STATUS OF CURRENT SERIES A ISSUE Measure E : $650 M General Obligation Bond Ø In current Series A Issue, the balance of allocated projects that have not been bid yet have an aggregate value of about $73M in construction budget Ø The 3 largest projects within Series A are Walters & Horner Middle School Conversions, and Priority 4 Technology Ø Aggregate budget (est) for all 3 = $59M Ø P4 Technology @ $23M, Horner @$44M, Walters @ $27M Ø DBB delivery Ø Bidding projected for IT in Feb 2016, Conversions bidding projected for spring - summer 2016 Ø Construction projected for Summer 2016 Spring 2018 Ø A remaining group of projects have a scope of IT, flooring and lighting Ø Aggregate budget = $6 M Ø Delivery DBB, DB and CUPCCA-CMAS 4

PRE-QUALIFICATION OF GC & MAJOR SUBS ON DBB DELIVERY Public Contract Code Section 20111.6 All construction contracts awarded on or after Jan 1, 2014, and until Jan 1, 2019 requires the governing board of a school district with an average daily attendance over 2,500 students to pre-qualify bidders for public works projects using any funds received pursuant to the Leroy F Green School Facilities Act of 1998 (Ed Code 17070) or any funds from any future state school bond for a public project with a projected expenditure of one million dollars or more. Pre-qualification required for: Contractors, License Classifications A & B Mechanical Contractors Electrical Contractors Plumbing Contractors Sheet Metal Contractors The first DBB project is scheduled for Bid in Feb 2016 Pre Qualification Questionnaire Packages are under development and will be available by early fall 2015, on the District s website @ www.fremont.k12.ca.us Contractors will be qualified for 2 years and will need to resubmit the entire package annually All RFPs for Design Build projects to date have contained prequalification questionnaire packages, as will all upcoming DB RFPs 6
PREVAILING WAGES, DEPARTMENT OF INDUSTRIAL RELATIONS & SENATE BILL 854 DIR website is www.dir.ca.gov/public-works.com Payment of Prevailing Wage Rates Required on all Public Works Projects Labor Code 1774 Starting March 1 st, 2015, GC and Subs must register with the Department of Industrial Relations Starting April 1, 2015, all contractors and subs must submit electronic certified payroll records to the Labor Commissioner. Labor Code Section 1774 Prevailing Labor Wage Rates are required on all Public Works Labor Code Section 1776 Submission of Certified Payroll Records All Primes and Subs must register with DIR and pay annual fee in order to be listed on a bid proposal, and proof of registration is required for any bid. Prime Contractors and Subcontractors: Required weekly submission of Certified Payroll Records Prime Contractors are responsible for ensuring that subcontractors and all 2 nd or 3 rd tier subs comply with prevailing wage requirements of DIR Proof of submittal to the DIR will be required with each monthly pay application 7
