FOREWORD The annual graduate follow-up survey collects information from graduates of regular and nonregular community college training programs approximately one year following graduation. The information gathered provides valuable feedback on the success of graduates in the labour market and is an important tool for decision-makers. This tool, along with other sources, is incorporated into the colleges planning process. This report presents the findings of the Survey of 2012 New Brunswick Community College Graduates. The survey was conducted with 1,019 graduates over a seventeen week period starting July 11 th, 2013. This represents a response rate of 45%. The reference week for the survey was June 2 nd June 8 th, 2013. Survey results indicate that graduates of the Class of 2012 were again very successful in locating employment, with an employment rate of 88%. The Department would like to thank the New Brunswick Community College graduates who participated in this survey; their input has been invaluable. Executive Summary This report presents the findings of the Survey 2012 of New Brunswick Community College Graduates. This follow-up survey generated information from 1,019 graduates, representing 45% of the 2,278 graduates to be contacted for this survey 1. The points that follow present key information obtained through the 2013 survey: The employment rate in the 2013 reference week for graduates one year following graduation was 88%, consistent with what was reported in 2012 (87%). The employment rate in the reference week for female graduates was 90%, consistent with the female employment rate in 2012 (89%). The employment rate in the reference week for male graduates was 85%, consistent with the male employment rate in 2012 (85%). The unemployment rate in the reference week for graduates was 12% in 2013, consistent with what was reported in 2012 (13%). Overall, the percentage of related employment since graduation as a percentage of total employment since graduation increased slightly over the past year (77% in 2012; 79% in 2013). The level of related employment in the reference week increased slightly over the past year (79% in 2012; 80% in 2013). The percentage of employed graduates in the reference week working in New Brunswick has decreased slightly over the past year (90% in 2012; 88% in 2013). The percentage of graduates who reported being self-employed in the reference week was 3% in 2013, slightly lower than the percentage reported in 2012 (4%). The majority (83%) of employed graduates in 2013 continued to work for one employer in the reference week, slightly lower than what was reported in 2012 (87%). In the reference week, female graduates in full-time positions earned approximately 88% of the wages of the male graduates in full-time positions ($630 versus $719 respectively), a considerable increase over that reported in 2012 (78%). Female graduates working full-time in positions related to their training also earned 90% of the average wages of male graduates in similar positions, a notable increase over that reported in 2012 (78%). 1 The original population was 2,570 graduates; however, duplicate graduates were removed resulting in 2,332 graduates to be contacted for the survey. Additionally, during data collection 54 respondents reported that they were not a graduate of 2012 and were therefore removed from the database. i

1.0 Introduction Follow-up surveys with graduates of New Brunswick s community college system have been conducted since 1983. For the past twenty-four years the survey has been conducted by telephone. Since 2011, an online survey has also been added. The survey is conducted annually with graduates of regular and non-regular programs of the campuses. On April 1, 2010, changes were made to the governance of the community college system, resulting in autonomous English and French community college corporations. This is the fourth year that a separate report has been published for New Brunswick Community College (NBCC) 2 graduates. For the 2013 survey, interviews were completed with 1,019 graduates from a total listing of 2,278 graduates who were eligible to participate in the survey 3. The data supplied by these surveys provides valuable feedback on the success of New Brunswick Community College graduates in the labour market, which, in turn, serves as an important indicator of how well the training provided by the NBCC system corresponds to the demands of the labour market. This report provides detailed information gathered from the Survey of 2012 New Brunswick Community College Graduates through five sections, which are summarized in the material which follows. Section 2.0 presents the methodology of the 2013 survey and provides a profile of the graduates contacted with a comparison with the overall population of graduates. Section 3.0 presents the information highlights from the 2013 survey. Section 4.0 presents fact sheets that report the survey information for academic groups and specific programs. Section 5.0 presents labour market information for academic groups and specific programs. Section 6.0 presents the evaluations provided by graduates of programs and services offered at NBCC. A list of the terminology used in this report is provided in Appendix A. 2 For purposes of this survey and report, the New Brunswick College of Craft and Design has been included with the NBCC. 2.0 Methodology The Survey of 2012 New Brunswick Community College Graduates was guided by researchers from the Strategic Services Branch of the Department of Post-Secondary Education, Training and Labour (the Department). Any comments or questions about the information contained in this document should be forwarded to the Department. In 2013, the New Brunswick Community College (NBCC) generated a database with background and current contact information for 2,570 graduates from the Class of 2012. The background data and required contact information was retrieved from the NBCC s student information management system. Prior to the start of the survey in July 2013, the database was reduced by 238 graduates who had completed more than one program. During the data collection period, fifty-four (54) additional graduates were removed from the original list because they indicated they were not a graduate of 2012. Following removal of these names from the database, there were 2,278 potential contacts for the Class of 2012. The 1,019 interviews completed represent 45% of the total number of graduates who were eligible to participate in this survey. As in previous surveys, graduates were asked about their activities during a specific week of the year (the reference week). Reference week information is an indicator of graduates current activities. The reference week for the 2013 survey was June 2 nd June 8 th, 2013. In addition to reference week information and information collected on activities since completing their training, graduates were also asked to evaluate their NBCC training program and various facilities and services available at their campus. The overall approach to the Graduate Follow-Up Survey was changed in 1996. Previously, surveys were conducted in March, capturing information from graduates of the previous academic year. The change in the time of the reference week should be kept in mind when comparing the results from the surveys in 1996-2012 to those conducted in previous years. For example, the question asking respondents if they were studying during the reference week gave very different results in 1996-2012 compared to previous years. These differences are understandable considering that most people enrolled in post-secondary institutions would be attending classes in March but not in June. This survey was conducted by telephone and online using a Computer Assisted Telephone/Web Interviewing (CATI/CAWI) system. An attempt was made to contact all graduates regardless of their current area of residence. First, the survey was pre-tested by telephone. Following the pre-test, all graduates in the sample who had a telephone number and did not have an email address (n=142) were called and all graduates in the sample who had an email address (n=2,185) were contacted by email to complete the survey online 4. A total of three survey reminders were emailed to graduates during the course of data collection. Following the third and final emailed reminder, further attempts were made to contact all unreached graduates by telephone 5. Additional online survey invitations were emailed to graduates who were contacted by phone and indicated that they would prefer to complete the survey online. 4 A pre-test of the online survey was conducted before survey invitations were sent out to all graduates. 5 An attempt was made to source telephone numbers for any graduates who did not have a telephone number or an email address (n=5). 2

