2 1 INTRODUCTION 1.1 The Objective, Scope and History of the Jean Monnet Scholarship During our country s negotiation process for full membership to the European Union, important responsibilities fall upon every segment of the society from public institutions to the private sector, and from non-governmental organizations to the universities. For this reason, there is a need for individuals who can closely follow and are specialized on EU-related issues from different segments of the society. In accordance with this need, the Jean Monnet Scholarship, a project funded by the European Union (EU), aims to increase the number of experts in the EU field and support Turkey s administrative capacity building efforts for the effective implementation of EU acquis within the framework of Turkey s negotiation process for full membership to the EU. The Jean Monnet Scholarship began in the 1990-1991 academic year by providing its first scholars educational opportunities in the EU member countries. It is one of Turkey s most long running projects. Over the course of nearly 25 years, the Jean Monnet Scholarship was implemented in three different phases. During the initial implementation period of the Jean Monnet Scholarship between 1990 and 2002, the aim of the programme was to increase the existing knowledge and experience in Turkey regarding the European integration, and to support the human resources qualified on these subjects. In line with the developments in Turkey-EU relations, the main priority during the second implementation period between 2002 and 2006 has been the use of the Scholarship for the enhancement of the human resources that would be necessary during the accession process. The first two periods of the were conducted by the Ministry of Foreign Affairs and the Delegation of the European Union to Turkey, respectively. Jean Monnet Scholarship is now being conducted by the Ministry for European Union Affairs since the 2007-2008 academic year in cooperation with the Central Finance and Contracts Unit and the Delegation of the European Union to Turkey. The application and evaluation processes of the Jean Monnet Scholarship are under the responsibility of the Central Finance and Contracts Unit. The Central Finance and Contracts Unit is also the Contracting Authority of the Scholarship. The scholarship agreements are signed between the Central Finance and Contracts Units and the awardees. The Ministry for European Union Affairs is the Implementing Authority responsible for the effective conduct of the scholarship programme. The Ministry for European Union Affairs is responsible for the announcement and promotion of the scholarship programme, the placement of the scholars to suitable academic programmes, the monitoring of the scholars during and after their education, the provision of all types of support for the scholars and the establishment of sustainable communication channels with the scholars. The Ministry for European Union Affairs and the Central Finance and Contract Unit are conducting all of the abovementioned activities with the support of the Delegation of the European Union to Turkey. Employees of public and private sector institutions and non-governmental organizations; senior undergraduate, master s and PhD students, and academic and administrative staff of universities could apply to the Scholarship. Until now, nearly 1800 individuals have benefited from this scholarship.
3 People who are awarded the scholarship could enroll at a master s or research programme with a duration of minimum 3 and maximum 12 months at a university or equivalent institution in one of the EU member countries. In accordance with the aim of the Scholarship, Jean Monnet Scholarships are granted for master s and research studies that will be performed on subjects directly related to Turkey s EU harmonization process and EU acquis. For this reason, scholarships are awarded exclusively for studies on the EU acquis chapters listed in the announcement. These acquis chapters are as follows: Free Movement of Goods, Free Movement of Workers, Right of Establishment and Freedom to Provide Services, Free Movement of Capital, Public Procurement, Company Law, Intellectual Property Law, Competition, Financial Services, Information Society and Media, Agriculture and Rural Development, Food Safety, Veterinary and Phytosanitary, Fisheries, Transport, Energy, Taxation, Economic Criteria or Economic and Monetary, Statistics, Social and Employment, Enterprise and Industrial, Trans-European Networks, Regional and Coordination of Structural Instruments, Judiciary and Fundamental Rights, Justice, Freedom and Security, and Research, Education and Culture, Environment, Consumer and Health Protection, Common Trade (Customs Union and/or External Relations), Financial Control, Foreign, Security and Defence. Tuition fee, living expenses (food and drink, accommodation, etc.) and a fixed amount for various allowances (one time only allowance for travel, books, thesis, visa, study visit, healthrelated expenses, registration to local authorities and any tax liabilities and similar expenses) are covered within the scope of the scholarship. In addition to its contribution to the increase in the number of experts needed in EU-related disciplines, the Scholarship has, for a long time, also been contributing to the establishment of a civil society dialogue between the EU and Turkey. 1.2 Scholarship Announcement and Selection Process Scholarship announcements are made during the third or fourth quarter of the year. Applicants who pass the preliminary evaluation phase by presenting the requested documents in full and in the required format, will be entitled to the scholarship according to their initially written and then oral exam performance which are conducted in one of the official EU official languages that was indicated beforehand by the applicant. The 170 Jean Monnet scholarship awardees for the 2014-2015 academic year were announced on August 13 th 2014. The placement process which started around end of August has been completed by 16 February 2015 for all 170 scholars. It is planned that 210 scholars will be supported in the 2015-2016 academic year. The following sections of the report provide data regarding the 2014-2015 academic year.
