Canada Customs emanifest Program Q & A What is emanifest? emanifest is a Canada Border Services Agency (CBSA) initiative to ensure Canada Border processes are secure and compatible with North American and International Standards. This applies to all imports into Canada and any goods moving in-transit through Canada or the US: Traffic being imported to Canada such as US to CAN (I1), MX to CAN (I2), in transit through Canada (T2), and exiting CAN such as US-CAN-OCEAN (T3). Primarily northbound traffic being manifested to Canadian Customs (a 309 is being sent). Any traffic moving in-transit through Canada or the US. Who is responsible to enter the information on the waybill? The Shipper (the EDI/SI sender) is responsible to provide 3 new requirements 1. Full civic address. 2. Postal code or ZIP code *Zip codes not required for Mexico or overseas parties to the waybill. Acceptable postal/zip code formats are: Postal Zip Code Code ANANAN 99999 ANA NAN 999999999 ANA-NAN 99999-9999 99999 9999 KEY: A = Alpha character N = Numeric 3. Country of Origin is required for shipments originating overseas. EDI translates this to the Country Code. How is the information provided on the CN website Shipping Instruction tool? Update Party to the Shipment in order to add new Customers in your picklists. The address must include, civic address, city, province/state, country and postal/zip. What parties require an address on the bill of lading? All parties identified on the waybill must have a full civic address, postal code or zip code and country of origin, as cited above. If customers are asking what address they should use, inform them the information they submit is the information sent to Canadian Customs and is considered to be legal information. If the customer is unsure of the address, advise them to contact their client (consignee) to determine the correct information for their location to be used. What happens when Customer submitted billing is non compliant? Any billing (EDI 404 s or Shipping Instructions) that do not have the required information in the EDI billing will be voided and an auto response message will be sent to the sender advising of the billing error. (This will prevent the release or in gate of traffic.) Customers will be required to correct and resubmit their billing. When is the CBSA enforcement date for emanifest? CBSA has advised that emanifest pre arrival cargo and data requirements are mandatory for all rail carriers with full enforcement beginning July 10, 2015. CN will be implementing emanifest programming and edits on June 29, 2015, in order to be compliant prior to July 10 th. Any rail traffic held at the border or inland due to non-compliance will be issued hold and switch charges. CN is requesting all Shippers to provide the new upcoming regulatory requirements in advance so that we can assist customers prior to compliance date. CN is requesting customers to be compliant by June 29, 2015.

Requests to change Cargo Control Number (CCN), Movement Type or CSA Under emanifest, the Cargo Control Number (CCN) or Movement Type (import, in bond, in transit) cannot be changed, unless the party requesting the change (shipper/importer) presents the request in person to CBSA. As per CBSA guidelines, the original CCN as well as the CBSA s Highway and Rail Cargo and Conveyance Post-Arrival Manual Correction Request Form, (Appendix C) must be presented to CBSA in person. If a CSA shipment is not declared as CSA upon arrival into Canada, the importer of record can either have a broker file on the cargo or present the Highway and Rail Cargo and Conveyance Post-Arrival Manual Correction Request Form, (Appendix C), in person to CBSA. If the importer chooses to present the changes to CBSA, CN will require proof of the goods released by CBSA from the customer in order to release the cargo from CN s possession. If a shipment is declared as CSA upon arrival in error, the importer of record is responsible to update the reporting to CBSA. CN will not and cannot act on behalf of the shipper, importer of record, or consignee to present these changes to CBSA. Questions?
