Partnerships Matter From our beginnings over forty years ago, our success has revolved around our community partners both private and public. In our early days we relied almost solely on our partners. Now, the breadth and depth of our partnerships have grown dramatically. I value partnerships for several reasons. For one, working together we can find better solutions to community problems. Private employers, churches, other non-profits and government staffers often each see problems and solutions from a different perspective. Each brings something valuable to the table. Community partners can often extend resources-finances, expertise, in-kind products, credibility to make projects work. And, there is a broader sense of community ownership when multiple partners are involved. Granted, partnership is not always easy. There can be friction with multiple interests at stake and it can be time-consuming. But the outcomes are usually better than when we work on our own. We don t have space in this year s report to include all our community partnerships. We hope those listed give you a feel for what KCR does and the value of community partners working together. KCR s Board of Directors itself represents a very valuable partnership. Organizations like Kitsap County, the City of Bremerton, Bremerton Housing Authority and Head Start Parent Council have been members from the beginning. We deeply appreciate the dedication of all our board members, our management and staff, and our community partners as we seek to provide hope and opportunity, and build self-sufficiency for Kitsap County s low-income residents. KCR Partners with... Olympic College Partnering to Provide Temporary Housing During its construction of a new parking lot, Olympic College realized several homes in the area between Warren and Broadway would remain unoccupied as it waited to vacate all the properties in the area. In a win-win partnership, OC made several much-needed homes available to KCR to house families in the transitional housing program on a temporary basis. Students Pursuing Education Also Seek Basic Services KCR is involved in Olympic College s Students in Need Group (SING), which has formed a task force to address the financial issues, childcare costs, and lack of housing that many students experience while trying to further their education. OC s Vice-President of Student Services, Rick MacLennan, hopes to remove as many barriers as possible for these students, so that they can focus on the most important issue: their education.

KCR Partners with... Local Governments Lack of Emergency Housing Units Forces Unique Strategies In response to the growing numbers of families facing homelessness, Kitsap County opened a location for a Safe Park program. This program provides a legal place for homeless families to live in their cars, have access to restrooms, receive nightly security checks from local law enforcement, and receive case management services from KCR Family Development Specialists. Waiting Out the Storm The Kitsap County Department of Emergency Management stepped in when temperatures dropped to dangerous levels this winter. The Kitsap Continuum of Care Coalition, including faith-based members, KCR, and other volunteers set up and managed Severe Weather emergency shelters for homeless people during times of extreme temperatures, heavy snow and rain. Giving Back to Those Who Give the Most KCR has served over 500 Veterans since the Veteran s Assistance program began in August 2007 through support from Kitsap County Veterans Assistance Funds. Veterans can receive rental and mortgage assistance, utility bill assistance, and assistance for food, transportation, medical and prescription costs, burial costs, and other approved needs. Area Veterans groups play an important role in making referrals and advising on policy.

Saving Tax Payers Money and Enabling Civic Engagement KCR s Community Service Worker Program provides labor and manpower on a daily basis to Kitsap County, the City of Bremerton, and other non-profit organizations, saving taxpayers thousands of dollars. The city saves about $350,000 per year and the county achieves savings of about $180,000 each year, considering the cost of housing someone in jail and the costs of paying for upkeep to local parks and public areas. Veteran Joseph Jackson Finds a Way Out of Depression BY THE NUMBERS... Community Service Worker Program Served 6,380 participants Veterans Assistance Helped 452 indigent veterans with emergency financial assistance Army Veteran Joseph Jackson was in dire need when he first came into the Veterans Assistance program. After seeking rental assistance, six months later his rent was increased and he began struggling again to make ends meet. Joseph slipped into a depression and contemplated suicide. Upon learning of his situation through his landlord, the Veterans Assistance Fund coordinated with the Homeless Veterans at Retsil to provide him with a mental health evaluation and screening for residency. Joseph was accepted and resided at Retsil for approximately 7 months, allowing him to focus on his treatment and also save money. On more than one occasion Joseph has stated that the Veterans Assistance Fund helped save his life, for without it he would not have known where to turn. KCR Partners with... Local Employers and Businesses Mobilizing a Coalition to Focus on Financial Education A group of 12 local organizations and businesses have joined forces with KCR to address financial literacy and education issues in Kitsap County. From Earned Income Tax Credit information outreach to financial classes that help participants rebuild credit, build a better budget, and prevent identity theft, the Asset Building Coalition (ABC) of Kitsap is serving the community with its pooled resources. Weatherization Services Poised to Provide Green Jobs KCR has been weatherizing homes of low-income Kitsap residents for 30 years. We have the certified staff, technology, and systems in place to identify eligible families, audit homes, coordinate installation of energy and safety measures through our trained contractors, and inspect the work to ensure all standards are being met. In addition to saving energy, the weatherization program tests for carbon monoxide and lead, repairs faulty heating systems, and makes seniors homes more comfortable and accessible. This program is supported by the Community Development Block Grant (CDBG) program, Puget Sound Energy, and the State Energy Matchmaker Program. With the expected funds from American Recovery and Reinvestment Act in 2009, KCR expects to double the number of households it can reach with weatherization measures and increase related jobs. Dana s Heating has contracted with KCR for over 10 years to provide Weatherization services such as heating, ventilating, and air conditioning repair and replacement. Dana Pieze has over 30 employees.

