International Standard Industrial Classification of All Economic Activities (ISIC), Revision 4 Complete structure draft for discussion 12 May 2004 United Nations Statistics Division

Note for reviewers As new economic developments occur and needs in economic analysis change, underlying tools, such as economic classifications, have to reflect these new conditions. The revision of the International Standard Industrial Classification of All Economic Activities (ISIC) is being conducted in this context. The revision of ISIC pursues a number of goals, such as to adapt the classification to the changed economic situation in the world, reflect the needs of countries in different phases of economic development, improve the relationship of ISIC to other important activity classifications in use around the world and to provide guidance to users of the classification through detailed explanatory notes. The current document is the third in a series of consultation documents in the revision process of ISIC. It provides a complete draft of the proposed ISIC structure with a complete set of explanatory notes. Also included in the document is a discussion related to the use of value added for mixed activities. In previous discussions, the majority of countries have favored the use of value added as the universal criterion for determining the primary activity of a unit, even in the case of vertical integration. This document discusses options of how to make this universal rule operational. Comments are expected on all parts of this document, including a) the detailed aggregation structure as such, b) the definition of individual categories, c) the discussion on the use of value added. Comments on the structure can range from requests for additional detail over requests for collapsing certain categories in this structure to completely different concepts of definition and aggregation. The document also includes a number of comments on individual categories, to which additional reactions are expected. Please note that the top-level structure as proposed by the Expert Group on International Economic and Social Classifications has been approved by the United Nations Statistical Commission as the basis for the detail work on ISIC. Changes to the higher levels of the classification will therefore be more difficult to accept at his point and would need more extensive rationalizations. To facilitate the review process, comments on this document should reference the codes used in this draft. This document should be discussed with data producers, data users and other stakeholders in your county. Your comments should reflect your countries consolidated position on these issues. Comments should be sent by 15 November 2004 by e-mail to the UN Classifications Hotline (CHL@un.org), by fax (1 212 963-1374) or mail to: United Nations Statistics Division Attn: Statistical Classifications Section DC2-1522, 2 UN Plaza New York, NY 10017, USA 2

Determining the principal activity in the case of units engaged in multiple activities The responses to the ISIC Concepts paper reflected a desire to use the principal activity criterion when classifying activities in ISIC Rev. 4 in all cases of multiple activities, including vertical integration. The two cases of multiple activities addressed in this note are horizontally integrated activities, in which each activity is independent of the other, and vertically integrated activities, in which the output of one activity is the input of another. An example of the first case could be repair and retail activities undertaken in the same unit. An example of the second case could be a unit that makes steel and further processes that steel into a more complete fabricated metal product. In previous versions of ISIC, vertically integrated activities were classified to the downstream activity, regardless of the relative importance of each activity. In ISIC Rev.4, it is proposed to classify these units according to the principal activity. For horizontally integrated activities, it is proposed to continue to classify these according to principal activity. Principal activity is determined according to the value-added attributable to each activity (or to a proxy such as revenue if value-added is not available). This can be calculated on a case-by-case basis. However, to ensure more consistent results among those using the classification regardless of the method of determination, ISIC could consider including in the text of the definitions predetermined classifications for common vertically integrated activities. In this respect, guidance could be provided for the following cases: collecting maple sap and making maple syrup is classified to agriculture (0129); mining and beneficiating are classified to mining (beneficiating includes crushing, screening, washing, sizing, concentrating, and flotation for example) (Section B); mining silver and refining ore to create dory bar at the mine site is classified to mining (0721); manufacture and installation or machinery and equipment as a combined activity is classified to manufacturing (Section C); manufacturing pasta and further mixing it to produce dried prepared pasta meals is classified to pasta manufacturing (1074); producing textile fabrics and further processing those fabrics into finished textile products or apparel products are classified with producing textile fabrics (Division 13); producing thread, yarn, fabric or apparel and finishing the same articles (including dying, drying, stone washing, or other finishing activities) are classified to the thread, yarn, fabric, or apparel activity rather than to the finishing activity (1311); cutting logs or bolts and further processing the resulting wood into wood products are classified to cutting logs and bolts (1610); making paper and further processing that paper into converted paper products are classified to making paper (1701); refining petroleum and further processing the petroleum feed stocks to make petrochemicals are classified to petroleum refining (1920); primary processing of ferrous or nonferrous metals from ore and further producing fabricated metals is classified to producing ferrous or nonferrous metals (Division 24); secondary smelting and refining of metals with further production of fabricated metal products is classified to secondary smelting or refining of metals (Division 24); and 4

