Note for reviewers As new economic developments occur and needs in economic analysis change, underlying tools, such as economic classifications, have to reflect these new conditions. The revision of the International Standard Industrial Classification of All Economic Activities (ISIC) is being conducted in this context. The revision of ISIC pursues a number of goals, such as to adapt the classification to the changed economic situation in the world, reflect the needs of countries in different phases of economic development, improve the relationship of ISIC to other important activity classifications in use around the world and to provide guidance to users of the classification through detailed explanatory notes. The current document is the third in a series of consultation documents in the revision process of ISIC. It provides a complete draft of the proposed ISIC structure with a complete set of explanatory notes. Also included in the document is a discussion related to the use of value added for mixed activities. In previous discussions, the majority of countries have favored the use of value added as the universal criterion for determining the primary activity of a unit, even in the case of vertical integration. This document discusses options of how to make this universal rule operational. Comments are expected on all parts of this document, including a) the detailed aggregation structure as such, b) the definition of individual categories, c) the discussion on the use of value added. Comments on the structure can range from requests for additional detail over requests for collapsing certain categories in this structure to completely different concepts of definition and aggregation. The document also includes a number of comments on individual categories, to which additional reactions are expected. Please note that the top-level structure as proposed by the Expert Group on International Economic and Social Classifications has been approved by the United Nations Statistical Commission as the basis for the detail work on ISIC. Changes to the higher levels of the classification will therefore be more difficult to accept at his point and would need more extensive rationalizations. To facilitate the review process, comments on this document should reference the codes used in this draft. Determining the principal activity in the case of units engaged in multiple activities The responses to the ISIC Concepts paper reflected a desire to use the principal activity criterion when classifying activities in ISIC Rev. 4 in all cases of multiple activities, including vertical integration. The two cases of multiple activities addressed in this note are horizontally integrated activities, in which each activity is independent of the other, and vertically integrated activities, in which the output of one activity is the input of another. An example of the first case could be repair and retail activities undertaken in the same unit. An example of the second case could be a unit that makes steel and further processes that steel into a more complete fabricated metal product. In previous versions of ISIC, vertically integrated activities were classified to the downstream activity, regardless of the relative importance of each activity. In ISIC Rev.4, it is proposed to classify these units according to the principal activity. For horizontally integrated activities, it is proposed to continue to classify these according to principal activity. Principal activity is determined according to the value-added attributable to each activity (or to a proxy such as revenue if value-added is not available). This can be calculated on a case-by-case basis. However, to ensure more consistent results among those using the classification regardless of the method of determination, ISIC could consider including in the text of the definitions predetermined classifications for common vertically integrated activities. In this respect, guidance could be provided for the following cases: collecting maple sap and making maple syrup is classified to agriculture (0129); mining and beneficiating are classified to mining (beneficiating includes crushing, screening, washing, sizing, concentrating, and flotation for example) (Section B); mining silver and refining ore to create dory bar at the mine site is classified to mining (0721); manufacture and installation or machinery and equipment as a combined activity is classified to manufacturing (Section C); manufacturing pasta and further mixing it to produce dried prepared pasta meals is classified to pasta manufacturing (1074); producing textile fabrics and further processing those fabrics into finished textile products or apparel products are classified with producing textile fabrics (Division 13); producing thread, yarn, fabric or apparel and finishing the same articles (including dying, drying, stone washing, or other finishing activities) are classified to the thread, yarn, fabric, or apparel activity rather than to the finishing activity (1311); cutting logs or bolts and further processing the resulting wood into wood products are classified to cutting logs and bolts (1610); making paper and further processing that paper into converted paper products are classified to making paper (1701); refining petroleum and further processing the petroleum feed stocks to make petrochemicals are classified to petroleum refining (1920); primary processing of ferrous or nonferrous metals from ore and further producing fabricated metals is classified to producing ferrous or nonferrous metals (Division 24); secondary smelting and refining of metals with further production of fabricated metal products is classified to secondary smelting or refining of metals (Division 24); and 4

printed circuit assembly is classified based on the activity of assembling printed circuit boards rather than the product produced (2610) (when treated as a manufacturing service). Assembly of self-produced prefabricated components of constructions at the construction site is classified as manufacturing (should there be, as before, a distinction between components made of concrete and others?) Question: If you support including default treatments such as these directly in the definitions, are there other cases of vertically integrated activities that should also be added? Finally, if you do not support providing specific guidance in the definitions, do you support including language regarding the default classification when value added data are not available? Combined or horizontally integrated activities can present similar problems. For example, the combined activities of retailing new goods and repairing those goods could be classified to different places at different times or between countries if done strictly on a principal activity basis. Once again, common combinations of activities could be ruled to an area by default in the definitions of the industries to avoid inconsistent application of ISIC. While some countries seem to view this distinction (for organic) as product based, this is also not correct, as farmers do not produce mixes of organic and non-organic products.