4 2 2014-2015 ACADEMIC YEAR JEAN MONNET SCHOLARSHIP PROGRAMME 2.1 Promotion and Information Activities Country-wide promotion and information activities have been performed for the promotion of the 2013-2014 academic year Jean Monnet Scholarship. In this context; Info-days were organized at 21 universities in 11 different cities (METU, Bilkent, Marmara, Yeditepe, Ankara, Galatasaray, Bahçeşehir, Karatekin, Hitit, Amasya, Uludağ, Korkutata, Çukurova, Yüzüncüyıl, TOBB of Economics and Technology, Mersin, Çağ, Istanbul Commerce, Şehir, Turkish Military Academy, Dumlupınar and LSE-METU). Info days in 39 different public institutions were organized in Ankara: TRT School TV Channel, Ankara European Research Center, Ministry of Justice, Ministry of Customs and Trade, Ministry of Development, Ministry of Interior, Ministry of Finance, Ministry of National Education, Ministry of Food, Agriculture and Livestock, Ministry of Labour and Social Security, Ministry of, Industry and Technology, Ministry of Forest and Water Management, Ministry of Energy and Natural Sources; Ministry of Culture and Tourism, Prime Ministry Disaster & Emergency Management Presidency, Ministry of Youth and Sports, TUBITAK, Council of Higher Education, Central Bank of Turkey, State Personnel Presidency, Capital Markets Board, Radio and Television Supreme Council, Banking Regulation and Supervision Agency, Public Procurement Authority, Tobacco and Alcohol Market Regulatory Authority, Information and Communication Technologies Authority, Turkish Statistical Institute, Revenue Administration, KOSGEB, Turkish Standards Institute, Social Security Institution-İŞKUR, TRT, Constitutional Court of Turkey, Undersecreteriat of Treasury, Ministry of Economy, High Council of Judges and Prosecutors, EPDK, Ministry of Family and Social Policies and Grand National Assembly of Turkey. During the info-days, detailed information regarding the Scholarship was provided to more than 1900 participants. 4000 posters were distributed to nearly 1300 institutions (governorships, development agencies, EU Information Centres, universities,, etc.) all over the country. News and announcements regarding the Scholarship were published on various national and local newspapers as well as sector magazines. Various announcements were made on the social media accounts and the official website of the Scholarship. Cooperation was made with the most commonly used and followed websites. 2.2 Outstanding Developments in the 2014-2015 Academic Year Improvements for the 2014-2015 academic year are as follows: The number of applications increased by 100% with respect to the previous year. Applications received from 50 different cities in Turkey. Increase in the number of scholars from provinces other than Ankara and Istanbul (20 scholars from Adana, Amasya, Bilecik, Bursa, Diyarbakır, Eskişehir, Gaziantep, İzmir, Kahramanmaraş, Karabük, Muğla, Sakarya, Şanlıurfa and Tekirdağ) A fair gender distribution achieved (83 Female (49%) and 87 Male(51%) Scholars)
5 2.3 The 2014-2015 Academic Year in Numbers 184 applicants out of 967 who applied for the 2014-2015 academic year scholarships could not pass the preliminary evaluation due to failure in meeting the application criteria of the scholarship (language skills, undergraduate grade average, etc.) and/or due to incomplete application documents. 109 aplicants out of 783 who were entitled to take the written exam did not attend the exam for various reasons (health problems, different scholarship opportunities, inability to obtain approval from their institutions etc.). 