Graduates were assured of absolute confidentiality of responses and were informed of their valuable contribution to the study. A toll-free number and a survey-specific email address were provided to graduates if they had any questions or apprehensions about the survey. Graduates were given the option to complete the survey in French or English. Data for this study was collected from July 11 to November 12, 2013. In total 1,019 NBCC graduates completed the 2013 survey. Of those completed surveys 406 (40%) were completed online and 613 (or 60%) were completed by telephone. The 2013 survey response rate of 45% is lower than previous years results. In recent years, it has required additional time for data collection and the response rate has continued to decline. The table that follows presents a summary of NBCC response rates for the surveys over the 2009 2013 period. As shown in the table, response rates have varied over the past five years; however, they are still consistently lower than the historical rate of 80%. Because of the importance of this information, an attempt was made to determine the extent to which a change in the time of the reference week (initiated in 1996) affected the results of reported labour force activity. The potential effects were initially monitored in the 1996 survey and monitoring has continued through to the current survey. 3

As shown in the following table, the labour force participation rate was comparable in June (94%) and in March (93%). The employment rate was higher in June (88%) than in March (84%). Most commonly, respondents were males aged 24 years or younger. The table that follows presents a comparative summary of the graduate population over the past five years. Prior to 2000, there had been significant increases in the percentage of graduates 25 years of age or older and significant increases in the percentage of female graduates. The percentage of female graduates in 2013 (50%) increased by one percentage point since 2012 (49%). Furthermore, the percentage of graduates 24 years of age and younger increased by six percentage points over the same period (58% in 2013; 52% in 2012). 3.0 Survey Highlights The information in this section presents a summary of research findings for the Class of 2012 along with a comparison of key variables in relation to research findings from previous years. 3.1 LABOUR FORCE INFORMATION The labour force participation rate for all graduates in the reference week has decreased slightly from the previous year (94% in 2013; 96% in 2012). Furthermore, both the male and female participation rates have both decreased slightly since 2012. The table which follows presents comparative labour market information for the 2013 survey and the population of New Brunswick. As shown, graduates had a similar unemployment rate compared with the province as a whole (12% and 11%, respectively). The unemployment rate for graduates was slightly lower than the youth unemployment rate of 13% (unadjusted) for June 2013. Overall, the employment rate has remained consistent over the past year (88% in 2013; 87% in 2012). Furthermore, this decline in employment rate over the past year has also been reflected for both male and female graduates. Consistent with previous years, female graduates continue to have a higher employment rate, overall, compared to male graduates. As shown below, the majority of employed graduates (88%) continue to be employed in New Brunswick. Employment in the province has generally decreased since 2009; there has been a drop of employment in the province of two percentage points in the past year (88% in 2013; 90% in 2012). 3.2 ADDITIONAL EDUCATION / TRAINING FOR GRADUATES In surveys prior to 2001, graduates were asked if they were attending an educational institution or training program at the time of survey contact. Since 2001, respondents have been asked if they were attending an educational institution or training program or planning to attend in the near future. As demonstrated in the table that follows, the percentage of graduates attending or planning to attend an educational institution or training program (20%) has increased by two percentage points since 2012 (18%). 3.3 OVERALL EMPLOYMENT FOR GRADUATES Since graduation, 95% of graduates have been employed in at least one job of one month or longer in duration. The table which follows demonstrates the percentage of those employed graduates with at least one month of that employment in a position related to their training. Among those graduates with one or more months of employment since completing their training (95%, n=920), 87% reported that at least some of their employment was related to their training. On average, 79% of those months were in positions related to their training 10. This is similar to the percentages reported in 2012. 