His work experience included product, packaging, exhibit and graphic design. Rogers industrial design experience evolved into the field of contract interior design. Working with ISD,Inc. as a senior project designer he was responsible for planning, design, and production on a variety of commercial projects. In addition he designed custom products, furnishings and furniture. Mr. Brown was recruited to be design director for Panex Inc. in Montreal, the in-house tenant and exhibit design division for Place Bonaventure. Mr. Brown began his retail experience as head of interior design for The Rouse Company. In this capacity he administered a staff of interior, graphic and industrial designers, working on seven to ten regional malls project at a time. Mr Brown has been president / principal in his own firm for twenty five years, with offices in Sarasota, Florida and Baltimore, Maryland Over this period of time the firm has provided design services to retail and commercial developers, and institutional clients. Represent clients in administrative hearings before local and regional entities and the Division of Administrative Hearing. The representation of private clients includes an array of private developers, including major agricultural interests, major community builders, and includes work on the necessary comprehensive plan amendment and rezoning for a new state university. The work on the University plan amendment required the creation of a committee which included key representatives from the affected agencies. It was necessary to draft a new comprehensive plan category that satisfied the concerns of the State Board of Regents, the County, private landowners, and future developers. The plan amendment was approved, and went into effect. The plan amendment was crafted to withstand the attack of organized environmental groups who objected to the concept of a new university and the location of the new university. The work in the private sector includes land use changes, environmental permitting and comprehensive plan amendments which requires the ability to draft conditions and legislation that accomplishes the best result for all of the interests involved. On occasion rezonings and plan amendments have been challenged, and it has been necessary to defend the government action. Thus, the experience includes an understanding of what is necessary to ensure the creation of legislative planning documents that are legally defensible. He is familiar with community redevelopment areas and methods of developing financing for public works improvements. In addition, Bill Oliver brings 23 years of experience in both public sector transportation planning and addressing development related transportation issues. He is an expert in finding letter for interpretation, developments of regional impact, and notices of proposed change, and brings a well-rounded perspective of the public agency issues as well as private development interests to the growth management and development approval process.
