President of Association professor Kairat Zakiranov informed about the activity of the International University Sports Federation (FISU). FISU is dealing with hosting the World Winter and Summer Universiade once in two years. In 2011 the Winter Universiade was in Erzurum (Turkey), summer in Shenzhen (China). In 2013 Winter Universiade will be in Trentino (Italy), summer in Kazan (Tatarstan, Russia). In 2015 Winter Universiade will be in Granada (Spain), summer in Taipei (China). Therefore was made attempts to establish close relationship with International University Sports Federation. Two years ago in Brussels (Belgium) was decided about cooperation between FISU and our Association. FISU and Association are dealing with common theme. FISU is hosting the sport competitions and we are dealing with education and science. From the side of FISU our proposal was met very kindly and 9-12 May in Kazan (Tatarstan, Russian Federation) during the FISU Executive Committee s meeting was prolonged the agreement between FISU and Association. Also President informed that last year in October in Almaty city (Kazakhstan) was held the 1 st International Conference of Students and Young Scientists: Health and prosperity of the nation. The 2 nd Conference was held from 6 th till 8 th May, 2012 in Mosul (Iraq). In the frame of the 1 st Conference of Students
and Young Scientists, which was held in Almaty (Kazakhstan) between FISU and Association, on behalf of FISU, the 1 st Vice-President Oleg Matytsin and on behalf of Association its President, i.e. me, was signed an Agreement. In Kazan FISU established the International Educational Center (IEC), where will be conducted studies on the undergraduate and doctor PhD programs, short term courses on training volunteers etc. The subject of the Agreement was that the members of our Association, our specialists, our professors, who are working in Association universities will assist for developing of this educational center, i.e. our specialists will take part in teaching the undergraduates and postgraduates, professional development. In turn, the contingent of students will be formed from all over the world, i.e. the universities members of International Association of Physical Education and Sport Universities will send their students for their own funds, and we will assist them. This task is corresponding for our Statute tasks. The major, wellknown specialists will take part in the program of FISU IEC. So today we would like to discuss how we members of Association will cooperate with the FISU International Educational Center. President of Association professor Kairat Zakiryanov gave the floor to the Rector of the Volga Region State Academy of Physical Culture, Sport and Tourism Yakubov Yu.D. to speak on the first item of agenda. 2. Rector of the Volga Region State Academy of Physical Culture, Sport and Tourism Yakubov Yu.D informed that in July 2013 Russia will host 27 th World Summer Universiade. On 27 sport facilities that were built to the Univresiade in Kazan, today there are held the different level competitions. Pupils, specilaized on sport and students received the opportunity to training there, and their teachers to work in the high technology sport complexes. We present to your attention the one of the Universiade educational legacy project FISU International Educational Center, which began its work on the basis of the Volga Region State Academy of Physical Culture, Sport and Tourism in the February of this year. This Academy took its place in the system of the high sport education; the Academy prepares the high qualification personnel for the sport and tourism field. For the functioning of Academy, there is building the educational laboratory complex with all necessary things for the organization of the educational process conditions, which is situated in the territory of the student campus - Universiade Village. The main mission of the educational center is the rising the level of the events, that are host by the FISU through preparation and professional development of the personnel, dealing with the student sport. The Center has the serious tasks, including the development of the student sport, raising the level of hosting the events, making the consular and educational services to the committees of the huge international competitions. The key areas of cooperation with the International Educational Center:
- participation of Association university teachers in the development of the educational programs of the FISU International Educational Centre; - direction of teachers in the organization of sport events for participation as invited lecturers in educational programs of the FISU International Educational Centre; - participation in the FISU Conference 2013 University and Olympic sport: two models - one goal ; - assisting in distribution of information about the FISU Conference 2013 University and Olympic sport: two models - one goal during the International Association of Physical Education and Sport Universities events (2012-2013) and by placing information on the official website of the Association; - direction of students groups to the training courses to the XXVII World Summer Universiade 2013 in Kazan as volunteers for receiving the working experience at a major international sporting event; - the direction of teachers and students to participate in the program of reviewers at the Universiade 2013 in Kazan. - developing of the joint plan of events for 2012 2014 Also Rectos of the Volga Region State Academy of Physical Culture, Sport and Tourism Yakubov Yu. informed that on the basis of the Volga Region State Academy of Physical Culture, Sport and Tourism 29-30 November 2012 will be the International Scientific and Practical Conference Physiological and biomechanical basis and educational technologies adaptation to the different levels of the physical activity and invited to take part in this Conference. Are there any questions on this item? On this item there were no questions. President of Association professor Kairat Zakiryanov gave the floor to the N. Nurgaliev to speak on the second item of agenda. 3. K. Nurgaliev the representative of the Kazakh Academy of Sport and Tourism informed that in international practice, including in the European Higher Education Area (Bologna Process), the main form of quality assurance of educational services is the accreditation process. Accreditation is the process by which the accreditation body assesses the quality of the universities activity as a whole or its individual educational programs for the recognition of their conformity to certain standards and criteria. There are the following forms of accreditation: institutional accreditation, specialized accreditation, national accreditation, international accreditation. Institutional accreditation is conducting the accreditation of educational organization in general. Specialized accreditation is the accreditation of educational professional programs. National accreditation is an accreditation of the educational organization or the programs within the country. International accreditation makes the accreditation of universities or specific educational and professional programs in the foreign agency.
