Board Message: We hope everyone had a great Fourth of July. Termite Inspections. We can never be rid of those pesky termites, but with your help the battle will forge on. If you see any evidence of termites in or around your unit, please report it to Cardinal. And for the townhome and carport owners who have garden windows, if you notice any moisture or termite damage on the interior of your garden window, please report this also for a free inspection. Attics are another place that should be inspected also. Parking Permits. Be warned! Phoenix Patrol will be towing anyone found parked on the street without a parking permit or current visitor s pass. And they are photographing the vehicle s dash prior to towing if a permit or pass is not displayed. Some residents feel that just because they never park on the street by going directly into their carport or garage each time they enter Crosspointe, that a permit is not needed on the windshield. This is far from being true. We ve already had residents who left their vehicle for just a couple minutes on the street or behind their garage, who then came out only to find their vehicle gone. Towed away! Don t let this happen to you. Yard Sale. As I mentioned last month, we need volunteers for the Yard Sale Committee. Two people cannot work on this large event alone. We have about 2-1/2 months until Sept. 30, which is the date of the sale. If we don t get volunteers by the end of August, the Yard Sale could be cancelled. Don t let that happen. How many of you older homeowners remember the names that were given to our units by the builder, William Lyon? Some of you newer homeowners might not know this, but each of our eight Crosspointe floor plans have names. Take the quiz and see if you remembered correctly. Lastly, the owner reported that the heat on the spas was set to begin at 8:00am. Cardinal was requested to issue a work order to Aquatrends to adjust the timer for the heat to begin at 5:30am so that they were heated when the pools opened at 6:00am. An owner was present to express his concern that he received violation letters and felt he was singled out. The Board assured the owner that others also received the same letters. The owner provided a photograph of a violation within the community. Cardinal was requested to send a violation letter to that owner. The owner also provided the Board with a copy of information received from The Gas Company suggesting maintenance of gas lines. The Board informed the owner they would discuss the matter further at the next Board Meeting. 2 The Regular Meeting of the Board of Directors of the Crosspointe Village Homeowners Association was held on Wednesday, June 28, 2006 at the Smoke Tree Clubhouse. The President, Jeff Gollin called the Meeting to order at 6:30pm. Directors present: Tom Barnes, Brad Constant, Jeff Gollin, David Miranda, David Santucci (arrived at 6:50pm). Directors absent: None. Representing Cardinal: Farrah Esquer. Tom Lansford of Express Exterminators was present to discuss the exterior termite inspections and wood replacement. The Board discussed their concerns with Mr. Lansford. Brad Constant reported the concerns with the work completed at his unit. Mr. Lansford requested he contact him to schedule an inspection and indicated they would address the issues. Mr. Lansford suggested a note be included in the newsletter notifying residents if they notice any moisture or damage on the interior of the garden windows, to contact Cardinal in order to complete an interior inspection. The Homeowners Forum was opened by the President, Jeff Gollin. An owner was present to report that children were again trying to dismantle the gazebo and she was able to snap one of the parts together. Tom Barnes was requested to watch the area and report any of the children and any damage, since he lived in the area. The owner also reported that another owner was again allowing their dogs to be unleashed in the common area. Cardinal was requested to schedule a Hearing for the violating owner. The owner also reported the same owner was repairing sprinklers in the common area and used a blower in the common area. Cardinal was requested to send a letter to that owner requesting they discontinue these activities, as they might cause damage to the sprinklers, which they would be responsible for and they were disturbing residents with the blower. An owner was present to request if it was typical for the address of homeowners reporting items at the meeting to be included in the newsletter. The Board informed the owner that if it was not a privacy issue, the addresses were included in the past, however the Board agreed to remove all addresses from the newsletter. The owner also reported that he had found the padlock on the pool gates very frequently, as the guards were not removing them in the morning and suggested that Phoenix Patrol provide a checklist of their daily duties. The Board agreed and requested that Phoenix Patrol prepare a checklist and also include The Homeowner Forum was closed. The Hearing was held for a member for receiving a fourth citation in a six-month period for failing to affix the decals to their vehicle. Farrah Esquer distributed the response letter from the resident indicating the decals had now been affixed. A Motion was duly made, seconded, and carried to impose a $50.00 fine in accordance with the Association s Violation & Fine Policy. David Santucci abstained. Cardinal was requested to thank the resident for affixing the decals, however the citation had already been received and therefore, a fine was imposed. The Hearing