TEXAS TECH UNIVERSITY Electrical Engineering Building Emergency Actin Plan May 2008 General: The purpse f this plan is t assist in mving emplyees and/r visitrs within the Texas Tech University (TTU) Electrical Engineering building t a safe lcatin in the case f an emergency. This plan als serves t prvide infrmatin fr emplyees, students, visitrs and first respnder persnnel t facilitate a rapid and efficient respnse t varius types f emergency situatins which may arise in r arund the Electrical Engineering building. Sme examples f serius hazards which might create an emergency include, but are nt limited t: Fire Bmb Threat Fld Trnad Active Shter/Armed Subject Electrical Engineering Building: The TTU Electrical Engineering building is lcated in the Engineering key f the TTU campus. The building is brdered n the Nrth by the Engineering center; n the East by Bstn Avenue; n the Suth by the Discvery Mall and n the West by the R04 parking lt and Cantn Avenue.

Cantn Avenue Bstn Avenue Engineering Center R04 Discvery Mall The building is classified as an educatin and research use building. The building cnsists f tw stries abve grund level and a basement belw grund level. The Texas Tech Plice Department (TTPD) has primary respnsibility fr respnse t public safety issues in and arund the building. Fire, hazardus material respnse, and emergency search and rescue services are prvided by the City f Lubbck Fire Department. The building has a fire alarm system. There is n public address capability in the building. Utilities fr the building are managed and maintained thrugh Texas Tech University Building Maintenance and Utilities, a divisin f the Texas Tech University Physical Plant. Pwer fr the building is prvided by Lubbck Pwer and Light. The majrity f the building is dependent n cmmercial pwer nly.

The building ppulatin is made up f faculty, staff, students, and visitrs. The building ppulatin is generally highest during the hurs f 8:00 a.m. t 5:00 p.m. Mnday thrugh Friday. Areas: Each area within the Electrical Engineering building shall ensure their emplyees have been fully infrmed f this plan, participate in drills, pst any required dcumentatin and assign Emergency Actin Crdinatrs (EAC)s. The fllwing areas currently ccupy the Electrical Engineering building: Department f Electrical and Cmputer Engineering Engineering Technlgy Lab Prgram fr Semicnductr and Prduct Engineering (PSPE) and Advanced Electrnic Systems Engineering (AESE) Lab. Center fr Pulsed Pwer and Pwer Electrnics. Cmputer Visin and Image Analysis Lab. Micrwave Lab. Neurimaging, Cgnitin, and Engineering Lab. FIRST and GEAR Rbtics Lab. Cmputer Visin and Image Prcessing. In additin t thse areas listed abve, the fllwing areas may rutinely ccupy the Electrical Engineering building utside f nrmal business hurs: TTU Custdial Services TTU Building Maintenance, Cnstructin and Utilities Varius TTU academic departments Building Emergency Manager: Miguel Hinjsa (806-742-3533 r miguel.hinjsa@ttu.edu) is t serve as the Building Emergency Manager (BEM) fr the Electrical Engineering building. The BEM is expected t nrmally be available upn shrt ntice during what are cnsidered t be nrmal wrk hurs fr the Electrical Engineering building (typically, 8:00 a.m. t 5:00 p.m. Mnday thrugh Friday with the exceptin f hlidays). If the BEM anticipates that he/she will be unavailable during these hurs, he/she shuld ntify the backup BEM. The first backup t the primary BEM is Brian Nutter (806-742-3533 r brian.nutter@ttu.edu) The secnd backup t the primary BEM is Tm Heisey (8067423533 r tm.heisey@ttu.edu) Outside f what are cnsidered nrmal business hurs the peple identified belw will assume the rle f BEM and EAC fr their respective areas: TTU Custdial Services The Senir Custdian r Senir Lead Custdian assigned t the Electrical Engineering building TTU Building Maintenance, Cnstructin and Utilities Emergency Maintenance Desk Dean s Office Dr. Richard Gale (806)742-3451

