symbols are based on actual cash value. A motorhome valuation questionnaire may be requested by the Company. Motorhomes exceeding a value of $300,000 require Underwriter approval. Trailers Trailers may be written in conjunction with regular private passenger vehicles and pickups and cannot be rented or leased to others. Current actual cash value is the rating basis for this category. Travel & Vacation Trailers Personal Effects Protection is available. Utility/Horse/Boat Trailers Homebuilt units are not eligible. Horse trailers with living compartments will be rated as travel trailers. Vehicle Symbols For most vehicles the system will automatically assign a symbol based upon the Vehicle Identification Number (VIN). If the system does not generate the symbol, please contact the company for proper symbol determination. Enumclaw Property and Casualty Insurance Company 12

Vehicle Eligibility Ineligible Vehicle List All personal vehicle types owned by the Named Insured are eligible except the following: Vehicles used for hire, lease, rental, limousine, taxi services or pilot vehicles; Vehicles used exclusively for wholesale or retail pickup or delivery of goods; Vehicles used for commercial use other than farming; Pickups, vans, flatbeds, or stake beds with greater than a GVW of 13,000 pounds; Vehicles used as a primary residence; Vehicles used in racing or speed contests or in responding to emergencies; Vehicles that require a state or federal carrier permit to operate; Vehicles titled or owned/leased on a long-term contract by a partnership or corporation; Vehicles permanently garaged out of state; Vehicles that are custom manufactured, kit, self-assembled, dune buggies, exotic, and modified other than conversion vans and motorcycles; Vehicles with aluminum or stainless steel bodies; Gray Market Vehicles, which are vehicles manufactured outside the United States that do not meet U.S. emission or safety standards; Vehicles that are not licensed for road use; Golf Carts, ATVs and Snowmobiles these may be written in our Inland Marine program. Specific Ineligible Vehicles Unless otherwise noted, all models and model years of the following vehicles are ineligible. Vehicle Eligibility Prior Approval Makes and Models Unless otherwise noted, all models and model years of the following vehicles require underwriter approval prior to submitting the application. Vehicle Use Business Use Business Use is the use of a vehicle which is primarily used in the duties of the principal operator in his or her occupation, profession or business. The vehicle must be titled and registered to the Named Insured. Eligible Business Use Vehicles used for running occasional errands for a business; Vehicles used by professionals whose duties include travel to hospitals, clinics, courthouses, job sites or client homes, such as accountants, architects, attorneys, doctors, engineers and financial advisors; Vehicles which are owned or leased by the insured and used in their business or occupation, such as contractors and consultants; Vehicles used by sales representatives, such as realtors, insurance agents and company representatives including home-based businesses such as Avon, Mary Kay and Tupperware. Ineligible Business Use Vehicles that are used to transport passengers, such as taxis or limousines; Vehicles used exclusively for wholesale or retail delivery; Vehicles used to transport flammables or explosives; Vehicles used in security or surveillance operations; Vehicles operated by employees or coworkers. Farm Use Only pickup truck type vehicles are eligible for farm use classification. In addition, the vehicle must be principally garaged on a farm or ranch. Vehicles used for going to and from school or work other than farming or ranching are not eligible for the farm use classification. Vehicles used by drivers other than members of the household are not eligible. Farm use pickups are subject to all other normal vehicle eligibility requirements. Personal Use The regular non-business use of a vehicle, including commuting to and from work or school. Enumclaw Property and Casualty Insurance Company 15

