Emerging Business Enterprise (EBE) is an umbrella term that includes small business and woman-, minority-, disabled veteran-owned, business enterprises. Forty-four percent EBE participation on each project is encouraged. This edition of the Business Outreach Newsletter provides a look at what s new for the Business Outreach Program, including 2014 EBE participation year-end results and EBE goals for You ll also find an update on the district s Prop 39 program; a list of upcoming construction projects, professional services solicitations and other bid opportunities; an overview of the new public works contractor registration law SB 854; and a calendar of regional business outreach events. We recently spoke with Ruben Garcia, District Director of the Small Business Administration San Diego District about an exciting new Strategic Alliance between the SBA-SD and the Disabled Veteran Business Alliance. Information about how this alliance will assist disabled veteran business owners in the San Diego region to prepare and compete for government contracts is provided on page 4. Be sure to read the EBE Toolbox to learn some tips from the Women s Business Enterprise Council-West about getting the most out of business matchmaking events (page 5). San Diego Unified contact information can be found on the back page. Business opportunities are made available through San Diego Unified s two capital improvement bond programs, Propositions S and Z. Together, Props. S/Z provide about $5 billion to design and construct clean, safe, environmentally friendly facilities that encourage successful teaching and learning at schools throughout the district. Call BidSync (materials/supplies): Prop 39 Program Update The California Clean Energy Jobs Act (Prop. 39) makes roughly $550 million available for eligible projects to improve energy efficiency and expand clean energy generation in schools. San Diego Unified has received some of its funding and is currently developing the expenditure plan. An internal team manages the Prop. 39 program and some projects will be completed by in-house staff. Projects that cannot be addressed in house will be competitively bid. Solicitations will be issued via DemandStar and the business outreach database. To get on the database, go to print, fill out and submit the application. Please write Prop 39 across the top. 3
4 STRATEGIC ALLIANCE FOR DISABLED VETERAN BUSINESS The U. S. Small Business Administration (SBA) recently entered into a Strategic Alliance with the San Diego Chapter of the Disabled Veteran Business Alliance (DVBA), promoting a stronger and more formal working relationship between the two organizations. The DVBA encourages business success for America s disabled veteran business owners, using the State of California s landmark Disabled Veteran Business Enterprise (DVBE) program as an important starting point. The SBA is the federal agency supporting the establishment, maintenance and expansion of small businesses. The SBA accomplishes this through a wide variety of initiatives, including its Office of Veterans Business Development and business loan programs specifically designed for the veteran entrepreneur. The Strategic Alliance encourages the two organizations to work together to improve business access through education, certification, training and utilization of other SBA resources. SBA has several loan programs that provide maximum access to capital for veteran-owned small businesses and a program to help provide surety bonding, both especially helpful as DVBEs try to break into the public works contracting arena. This Strategic Alliance will assist even more disabled veteran business owners in the San Diego region to prepare and compete for government contracts. I am extremely pleased that SBA has formed an alliance with an organization such as the DVBA-SD, said Ruben Garcia, District Director, SBA San Diego. The organization has worked hard to aid veterans in their pursuit of the American dream of entrepreneurship. 5 EBE TOOLBOX WOMEN S BUSINESS ENTERPRISE COUNCIL-WEST The Power of Business Matchmaking by Summer Sepulveda 5 To identify target clients, small business owners typically start with Google, researching different departments and points of contact, figuring out how to become a vendor, getting an understanding of the programs that have money and what they buy, etc. But, where do you go from there? Cold call? LinkedIn? The current trend for small businesses to connect with government agencies and corporations is through strategic business connection events, also known as business matchmaking. The strategy for business matchmaking is no longer a free-forall where business owners show up at an event, gamble that it s relevant, wait in long lines and hope to talk to a buyer that wants to purchase what you sell. With shrinking vendor pools, budgets and resources, agencies and corporations are relying on strategic business connection events to develop relationships with small, diverse, local businesses. These events give business owners a seat at the table to achieve three main goals. 1. Build relationships with large corporations and government agencies. Where else will owners have the opportunity to sit down and connect with corporations that are currently sourcing for a specific product or service? 2. Learn the inside process for how specific products and services are purchased. Rarely will this result in an actual contract, but consider these one-on-one meetings as the start of the procurement journey. 3. Leave a good impression!! When it comes time to source a product or service, the prepared, knowledgeable and professional business owner will be the one they remember. WBEs, get engaged in SDUSD s program call Alma today! JUMP IN WITH THESE MEETING TIPS! During matchmaking sessions, the time allotted for you to spend with each organization is typically very brief. Make the most of that time. Women s Business Enterprise Council-West (WBEC-West) recommends that you: PREPARE! Advanced preparation is the KEY to success. Know how much time you will get and design a personal agenda that fits it. Research the organizations you will meet. Do they buy/need what you sell? How do you fit in their supply chain? Can you help add value to their bottom line, reduce costs, become more efficient, or solve a problem? Create a brief targeted capability statement for each organization you are to meet. Be concise. You have limited time to make an impact and start an important relationship. Listen. Be sure not to get so carried away with talking about your company and services that you don t make time to learn valuable information from your target client. Make sure the information you present is easily transferrable. These meetings are typically with business outreach representatives, not procurement staff or decision makers. Use this time to get to know the company representative. Register on their supplier diversity portals, if available. 6 SB 854 DID YOU KNOW? SB 854 is the new public works contractor registration law that made several changes to laws pertaining to prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established the new program to replace the Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded public works projects. Agencies like San Diego Unified will no longer be charged by the state for prevailing wage compliance monitoring and enforcement by the CMU. Contractors must apply online and pay a fee to be eligible to bid/work on public works projects. The requirement is now applicable to all advertised district projects. The Cost to Contractors Contractors will be subject to a non-refundable registration and annual renewal fee that has been set initially at $300. The fee is not related to any project and it applies to all contractors and subcontractors who intend to bid or perform work on public works projects. These fees will go into the State Public Works Enforcement Fund and be used to fund all of DIR s public works activities, including compliance monitoring and enforcement, the determination of prevailing wage rates, public works coverage determinations and hearing enforcement appeals.
