As a result of historical court cases, the Provincial and Federal Crown have a legal duty to consult with, and potentially accommodate, First Nations whose aboriginal rights may be infringed upon by development projects in their traditional territory. First Nations who receive requests to participate in these consultations related to their territories and natural resources, need a tool that sets out a stepby-step process to ensure that governments fulfill their duty to consult and accommodate. CASE STUDY: NISGA A LISIMS The Nisga a Lisims Government (NLG) came to CloverPoint seeking a provider to help it to update and improve its legacy (2000) Torrens title system. As the only Aboriginal group in BC that is not required to use the BC land title system for recording title to fee simple lands, it needed to establish a system that could manage all the complexity of a full Torrens registry within its modest budget. CloverPoint worked collaboratively with Nisga a Land Title Office staff to design a system that was robust enough to serve the Nation s needs for a title system with a full range of features, yet scaled appropriately for management by a small staff and within a modest budget. We found CloverPoint to be very good at understanding our needs, and responding to the technical requirements of Nisga a legislation. Our new system has been in operation for over a year now, and we are very satisfied. It is reliable, accurate, and simple to navigate. CASE STUDY: MAA-NULTH FIRST NATIONS As the Maa-nulth Treaty approached effective date, they needed a reliable system in which to register their Treaty Settlement Lands (TSL) as well as other negotiated territories. The land registry was also an essential tool for monitoring land grants to the membership. With CloverPoint s Insight system in place, they were able to see the distribution of all treaty lands with a well defined process in place to monitor and manage activities on those lands - from logging to home ownership. Managing our Lands and Natural Resources is a vital part of creating a better life for our citizens. We worked with CloverPoint s Insight software to build our Land Registry, a land registry system specifically designed to meet the needs of First Nation Communities.