3.4 GEOGRAPHIC LOCATION OF GRADUATES In June 2013, 88% of graduates were residing in New Brunswick, three percentage points lower than the finding for the previous class of graduates (91%). Approximately 20% of graduates have lived outside New Brunswick since graduation. Among those who have lived outside the province (n=200), the majority (76%) left the province for employment, higher than the finding in 2012 (74%). In 2013, 50% of graduates who left the province for employment had obtained employment prior to relocation, lower than the result in 2012 (59%). Graduates were asked for their perceptions about the wages they earned in the reference week. Overall: 10% of employed graduates reported that their wages were much better than those of others in similar positions; 25% reported that their wages were better than those of others in similar positions; 45% reported that their wages were the same as those for others in similar positions; and 19% reported that their wages were worse (15%) or much worse (4%) than those for others in similar positions. The table which follows shows the average full-time and part-time wages of employed graduates based on their perceptions of these wages. As shown below, there appears to be a relationship between the full-time wages earned in the reference week and perceptions about those wages, whereby the higher the full-time wages, the more positive the perception of these wages compared to wages in other similar positions. Gender Differences in Wages In past graduate surveys, gaps have been identified between the overall wages of male and female graduates. In the 2013 reference week, male graduates averaged $718 per week in full-time positions, while female graduates in full-time positions averaged $630 per week (a gap of approximately -12%). Since it has been demonstrated that males and females tend to be employed in different occupations, gaps may be expected; however, as shown in the following table, similar wage gaps may not necessarily exist when male and female graduates are employed in the same occupations. The table which follows demonstrates that the unemployment rate varied considerably when segmented by campus. These graduates provided the following reasons for their return to an educational institution or training program: to upgrade existing skills (31%); could not find employment (22%); to obtain a university degree (18%); want to learn a new trade or occupation (9%); to get a better/more interesting job (9%); to get a better salary (4%); some other reason (6%); or did not provide a response (4%). 24

3.6 OTHER SURVEY FINDINGS Employment Since Graduation The strong majority of graduates (95%) have been employed since graduation, and those employed averaged 1.8 different jobs. The percentage of graduates who have been employed since graduation has decreased slightly compared with the past year (97% for the previous class of graduates). Motivations for Community College Enrollment Beginning with the 1999 survey, all graduates were asked why they had decided to pursue their training at NBCC rather than through a university or private training program. Overall, graduates offered the following reasons for pursuing training at NBCC: tuition cost (29%); particular program was available only at the campus selected (17%); location of a particular campus (14%); job prospects (9%); reputation of NBCC (9%); wanted a hands-on program/better choice for them (6%); length of program (5%); had previously tried university (3%); had selection/quality/teaching of programs and courses (2%); some other reasons (4%); or no specific reason provided (2%). When asked why they had selected a particular campus for their program of study, the following reasons were provided: the location of a particular campus (40%); the training is only offered at a particular campus (24%); reputation of NBCC (11%); cost of the program (6%); friends/relatives attended/currently attending same campus (5%); NBCC offered programs and courses that were interesting (3%); length of program (2%); some other reasons (8%); or no specific reason provided (2%). The strong majority of graduates (90%) were accepted to NBCC in the year in which they made their initial application. Overall, 80% of graduates reported that based on their experiences since completing the program, they would select the same field of study if they were making the decision about enrollment today. 25

Prior Learning Assessment and Recognition and Credit Transfer Services 22 Graduates were asked questions to determine their awareness, use and evaluation of PLAR and Credit Transfer Services. Overall: 63% of graduates reported that they were aware of these services; and 37% were not aware of these services. When contacted in 2013, 65% of the graduates of 2012 reported awareness of PLAR and Credit Transfer Services. Among those who were aware of these services (n=600): 57% heard about PLAR through their campus; 31% heard about PLAR through word-of-mouth; 2% heard about PLAR through their high school; 2% heard about PLAR through the internet/nbcc website; 2% heard about PLAR through their instructors/teachers/director; and 1% heard about PLAR through other means 23. Of graduates who were aware of these services, 19% (n=116) have used them (12% of all graduates). Of those who have used these services: 66% have applied for Credit Transfer; 24% have applied for a Prior Learning Assessment; and 9% have applied for both. Graduates who have applied for one or both of these services were asked if they had received course credit for courses taken at another institution or from an employer. The majority of these graduates (91%) reported that they had received course credit. This course credit resulted in a reduced course load for 79%, reduced course load and tuition for 11%, reduced tuition only for 1% and some other result for the remaining 4% 24. The graduates who received course credit (n=116) provided the following evaluations of the services they received: 63% were very satisfied; 32% were satisfied; 4% were unsatisfied; and 1% were very unsatisfied. 22 Respondents who did not provide a response were excluded. 23 4% did not report where they heard about PLAR. 24 5% (n=5) did not provide a response for how PLAR affected their progress in the training program. 26

