After fifteen years, the Frisian Lakes project that the province organised to this end, is nearing its completion. Though you may still regularly encounter builder s cranes and dredgers, the large construction projects will have been completed by now. The new aqueducts, bridges, mooring berths and other facilities are there to make recreation in Fryslân as pleasant as possible. Whether it is a bridge that has been made moveable again or the new Johan Friso Lock in Stavoren, which was opened by King Willem-Alexander last year. And that is why I would like to welcome you (again) to the Frisian sailing waters. 1 Rules and safety Bridges and locks Provincial bridges and locks in Fryslân are manned daily from 28 March to 1 November: 9 a.m. - 7 p.m. (juni, juli, augustus tot 20.00 uur) From 1 November to 1 April, most bridges are operated on call only. Days and times of operation: Mondays through Saturdays, from 9 a.m. to 5 p.m. Please note that on working days you should call at least two hours in advance if you would like to have a bridge opened. On Saturdays, such requests by telephone should be made at least 24 hours in advance. The telephone number to call is +31 (0)58 29 25 888, which is available on Mondays through Fridays, from 8 a.m. to 4 p.m. For a detailed overview of the opening times, see www.fryslan.frl/ bedieningstijden or look at the Water sports app. Prinses Margrietkanaal The operating times for the Prinses Margrietkanaal can be found on www.vaarweginformatie.nl. What to do at a bridge or a lock? Stand as near as possible to the bridge or lock. If there is a lot of road traffic the boats should gather together and you will need to wait. Join the queue of waiting boats when approaching bridges and locks and wait for your turn. When the lights jump to red and green, you can move towards the bridge. This is a signal that the bridge will soon open. Quickly proceed when the bridge is raised. At busy bridges, lower your sails and mast, if possible. Follow the traffic instructions given by the bridge operator. In the event that the sign B.5 has been placed at a waiting area, you are obligated to wait before this sign. Even if you do not want to travel through, you will at least keep the passage open. 4 5

Some give-way rules Smaller ships (shorter than 20 m) must give way to larger ships, passenger ships, ferries and tugboats. When leaving a mooring place, a small boat may require and demand the help of another small boat. Main waterways have priority over secondary waterways. Boats sailing under the keep-to-starboard mandate on the main waterways always have the right of way, irrespective the length and size of other boats. General water traffic rules Each year many tourists visit Fryslân to enjoy our superb water sports district. But, especially during the busy high season, yachtsmen should watch out for apply to yachtsmen sailing the waters, just like traffic rules apply to road users. Do not suddenly change course. Make sure you have a good view all around and regularly check the water traffic behind you. Use the correct navigation lights in time. Do not drop anchor near bridges, locks, anchored operational vessels or in the middle of waterways. Do not ply against the wind on busy courses of navigation and keep the middle clear for larger ships. Stay away from fishing nets. These are marked with flags, or with a red/white diamond sign. Always pass fishing nets on the white side of the sign. Do not disturb the tranquillity of natural and residential areas. Swimming in fairways or near bridges, locks and waiting areas is not allowed. A boatmaster certificate is compulsory for driving fast motor boats. This includes all boats capable of going faster than 20 kph. The boatmaster certificate is also compulsory for boats which are slower than 20 kph but longer than 15 metres. Slow down Please think of your sailing speed and that of other ships. A freighter sometimes sails quicker than expected. A speed limit of 6 or 9 km/h is in force on most of Fryslân s waterways. In ports and built-up areas the speed limit is 6 km/h. The only exceptions are the Van Harinxma Canal and the Prinses Margriet Canal; the speed limit on these canals is 12.5 km/h. There are four special areas in Fryslân for speedboats. Visit www.fryslan.frl/snelvaren to check out the areas and rules for fast boats and speedboats. Minimum age for driving a motorised vessel Fast motorboats: 18 years old. Motorboats, large ships and sailing boats longer than 7 m: 16 years old. Motorboats shorter than 7 metres and not faster than 13 km/h: 12 years old. Small sailing boats shorter than 7 m and small rowing boats: no minimum age. Bridge signals Signage Signs along the waterways tell the skippers about the dos and don ts. The most important signs are