printed circuit assembly is classified based on the activity of assembling printed circuit boards rather than the product produced (2610) (when treated as a manufacturing service). Assembly of self-produced prefabricated components of constructions at the construction site is classified as manufacturing (should there be, as before, a distinction between components made of concrete and others?) Question: If you support including default treatments such as these directly in the definitions, are there other cases of vertically integrated activities that should also be added? Finally, if you do not support providing specific guidance in the definitions, do you support including language regarding the default classification when value added data are not available? Combined or horizontally integrated activities can present similar problems. For example, the combined activities of retailing new goods and repairing those goods could be classified to different places at different times or between countries if done strictly on a principal activity basis. Once again, common combinations of activities could be ruled to an area by default in the definitions of the industries to avoid inconsistent application of ISIC. Question: Are you in favor of adding specific default classifications to the industry definitions for combinations of: combined manufacture of new goods and repair of those goods is classified to manufacture (Section C); selling fire extinguishers and servicing fire extinguishers is classified to selling fire extinguishers (Section G); combined retail sale of new products and repair and maintenance of those products is classified to retail trade (Section G); retail sales of new musical instruments combined with rental of instruments or music lessons is classified to selling of new musical instruments (4444); combined manufacture and retail sale of goods is classified to manufacturing (Section C); combined store and nonstore retail operations (selling through a store front along with catalog sales or internet sales) are classified to store retail (Groups 441-448); combined retail sale of a full line of tires combined with a general line of automobile repairs are classified to retailing tires (4230); combined retail sale of office supplies and office furniture is classified to retail sale of office supplies (4461); combined retail sale of motor fuel and retail sale of convenience store goods are classified to retail sale of motor fuels (4470); combined retail sale of motor fuels with restaurant and/or repair services (truck stops) are classified to retail sale of motor fuels (4470); combined retail sale of eyeglass frames and grinding lenses to prescription in the same retail location are classified to retail sale of optical goods (4469); combined passenger air transportation with air freight transportation are classified to air passenger transportation (4710); combined publishing and printing are classified to publishing (Division 53); combined sales financing and finance leasing are classified to sales financing (5992); combined photocopy services with short run printing, such as lithographic printing, are classified to printing (1811); combined installation of hardscape (e.g., walkways, decks, ornamental retaining walls, etc) with installation of landscape plantings are classified to landscape services (7340); 5

combined services of waste incinerators and electricity production are classified to waste management (372); and accommodations combined with resort activities (such as a golf course) are classified to accommodations (Division 51). Question: Do you support inclusion of guidance on combined activities within the definitions of ISIC? If you do support the inclusion of specific guidance regarding the classification of common combinations of activities, are there other examples that should also be included? 6

ISIC Rev.4 draft explanatory notes 24

A Agriculture, Forestry and Fishing - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Comment: Organic and GMO agriculture has not been separated, as the actual growing activities are similar (actually identical). While some countries seem to view this distinction (for organic) as product based, this is also not correct, as farmers do not produce mixes of organic and non-organic products. The FAO definition of organic agriculture, based on the Codex Alimentarius, could possibly be supported on an activity basis, but we have found no evidence that this distinction is made in countries. If country definitions of organic agriculture vary, we should not introduce this concepts based on a single definition here. Separate identification of those activities, if needed, is suggested at the country level, but not as a major separation in the international classification. The structure in section A has been changed considerably compared to the previous version of ISIC. Additional discussions for this area will take place involving the Food and Agriculture Organization (FAO). Do you support the changes in this draft? 01 Crop and livestock production, hunting and related service activities Division 01 distinguishes two basic activities, production of crop products and production of animal products. This division includes the form of organic agriculture, as well as growing of genetically modified crops and farming of genetically modified animals. Also included are service activities incidental to agriculture and hunting, trapping and related activities. Group 015 (Mixed farming) breaks with the usual principles for identifying main activity. It accepts that many agricultural holdings have reasonably balanced crop and animal production, and that it would be arbitrary to classify them in one category or the other. Agricultural activity excludes any subsequent processing of the agricultural products (classified under divisions 10 and 11 (Manufacture of food products and beverages) and division 12 (Manufacture of tobacco products)), beyond that needed to prepare them for the primary markets. The preparation of products for the primary markets is included here. The division excludes field construction (e.g. agricultural land terracing, drainage, preparing rice paddies etc.) classified in section F (Construction) and buyers and cooperative associations engaged in the marketing of farm products classified in section G. 011 Production of annual field crops See class 0110. 0110 Production of cereals and other field crops 25