Local Farmers Markets and Grocery Stores Serve Thousands of WIC Participants Income-eligible pregnant mothers and those with children up to age five receive vouchers for healthy foods. KCR s Women, Infant, and Children Nutrition Program (WIC) brings over $3.2 million into Kitsap County s local farmers markets and grocery stores. BY THE NUMBERS... WIC Served 9,066 women, infants and children Community Jobs Program Provides Unique Opportunities for Jason McMillan Since age 16, Jason McMillan has been involved with emergency services in some fashion, from serving as a volunteer firefighter to assisting in relief efforts at the World Trade Center and Hurricane Katrina. Through KCR s Community Jobs Program, Jason was placed at Kitsap County of Emergency Management as the Volunteer Coordinator for the Severe Weather Shelter program. This experience has given me a unique opportunity I have access to training that you can t get anywhere else. I am working with amazing people who are dedicated, smart, and love coming to work. You don t find that everywhere. KCR Ensures that a Limited Income Does Not Limit Marilyn s Comfort and Safety Employment and Training Assisted 314 TANF participants improve their job readiness Weatherization Weatherized 63 homes Energy Assistance Provided 3,378 households with financial assistance with their heating bills. I live on a limited income, and everything seems to be getting more and more expensive. Especially my medical and prescription costs. But I don t let it get to me. I won t give up. I have too many things to live for. A great-grandmother, Marilyn Mager contacted KCR last fall about our Weatherization services when the roof of her 24-year old mobile home began leaking. The Weatherization team set her up with a new roof, two new bathroom fans, an energy-efficient refrigerator, and new insulation under the house. It was just fantastic. The floor is quieter and warmer. I can burn the stove for half the day and turn it off rather than running it all night and day. I am so much more comfortable.

KCR Partners with Local Schools Head Start and Early Head Start Partner with Local School Districts for Success KCR s Head Start and Early Head Start program staff play a critical role in the Early Childhood Care and Education Group in Bremerton, which is a group of professionals in the early learning segment of our community who meet regularly to share best practices. In Central and North Kitsap School Districts, KCR participates in trainings and works in partnership to better prepare students with special needs for kindergarten. The students benefit the most from this collaboration. They have a smoother transition from the Head Start pre-school classroom to the school classroom, with stronger social skills and experience with working with other children in small and large groups. Armed with literacy skills, they are better able to acknowledge letters and learn how to read at an early stage. The relationships we build with school district staff are invaluable, said Jill Brenner, KCR Child Development Manager. For example, Bremerton principals visit our parents meetings in order to answer their questions about the transition to kindergarten, and we know who to contact at the school district when a parent wants to discuss their child s learning difficulties or special needs. Michael Ellington Discovers Benefits of Daughter s Socialization Due to Head Start Members from Leadership Kitsap and the community sponsored a Born Learning Trail at Naval Avenue Early Learning Center in May 2009. I ve noticed that Malae has no problem expressing herself now. She can stand her own ground with her brothers and sisters during a disagreement. She is better able to express her feelings and tell them what s bothering her. I m glad I get to be a part of her learning process. AmeriCorps Volunteers Mentor Students in Kitsap County through Tutoring KCR AmeriCorps member Erin Blair approaches her work at Jackson Park Elementary with passion and dedication as though the children she teaches were her own. Erin realized that the AmeriCorps program offered her the opportunity to gain teaching experience as well as an education credit to help pay for an Associate s Degree. In her role as a volunteer paraeducator through AmeriCorps, Erin has opened the eyes and minds of several struggling students. AmeriCorps Volunteer Erin Blair tutors children at Jackson Park Elementary If kids think that you think they re great, that s how they act. It s amazing to see what a difference your perceptions make. It s all increasing their self-confidence. This is the best job I have ever had. With this experience, I feel confident about walking into any classroom. AmeriCorps offers people a second chance to pursue something that for whatever reason they have not. Jackie Lensico Sets Her Own Goals After Encouragement from Head Start Staff Head Start staff also encourage parents to set and meet goals of their own, including education, literacy, and employment. Jackie Lensico returned to school and obtained her nursing degree after receiving resources, encouragement and support from KCR staff. BY THE NUMBERS... Head Start, Early Head Start, and ECEAP: Provided 498 young children with free, comprehensive pre-school, health and special needs services AmeriCorps Volunteered 76,304 hours of service Kitsap Youth in Action Gave 588 teenagers the opportunity to perform volunteer service projects Jackie Lensico with her son, who attends Head Start at the Silverdale Community Center, and three daughters, also Head Start graduates.