listed below. The traffic signals near bridges are red, green and amber. These are for the bridgeman to control the traffic flow. These are the main bridge signals. Safe sailing together Emergencies on the water Water transport and recreational sailors use the same waterways. In brief, that is the goal of the Safe sailing together! project. Naturally, you must stick to the applicable sailing regulations. Always be vigilant on the water and show other users of the waterways what you are doing, giving them ample time to respond. The website www.varendoejesamen.nl shows you convenient information about safe sailing, including: Communication on the water. The blue sign. Rules for a safe speedy trip. Entering the water safely. Safety on board. Passing bridges and locks quickly and safely. Junction booklets Junction booklets chart the most important sailing junctions and indicate how to pass them safely and quickly. The junction booklets indicate recommended routes, these are recommendations. A junction is a location where many different users of waterways meet. The booklets complement the official sailing maps. On board, always use the latest ANWB sailing maps and the ANWB water almanac. You can download the booklets on www.varendoejesamen.nl or through the free app. Tips? Water is a source of pleasure, but also of risks, like collisions, engine troubles, fires or explosions. Make sure you decrease the risks by being well-prepared and keeping your head cool in an emergency. How can you prepare? Bring current sailing maps, keep an eye on the weather forecast and maintain good visibility. Be mindful of blind spots of commercial transport ships and plot a clear course that others can anticipate. If you have a marine telephone, you are obliged to listen to any messages (channel 10). On the IJssel Lake this is channel 1 and on the Wadden Sea it is channel 4. Should things go wrong, please remember: Stay calm; Call 1-1-2; State your location: pass on the jetty number, buoy number or your GPS position; Contact the IJssel Lake Incident Room (+31 (0)320 26 11 11 or marine telephone channel 1) if you are on the Princess Margriet Canal or the IJssel Lake. Contact the Coastguard Centre (0900 0111 or marine telephone channel 16) if you are on the IJssel Lake or the Wadden Sea. On the Wadden Sea you can also approach the Wadden Sea Central Incident Room (+31 (0)562 44 31 00 or marine telephone channel 4). Is another boat in distress? Contact the person on board; Offer your help; Raise the alarm, if not already done so (marine telephone, emergency flares or telephone). 10 11

De Marrekrite: free mooring in nature Fryslân has more than 3,500 beautiful Marrekrite landing stages in a natural environment. Here you can stay for up to three days free of charge while you enjoy the scenic beauty of the Frisian countryside. The Marrekrite maintains and administers these free landing stages, at many places it takes care of recreational waste disposal, it looks after buoys and beacons in recreational waters, and it is in control of other recreational facilities on and around the Frisian waterways. The Marrekrite acts on behalf of the Province of Fryslân and 19 municipal authorities. Banner Maintenance of the Marrekrite mooring places is expensive. We really appreciate any contributions. Marrekrite app The app easily helps you find all Marrekrite mooring places and our other facilities. MarBoei: fixed and free The MarBoei is a plastic buoy with a large eye on top. The extraordinary Marrekrite mooring places can be found in Fryslân s finest spots, just like our other mooring places. Mooring and sailing away Mooring is easy. You only need to tie one line. The wind automatically keeps the ship away from the buoy. A handy skipper can moor within one minute. Sailing away is easy and stress-free. Behind the buoy, the ship is already facing the wind. The ship is ready to sail away at all times. The only thing you need to do is cast off and drop the ship. And simply sail away. Poetic anchorage place A MarBoei is more than a Marrekrite mooring place: it is also a poetic anchorage place. On www.marboei.nl you can find the poems that are part of these buoys in De Alde Feanen, among other places. This project was realised with De Moanne. 12 13