was held for a member for failing to repair or replace the window screen. As the violation had been corrected, no action was required. The Hearing was held for a member for failing to remove the items on the patio. A Motion was unanimously carried to impose a $100.00 fine in accordance with the Association s Violation & Fine Policy, as the violation had not been corrected. Cardinal was requested to schedule a Hearing for the next Board Meeting. The Hearing was held for a member for failing to put locks on the carport storage cabinets. A Motion was unanimously carried to impose a $50.00 fine in accordance with the Association s Violation & Fine Policy, as the violation had not been corrected. Cardinal was asked to schedule a Hearing for the next Board Meeting. The Hearing was held for a member for failing to remove the unapproved rain gutter or to submit an architectural application for approval. A Motion was unanimously carried to impose a $100.00 fine, as the violation had not been corrected. Cardinal was asked to schedule a Hearing for the next Board Meeting. The Hearing was held for a member for failing to park their vehicles in the garage. A Motion was unanimously carried to impose a $100.00 fine, as the violation had not been corrected. Cardinal was requested to schedule a Hearing for the next Board Meeting. The Hearing was held for another member for failing to park their vehicles in the garage. Farrah Esquer distributed the response letter from the owner. The Board noted they would monitor the residence to determine whether one vehicle was

Page 3 being parked in the garage, as stated. Cardinal was requested to notify the owner the Board would monitor the parking and a Hearing was to be scheduled for the next Board Meeting as a follow-up. Barry Schrack, the Chair of the Pool Committee, reported the tank for the toilet in the women s restroom at the north pool was leaking. Mr. Schrack had shut off the water to prevent it from leaking further. Cardinal was requested to issue a work order to have the tank replaced as soon as possible. Phoenix Patrol was requested to lock the deadbolt on the restroom until the tank was replaced. The Board reviewed the proposal from Aquatrends to replace the depth markers at the south pool. Farrah Esquer also distributed the proposal from DM Construction to replace the depth markers at the south pool and two at the north pool. A Motion was unanimously carried to approve the proposal from Aquatrends at a cost of $850.00, with the stipulation they also replace the two 4-1/2 foot depth markers at the north pool, as well. The cost was to be charged to the reserve account. The Board reviewed the correspondence from Aquatrends regarding the repair of the underground leak at the south pool. No action was required. The Board reviewed the letter to DM Construction regarding bead blasting of the pool decks. Farrah reported DM Construction agreed to deduct the cost of the acid washing of the center pool, due to the scuff marks, and the unclogging of the north pool shower from the invoice, on top of the already reduced seven percent. Cardinal was asked to inform DM Construction that the concrete around the south spa had still not been repaired and the check would not be released until the repair was completed. Brad Constant also reported that beads from the bead blasting were in the street on Briarglen Loop in front of the center pool. Cardinal was requested to have the beads removed. The Board and Landscape Committee reviewed the proposal from Las Flores Landscape to install plant material in various areas throughout the Association. The Committee felt that the areas did not need as much plant material as proposed. A Motion was unanimously carried to authorize the Committee to decide the type and location of the plant material to be installed at a cost not to exceed $900.00. The Landscape Committee was requested to direct Las Flores Landscape to trim the ivy around the pedestrian gates in order to allow the gates to close properly. Kinko s regarding the cost of printing the newsletter and possibly reducing the newsletter to smaller-sized paper. No action was taken at this time. A Motion was unanimously carried to accept the written Window Replacement Guidelines. The Board reviewed the draft Notice of Completion form. A Motion was unanimously carried to accept the form, with the stipulation that the title of the form be changed to Completion Inspection Form for use by the Architectural Committee to ensure the approved project was completed and in accordance with the approval. The signed Completion Inspection Form would then be forwarded to Cardinal for the homeowners file. A Motion was unanimously carried to adopt the Architectural Guidelines and bicycle rule, as prepared. Cardinal was requested to mail the Architectural Guidelines, bicycle rule and Window Replacement Guidelines to the membership, as required. Farrah Esquer distributed the letter from an owner requesting reimbursement for vehicle towing. The owner reported they had a guest pass which was displayed on the windshield. George Gonzalez of Phoenix Patrol provided a photograph of the dashboard, which was taken prior to towing and there was no pass displayed. A Motion was unanimously carried to deny the owner s request. Cardinal was asked to notify the owner and provide a copy of the photograph. The Board discussed with Phoenix Patrol the black Mitsubishi with expired registration parking within the Association. George Gonzalez reported the owner had indicated he had a temporary permit from the DMV. Cardinal was requested to send a letter to the owner requesting the owner provide proof of current or temporary registration. David Miranda reported he affixed the sample decal from Seton to his windshield and it left a black/silver checkerboard pattern that was very difficult to remove. The decal was only available to be affixed to the outside of the windshield. Farrah Esquer provided David Miranda with a sample decal from Peachtree Business Products. Mr. Miranda would affix the decal to his windshield and report to the Board. Cardinal was requested to find other companies that provided destructible decals, preferably that could be affixed to the interior of the windshield, and request a sample. 