Ensuring the quality of higher education is based on the following principles: the procedure of universities accreditation is conducted on a voluntary basis; the main responsibility for the quality of higher education is laid to the organization of education; an external evaluation is carried out objectively, transparently and independently from a third party (government agencies, universities and public organizations). The absence of an independent accreditation body, which deals with specialized and international accreditation in the field of physical culture and sport, makes the relevance of establishing such an agency. Are there any questions on this item? S. Seiranov Rector of the Moscow State Academy of Physical Culture (Russia) asked question concerning this item of agenda: Russia has not canceled the mechanism, which consisted of three stages: licensing, certification and accreditation. Now there are two: the licensing and accreditation. State accreditation are held every five years and required to undergo accreditation public universities and also the private ones. State accreditation entitles universities to issue a state diploma. All universities must adhere to state educational standards. There is a set list of accreditation indicators that university should be run. As I understood, in Kazakhstan in 2015 the concept of a state diploma will be cancelled, and each university will issue their own diplomas and there will not be unique state educational standards, i.e. each university may have their own educational standards for various educational programs and they can teach according them. Will the established accreditation agency replace the existing state accreditation agency? - K. Zakiryanov: Accreditation is a voluntary procedure. University which has passed the international accreditation will raise its own credit rating. President of the Association, Professor K. Zakiryanov gave the floor to the Executive Director of the Association to professor A. Makogonov to speak on the third item on the agenda. 4. Executive Director, Association professor A. Makogonov informed about the publication of scientific-theoretical journal of the Association at regular intervals 2 times a year to raise the level of professional recognition of scientists universities, members of the International Association of Physical Education and Sport Universities and the release of their scientific research at the international level. Publication in the Journal of the Association will enable scientists and researchers in the field of sports science to be recognized and acknowledged in the world scientific community. This will give the opportunity to raise personal impact factor of each author of the journal, because it will increase the level of citations of published works.
Journal of the Association will be represented in the libraries of the leading sports universities in Europe, Asia and America. All articles must pass peer review and presented in English, it should conform to the requirements and parameters of international publications. Scientific Editorial Board after the conclusion of the expert reserves has the right to choose, which articles will be published. All costs associated with the publication of the journal, translation, shipment, payment for their review, the Association will undertake it through the solidarity contribution of all universities - members of the Association. Oriented value of all costs associated with publishing and shipment of the journal in color will be 100 U.S. dollars for one copy. Accordingly, the cost of 100 copies will be 10,000 U.S. dollars. The cost of printing the journal with the ordinary print (50% black and white version and 50% color version) and other related expenses will be 60 U.S. dollars for one copy. Thus, the expenses of each university (in condition of participation in it at least 30 universities) will be from 200 to 350 U.S. dollars for publication of the journal in 100 copies. Are there any questions on this item? On this point the question asked S. Seiranov, Rector of the Moscow State Academy of Physical Culture (Russia): in which language will be published the journal? The journal will be published in two languages: Russian and English. On this point, V. Platonov - Rector of National University of Physical Education and Sports of Ukraine expressed his point of view: the idea to publish a scientific journal, which will publish all those achievements, that are characteristic to the members of the Association, where you have a large number of high-class specialists, they all will be able to publish their works in one publication is a great idea. But it should work on our market, not the entire world. We need to create journal, which will be focused on the needs of the community, which constitutes the backbone of the Association. Others agreed with this opinion and decided to entrust the publication of the journal to the Volga Region State Academy of Physical Culture, Sport and Tourism. 5. President of Association informed about accepting to the Association membership the new universities: Armenian State Institute of Physical Culture, Lviv State University of Physical Culture (Ukraine), Azerbaijan State Academy of Physical Culture and Sport, Educational Academic Center Top Ten (Benin, Africa), North-Federal University (Sakha (Yakutia) Republic), Asian-Pacific Open University of Martial Arts (Kuala-Lumpur, Malaysia), Semmelweis University (faculty of physical education and sport science) (Budapest, Hungary). 6. Rector of Kazakh Academy of Sport and Tourism made a proposal to host in 2014 in Almaty (Kazakhstan) XVIII International Scientific Congress Olympic Sport and Sport for All. The proposal was approved. The next year
