STATEMENT OF WORK 1. Scope This order will provide highly skilled Database Programming and Administration support for the unclassified Information Systems group at the Naval Research Laboratory s Naval Center for Space Technology directorate (NRL NCST), Washington, DC. 2. Background NRL NCST utilizes an Oracle based business database to support administrative functions for the directorate. Although NRL provides the enterprise level financial database, the directorate provides more advanced operation and reporting functionality. 3. Objectives This Statement of Work (SOW) describes database programming and administration services defined as follows: (a) Oracle database and database application level support, primarily including the NRL NCST SpaceMIS application; (b) Conceptual design, configuration, implementation, and maintenance of relational and non-relational databases applicable to enterprise-wide computing; (c) Design, program and task specific databases to achieve system automation, enhanced data access, and maximized data sharing while reducing redundancy and duplication of effort; (d) Develop and document database application and user documentation; (e) Subject matter expertise, advising NRL NCST management and users in planning, procuring, and managing database infrastructure and other resources to best meet the current and future needs and requirements of the directorate. 4. Performance Requirements The contractor shall perform Database Programming and Administration services during NRL NCST s normal working hours, generally 7:00 am to 5:00 pm Monday through Friday or during other agreed-upon hours, except for Federal holidays. Flexible work hours may be used to ensure that some range of technical services are available during the time specified, taking into account the need for maximum support during NRL NCST core work hours and without exceeding eight hours per day or 40 hours per week for any one employee. Deviation from these support hours and any use of telework to meet local support requirements shall be proposed to and coordinated by the Contracting Officer s Representative (COR). NRL NCST may require after hours or weekend efforts, for example but not limited to, support of a scheduled outage or to react to an emergency or security situation. After hours support shall be coordinated between the COR and the local site Contractor Authorized Representative (CAR)/Program Manager (PM). The NRL COR shall provide the CAR/PM with advance 1
notification and specific needs if known in advance. Contractor personnel shall also investigate, provide recommendations for remedial action, and pursue corrective action in case of emergency situations. Scheduled leave of contractor personnel shall be coordinated between the NRL COR and the CAR/PM to ensure that the necessary support activities are adequately covered. The NRL COR shall be notified promptly of any unscheduled contractor leave. 5. Work Requirements 5.1. Program Manager / Senior Database Programmer (KEY): The Contractor shall provide an experienced Oracle Database Programmer (SDBP) who is responsible for managing and coordinating the other contractor staff members, monitoring workload performance and interactions with users, and providing indepth technical knowledge on Oracle and the SpaceMIS database. 5.1.1. The SDBP shall: a) Serve as local site CAR/PM between the contractor and the COR. b) Be responsible for the full scope of work including managing the workflow including trouble-tickets, projects, accreditation, performance monitoring, and documentation. c) Provide data reporting including daily verbal updates and monthly status reports. d) Program and administer the SpaceMIS database, utilizing Oracle, SQL, PL/SQL, Oracle Designer, Discoverer and Developer, Work Breakdown Structures, and Earned Value Management concepts. 5.2. Database Programmer: The Contractor shall provide an experienced Oracle Database Programmer (DBP) who is responsible for supporting the SpaceMIS database. 5.2.1. The DBP shall: a) Program and administer the SpaceMIS database, utilizing Oracle, SQL, PL/SQL, Oracle Designer, Discoverer and Developer, Work Breakdown Structures, and Earned Value Management concepts. b) Provide a positive user experience including training, documentation, trouble-shooting, and help desk ticket resolution. c) Propose, plan, and implement system improvements and new modules. 2