3 Cardinal was requested to send a copy of the contract with Las Flores Landscape to Jennifer Thomas. The Board discussed the request from an owner to install a tree on the side of their residence. Cardinal was asked to request a proposal from Las Flores. There was no report from the Neighborhood Watch Committee. Jeff Gollin reported he installed the software on the website for residents to request an email of the next available newsletter. David Miranda, the Newsletter Editor, reported he spoke with

Page 4 Farrah Esquer reported the County of Orange indicated there was no ordinance limiting the number of people that could live at a residence. In addition, Code Enforcement for the City of Stanton indicated there had been an ordinance, which was overturned. No further action was taken. David Santucci reported he would test the current lenses on the surveillance cameras to ensure the lenses would read license plates at night. After confirmation, he would purchase the additional lenses, as previously approved. The Board discussed the interior repairs at a condo unit due to a slab leak. Farrah Esquer reported Gilb Enterprise had started the drywall repairs the previous day and would finish up the work the following day. Ms. Esquer further reported that the owner decided she wanted to keep the hardwood flooring and had found the same flooring at Colonial Carpet. Cardinal was requested to contact Gilb Enterprise and DM Construction and request they provide a proposal as soon as possible and Cardinal was to contact the Board to obtain approval of one of the proposals. Cardinal was also requested to inform the owner of the Board s actions. The Board reviewed the letter from McLarens Young International regarding the claim submitted for the damage at a condo unit. The Board signed the Subrogation of Claim. to replace the latches once there were at least five doors on the list. The Board reviewed the proposal from Gilb Enterprise to replace the slide bolts on each trash enclosure door and repair the latches. Tom Barnes volunteered to inspect each enclosure door and report to Cardinal as to which doors needed the repair. A Motion was unanimously carried to authorize the necessary repairs. The Board reviewed the proposals from ProTec Building Services and Gilb Enterprise to repaint the monument signs. Farrah Esquer also distributed the proposal from DM Construction. A Motion was unanimously carried to approve the proposal from Gilb Enterprise in the amount of $365.00 each, with the stipulation they provide a written guarantee that the signs are reinstalled within five business days or the invoice would be deducted a percentage each day until the signs are reinstalled. The Board reviewed the proposals from All Star Paving and Ben s Asphalt to black out the spaces on the townhome side and extend the red curb. A Motion was unanimously carried to approve the proposal from All Star Paving in the amount of $350.00. Cardinal was asked to request that they contact Jeff Gollin to schedule the work. 4 The Board reviewed the letter to BP Services regarding the necessary repair to the concrete work completed near the gazebo. Farrah Esquer reported she had spoken with BP Services and they were contacting David Stone regarding the repair and would have it completed. The Board reviewed the proposal from Royal Roofing Company to replace roofs within the Association. A Motion was unanimously carried to approve the proposal from Royal Roofing Company to replace the roofs on the recommended list with shingles through GAF at a cost of $373,320.00, with the stipulation they coordinate the work with Express Exterminators so that the buildings could be treated for termites when the roofs were removed. Cardinal was also asked to contact Express Exterminators to obtain a proposal to complete the treatment of each building type and inform the Board for approval. The Board reviewed the proposals from Alert Access Gate Controls and Automated Gate Service to install tire spikes at the exit gates. Farrah Esquer also distributed the proposal from WC Friend. Cardinal was requested to contact Alert Access Gate Controls to request they revise their proposal to include a guarantee that the tire spikes would not interfere with the loop detectors and the opening and closing of the gate, only include the installation of the tire spikes at the south exit gate and only the inserts for the warning sign, as there was already a warning sign present. The Board reviewed the proposal from Gilb Enterprise to replace the latches on the utility doors at a cost of $35.00 each with the stipulation at least five doors were completed at one time. Cardinal was requested to keep a list of utility doors needing repair, as they were reported, and issue a work order The Board reviewed the proposal from BP Alert Services to replace the water heater at the south pool. Farrah Esquer also distributed the proposal from ProServ Plumbing. The Board did not approve the proposals at this time, as the water heater had not yet failed. Farrah Esquer distributed the proposals from Automated Gate Services and Alert Access Gate Controls to install a switch to control the exit gates in case of emergency. The Board determined not to pursue the project at this time. The Board reviewed the correspondence from Southern California Edison regarding the rate schedule. A Motion was unanimously carried to change from schedule GS-2 to GS-1 in an effort to reduce the electricity costs. A Motion was unanimously carried to approve the Minutes of the May 24, 2006 Regular Meeting, as corrected. A Motion was unanimously carried to approve the May 24, 2006 Action Without a Meeting to provide reimbursement for the website to Jeff Gollin, the May 24, 2006 Action Without a