Driving Record Accidents, Convictions and Claims The experience period used in determining conviction and at-fault accident surcharges is three years prior to the effective date of the policy. The following driving record and claims activity must be shown on the application: Minor convictions which have occurred in the past three years; Major convictions which have occurred in the past three years; including but not limited to: Driving Under the Influence; Open Container; Auto Theft/Felony Motor Vehicle; Careless/Improper Operation; Racing; Driving Under Suspension; Eluding the Police; Leaving the Scene; Reckless/Negligent Driving; Vehicular Homicide; Driving without Owner s Consent; Claims which have occurred in the last three years. All driving records and claims activity must be shown on the application. Comprehensive Loss Underwriting Exchange (CLUE) and Motor Vehicle Records (MVRs) will be utilized to verify the information provided on the application. Surcharges are based on the conviction date. If a chargeable atfault accident results in a citation, then only the accident surcharge will apply. Any unrevealed driving activity will be added to the driving record and the policy will be re-rated accordingly. At-Fault Accidents A surcharge will be applied to at-fault accidents with bodily injury or property damage payments of $1,000 or more. Accidents not meeting these criteria are not subject to this surcharge. Not-At-Fault Accidents Not at-fault accidents do not receive a surcharge. The following includes examples of not at-fault accident situations: The vehicle was lawfully parked at the time of the accident (a vehicle that rolls from a parked position is not considered lawfully parked and a surcharge will be applied to the person who parked the vehicle); The accident was caused by a collision with a bird or animal; The vehicle was struck by a hit and run driver and the accident was reported to the proper authorities within 24 hours; The accident is one in which judgment or reimbursement is obtained from the other party, providing no liability payment was paid on behalf of the insured; The vehicle was stopped at a stop sign or traffic light when it was rear-ended by another vehicle; The accident involved physical damage limited to and caused by flying gravel, missiles or falling objects; The operator received payment under Medical Payments or Personal Injury Protection where the operator was not at fault; The owner or operator of the vehicle was reimbursed (or received judgment against another) for more than 50 percent of the property damage. Coverages and Options Bodily Injury Liability (BI) PA0143 All vehicles on the policy must carry the same liability limits. The limit must equal, or be higher than, the minimum financial limits required by law. Property Damage Liability (PD) PA0143 All vehicles on the policy must carry the same liability limits. The limit must equal, or be higher than, the minimum financial limits required by law. Combined Single Limits (CSL) PA0143 Combined Single Limit is a single limit of liability that applies to Bodily Injury and Property Damage without a per person or Property Damage sub-limit. UIMBI and UIMPD are not included in CSL, but may be purchased separately. Personal Injury Protection PA0143 Personal Injury Protection may be written in conjunction with BI/PD or CSL. Coverage is provided for medical expenses, income continuation, loss of services and funeral expenses. This coverage is not available for motorcycles. Uninsured Motorist Coverage PA0143 and Underinsured Motorist Coverage PA0804 Coverage is available for BI and PD. All vehicles must carry the same coverage limits. The standard coverage is equal to the customer s BI or CSL coverage limit. Coverage may be reduced or rejected by endorsement. The reduction or rejection request must be signed by the first Named Insured. Comprehensive Physical Damage Coverage (Comp) PA0143 Physical Damage coverage is based on actual market value for standard equipment. Deductibles may vary by vehicle. Collision Physical Damage Coverage (Coll) PA0143 Physical Damage coverage is based on actual market value for standard equipment. Deductibles may vary by vehicle. Auto Enhancement PA0149 Coverage is provided to insureds whose Homeowner, Mobilehomeowner or Farmowner policy is insured with Mutual of Enumclaw Insurance Company or one of its affiliates. Coverages include Pet Injury, Lock and Key, Personal Property and Emergency Expenses. Auto Loan Coverage PA0384 Eligibility Auto Loan coverage can be extended to vehicles having both Comprehensive and Collision coverage provided Auto Loan coverage is added within 30 days of the effective date of the policy or within 30 days of the purchase or lease of a vehicle. Coverage In the event of a total loss to a covered vehicle, the coverage will pay for the outstanding indebtedness greater than the vehicle s actual cash value. Coverage for Phones, Audio, Visual, and Data Electronic Equipment and Tapes, Records, Discs and Other Media PA0313 Coverage is provided without application of a deductible while the equipment is in a covered vehicle, subject to Physical Damage provisions and exclusions. A specific limit for individual items is required. Death Benefit Coverage PA0601 Provides a $10,000 payment for the person or persons shown on the Declarations page for this coverage in the event of death as a result of an automobile accident. Coverages