This class includes all forms of growing in open fields, including those considered organic farming and the growing of genetically modified crops. This class includes the growing of temporary crops: - growing of cereal grains: rice, hard and soft wheat, rye, barley, oats, maize, corn (except sweetcorn) etc. - growing of potatoes, yams, sweet potatoes or cassava - growing of sugar beet, sugar cane or grain sorghum - growing of tobacco - growing of oilseeds or oleaginous fruit and nuts: peanuts, soya, colza etc. - production of sugar beet seeds and forage plant seeds (including grasses) - growing of hop cones, roots and tubers with a high starch or inulin content - growing of cotton or other vegetal textile materials - retting of plants bearing vegetable fibres (jute, flax, coir) - growing of leguminous vegetables such as field peas and beans - growing of plants used chiefly in pharmacy or for insecticidal, fungicidal or similar purposes - growing of crops n.e.c. - growing of sweet corn, see 0131 - growing of other vegetables, see 0131 - growing of flowers, see 0132 - production of flower and vegetable seeds, see 0132 - growing of horticultural specialties, see 0132 - growing of olives, see 0122 - growing of beverage crops, see 0129 - growing of spice crops, see 0131 - growing of edible nuts, see 0122 - gathering of forest products and other wild growing material (cork, resins, balsam etc.), see 0211, 0212 012 Production of permanent crops 0121 Production of wine grapes and table grapes - production of wine grapes and table grapes in vineyards 0122 Production of bush and tree fruits, olives and nuts - growing of fruit from bushes and trees: apples, pears, citrus fruit, apricots, strawberries, berries, cherries, peaches, bananas, avocados, guava, dates etc. - growing of edible nuts, including coconuts - growing of tree nuts for oil production - growing of olives 26

This class also includes: - gathering of sap and production of maple syrup and sugar - growing of peanuts, see 0110 - growing of hop cones, see 0110 - growing of wine grapes and table grapes, see 0121 - growing of fruit bearing vegetables, e.g. tomatoes, melons, cucumbers etc., see 0131 - growing of fresh "peppers", parsley and tarragon, see 0131 - production of olive oil, see 1040 - manufacture of cocoa, see 1073 - processing of tea leaves and coffee, see 1079 - production of wine, see 1102 0129 Production of other permanent crops - growing of beverage crops such as coffee, cocoa, tea, maté - growing of rubber trees, harvesting of latex 013 Market gardening; horticulture; production of other crops 0131 Market gardening; production of spice crops - growing of vegetables in the open or under cover: tomatoes, melons, pumpkins, onions, cabbages, lettuce, cucumbers, carrots, beans, sweetcorn, courgettes, aubergines (eggplants), leeks - growing of seasoning herbs and vegetables: capers, "peppers", fennel, parsley, chervil, tarragon, cress, sweet marjoram - growing of spice crops such as: seeds: anise, coriander, cumin leaves: bay, basil, thyme flowers: cinnamon fruit: cloves other spices: ginger, nutmeg - growing of mushrooms - growing of potatoes, see 0110 - growing of sugar beets, see 0110 - growing of oilseeds and oleaginous fruit, see 0110 - growing of roots and tubers with a high starch or inulin content, see 0110 - growing of cotton or other vegetable textile materials, see 0110 - growing of spice crops, see 0131 27

- growing of coffee, cocoa beans, tea or maté, see 0129 - growing of olives, see 0122 0132 Horticulture; Tree nursery - growing of flowers or flower buds - production of seeds for flowers, fruit or vegetables - growing of plants for planting or ornamental purposes, including turf for transplanting - operation of forest tree nurseries, see 0212 - growing of Christmas trees, see 0212 014 Production of animals This group includes farming of all animals, except marine animals. 0141 Production of cattle; dairy farming - farming of cattle - production of raw cow milk - production of bovine semen - farm animal boarding, breeding and care, see 0162 - processing of milk outside the farm, see 1050 - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Comment: Should this class definition be maintained or do you prefer separate categories for cattle farming and dairy farming? If a separate class for dairy farming is needed, should it refer to dairy cattle only or should it include all dairy (including goat's milk etc.)? 0142 Production of sheep, goats, horses, asses, mules and hinnies - farming and breeding of horses, asses, mules or hinnies - farming of sheep and goats - production of raw sheep or goat milk - production of raw wool - sheep shearing on a fee or contract basis, see 0162 28

If either production of crops or animals in a given unit exceeds 66 per cent or more of standard gross margins, the combined activity should not be included here, but allocated to crop or animal farming. - mixed crop farming, see groups 011, 012 and 013 - mixed animal farming, see group 014 - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Comment: This category was already included in ISIC Rev.3. How do you implement this definition, to ensure that not all units engaged in combined crop and animal farming are classified here? Are there better ways of naming and defining this category? Does "Integrated crop and livestock production" better capture the content of this class or would this title be too ambiguous? 016 Support services to agriculture and post-harvest crop activities This group covers activities incidental to agricultural production and activities similar to agriculture not undertaken for production purposes (in the sense of harvesting agricultural products), done on a fee or contract basis. Also included are post-harvest crop activities, aimed at preparing agricultural products for the primary market. 30
