The Preamble on Review of Changes The intent of the requirement is to ensure that those who originally approved the document have an opportunity to review any changes because those individuals typically have the best insight on the impact of the changes. The requirement permits the manufacturer to specifically designate individuals who did not perform the original review and approval to review and approve the changes. The Preamble on Communicating Changes to Personnel FDA has had many experiences where manufacturers made corrections to documents, but the changes were not communicated in a timely manner to the personnel utilizing the documents. The Preamble on Automated Readers for Labeling Inspections several recalls on labeling have been attributed to automated readers not catching errors. The requirement does not preclude manufacturers from using automated readers where that process is followed by human oversight.
