Dear Student Leaders of Texas: As students, you are about to partake in a historical event in Texas. February 17, 2005 will mark the first ever Texas Community College Student Day. You will be joined by hundreds of your peers from every corner of the state; uniting for a common goal of increasing awareness of the importance of our schools - the community and technical colleges of Texas. There has never been a group of community college students this large that has taken on the charge of being heard in Austin as one cohesive group. We will also be joined by college faculty members, and college presidents who carry our same message. In the enclosed packet, you will find blue ribbons (to be worn on your shirt/jacket). This will serve two purposes - a unified identification system, and your ticket into lunch. Additionally, you will find copies of a special section of Texas Monthly and a community college fact sheet. These are to be left with legislators that you visit to remind them of the importance of community colleges to the Texas economy. Finally, there are supplementary materials in the packet that will further describe what we are specifically asking for, communication advice, a capitol map, a todo list and an agenda of the day. I applaud each of you in your efforts and commitment to your fellow 1.1 million Texas community and technical college students. Keynote Speaker - Senator Todd Staples Occupation: Small Business Owner Education: Texas A&M University, B.S. 1984 Legislative Experience: Texas House: 1995-2001, Texas Senate: 2001 - present Hometown: Palestine, Texas Party: Republican Born and raised in East Texas, Todd Staples was re-elected to serve his second term in the Texas Senate in 2002. Staples served as Mayor Pro Tem of Palestine before being elected to the Texas House of Representatives in 1995. Senator Staples represents all or part of 16 counties. Senator Staples is well-regarded for his conservative approach, fiscal responsibility and strong work ethic. Staples' legislative priorities encompass balancing the budget without tax increases, prioritizing spending to ensure education funding remains the first priority, implementing tort reform measures to curb escalating insurance costs, enhancing property taxpayers' rights, creating economic development opportunities for local communities, attracting and retaining highly qualified teachers and state employees and protecting natural resources for future Texans. Moreover, Senator Staples continues to address the needs and issues of Senate District 3, such as funding for community colleges and universities and environmental concerns affecting timber and agricultural resources. During the 78th Legislative Session, Staples authored legislation to give major relief to taxpayers and school districts across Texas. Among the bills passed were Senate Bill 340, addressing tax equity and tax fairness by providing penalties to those who do not abide by current property rendition laws; Senate Bill 1646, resolving the timber capitalization rate and providing a fair and balanced timber valuation process; and Senate Bill 671, implementing a "grace period" for school districts that would have received reduced state funding if their Property Value Study indicated a higher total value of property than was appraised locally. Staples currently chairs the Senate Committee on Infrastructure Development and Security and the interim Select Committee on Workers' Compensation in addition to serving on several other committees: Education, Finance, Natural Resources, the Subcommittee on Higher Education, the Joint Select Committee on Public School Finance, the Select Interim Committee on Water Policy, the Joint Study Commission on Water for Environmental Flows and the Texas Commission on Environmental Quality's (TCEQ) Permitting Process Study Committee. Staples also chaired the Republican Caucus during the 78th Legislative Session. The recipient of many awards, Staples was most recently inducted into the Texas A&M Tyrus R. Timm Honor Registry of Former Students in Agricultural Economics. In 2003, Senator Staples was presented the Civil Justice Leadership Award by Texans for Lawsuit Reform, the Texas Association of Business "Fighter for Free Enterprise," and he was named a "Champion for Children" by the Equity Center for his work on behalf of school children. In 2002, Staples received Deep East Texas Legislator of the Year, the Independent Colleges and Universities of Texas "Legislative Champion" and was recognized by the Texas County and District Attorneys Association. Additionally, Staples has repeatedly been named among Texas' Top 10 Conservative Legislators, is a recipient of the Family Law Association Award for Efforts in Family Law and Juvenile Justice, was recognized by the Texas Water Conservation Association, is a member of the Texas Association of REALTORS Legislative Hall of Fame and served on a Conservative Coalition Task Force to meet government needs during the 2003 budget crunch without increasing taxes. Todd Staples attended Trinity Valley Community College and graduated with honors from Texas A&M University where he earned a B.S. in Agricultural Economics. Upon graduation, he returned home to start the real estate appraisal and brokerage firm he operates today. Staples is also a member of the Popp & Ikard property tax law firm focusing on valuation issues in mediation and arbitration, and he and his father are partners in a cow-calf operation. A member and deacon of Norwood Heights Baptist Church, Senator Staples and his wife, Janet, have four children. 1

Effective Communication with Elected Officials To communicate effectively you must be two things: appropriate and knowledgeable. Appropriate: Be polite to everyone at all times. Dress, speak and behave in professional way at all times. Explain your perspective, but avoid abrasive, combative gestures, tones or language. When talking to legislators and/or their staff get to the point quickly and keep the conversation brief. These are very busy people. Write notes summarizing what the legislator/staff person asks or says about community colleges. Provide information when and if you have that information, but avoid guessing. If you do not know the answer to a question they ask, write down the question with the legislator s name, and give it to the trip coordinator for your college. They will then find the information the legislator requested. Make appointments in advance whenever possible. Always thank them for their time and consideration of your perspective. Never give up if your message seemed ill received the first time. Write, email or call again to give the legislator updates and to find out if their perspective changed. Most people take time and multiple exposures to an idea before embracing change. Knowledgeable: Learn something about the legislator so you can connect on a personal level. Read the overview materials in this packet. Discuss when and why changes occurred so that you are comfortable talking about this topic. Consider the impact funding changes will have on your college experience, your community and the state as a whole. You might personalize this information for the legislator; e.g., In my case, this would mean... Ask each other questions so that you will be prepared to answer any questions the legislators/staff pose. Keep in mind that almost every legislator has a community college in their district. Although many of legislators may have attended a major university, they often take pride in their community college. 3