KCR Partners with Local Community One Church One Family Provides Support Beyond Case Management One Church One Family (OCOF) has assembled volunteers from member churches to help local homeless families. Close to 30 churches and several local businesses and individuals are involved in the program. OCOF pays for units where KCR places families in need of emergency housing. Once the family is identified, volunteers from OCOF work with the families and mentor them to ensure their transition is successful. We provide physical, emotional, and spiritual support in addition to what KCR provides, said Barb Buckham, an OCOF founder. Left to Right: Rick Best of OCOF, Larry Eyer of KCR, and Barbara Buckham of OCOF The First Kitsap Homeless Summit Organized by KCR and Community Partners Stakeholders from Kitsap County and the state of Washington gathered in September to address the root causes of homelessness, the scope of the problem in Kitsap County, and the social costs it brings. The summit gathered housing authorities, non-profit agencies, faith-based organizations, tribal representatives, county agencies, and business and civic leaders who participated in panel discussions and small group sessions.

Jodi Riddle Takes Advantage of KCR s RALF Program to Secure Housing KCR has implemented a new program called RALF (Rental Assistance Leveraging for Families) to help move homeless families to permanent housing with a new requirement of financial education. Program participants are expected to establish a savings account and save housing money during their stay in emergency or transitional housing while attending financial classes offered by American Financial Solutions. Once these goals are met, KCR will match the amount that the participant saves and apply it toward housing expenses, up to $750. Jodi used her RALF funds and her refund from her Earned Income Tax Credit to obtain an apartment for her 15-year old daughter, Jessica, and herself. When Tyrisha Starts Over, She Finds that the Pieces Fall into Place I am thankful to this community for supporting services that give people a chance to start over, or just help them out when they need it. When my husband left, I could no longer afford the rent with two children and a baby on the way. BY THE NUMBERS... Housing Services Helped 764 homeless families obtain housing and a wide array of community services Support-A-Student and Christmas Angel Coordinated donations from community of Christmas gifts to 2,200 children and school supplies for 272 students. Tyrisha Bills received assistance from KCR in the form of housing, financial education, and assistance with a job search. It s hard being a single mom, but you have to keep on going, and not hold a pity party for yourself. KCR helped secure my family into a home, and helped ease my troubles in this stressful time in my life. After Tyrisha was stabilized in housing, she started a new job as a preschool assistant teacher only 3 weeks after having her baby. Since then she has been promoted to Lead teacher and has enrolled in college on a full-time basis to obtain a degree in Early Childhood Education. As part of her financial education, she learned the ins-and-outs of credit reports and has begun rebuilding her credit, so that she can participate in KCCHA s self-help housing program, or buy her own home. I don t know what the future holds, but I am excited because I am in the right frame of mind now to focus on new opportunities. I appreciate all the little things even more. It s been a long road, but I ve been trying to do the right things now, and the pieces have fallen into place.

KCR Partners with... Low-Income Families Board of Directors Reflects Community KCR is governed by a tri-partied Board of Directors. One-third of the board s membership consists of elected officials from our community, one-third of the membership are individuals that represent the low-income community that we serve, and the remainder are members of major groups and the business community. This allows KCR to bring together representatives of both the needs of the community and the resources and the expertise needed to solve community problems. The Parenting Place Helps Emily Realize Her Potential My children make me want to push myself. Growing up, I experienced a rough childhood with a mom who had passed away and a dad who eventually landed in jail. But my children see a mom who has grown up and is proud of herself. They know I can do it, even when times are hard. My family gives me so much hope. I feel blessed every day. Emily entered KCR s Parenting Place classes at a time in her life where she struggled with sobriety and the desire to be a better mom. The classes opened her eyes to a better way to parent, to discipline, to nurture, and to love. She has been clean for four years. I would leave those classes and just want to run and hug and kiss my children and hold them tight. I continued taking classes through the Parenting Place and Olympic College, because there was so much to learn so much I never knew about. At the same time, I was setting a better example for my daughters. Rather than sitting around the house all day, they saw me studying and reading and doing homework. My three-year-old asked, Mommy I want to do homework, too! What three-year-old wants to do homework? Kinship Caregivers Provides Resources to those in New Roles A new mom, only 26 with a brand new baby, finds that she has to take on the responsibility of raising her brothers, ages 14 and 16, when her mother passes away. KCR s Kinship Caregivers program has assisted her with resources necessary to help stabilize the family and support her with her unexpected new role in life.

Other Non-Profits Literacy Council of Kitsap Utilizes Space at KCR s South Kitsap Center The collaboration between the Literacy Council of Kitsap and KCR goes back almost 30 years as the two organizations refer clients to each other for services to increase self-sufficiency. In the fall of 2007, the Literacy Council began to look for a permanent office space in South Kitsap to better serve the needs of students there who were involved in literacy tutoring, GED classes, and studying English. The Council set up an office in KCR s South Kitsap Family Service Center in Port Orchard, where they can take advantage of computer labs and classroom space. We think this is a great example of successful collaboration in our community. Our clients benefit in so many ways, and we have been able to expand our class offerings and now have a bilingual person on staff here, said Olga Fedorovski, Executive Director of Literacy Council. Seniors Enjoy Economical Meals through Chuckwagon KCR Food Services prepares over 12,500 nutritious meals each month in our commercial kitchen.