In the event that nne f the designated BEM s are available the TTPD (9-9-1-1 r 806-742-3931) will crdinate the emergency actin respnse. Building Emergency Manager (BEM) Respnsibilities: Develp an Emergency Actin Plan fr his/her building Assign persnnel t perfrm varius evacuatin/sheltering functins Maintain an up t date cpy f the Emergency Actin Plan Train building ccupants n the Emergency Actin Plan Cnduct peridic evacuatin/sheltering drills Revise the Emergency Actin Plan as necessary Crdinate the assignment and training f Emergency Actin Crdinatrs Mnitr a NOAA and Emergency Alert System radi Emergency Actin Crdinatr (EAC) Respnsibilities: Cmplete ICS 700 training Natinal Incident Management System (NIMS), an Intrductin Cmplete CPR and AED training and maintain a current certificate. Recruiting an individual frm yur area t fulfill this respnsibility is an ptin. If prvided by yur department, mnitr a NOAA and Emergency Alert System radi. Fr Custdial Services the mnitring will be dne by the Custdial Services Radi Dispatcher (806-742-9777) Fr Building Maintenance, Cnstructin and Utilities (806-742-3328) Maintain a rster f individuals in yur area which includes cntact infrmatin t be used in the event f an emergency r crisis. Fr Custdial Services the rster will be maintained by the Custdial Services Radi Dispatcher (806-742-9777) Fr Building Maintenance, Cnstructin and Utilities (806-742-3328) During an emergency r crisis accunt fr all individuals in yur area. Reprt the status t the Building Emergency Manager. Make certain yu knw the lcatin f the nearest fire alarm pull statin(s). If yu see smke, d nt hesitate t pull the alarm. When the fire alarm sunds, quickly instruct persns in yur area that this culd be a dangerus situatin and insist that they all calmly exit the building using the stairwells. Make certain that yu are familiar with the emergency egress paths. Upn activatin f the building alarm, designated staff members are respnsible fr ensuring that ccupants with special evacuatin needs are aware f the alarm cnditin and respnd t their designated area f rescue. As the EAC yu are respnsible fr assigning persnnel t perfrm this functin. If yu have any emplyees, visitrs r students in yur area wh might nt be able t evacuate quickly, plans must be made in advance. Unless imminent life-threatening cnditins exist in the immediate area ccupied by a nn-ambulatry r disabled persn, relcatin f the individual shuld be limited t an area f rescue n the same flr, in clse prximity t an evacuatin stairwell. Transprting f nn-ambulatry r disabled individuals up r dwn stairwells shuld be avided until the fire department (r ther apprpriately equipped first respnder) has arrived. Yu need t ntify the firemen (r ther first respnders) immediately f the persn's lcatin. Befre yu evacuate the building, if it des nt put yu in jepardy, quickly walk thrugh yur area t check t see that everyne has left. Faculty Respnsibilities: Faculty members wh teach evening classes r have ther activities utside f what are cnsidered t be nrmal wrking hurs fr the building will have t serve as their wn EAC and shuld have this plan readily available.

Faculty members are respnsible fr: Ntifying their EAC f students wh require evacuatin assistance. Ensuring that students wh require evacuatin assistance reprt t their designated area f rescue. Pinting ut their building evacuatin rutes and emergency prcedures t students at the beginning f each semester. EVACUATION In the event f an emergency that requires evacuatin f the building (such as a fire, significant txic gas release, explsin, etc.), first: Rescue: Try t rescue any persnnel in immediate danger if it des nt put yu in imminent danger. Alarm: Activate the building fire alarm (by pulling a fire alarm pull statin) and/r call 9-9-1-1 r 9-1-1. All f the fire alarm pull statins are labeled. If yu talk with a 911 peratr, state yur name, address, and nature f the prblem. Speak slwly and clearly. Wait fr the dispatcher t hang up befre yu hang up. Cnfine: Clse all drs, windws, and ther penings that wuld aid in the spread f fire r txic fumes. Evacuate: Evacuate the building. When evacuating the building, leave by the nearest staircase. DO NOT use the elevatrs unless under plice r fire department supervisin. Flr plans are psted at varius areas arund the building fr rute f quickest egress. Assemble at yur Designated Outdr Safe Meet Area (DOSMA) fr a head cunt cnducted by yur EAC. The DOSMA areas are indicated n Attachment A. The EAC shuld quickly identify any individuals whm they suspect might still be in the building and immediately alert the BEM wh will ntify the Incident Cmmander (The BEM shuld als make sure that the TTPD and the Texas Tech Fire Safety persnnel present at the cmmand pst are made aware f this infrmatin). Persns With Disabilities - If an ccupant with a disability is unable t exit the building unassisted, the EAC must ntify the emergency respnse persnnel f the persn's lcatin. Transprting f disabled individuals up r dwn stairwells shuld be avided until emergency respnse persnnel have arrived. Unless imminent life-threatening cnditins exist in the immediate area ccupied by a nn-ambulatry r disabled persn, relcatin f the individual shuld be limited t an area f rescue n the same flr, in clse prximity t an evacuatin stairwell. Fire: In the event that a fire is detected r suspected, all ccupants f the building shuld immediately evacuate. Even if ne strngly believes the alarm might be false, Texas Tech and the fire department assume that every event is real. If the fire alarm has nt sunded, the nearest fire alarm pull statin shuld be activated Lubbck Fire Department (LFD) Respnse: The LFD will nrmally stage the respnding fire apparatus n the streets brdering the Electrical Engineering Building. The BEM and EACs shall ensure that all f their persnnel are safely utside the parameters f the emergency respnse peratinal areas. In mst cases this will be yur DOSMA.