Points to Ponder: Community Colleges Community Colleges are being crippled by budget cuts that have occurred over the last 3 years. It s bad for Texas because it takes away the opportunity for higher education for the majority of its citizens. This has a direct impact on the economy and the need for a trained workforce. Students cannot afford to make up the slack with ever increasing tuition and local taxpayers cannot be expected to continue to bear more than their fair share. The state must make funding for community colleges a top priority by adding $357.9 million to their budget, and fully funding employee benefits so colleges can hire faculty and expand the number of courses. 1. STUDENTS ARE HURT BY COMMUNITY COLLEGE FUNDING CUTS Over the last three years state funding cuts have caused many changes in community colleges. Tuition has increased significantly. The number and variety of course offerings have declined. 4
Fewer support materials and copies of important information are available to students. Fuller classes result in less interaction and support from professors. Hiring delays at many colleges mean it is harder to get help from counselors, librarians and tutors. Many students have had to delay or prolong their college educations because they can not get into classes that fit around their family or work schedules. Proposed state funding for community colleges would throw budgets back to 1995 levels. This lower funding rate does not take into consideration the increased number of community college students or the growing cost of equipping colleges with the latest technologies to ensure up-to-date instruction. In response to state funding cuts, community colleges were forced to increase local taxes as well as tuition. In the last two decades the state of Texas has shifted more and more of the burden of higher education to local tax payers and students. Students cannot afford to take up the slack with ever increasing tuition and local taxpayers cannot be expected to continue to bear more than their fair share. Education is an investment in the future of our state, and one the state must fund if Texas is going to grow economically in the years to come. Every time the legislature overlooks community colleges, it is limiting our hopes for a brighter tomorrow. 2. MORE STUDENTS ARE ATTENDING COMMUNITY COLLEGES More than a million students attend Texas community colleges. Deregulation of university tuition forced more students into community colleges. Already operating on smaller budgets, this increased student population combined with decreases in funding endangers our community college system. The 79 th Legislature must adjust community college funding to reflect the growing number of students. 3. TUITION AT COMMUNITY COLLEGES HAS GONE UP Since 2002 when state funding for community colleges started its downward plunge, tuition and fees have increased 64%. How much more can students afford? How many years of good wages will we lose as we delay completion of our degrees due to rising costs? How many millions of dollars will the state lose in sales taxes for items we can not buy because of our reduced income potential? 4. GRANTS & SCHOLARSHIPS COVER LESS OF COLLEGE COSTS Grants and scholarships have failed to keep pace with skyrocketing costs of tuition, student service fees, books and the cost of living. While community college tuition and fees have increased 64% in the last three years, the maximum award for Pell Grants have not increased one dime. Even if scholarships and grants increase, they are pointless if community colleges have to reduce faculty, limit course offerings, or possibly close their doors. 5

ALL TEXANS WILL SUFFER OR BENEFIT Texas depends on community colleges to transform lives by offering open enrollment and affordable tuition. If the state does not increase community college funding, colleges will have to increase tuition to the point that it will create a barrier for many of us. As students, if we earn a certificate or associates degree, we vastly increase our earning power over our entire lifespan. This expanded income translates into greater spending and a larger tax base for the whole state. Texans with educations beyond high school are also healthier, less likely to commit crimes or draw welfare or unemployment. Expanded funding for Texas community colleges is essential to the economic health of our state. Use every opportunity to make our government officials aware of the services community colleges provide and the wisdom of supporting our community colleges. 6. HOW CAN WE KEEP OUR COMUNITY COLLEGES STRONG? To enable opportunity and growth for Texas, we must stop the downward spiral of community college funding and restore hope for our futures. A. Add $357.9 million to the community college funding to restore the state s commitment to keep higher education affordable for a brighter future for all Texans. B. Fully fund employee benefits so that community colleges can hire faculty and offer courses. Without this, students will not have access to higher education and skilled workers will not enter the Texas workforce. 6
Community College A Wise Investment 514,548 students took credit classes in the fall of 2003 compared to 472,818 at public Texas universities. Community Colleges educate 45% of all Texans enrolled in post secondary education. Community College transfer students are more successful than students who begin college at universities. Compared to students who enroll in universities their freshman year, community college students are more likely to graduate, and are more likely to graduate in less time. Community Colleges serve a broad cross section of Texans and have made great strides in Closing the Gaps to make college accessible to more Texans. Average earnings for someone with a 1-year certificate are $26,353 or 16% more than someone with just a high school diploma. Average earnings for someone with an associate degree are $30,974 or 36% more than someone with just a high school diploma. The support of state and local government in a two-year community college associates degree for one student will earn 15.9% return on our investment with a payback period of 8.2 years. After the first 8 years, students expanded earning and spending will contribute to an ever larger tax base for the remainder of their career. Community College Students are hard workers who are already working and stretching their dollars as far as they can. 72% of community college students work while attending college. Ninety-five percent of community college students remain in the state, therefore keeping the return on the taxpayer s investment in the state.