41 applicants out of 378 who were entitled to take the oral exam did not attend the exam for various reasons (health problems, different scholarship opportunities, inability to obtain approval from their institution, etc.). Within the context of the Jean Monnet Scholarship, which is of great importance especially for the administrative capacity building efforts of our public institutions during the EU accession process, the allocated quota for public institution is 60% per each academic year, while the quotas for universities and public sector are 30% and 10%, respectively. When we examine the picture after the placement of the scholars as of 16 February 2015, it can be seen that 86 scholars out of 170 are public sector employees, 63 are university students or academic/administrative staff, and 21 are private sector employees. During the 2008-2009, 2009-2010, 2010-2011, 2011-2012, 2012-2013, 2013-2014 1 Main List: The list of scholars who were awarded the scholarship according to the annoucement on August 13th 2014. 2 The list is formed by sequentially inviting candidates from the reserve list in the place of scholars who, although being on the main list, withdrew their right to use their scholarships as of 16 February 2015. 3 Although the number of applicants who actually took the written exam was 674, data on the sectoral distribution of applicants could not be provided as the signature list of applicants is at the CFCU.
6 and 2014-2015 academic years, the percentage of women scholars was respectively 63%, 56%, 61%, 51%, 51%,%52 and %49. The percentage of applications from Istanbul was 30% where there is also a large number of private sector organizations and universities. Although the percentage of applications from cities other than Istanbul and Ankara was fairly low, the facts that applications were actually received from 50 different provinces, and that applicants from 22 different provinces have took the written exam were a positive and promising improvement. Another encouraging improvement during this academic year was the increase in the number of scholarship awardees from provinces other than Ankara and Istanbul (20 scholars from Adana, Amasya, Bursa, Diyarbakır, Eskişehir, Gaziantep, İzmir, Kahramanmaraş, Karabük, Muğla, Sakarya, Şanlıurfa and Tekirdağ). For this reason, in a manner that differs from other graduate scholarship programmes, Jean Monnet Scholarships are exclusively granted for academic studies conducted on the specified 31 EU Acquis Chapters. In the 2014-2015 academic year, 170 scholars will be studying on 27 different EU acquis chapters. Energy has been the most preferred acquis chapter by the 2014-2015 academic year scholars. In terms of popularity, this chapter was followed by Financial Services and Social and Employment. Acquis chapters which will not be studied by the scholars for this academic year are Public Procurement, Free Movement of Workers, Food Safety, Veterinary and Phytosanitary and Trans-European Networks.

11 3 2014-2015 PLACEMENT PROCESS The numbers which are detailed above for all stages of the 2014-2015 academic year (application, assessment, award holders, placement process) are summarized for scholars placed to their programmes in the section below. 12 During the 2014-2015 academic year, 86 public officers from 43 different institutions were awarded the Jean Monnet Scholarship. Highest number of the scholars who were granted scholarship are from the Ministry of EU Affairs (6 scholars). Ministry of EU Affairs is followed by TÜBİTAK and the Turkish Court of Accounts. 13 METU sent the highest number of scholars for the 2011-2012, 2012-2013 and 2014-2015 academic years, except for the 2013-2014 academic year in which it was Bilkent who sent the highest number of scholars. In terms of the highest number of scholars, METU is followed by Galatasaray and Boğaziçi.