Page 5 Meeting to replace the south spa skimmer and the June 19, 2006 Action Without a Meeting to replace main plumbing lines. A Motion was unanimously carried to approve the Minutes of the May 24, 2006 Executive Session, as written. A Motion was unanimously carried to accept the May 2006 Financial Statement, as prepared. The Board reviewed the draft 2006/2007 Budget and the reserve study prepared by Foresight Financial Services. The Board noted a plumbing line item needed to be established. The Board tabled the Budget and reserve study to the July Board Meeting to allow for further review. A Motion was unanimously carried to authorize a lien to be filed against account #11773-443-4. The Board reviewed the request for a payment plan from the member with account #11773-403-2. A Motion was unanimously carried to authorize the payment plan, as proposed, with the stipulation the account was current by July 26, 2006. The Board reviewed the letter from Service 1st Lighting regarding the increase in the hourly rate. Cardinal was asked to request proposals from other companies. David Miranda reported the pole light that had been removed near the greenbelt area had still not been replaced. Cardinal was requested to follow-up with Service 1st Lighting to determine the status and request that the light be installed as soon as possible. The Board reviewed the termite inspection report from Express Exterminators for two townhome properties. A Motion was unanimously carried to authorize the items on the inspection reports at a cost of $865.00 and $975.00 respectively. The Board reviewed the proposal from Gilb Enterprise to resurface the balconies throughout the Association at a cost per deck of $240.00. Farrah Esquer distributed the proposals from Pacific Coast Weatherproofing to resurface the rear deck at a Ferndale Circle unit and the entry deck at a Briarglen Loop unit. A Motion was unanimously carried to authorize Gilb Enterprise to complete the resurfacing of the decks at both addresses at a cost of $240.00 each. Gilb Enterprise was to also report any dry rot damage and provide a proposal for any damage. installed at the residence. Cardinal was requested to contact the owner to inform the owner the Board was willing to cover the cost of the repainting of the security screen door to either off-white or bronze to comply with the Association s guidelines and request that they notify Cardinal of which color they would prefer and whether they were agreeable to the painting. The Board reviewed the letter from an owner. Cardinal was requested to inform the owner that the Association would not provide handicap parking and suggest that they allow their mother to park in the garage. In addition, the owner was to be informed that violation letters had been sent to others for not picking up dog feces and if they were aware of any violating owners to submit a written complaint. Farrah Esquer distributed the letter from an owner requesting a crosswalk be painted from the north pedestrian gate walkway to the pool and a Slow Pedestrian Crossing sign be installed. Cardinal was requested to contact All Star Paving to request a bid to complete the painting of the crosswalk, along with the striping work to be done on the townhome side. Cardinal was requested to contact the Board to obtain their approval on the additional work so that the work could be completed at the same time. Cardinal was also requested to obtain costs for the sign and inform the owner of the actions taken. Farrah Esquer distributed the letter from an owner requesting one pool to be made as a non-smoking pool. The Board did not approve the request, as they felt it would not be practical. The Board informed Cardinal that the patio gates on the townhome side were in fact original gates and were the Association s responsibility to maintain. The gates on the condo side were the owner s responsibility, as they were not installed by the builder. The Board reported they had met in Executive Session following the May 25, 2006 Regular Meeting to discuss potential litigation and delinquencies. 5 The Board reviewed the letter from an owner regarding the owner of the unit above washing their deck onto the patio below. The downstairs owner and resident were present. Cardinal was requested to send a letter to the upstairs owner requesting they contact the resident downstairs and coordinate a specific day and time each week that they would wash down their patio so that the residents downstairs could move any items. The owner was also to be requested to knock on their downstairs neighbors door just before the scheduled washing as a courtesy. Cardinal was also requested to send a copy of the letter sent to the upstairs owner to the downstairs owner for their information.
