Certification and Recertification Requirements for 2015 (Effective July 1, 2014) Florida State Referee Association Standards Where provided, U.S. Soccer expects Florida State Referees, Inc. to establish requirements that best support the needs of the local competitions and the referees servicing them. This means that State Referee Associations are expected to work collaboratively with State Association(s) FSSA/FYSA leaders and local competition authorities. Specific to requirements associated with grade, this includes: Minimum age Previous game and grade experience Additional assessment requirements for Grade 07 and 06 State Referees Florida State Referees, Inc. is also empowered by U.S. Soccer to establish fitness, assessment and training standards outside the parameters of grade. Although independent of grade, these standards should be advanced when compared to the existing grade requirements. These advanced standards should be specific to the needs of local competitions or specific to participation in Florida State level development programs. Fitness standards are required for specific Florida State level competitions, they should be conducted in accordance with the FIFA. U.S. Soccer recommends that Florida State Referees, Inc. use the established standards but the required time intervals can be adjusted if needed. Assessment standards are required, they should be conducted in accordance with the current guidelines specific to formal assessments. Florida State Referees, Inc. is also able and encouraged to utilize the following: Development and guidance evaluations Scouting and identification Mentoring Additional training standards can include, but are not limited to attending: Clinics Workshops Tournaments or other competitions For national competitions looking to establish requirements specific to assignment, U.S. Soccer can assist in the formation and communication of these standards. Again, these additional standards can be instituted by Florida State Referees, Inc. outside the scope of grade requirements and are intended to promote the development of referees and support the needs of local, State, Regional and National competitions.

Grade 8 Certification and Recertification Requirements (Effective July 1, 2014) Grade 8 Referee The purpose of the Grade 8 Referee Course is to prepare officials for the competitive youth game. Based on the level of training provided, U.S. Soccer recommends that these officials be assigned accordingly to best service the game. Age No None None Complete the Grade 08 Referee Course* Pass the Grade 8 Referee Test** Not Applicable*** Not Applicable*** Complete the online Grade 08 Referee Re-Cert Course*** Pass the online Grade 08 Referee Re-Cert Test** Not Applicable Not Applicable *All training requirements can be completed online and/or in the classroom setting. The training includes the completion of all online training materials for the Grade 8 Referee Course ** All training requirements can be completed online and/or in the classroom setting. The passing test score is 80% for all testing requirements. ***All Re-Cert training requirements must be completed online.

Grade 07 Certification and Recertification Requirements (Effective July 1, 2014) Grade 7 Referee The purpose of the Grade 7 Referee Course is to prepare officials for the amateur adult game. Based on the level of training provided, U.S. Soccer recommends that these officials be assigned accordingly to best service the game. Age 17 75 Youth Games One (1) year as Grade 08 Referee Complete the Grade 7 Referee Course* Pass the State Referee Test** Minimum of 1 completed Assessment Complete the Re-Cert Referee Course* Pass the State Referee Test** Minimum of 1 completed Assessment*** *All training requirements can be completed online and/or in the classroom setting. There is a Seven (7) hours Intermediate Course associated with either requirement. Passing grade for this test is 80%. **All training requirements can be completed online and/or in the classroom setting. There is a Five (5) hours associated with either requirement. All training includes the completion of all online training materials for the Grade 07 & 06 Referee Re-Cert Course with the passing test score is 75% ***Minimum of one (1) passing assessments that meet the sufficient test criteria (from affiliated Games with 45-minute halves) completed by a 07 or higher Assessors, and these referee assessments must be Game officiated in Florida.

Grade 6 Certification and Recertification Requirements (Effective July 1, 2014) Grade 6 State Referee The purpose of the Grade 6 State Referee Course is to prepare officials for the most competitive matches within the State of Florida and Region. Based on the level of training provided, U.S. Soccer recommends that these officials be assigned accordingly to best service the game. Age 18 100 Youth Games 10 Adult Game One (1) year as Grade 07 Referee Complete the Grade 06 State Referee Course* Pass the Grade 06 State Referee Test** Minimum of two (2) Referee and one (1) AR assessments completed by 2 State/National Assessors*** Complete the Grade 06 Re-Cert Referee Course Pass the Grade 06 State Referee Test** Minimum of two (2) Referee and one (1) AR assessments completed by 2 State/National Assessors**** *All training requirements can be completed online and/or in the classroom setting. There is a 18 hours State Course associated with either requirement. **The passing test score is 80% and all testing requirements can be completed online and/or in the classroom setting. ***Minimum of two (2) passing referee assessments and one (1) AR assessment that meet the sufficient test criteria (from affiliated Adult Games with a 45-minute halves) completed by two different State or National Assessors, All referee assessments must be from an Adult Game in Florida. ****Minimum of two (2) passing referee assessments and one (1) AR assessment that meet the sufficient test criteria (from affiliated Adult Division 2 or higher Games with a 45-minute halves) completed by two different State or National Assessors, All referee assessments must be from an Adult Division 2 or higher, these referee assessments must be Game officiated in Florida.

Florida Referee Program (Effective July 1, 2014) Sprint Test Administration Participants run six (6) consecutive 40 meter sprints (Maximum of 6.60 seconds )followed by a recovery period after each sprint (while walking back to the start line) Dynamic start with the front foot on a line that is 1.5 meters away from the electronic timing gates at the starting position If a participant falls or trips, they are allowed one (1) another attempt at that specific sprint If a participant fails one (1) sprint out of the six, they are given one (1) more attempt immediately after the sixth (6) sprint If a participant fails two sprints, they fail the test, the testing is over Interval Test Participants run a total of ten consecutive laps A lap consists of two 150 meter runs with two 50 meter recovery walks 1. Starts with running 150 meters in the prescribed time (Maximum of 35 seconds) 2. Followed by walking 50 meters in the prescribed time (Maximum of 40 seconds) 3. This process is repeated to complete one lap Walking area is marked by cones 3 meters on each side of the 150 meter marks If a participant fails to reach the walking area in the prescribed time, they are issued a warning If a participant fails to reach the walking area for a second time, they fail the test, the testing is over Sprint Test Maximum of 6.60 seconds per sprint Florida State Referee Standards Interval Test Maximum of 35 seconds for the 150 meter run Maximum of 40 seconds for the 50 meter walk