These streets include Bstn Avenue t the East; Discvery mall t the Suth, and Cantn Avenue and R-04 parking lt t the West. The LFD respnse will include an Incident Cmmander and an incident cmmand vehicle (usually an SUV type vehicle). The vehicle can be identified by the markings f Cmmand n the sides f the vehicle and by a small green light atp the vehicle. The Incident Cmmander can nrmally be lcated in r near the incident cmmand vehicle. The Incident Cmmander is in charge f all aspects f the incident respnse. The designated BEM will wrk in clse crdinatin with the Incident Cmmander and shuld be readily available t assist the Incident Cmmander at all times, if needed. Bmb Threat: All bmb threats shuld be taken seriusly and staff members shuld be familiar with the recmmended prcedures fr handling and prcessing a bmb threat that is called int their ffice: Remain calm Keep caller n the phne Write dwn the time f the call Obtain as much infrmatin as pssible Cmplete a Bmb Threat Checklist (See Attachment B ) D yur best t btain at least: Device Lcatin Type f Device Detnatin Time Ntify Authrities Immediately Attachment B cntains the Bmb Threat Questinnaire (BTQ). Cpies f the BTQ shuld be readily available at all primary telephne answering pints. In the event that a bmb threat has been received and the Texas Tech Plice r ther public safety fficial has cntacted the BEM and ntified them that evacuatin f the building is necessary, the BEM will either; r r Direct that the fire alarm be activated Request activatin f the TTU Alert emergency ntificatin system fr the Administratin Building Otherwise ntify the EACs t initiate an evacuatin f the building. Once an evacuatin rder has been issued, all ccupants f the building must evacuate immediately. Unless directed therwise yu shuld evacuate and reprt t yur DOSMA. At their discretin, public safety emergency respnders may request that yu mve further away frm the building. Fld:

The mst likely cause f flding in the building wuld be frm ruptured water pipes r frm the clgging f the drainage system in basement area. In the event that flding is detected, cmplete r partial evacuatin f the building shuld be accmplished by fllwing the evacuatin instructins f the BEM and the EAC s. Trnad: Sheltering If a trnad warning is fficially issued fr Lubbck Cunty the BEM will immediately advise building ccupants t take shelter. The preferred lcatin is the basement. Warnings: The need t shelter in the event f a trnadic strm threatening TTU may be received via ne r mre f the fllwing means: Texas Tech utdr trnad warning sirens. The clsest nes t the Electrical Engineering Building are situated atp the Industrial Engineering and Chemistry Buildings. If practical, the TTPD will augment the utdr trnad sirens thrugh the use f the HI-LO siren tne and the public address systems n TTPD vehicles. The TTU Alert emergency ntificatin system NOAA weather radi (The Specific Area Message Encder (SAME) fr Lubbck Cunty is 048303 Emergency Alert System (EAS) Radi Lcal media utlets (TV, Radi) C-ccupants f the building Safe Sheltering: The Electrical Engineering building has basement space underneath the Nrth wing f the building. This area will prvide the safest shelter shuld the building take a direct hit by a trnad. The designated trnad safe sheltering area is indicated by GREEN shading n the building flr plans. The basement can be accessed nly via the stairways labeled with GREEN ARROWS n Attachments C-1 thrugh C-4. Active Shter/Armed Subject: If yu witness any armed individual n campus at any time r if an individual is acting in a hstile r belligerent manner, immediately cntact Texas Tech Plice at 9-9-1-1 r 9-1-1. If the armed subject is utside the building: Turn ff all the lights and clse and lck all windws and drs. If yu can d s safely, get all ccupants n the flr and ut f the line f fire. Mve t a cre area f the building if safe t d s and remain there until an all clear instructin is given by an authrized vice.

