specifications, parts lists, calendars, day-timers, notes or records of meetings, notices, purchase orders, bills, ledgers, checks, tabulations, questionnaires, surveys, drawings, sketches, schematics, blueprints, flow sheets, working papers, charts, graphs, indices, tapes, agreements, releases, appraisals, valuations, estimates, opinions, financial statements, accounting records, income statements, photographs, films or videotapes, back-up tapes, minutes, contracts, leases, invoices, records of purchase or sale, correspondence, electronic or other transcription or tapings of or notes pertaining to telephone or personal conversations or conferences, tape recordings, electromagnetic recordings, voice mail message or transcriptions thereof, interoffice communications of all types, e-mail messages, printouts of e-mail messages, instant messages or printouts thereof, microfilms, electronic databases, CDs, DVDs, videotapes or cassettes, films, movies, computer printouts and any and all other written, printed, typed, punched, engraved, taped, filmed, recorded (electronically or otherwise), labeled, or graphic matter, of whatever description, however produced or reproduced (including computer-stored or generated data, together with instructions or programs necessary to search and retrieve such data), and shall include all attachments to (including tangible things) and enclosures with (including tangible things) any requested item, to which they are attached or with which they are enclosed, and each draft thereof. A draft of a non-identical copy is a separate document within the meaning of this term. An electronic copy of a paper document is a separate document within the meaning of this term. C. Pursuant to TEx. R. Civ. P. 196.4, Cities specifically request that any electronic or magnetic data (which is included in the definition of `document') that is responsive to a request herein be produced on CD-Rom in a format that is compatible with Microsoft Office and/or Word Perfect and be produced with your response to these requests. Cities further request that WETT produce electronic copies of all paper documents, including any metadata attached to such documents, and produce all electronic originals or all responsive documents. D. The terms `and' and `or' shall be construed both disjunctively and conjunctively as necessary to make the request inclusive rather than exclusive. E. `Each' shall be construed to include the word `every' and `every' shall be construed to include the word `each.' `any.' F. `Any' shall be construed to include `all' and `all' shall be construed to include G. The term `concerning,' or one of its inflections, includes the following meanings: relating to; referring to; pertaining to; regarding; discussing; mentioning; containing; reflecting; evidencing; describing; showing; identifying; providing; disproving; consisting of; supporting; contradicting; in any way legally, logically or factually connected with the matter to which the term refers; or having a tendency to prove or disprove the matter to which the term refers. Please provide copies of the referenced workpapers related to transmission line maintenance expense, including all electronic spreadsheets with formulas intact. b. Please provide the amount of "emergency restoration services" for transmission line maintenance expense by month by FERC account incurred during the test year and the proforma amount after the proposed known and measurable adjustments. c. Please provide the proforma adjustment to "emergency restoration services" expenses. Please provide the workpapers, including all electronic spreadsheets with formulas intact. d. Please define "emergency restoration services," including what types of services and related costs are included. Cities 2-2. Please refer to WP II-E-2.1 related to property taxes. On WP II-E-2.1 lines 1-8, the Company reconciled the per books plant in service to the total assessed valuation as of January 1, 2015, and on lines 13-16, the Company applied an average tax rate to the total assessed valuation. Please provide the calculation of the 2014 property taxes, including a similar reconciliation of the per books plant in service and CWIP to the total assessed valuation as of January 1, 2014 and the tax rate(s) that was (were) applied. Please provide additional detail by separately reconciling the per books plant in service and CWIP to the total assessed valuation plant in service and CWIP if different valuation percentages and/or tax rates were applied to plant in service and CWIP. Cities 2-3. Please refer to Schedule V-K-2 which shows total affiliate costs as well as the Direct Testimony of Mr. Steve Machicek at page 10, lines 2-8. a. Please reconcile the test year costs reported in Schedule V-K-2 of $174,143 with the much higher amounts reported by Mr. Machicek and explain all variances. b. Please refer to Schedule II-D-3.5 which depicts the number of employees for each month during the test year and each month immediately subsequent to the test year. Please also refer to the employees, and employee positions, and related costs depicted on WP/II-D-2/1. a. The month of October 2014 on Schedule II-D-3.5 shows 28 full-time positions with seven vacant positions and that the vacant positions were all filled by March 2015. Please identify each of the positions that were filled after October 2014. b. For each of the positions added since October 2014, please provide the detailed job descriptions. c. For the positions that were considered temporary during the first six months of 2014, please describe why those positions were considered temporary at the time and explain whether those positions changed in classification later. d. Please provide the date(s) and percentage amounts for the last employee raises that were implemented during 2014 or subsequent to the end of the test year. If different among employees or employee groups, please identify and describe. e. For each employee, please provide the amount of Short Team Incentive Plan ("STIP") payments distributed during the test year. If the amount is increasing or decreasing by more than 10% for any employee during the year, please explain why. f. Please provide a copy of the STIP available for each employee. g. Please describe the performance measures attributable to the STIP available for each employee. Cities 2-5. Please refer to the Direct Testimony of Mr. Julius Horvath at page 18, lines 10-18: a. Please provide a copy of all workpapers utilized by Mr. Horvath to develop his additional cost recommendations. b. Please provide a breakdown of each of the twelve sources of cost increases making up the additional $172,009 in outside contract rates. In addition, for each, identify which ones are for new services not performed during the test year and which ones represent only increases to contracts effective during the test year. b.