Take your engine off the boat and make sure that it has an approved outboard engine lock. Nothing in, nothing out: take all valuables with you when you leave the boat. Record details and take pictures Should your boat and/or outboard engine be stolen, then it helps if you can provide a detailed description. If you have filled in a registra-tion card, you will always have all details close at hand. You can download the registration card on www.stichtingvbv.nl/vaartuigen. Or use the app. In addition, take pictures of your possessions. Store them digitally, so you can send them to the police quickly the moment the boat and/or outboard engine has been stolen. Does your boat have special characteristics, then do not forget to take a picture of these. Prevent theft of your boat or outboard engine Annually, around 1,200 boats and 2,100 outboard engines are stolen. A boat and/or outboard engine is an easy target. The police watches marinas, records reports of theft and traces down criminals. You can also help, prevent theft! Moor the boat as securely as possible with a cable or chain with an approved lock. Place good locks and bolts on cabin doors. Fit an additional electronic security system, for instance an alarm system or a boat GPS tracking system. Put your boat in secure boat storage in winter. Place your postcode and house number on a clearly visible place on your boat, onboard engine or outboard engine. If your boat is on a trailer, secure it with a fitting and approved lock, for instance a shaft lock or wheel clamp. Reporting theft When you come to report a theft, the police will want to know as many details of the stolen boat and/or outboard engine as possible. This will increase the chances of your possessions being retrieved. Make sure you have the following details available: Copy of registration certificate for fast motorboat (if applicable). A photograph of the vessel. The hull number and other serial numbers of the vessel and the propulsion system. Name and home port as well as the location of these on the vessel. Special characteristics of the vessel. The serial number of the trailer (if applicable). The RDW (National Vehicle and Driving Licence Registration Authority) details of the trailer (if applicable). Suspicious situations? One last tip: always warn the police if you see anything suspicious around the marina or mooring places. Call 0900-8844 (local rate) or in case of a theft in progress: 1-1-2. Do not hesitate to call. We would prefer a call one time too often, than when it is too late. 14 15

Working together on safety The cooperating services of the police, the province of Fryslân, Wetterskip Fryslân (water board), Rijkswaterstaat (Directorate- General for Public Works and Water Management) and the municipalities monitor the safety in and around the water and the observance of the regulations. Noise nuisance? Report it! If you are bothered by a lot of (noise) nuisance, please report this to the harbour master or the police through 0900-8844. In case of persistent (noise) disturbance and after warning, the perpetrators will be sent from the marina and any sound equipment will be confiscated. Police, boat rental companies and harbour masters in the entire province will be notified, so the problem does not occur again somewhere else. Civilian Watch on the water If the police receives a report of a missing person or a stolen vessel, a Civilian Watch call is initiated. The participants of Civilian Watch receive a message through their (mobile) phones. This increases the chances of tracking down the missing person or suspect. Do you want to help? Please register at www.burgernet.nl. Do not drink and boat It is holiday. That deserves a drink, but if you are sailing you just don t drink. You wouldn t even consider driving your car after a drink, would you? The permitted blood alcohol level for skippers is 0.05 percent, the same as drivers on the road. The measure applies to professional skippers as well as pleasure boat sailors. The police regularly performs alcohol checks on the Frisian waters during the summer season. Further information can be found on www.politie.nl or follow us on twitter: @toezichttewater. Works on the Van Harinxmakanaal From 2017 it will be all smooth sailing on the Van Harinxma Canal. But not yet, because we are still working hard on bridges and aqueducts. Two of these have been completed by this time: the Margaretha Zelle aqueduct over the western entry road to Leeuwarden and the Richard Hageman aqueduct at Ritsumasyl. There will soon be no more waiting at the Drachtsterbrug bridge near Leeuwarden. It will be replaced by an aqueduct. This will be completed in the spring of 2016. There will be a new Stationsbrug in Franeker. The vertical clearance as well as the width will be increased. The construction starts in June 2015. In Harlingen there will be a new aqueduct in addition to the Koningsbrug bridge. Construction starts in September 2015. The last one up is the bridge at Dronryp. This will be overhauled in 2016. 