If yu d nt trust the vice that is giving the instructin, yu shuld nt change yur status. Unknwn r unfamiliar vices that cannt be verified as being that f a trusted fficial may be misleading and designed t give false assurances. If the armed subject is inside the building: If it is pssible t flee the area safely and avid danger, d s. Cntact Texas Tech Plice at 9-9-1-1 r 9-1-1 with yur lcatin if pssible. If flight is impssible, lck all drs and secure yurself in yur space. Get dwn n the flr r under a desk and remain silent. If yu have students r visitrs in yur ffice/area get them n the flr and ut f the line f fire. Wait fr the all clear instructin frm the Texas Tech Plice. If the armed subject cmes int yur ffice r classrm: There is n ne prcedure that we can recmmend in this situatin. Attempt t get the wrd ut t ther staff if pssible and call the Texas Tech Plice at 9-9-1-1 r 9-1-1 if that seems practical. Use cmmn sense. If hiding r fleeing is impssible, attempt t negtiate with the individual(s). Attempting t verpwer the armed subject with frce is a last resrt that shuld nly be initiated in the mst extreme circumstances and nly when yu feel yu have n ther ptin. Remember, there may be mre than ne active armed subject. Wait fr the all clear instructin frm the Texas Tech Plice. Be careful nt t make any changes in the scene f the incident since law enfrcement authrities will be cnducting an investigatin f the area later. In case yu must flee, d nt g t yur DOSMA. Get as far away frm the shting scene as practical and cntact authrities. Additinal strategies that may prve t be helpful in negtiatins with an active shter/armed subject are cntained in Attachment D Safety Prtcl: Disruptive Individuals and at http://www.depts.ttu.edu/ttpd/cp_tips.php#activeshter. Sheltering In Place: "Shelter-in-place" means selecting an interir rm r rms within the building, r nes with n r few windws, and taking refuge there until given frmal instructin that it is safe t leave. In any emergency, ur lcal authrities may r may nt immediately be able t prvide infrmatin n what is happening and what yu shuld d. In these instances yu must use available infrmatin t assess the situatin. If yu see large amunts f debris in the air, r if lcal authrities say the air is badly cntaminated, yu may want t "shelter-in-place." Chemical, bilgical, r radilgical cntaminants may be released int the envirnment in such quantity and/r prximity t the Electrical Engineering building that may dictate that it is safer t

remain in the building rather than t evacuate. Such releases may be either accidental r intentinal. If yu shuld need t shelter in place, write dwn the names f everyne in the rm, call yur BEM and reprt wh is in the rm with yu, and their affiliatin with TTU (faculty, staff, student, r visitr,). Unless there is an imminent threat, ask emplyees and visitrs in yur rm t call their emergency cntact (e.g. designated family member) t let them knw where they are and that they are safe. Yu shuld watch TV, listen t the radi, r check the Internet ften fr infrmatin r fficial instructins as it becmes available. If yu are specifically tld t evacuate r seek medical treatment, d s immediately. Cntinue t listen t the radi, watch televisin, r use the Internet fr further instructins until yu are tld all is safe r t evacuate. Scial Distancing, Self Shielding and Snw Days : Shuld the threat f a pandemic and/r ther infectius disease threaten TTU, we may institute emergency actins prcedures fr scial distancing, self-shielding, r implementatin f snw days. The need fr scial distancing will nrmally be knwn well in advance and will allw sme time t prepare. Yur area administratrs and yur EAC s will prvide yu with specific instructins during times when scial distancing is required. Simple definitins f these terms are: Scial Distancing: Refers t measures such as enfrcement f the three (3) ft persnal space rule r the pstpnement f special events r classes t decrease the frequency f cntact amng peple in rder t mitigate the spread f cmmunicable diseases. Self Shielding: Self-impsed exclusin frm infected persns r thse perceived t be infected. Snw Days: A frm f temprary clsure where everyne is asked t stay at hme. Medical Emergencies Emergency Medical Services as a general rule are prvided by University Medical Center Emergency Medical Services (EMS). EMS shuld be summned by dialing 9-9-1-1 r 9-1-1. All Emergency Actin Crdinatrs (r in the case f Custdial Services all Custdial Services Supervisrs) shuld be trained and certified in CPR and AED. AED s Texas Tech has an AED actin plan which carries the designatin f HeartFirst. There are tw AED s available fr use in the Electrical Engineering Building. Their lcatins are designated n the building flr plans (Attachments C-1 thrugh C-4 ) with a RED STAR. Attachment E is a list f ur building staff members trained in the use f the AED s.