in the beginning of the June XVII International Scientific Congress Olympic Sport and Sport for All will be in Beijing on the bases of the Capital University of Physical Education and Sport. The right to host in 2015 the XIX International Scientific Congress Olympic Sport and Sport for All is pretending three universities: Uzbek State University of Physical Culture, State University of Physical Education and Sport of the Republic of Moldova, Korea National Sport University. There was decided to receive from the city candidates to present the Governmental guarantees about supporting the Congress. The decision will be accepted in Beijing in 2013. 7. President of Association prof. Kairat Zakiryanov addressed to the Rectors of Universities with the proposal to host on the bases of their universities the 3 rd and the next International Conferences of Students and Young Scientists with the theme University Sport: health and prosperity of the nation. Decided: I. About cooperation of FISU International Educational Center with International Association of Physical Education and Sport Universities on realization of FISU International Educational Center s project To take into consideration the information of the Volga Region State Academy of Physical Culture, Sport and Tourism s Rector Yakubov Yu. about the project International University Sports Federation s International Educational Centre. Identify as key areas the following directions of cooperation with the International Educational Center: - participation of Association university teachers in the development of the educational programs of the FISU International Educational Centre; - direction of teachers in the organization of sport events for participation as invited lecturers in educational programs of the FISU International Educational Centre; - participation in the FISU Conference 2013 University and Olympic sport: two models - one goal ; - assisting in distribution of information about the FISU Conference 2013 University and Olympic sport: two models - one goal during the International Association of Physical Education and Sport Universities events (2012-2013) and by placing information on the official website of the Association; - direction of students groups to the training courses to the XXVII World Summer Universiade 2013 in Kazan as volunteers for receiving the working experience at a major international sporting event; - the direction of teachers and students to participate in the program of reviewers at the Universiade 2013 in Kazan.
3. To the Rector of Volga Region State Academy of Physical Culture, Sport and Tourism s Rector Yakubov Yu. to prepare the list of educational disciplines for creation of the bank of data on inviting the scientists and specialists for participation in the development of the educational programs of FISU International Educational Centre and delivering lectures. 4. To the Executive Director of Association Alexander Makogonov to introduce the universities with the list of disciplines and to make the bank of data of the leading scientists and specialists on realization the educational program of the FISU International Educational Centre. 5. To recommend for all universities members of Association to direct for their own funds for the education in FISU International Educational Centre the undergraduates and teachers, in accordance with the program of studying. II. About establishing of the International Association of Physical Education and Sport Universities Independent International Accreditation Agency 1. approve the proposal of the Association President Kairat Zakiryanov about establishing of the International Association of Physical Education and Sport Universities International Independent Accreditation Agency, which will deal with specialized accreditation of educational programs in physical education, sport and tourism in the classical universities, and also with the international accreditation of physical culture and sports universities. 2. to assign to the President of Association Kairat Zakiryanov with the concurrence with and participation of the Rector s Council till the 1 st of January 2013: - work out the Statute of the International Independent Accreditation Agency; - determine the legal address of the Agency; -register International Association of Physical Education and Sport Universities Independent International Accreditation Agency; - develop the accreditation standards; - create database of independent experts. III. About publishing the scientific and theoretical journal of the International Association of Physical Education and Sport Universities 1. approve the International Association of Physical Education and Sport Universities President Kairat Zakiryanov s proposal about publishing the scientific and theoretical journal of Association 2. assign to the President of Association Kairat Zakiryanov with concurrence of the Rector s Council of Association till the 1 st January 2013: - determine the name of the journal, heading of its sections, periodicity of publishing; - determine the members of the editorial board, the chief editor and the experts of the journal;
3. assign the publishing of the scientific and theoretical journal of Association to the Volga region State academy of physical culture, sport and tourism (Rector Yakubov Yu.D.) 4. The financial expenses connected with the publishing of journal will be realized from the Association fund by the united contribution of the Association s universities-members. IV. XVII International Scientific Congress Olympic Sport and Sport for All from 3 rd till 5 th of June 2013 to host on the bases of the Capital University of Physical Education and Sport (Beijing, P.R. China) 1.2 XVIII International Scientific Congress Olympic Sport and Sport for All in October 2014 to host on the bases of the Kazakh Academy of Sport and Tourism (Almaty, Republic of Kazakhstan). 2. To host the extraordinary meeting of the International Association of Physical Education and Sport Universities on 17-20 October 2012 on the bases of the State Institute of Physical Culture and Sport named after S. Rakhimova in Dushanbe (Tajikistan) in the frame of International Scientific Conference physical education and sport are the basis of the health nation, dedicated to the 40 th anniversary of this Institute.