5.3. Database Administrator: The Contractor shall provide an experienced Oracle Database Administrator (DBA) who is responsible for providing in-depth technical knowledge on Oracle database administration issues, hands-on systems administration, system design and optimization, building, installing, configuring and trouble-shooting software, and interacting with users. 5.3.1. The DBA shall: a) Provide database infrastructure design, automation of data downloads, performance tuning, SQL Programming, space management, backup/recovery, and version control for the operating environment. b) Work with database technology vendors on the implementation of new leading edge technologies, creating technical designs, implementing procedures, and training users on increased efficiencies. 6. Deliverables 6.1. Monthly Status Report. The contractor shall submit to the government a status report no later than the fifth work day of the subsequent month. The report shall contain the following information. 6.1.1. Identification Elements: a) Title (Month Year Status Report ). b) Contractor s name and address. c) Date of report. d) Name, title, and phone number of individual preparing report. e) Delineation of support activity costs by division (matching invoice). 6.2. Invoice Cost Detail Report. The Contractor shall provide an itemized spreadsheet (or.csv) file delineating how the billed funds were expended with each invoice submitted. All items billed for on the invoice shall be delineated on the spreadsheet including Labor, Travel, Other Direct Costs (ODC), and Indirect Costs. If Indirect Costs are built into the labor rate, please state that is the case. 7. SPECIAL CONSIDERATIONS 7.1. SECURITY CONSIDERATIONS NRL is a protected facility. A visit request is required for all personnel assigned to this contract and should include any required computer access at an NRL site or access by remote means. Foreign Nationals are not authorized to work on this contract. 7.2. TRAVEL It is anticipated that the Contractor may be required to travel in support of this SOW, and all such travel will be approved in advance by the COR or TM. Authorized travel shall be in accordance with the DoD Joint Travel Regulations. Travel shall be proposed at an estimated Not-To-Exceed cost provided in any subsequent solicitation and no fee will be allowed. 8. PERIOD AND PLACE OF PERFORMANCE 8.1 PLACE OF PERFORMANCE The Primary Place of Performance shall be at the Naval Research Laboratory, Naval Center for Space Technology, Washington, DC. 8.2 PERIOD OF PERFORMANCE Anticipated base award for twelve (12) months with two (2) 12-month option periods. 9. GOVERNMENT FURNISHED PROPERTY 9.1 Government Furnished Offices. Contractor personnel working in direct support of NRL NCST will be provided offices on-site. 9.1.1. Government Furnished Space and Building Services. The government shall provide access to the space into which the IT systems are installed and maintained. 9.1.2. Government Furnished Equipment (GFE). The government shall provide physical access and log-in access (approved computer accounts) to the IT equipment for the systems and network. 9.1.3. Government Furnished Software. The Government shall provide all required software for the computer systems and network. 5
10. REQUIRED/DESIRED PERSONNEL REQUIREMENTS Request For Information: NRL-13-SE01 10.1 Program Manager / Senior Database Programmer (SDBP, KEY): The SDBP shall have specific knowledge of, and at least 5 years of experience with, Oracle database programming relating to the SpaceMIS operating environment. This includes the following: Required experience: 10.1.1. Working Capital Fund methodologies, 10.1.2. DoD accounting structure, 10.1.3. Job Order Accounting methodologies Desired experience: 10.1.4. NRL SpaceMIS table structures, 10.1.5. NRL Job Order Accounting methodologies 10.1.6. Work Breakdown Structure methodologies, 10.1.7. Earned Value Management methodologies, 10.1.8. Interfaces with other NRL applications to include financial accounting software, such as Integrated Management Processing System (IMPS) and Procurement Information Processing System (PIPS). 10.2. Database Programmer (DBP): The DBP should have specific knowledge of, and at least 2 years of experience with, Oracle database programming relating to the SpaceMIS operating environment. This includes the following: Required experience: 10.2.1. DoD accounting structure, 10.2.2. Job Order Accounting methodologies Desired experience: 10.2.3. NRL SpaceMIS table structures, 10.2.4. NRL Job Order Accounting methodologies 10.2.5. Work Breakdown Structure methodologies, 10.2.6. Earned Value Management methodologies, 10.2.7. Interfaces with other NRL applications to include financial accounting software, such as Integrated Management Processing System (IMPS) and Procurement Information Processing System (PIPS). 10.3 Database Analyst (DBA): The DBA should have specific knowledge of, and at least 2 years of experience with, Oracle database structures relating to the SpaceMIS operating environment. 6