2 Angling and swimming Elts mei graach ris fiskje (Everybody likes to fish occasionally) Fishing in Fryslân Fryslân is the most ideal province for angling. Whether you are a purposeful specialist, a competitive angler or an offshore angler, or have angling purely as a hobby - with over 17,000 hectares of fishing water, Fryslân offers ample space for every angling discipline. Naturally, angling is also bound by rules. A permit is at all times required. If you hold a VISpas fishing permit, or a JeugdVISpas fishing permit for youngsters, you will probably comply with the terms and conditions of most fishing waters. A restricted fishing licence (kleine VISpas) puts certain restrictions to the number of rods and the bait to be used, as well as to the fishing spots and the number of fish you are allowed to catch. Should you only want to go fishing for a short period, for instance because you are enjoying your well-earned holiday in Fryslân, then you can purchase a weekly permit. These are available from local tourist offices and angling stores in Fryslân at around 10 euros. Fishing is even more fun with the Visplanner (Fishing planner) app. It provides you with the finest angling spots and facilities near you. And do you want to know what fish you have just caught? The Vissengids (Fish Guide) app will provide the answer. Safe swimming in open water In summer, there is a lot of swimming in the Frisian water. For your safety and health, it is wise to swim in swimming water officially designated by the province. As of the swimming season in 2014, the Frisian Environment Implementation Service (Friese Uitvoeringsdienst Milieu en Omgeving (FUMO)) will monitor the safety and quality of the designated swimming waters. This takes place in close collaboration with the water managers and the guardians of the swimming locations. On page 22 we have made an overview of the swimming areas in Fryslân and the facilities present. Safety The designated swimming areas are inspected for safety and water quality. Swimming in open water is at your own risk at all times. There may be things like broken glass, debris or other obstacles on the bottom. Currents and passing ships may also cause danger. Always regard your own safety. You can do this by: checking the water quality at www.zwemwater.nl or teletext page 725; calling the swimming water hotline beforehand (+31 (0)58-292 56 50); not going swimming alone; not diving in murky or shallow water; ingesting as little water as possible; not leaving any waste; respecting the rules and regulations; paying attention to the information on the public signs near swimming locations. Warning, negative swimming advice or swimming ban During the swimming season (from May to October) the district water boards or Rijkswaterstaat take samples of the water at least once a month. These samples are tested for presence of pathogenic bacteria. Usually, the Frisian swimming water is good. But if something is wrong, we will issue a warning. In serious cases we will issue a negative swimming advice or pose a swimming ban. If you develop certain symptoms after swimming in open water, please get in touch with a GP or the Area Health Authority (+31 (0)88-22 99 222) and report it on the swimming water hotline. Botulism During a hot summer, there is an (increased) risk of botulism. Botulism is poisoning that kills mostly water birds and fish. Should you see (many) fish and/or water birds floating in the water, please report this to the district water board through the environmental emergency hotline +31 (0)58-212 24 22. Blue-green algae Algae and seaweed naturally occur in the water and usually do not form any risk. But sometimes the blue-green or clear-green floating layers are toxic. Swimming in areas where these floating layers occur is strongly discouraged. Poisoning by blue-green algae will cause symptoms like headache, gastrointestinal symptoms, skin rash, earache, eye irritations or swollen lips. Swimmer s rash Swimmer s rash is caused by the larvae of a parasite. The larvae usually live on water birds, but may also transfer to human skin. When they come into contact with your skin, you will get red itchy bumps, which usually disappear after a couple of days. 3 Het Frisian Lake project Hospitable and attractive The Frisian Lakes project is working hard for water sports in Fryslân! This has led to fine results. Thanks to new facilities around seventeen watersports towns have become more hospitable and attractive. All the more reason to not only enjoy Fryslân on land as well as from the water. Boat tourists who bring their bicycles can enjoy the new recreational cycle path between Leeuwarden and Sneek. Dredging the sailing routes has deepened the sailing routes and made them easier to navigate. Fryslân is now better accessible from the IJssel Lake through the locks in Stavoren and Workum. All of the work is done with attention to and respect for nature. The little island of Trijntje Pôlle on the northside of the Snitser Mar has been restored to its former glory. The