and Options Extended Non-Owned Coverage for Named Individual PA0306 This coverage may be added to an existing policy to provide coverage to a specified individual(s) who has regular access to any personal use vehicle they do not own. Please submit information regarding: Estimated annual mileage of the non-owned vehicle; The liability limits of the non-owned vehicle s primary policy; Use of the vehicle; Type of vehicle usually driven. Limited Actual Market Value Endorsement PA0308 Designed for Antique and Classic vehicles and provides coverage for comprehensive and collision coverage on an Actual Market Value basis. The stipulated value is the maximum payable in the event of total loss. Single Deductible PL161 Allows the application of only the higher deductible in the event a policyholder suffers a loss involving more than one property insured in our personal lines coverage offerings. The insured s Homeowner or Mobilehomeowner policy must be insured with Mutual of Enumclaw or one of its affiliates for the remaining deductible(s) to be waived. Towing and Roadside Coverage PA0147 This coverage is available on all vehicle types. This is a sign-and-drive program providing towing, lockout services, dead battery jump starts, tire changes, emergency fuel or fluid delivery and concierge services. For New and Renewal Business effective 4/15/2013 and after, liabilityonly vehicles are eligible for Towing and Roadside Coverage only if all private passenger vehicles on the policy carry Towing and Roadside Coverage. Transportation Expense Coverage PA0143 Coverage provides for the rental of a substitute vehicle from a rental agency or garage while a covered vehicle is disabled as a result of a collision or comprehensive loss. The limits are based on a per-day and maximum limit. Travel Trailer/Camper/Motorhome Endorsement PA0602 This is a mandatory endorsement when a policy provides coverage for a travel trailer, camper or motorhome. It provides limited coverage for personal effects and vacation expenses. NOTE: Please see PA M008UT for additional language which may be applicable to the coverages listed on pages 17 and 18. Discounts AAA A discount will be allowed if the Named Insured is an active AAA member. To continue to be eligible for the discount, the Named Insured must remain an active member of AAA. The discount will be added or deleted at the renewal date following notification. Advance Quote This discount is not available on new business effective 12/10/2015 and later. Anti Theft A discount will be applied based on the presence of a passive or active antitheft system as verified by the VIN. Distant Student A discount will apply when a full-time student, under 23 years of age, is without a vehicle and residing over 85 miles from the primary residence. Experience A discount will apply if all of the following conditions are met: For all rated drivers combined there are: No major or alcohol/dui violations, No chargeable at fault accidents, No more than 1 non-chargeable at fault accident, No more than 1 speed or minor violation. A policy with 1 speed violation or 1 minor violation in addition to 1 nonchargeable at fault accident claim will not be eligible for this discount. Good Student A discount is allowed for each vehicle for each operator under the age of 23 provided: Operator is at least 16 years of age and not married; Attending full time high school, college or university; Maintaining a cumulative, or most recent quarter or semester, academic record equivalent to any one of the following: A minimum grade point average of 3.0 or letter grade of B; Ranked among the top 20% of their class; Dean s List, honor roll or comparable listing of scholastic achievement; Homeownership/Package A discount will apply if a Named Insured owns a home, mobilehome, condominium or farm, &/or has Tenant, Condominium, Homeowner, Mobilehomeowner or Farmowner policy with Mutual of Enumclaw Insurance Company or Enumclaw Property and Casualty Insurance Company. Legacy A discount will apply at new business if a Named Insured age 24 or less has been insured as a driver on his/her parent s current Mutual of Enumclaw Insurance Company or Enumclaw Property and Casualty Insurance Company policy for at least 12 months. The amount of the Legacy discount will equal the parent s Loyalty discount. The Legacy discount will be replaced by the Loyalty discount once the policy has been in effect for 12 months. Loyalty A discount will be applied at the annual anniversary of the policy s inception. Multi-Car A discount will apply when two or more private passenger vehicles are insured on the same policy. Senior Accident Prevention A discount will be allowed for drivers 55 years or older who have completed a motor vehicle accident prevention course.