Peer Tutoring Seventy-five percent of graduates were aware of peer tutoring at NBCC. Among graduates who were aware (n=710), 12% reported that they had used the peer tutoring system. Graduates who had used the peer tutoring system (n=87) provided the following evaluations of the effectiveness of the assistance provided through peer tutoring: 34% provided a rating of excellent; 44% provided a rating of good; 13% provided a rating of fair; and 6% provided a rating of poor 25. Post Program Artistic Involvement of NBCCD Graduates Graduates of the New Brunswick College of Craft and Design (n=52) were asked several questions about their post-training involvement with the arts community in New Brunswick. Since graduation, four NBCCD graduates had applied to the New Brunswick Arts Board or the Canada Council for funding to promote or prepare his/her craft. One graduate received an award or grant, but did not indicate the value of the award or grant. Since graduation, 50% of NBCCD graduates (n=26) reported that they have contributed to the arts through exhibits, donations, or in other ways. During the reference week, 38% of those who had completed a program through NBCCD (n=52) were practising their craft or preparing for an exhibit for which they were not paid. 25 3% did not provide a response. 27

Terminology NBCC New Brunswick Community College is a corporation including six campuses situated throughout the province of New Brunswick. The New Brunswick College of Craft and Design still falls under the auspices of the Department of Post-Secondary Education, Training and Labour. For purposes of this survey, it has been included in this report. Average Weekly Earnings Refers to the average of the gross earnings that graduates reported for the reference week. The average weekly earnings are reported for each program and for each campus where the program is offered. The figures presented are based on earnings reported by graduates who indicated that their employment was either directly or indirectly related to their training. Employed The number of respondents who had a job during the reference week. Employment Defined in terms of full-time/part-time and permanent/temporary as follows: Full-time Employment of 30 hours or more per week. Part-time Employment of less than 30 hours per week. Permanent Employment which has no prearranged termination date. Temporary Employment which ends at a prearranged date. Employment Rate The number of employed graduates as a percentage of those in the labour force. Employment Related to Training Employed graduates were asked about the extent to which their employment during the reference week was related to their training program. Options presented to the respondent included directly related, indirectly related and not at all related. Related Employment Includes employment that graduates reported as either directly related or indirectly related to their training program. Not at all related Means that graduates were in jobs that were not at all related to their training. Graduate Population Graduates of regular training programs or non-regular (contract or distance) training programs of twelve weeks or more in duration that terminated between January 1, and December 31, 2012. Labour Force In the context of this survey, Labour Force is composed of respondents who were either employed or unemployed but looking for work during the reference week. Not in the Labour Force Respondents who were not working and not looking for work, during the reference week.

Labour Force Participation Rate The percentage of respondents who were actively participating in the labour force during the reference week (based on the total number of respondents). Labour Force Survey A monthly survey by Statistics Canada which collects labour force information from a representative sample of the working age population. NAICS (North American Industrial Classification System) 2012 NAICS was used to categorize the industrial sectors/industries in which graduates were employed in the reference week. Fact sheets list the top industries for employment. NOC (National Occupational Classification) 2011 The National Occupational Classification was used to categorize the kind of work done by graduates. The top responses are given. Programs Regular Programs that operated throughout the year on a year-to-year basis. Regular training programs are listed in the annual NBCC Calendar. (R=Regular) Non-Regular Programs that are offered through NBCC that are not part of the regular program listing in the Calendar. These programs may or may not have the same content as regular training programs of the same name. (NR=Non- Regular) Co-op Cooperative Education Programs integrate periods of classroom study with periods of training in related work. Each work situation is developed and approved by the College as a suitable learning situation. Co-op trainees are placed in productive work, receive wages and have their progress monitored by the employers and representatives of the College. Reference Week The week of June 2 nd 8 th, 2013 served as the reference week for this survey. During the survey all graduates were asked about their activities during this week. Response Rate The number of respondents as a percentage of the number of graduates. Self Employed Someone who is working but has no employer other than her/himself. Total Employment Since Graduation The total number of graduates who reported that they had been employed, at some time, since completing their training at NBCC. Relation of Employment Since Graduation to Training The percentage of graduates who reported that they held at least one employment position since graduation which was either directly or indirectly related to their training program at NBCC.