island recently disappeared in the high waves. On the side of Terherne, a small island called Eva has been created. There was already a small island called Adam. In the coming months, the Frisian Lakes project will be focusing on the reopening of the Polderhoofdkanaal, deepening the Langwarder Wielen and the restructuring of the Potskar area. In the Frisian Lakes project, the province of Fryslân works together with the local municipal authorities, Wetterskip Fryslân (water board), Recreatieschap De Marrekrite (recreational amenities board), as well as professional organisations and conservationists. Six wonderful boating routes Eleven Cities boating route: it s on! Since 2013, the Eleven Cities skating route has become entirely accessible by boat. Recreational craft with 1.30 m draught and headroom of up to 2.40 m are able to follow (the larger part of) this well-known skating route. Please note: the route is quite narrow in some places and you may have to wait for oncoming traffic on some stretches. the Chameleon Village in Terherne and step into the world of Hielke and Sietse Klinkhamer with their well-known boat, the Chameleon! Middelsee route: splendid history Between Leeuwarden and Sneek you will pass a grand landscape with many terps and occasionally interrupted by dikes. The historic Middelseerûte winds its way through the old salt marsh area of the former Middelsee. Lits-Lauwersmeer route: surrounded by nature Vast, picturesque and quiet all around. Uniquely situated between two National Parks with the Friese Wouden at the centre, where old villages and natural beauty alternate. The area is a Mecca for bird spotters. Standing Mast route: the beauty of central Fryslân From the liveliness of the city of Leeuwarden travelling south. To the tranquillity of pastures and small villages and back again. Even large yachts can now avoid the busy Prinses Margriet canal by taking the Standing Mast route. Peat route: the other face of Fryslân Unexpectedly beautiful, the southeastern part of the province, with forest areas, former fen communities and heath. The Peat route links this area to the western part of Drenthe and the northern part of Overijssel. En route, you will pass four beautiful National Parks. Woudaap route: bring the kids along Go by motorboat or sailboat and discover the most fun-filled water sports villages, but remember to bring the whole family. Set course for 26 27

The Sound of silence Electric boating is clean and quiet. Enjoy the natural sound of silence and the open space of the Frisian lakes. All this makes electric boating a very special experience. Guinea pig As the most popular water sports province in the Netherlands, Fryslân serves as the logical guinea pig for electric boating. A rather large number of companies invest in the innovation and development of electric boating. Also, the Frisian yacht building industry gets support by way of training, standardisation and certification in the field of electrical propulsion of ships. The Foundation for Electric Sailing in Fryslân (Stichting Elektrysk Farre Fryslân, SEFF) plays an important part here. Electric-only-sailing routes You can find a truly Frisian experience on the electric-only-sailing routes. These are sailing routes especially for electric boats. Here, water sports enthusiasts can enjoy nature in peace. Charging stations For the exact locations, go to www.seff.nu. The electric-only-sailing route Heeg Oudega Heeg will be complete before the summer of 2015. After this same summer the construction of an electric sailing route between the Grutte Wielen and the Swemmer will start. This route will be called Bûtenfjild. Grant The Frisian Lakes project is making grants available for electric charging points. There are no more grants available for the purchase of an electric boat or the rebuild into electric propulsion. The limit for this has been reached. Nice and clean, Frisian fresh There is nothing better than taking a refreshing dive on a warm summer day. If we want to keep on doing these pleasant things in the future, all of us are responsible for ensuring that the surface water remains clean. As a water sports enthusiast, you can make your own contribution by simply keeping your toilet water on board until you reach a dedicated collection point. Fryslân has over 100 waste water stations for this. Furthermore, you may encounter the Waste Water Boat (Vuilwaterboot) on the Frisian waters from June to September. This boat has an installation on board that can empty the toilet water tanks of leisure boats on the spot. This was a roaring success in the summer of 2014. The boat s crew emptied over 7,000 litres of toilet water and received a great deal of positive response. Do you want to know the exact location of the Waste Water Boat?
